Sub:- Limited Internal Competitive Examination for promotion to the grade of JTO (T)
under 35% and 15% Quota in Kerala Circle for vacancies upto 31.03.2012- reg.
1) In accordance with the directions contained in BSNL HQrs, New Delhi letter No.
22-24/ 2012-Rectt. dated 14/ 01/ 2013, it has been decided to conduct the Limited Internal
Competitive Examination for promotion to the grade of JTO(T) under 35% quota & 15% quota
in Kerala Circle for the vacancies arisen up to 31-03-2012 in compliance of orders of Hon.
High Court of Ernakulam dated 14.09.2012 in OP (CAT ) No. 3714/ 2011(Z) .
The LICE will be held as per the Scheme and Syllabus circulated vide BSNL
Corporate Office letter No. 5-11/2009-Pers-IV dated 20.10.2009 and modified vide No. 5-
11/2009-Pers-IV dated 1.11. 2011
2) As per BSNL Order No. 5-11/2009-Pers IV dated 1.11.2011, the minimum
qualifying marks will be as detailed below:-
“ The minimum qualifying marks in the Examination will be 30% in each
part and 37% in aggregate for OC category candidates and 23 % in each part and 30%
in aggregate for SC/ ST candidates. There would be negative marking for each wrong
answer; 25% of the mark of that question would be deducted.”

3. The eligibility, service conditions and other details for appearing in the examination
are prescribed in the Recruitment Rules of JTO(RR) of 2001 circulated vide BSNL CO letter
No 5-9/2001/Pers IV dated 10/10/2001 ,as amended vide BSNL CO. Pers Branch memo No. 5-
9/2009-Pers-IV dated 8.05.2009 and No 5-28/2009- Pers-IV dated 12.10.2009. As regards
reckoning age of 50 years, column 12 of schedule of Recruitment Rules 2001 may be referred to
which stipulates that employees below 50 years of age as on the date of such examination will
be eligible. Further as per Recruitment Rule, the employees eligible to take up competitive
examination under 35% LICE quota shall not be eligible for appearing at competitive
exam under 15% LICE quota.
4. Crucial date for determining the qualifying service (ie, 7 years) will be 1st July of the
respective vacancy year against which the candidature of the official is being considered. Since
single exam will be conducted for 35% and 15 % quota for the vacancy year from 2000-2012,
the eligibility for qualifying service will be determined as on 1st July of the respective vacancy
year and result will be declared accordingly year-wise for each quota separately.

The examination paper will be OMR (Optical Mark Reader) answer sheet based. Each question will have four options for answer. Only one answer which is the most appropriate
has to be selected by the candidate.

2) The unfilled vacancies in any vacancy year will be carried forward to the subsequent
year as per extant rules
7. The venue of the examination will be announced later.
8. The contents of this letter may be given wide publicity. Eligible officials on leave,
deputation etc. may also be informed about the examination. The Departmental officials who
fulfill the prescribed conditions of eligibility for competing against 35% and 15% quota of
vacancies may submit their applications in the prescribed pro forma to the Head of the SSA
through proper channel on or before 16/03/2013. The applicants should clearly mention the quota
to which they compete for the JTO vacancy. No application should be entertained by the SSAs
after this date.
The candidates will have the option to answer the question in Hindi or in English only.
The answering of questions partly in Hindi and partly in English will NOT be permissible
9. Applications should be carefully scrutinized to satisfy the correctness of the particulars
given by the candidates, with office records such as service books etc and thereby the eligibility.
The recommendation of the Head of the SSA should be recorded in the application form itself. If
candidature of any applicant is not recommended, full reasons for the same should be specified.
The Head of SSA/ Unit will please ensure that only such applications that are complete in all
respects, are forwarded to this office.
10. Application in the prescribed proforma (specimen attached) should reach this office
on or before 25-03-2013.
11. The receipt of this letter may please be acknowledged.
