1 ETU EVENT STATUS: 2001 – 2016 1. INTRODUCTION: The purpose of this document is to provide details about the status of the past and current ETU Events, including strengths and weaknesses. Recommendations will follow each section to provide an opportunity for further discussion with ITU and at the various levels at ETU. ETU main goals on events are: a) Increase the general participation of triathlon and all related multisport in all age-group categories within Europe; b) Provide opportunities for young athletes to access the sport; c) Keep gender balance on all level of competitions; d) Provide a pathway to grow from youth athlete to elite athletes competing at the Olympic Games. 2. GENERAL: A thorough review of the Competition System is required due to: a) the growing number of ITU events in Europe; b) the increased number of participants in all categories; c) the growing demands of Paratriathlon being integrated in the sport; d) the increased number of private international event organising companies wanting to align with our system. 3. ETU EVENT STATUS: 2001 – 2016

1. INTRODUCTION: The purpose of this document is to provide details about the status of the past and current

ETU Events, including strengths and weaknesses. Recommendations will follow each section to provide an

opportunity for further discussion with ITU and at the various levels at ETU. ETU main goals on events are:

a) Increase the general participation of triathlon and all related multisport in all age-group categories

within Europe;

b) Provide opportunities for young athletes to access the sport;

c) Keep gender balance on all level of competitions;

d) Provide a pathway to grow from youth athlete to elite athletes competing at the Olympic Games.

2. GENERAL: A thorough review of the Competition System is required due to:

a) the growing number of ITU events in Europe;

b) the increased number of participants in all categories;

c) the growing demands of Paratriathlon being integrated in the sport;

d) the increased number of private international event organising companies wanting to align with our

system.

3. ETU TRIATHLON EUROPEAN CHAMPIONSHIPS: is the main event of ETU. The event package consist of the

following races: elite Olympic Distance Triathlon, the junior Sprint Triathlon event, the Age Group OD and

sprint Triathlon, the elite and junior mixed relay, an opening ceremony and the organisation of the ETU

Annual General Assembly. ETU is asking to pay an event fee and prize money for both the elite individual

event as the elite mixed relay. Having the event live broadcasting is recommended but not mandatory. This

means that the LOC has to invest a substantial amount into this organisation. As a return on this

investment, the LOCs have been given the majority of the marketing and TV rights. Money usually comes

from public funding, sponsorship and entry fees and the percentage depends on the city, country, …. To

find a LOC to organise the event, ETU is opening bids annually.

3.1 Scheduling:

a) bid process: the bid period for the elite European Championships opens approximately 2 and a half years

prior to the event, while the event is assigned 2 years prior to the event date. Regarding the other events

(U23, youth) the bid period opens 1 and a half year prior to the event is assigned 1 year prior to the event

date.

b) event date: the event cannot be in conflict with a WTS and/or WC event. Usually the Championships take

place between mid-June and mid-July with the exception of an Olympic year were the event will take place

earlier during the year (April/May).

3.2 Host countries:

From 2001 to 2016, 12 different countries hosted the ETU Triathlon European Championships. 4 of those

countries; Spain, Switzerland, Portugal and Czech Republic hosted the event twice with Portugal and Czech

Republic hosted this event in the same city; Lisbon and Karlovy Vary respectively.

3.3 Participation:

The ETU Triathlon European Championships events focus on elite athletes for performance excellence and

age-group athletes for high participation numbers.

a) Programme increase by including the following categories/events;

- U23 (2005)

- youth relay (2005)

- paratriathlon (2006)

- mixed relay for elite and juniors (2009)

- Age Group sprint (2010)

- Elite sprint (2016)

- Youth individual race (2016)

- Club Championships (2016) (there have been already Triathlon Club European Championships in

1997, 1998 and 1999 in a team trial format for both men and women)

b) Number of days: Increased from 2 day (2001-2004) to more than 5 days event due to an

increased programme. This often resulted in many competitions taking place under less than

ideal conditions. Therefore the European Championships have been split up in multiple events:

- 2005: split in 2: 1. elite-juniors, AG and para

2. U23 and youth relay

- 2016: split in 5: 1. para, elite OD, juniors, mixed relay

2. Elite sprint

3. U23 individual and relay

4. Youth individual and relay

5. Club championships

c) Participant Increase: started with around 800 participants, now around 2000, as well as a 2 to 4

additional numbers with support personnel and family members, this generates a significant

positive impact for the LOCs and cities. The elite, U23 and junior competitions have a maximum

field of 75 athletes, which is filled at the junior men’s categories and almost with the U23 and

elite men. In the women’s categories the field is around 75% full in the juniors category and 60%

full at the U23 and elite category. The Youth European Championships are organised in a relay

format for both men and women. In each team are 3 athletes. With the exception of 2009 there

were always more men teams than women teams on a ratio of 3:2.

The European Championships welcomed the first male paratriathletes in 2006 and the first

female paratriathletes in 2009.

Starting 2010 ETU started not only to organise the Triathlon European Championships for AG in

Olympic Distance but as well on Sprint Distance. The last couple of years the sprint is organised

on Friday while the OD takes place on Sunday, which makes athletes combining both events. This

resulted in an increase of AG participation especially during the last 3 years.

Please note that in 2016 ETU started with an individual European Championships event over a

semi-final/final format to give as much as possible Youth athletes the possibility to participate.

After the individual event there was as well a mixed relay event. This resulted in a huge increase

of participation in this category.

Also in 2016 ETU started with the Triathlon Club European Championships. This first edition 18

clubs from 10 National Federations participated at a mixed relay format European

Championships.

d) Qualification has been refined: ELITE and ELITE Paratriathlon are based on both ITU and ETU

rankings; U23, Juniors and youth are based on quotas from Continental Championships and Age

Groups are a fixed quota per country with extra for the Host NF. The number of entries and

amount of promotion of the Triathlon European Championships for Age-Group athletes are the

sole responsibility of National Federations.

4. ETU EUROPAN CUP EVENTS: Since the WTS was established in 2009, the ETU Triathlon European Cup

events Cup became a third series with top 20 athletes almost never competing. Over the past 8 years, the

ETU European Cup event have had to find a place in the ITU event structure and LOCs and Host NFs have

struggled with the reality of lower quality fields and a decrease in popularity amongst all stakeholders.

4.1 Scheduling:

a) bid process: the bid period for the ETU Triathlon European Cups opens approximately 1 and a half years

prior to the start of the season while the events are assigned immediately after the European Cup final of

the previous year.

b) event dates: ETU is trying while building up the event calendar to have no conflict with another ETU

European Cup in the same weekend and also to avoid conflicts with ITU World Cup and WTS Series.

2001-2008: There were 8-17 ETU Cups events each year, in 6 to 13 countries, starting in April and finishing

in October.

2009-2016: There were 10 to 15 ETU cups each year, in 7 to 12 countries, starting March and finishing in

October.

DISCUSSION POINTS:

1. Number of athletes participating in the different categories as well as the maximum number per NF;

2. Increasing the amount of Age Group athletes participating

3. Adding AG Para to the package

4.2 Host cities/countries:

a) Host cities: Between 2001 and 2008, 53 different cities hosted European Cup events. Between 2009

and 2016, 40 different cities hosted European Cup events.

It should be noted that between 2001 and 2016 Holten (NED) hosted 13 European Cups, Geneva (SUI)

and Alanya (TUR) 11, Karlovy Vary (CZE) 9 and Quarteira (POR) 8 European Cups.

b) Host countries:

i) 2001-2008: 25 countries hosted European Cups of which 6 organised more than 1 European Cup in 1

year. Turkey organised in this period the most events (15) followed by the Netherlands (12) and Italy

(10). In the chart below all the countries that hosted at least one European Cup in this period.

ii) 2009-2016: 23 countries hosted at least 1 European Cup, while 3 of them organised more than 1

European Cup in 1 year (Turkey, the Netherlands and Spain). It was again Turkey that organised in this

period the most events (17) followed by Spain (12), the Netherlands (9) and Portugal and the Czech

Republic (8). In the chart below the countries that hosted more than once a European Cup in this

period.

4.3 Participation: European Cup events have a scoring value on the ITU Points List and the European Cup

ranking (which gives overall prize money as well). This has ensured good participation from athletes

moving up towards the top elite level. Rarely an athlete ranked top 20 in the world is participating.

a) ETU European Cup events don’t seem dependent on large numbers of Age-Group athletes. Some

LOC’s only stage junior and kids’ events in conjunction with the European Cup. The business model is

different from ITU sanctioned events due to the reduced costs of the prize money, event fees and no

TV costs.

b) Maximum Elite participation has been set on 75 men and 75 women during the last couple of years

which is tight on some of the elite men events, creating elite male athletes remaining on the wait list.

On the women’s side the quota is not filled, where numbers have dropped as low as 10 athletes.

Please note that in the period 2001-2008 there was no restriction on the amount of participants and the

amount of athletes per NF. Therefore on some elite male events there were over 100 athletes. If we

correct the figure to maximum 75 participants in the events the figures will look different.

As shown in table 7 around 33% of the participants at ETU Triathlon European Championships are women.

Below you can find the average, minimum and maximum elite participation at the ETU European Cups

between 2001 and 2008, when the ETU European Cups were the second level of events.

There is huge difference between the event that attracts the most athletes and the one that has a very low

participation level. Reasons? Lack of info, visa needed, difficult to travel too, expensive,…?

4.4 Formats: Till 2010 ETU European Cup events were on Olympic distance only. Since 2011 also sprint events

have been integrated. The trend is towards hosting more sprint events, i.e., reduced road closures create

more time for Age-Group or kids competitions – see chart below.

4.5 Geographical distribution: To guarantee global accessibility of elite athletes, ETU European Cup events must

be well spread over the European continent.

4.6 Calendar planning: The ETU European Cup calendar is set after the WTS and WC calendar, therefore ITU

should meet the goal of setting the WTS and WC the latest by the end of August. The goal of ETU is having

next years’ calendar out by October the day after the ETU European Cup Final. ETU is looking for LOCs to

organise European Cups on a yearly base. The bid process runs from mid of June till end of September.

5. ETU TRIATHLON JUNIOR EUROPEAN CUP EVENTS: In 2006 ETU started with a circuit of races for juniors; the

ETU Triathlon Junior European Cup.

Scheduling: Already at the first Junior European Cup race season in 2006, 8 Junior European Cup events

were scheduled. Since than between 6 and 13 Junior European Cup events yearly took place. The events

take place between March/April and September/October. Since 2014 each NF cannot host more than 1

Junior European Cup. Also in 2006 none of the 8 events were a ‘stand-alone’ event. All were combined with

an elite ITU or ETU event or the U23 Triathlon European Championships. This has changed the following

years, however more Junior events are a combined event instead of a stand-alone event. ETU is

encouraging NFs to have the event with an ETU or ITU elite event.

a) bid process: the bid period for the ETU Triathlon Junior European Cups opens approximately 1 and a half

years prior to the start of the season, while the events are assigned immediately after the European Cup

final of the previous year.

b) event dates: ETU is trying by building up the Junior European Cup event calendar to avoid having 2 junior

European Cups in the same weekend. Preferable the events take place in conjunction with an elite or U23

event and during school holidays as most of the junior athletes are still at school.

DISCUSSION POINTS:

1. Ideal number of ETU Triathlon European Cups;

2. Distribution of European Cups in Europe;

3. Number of elite athletes participating at European Cups as well as the maximum number per NF;

4. ETU European Cups as an integrated part of the development of athletes towards the top level;

5. Ideal Ratio of Sprint and Olympic Distance events;

6. Can the women participation level be increased;

7. is it possible to help some LOCs to reach a higher level of participation;

5.1 Host cities/countries:

a) Host cities: Since the start of the Junior European Cup Series in 2006, 40 cities organised at least one ETU

Triathlon Junior European Cup. 18 cities from 16 NFs, organised more than once a Triathlon Junior

European Cup. Record holder is Tiszaujvaros (HUN) that organised non-stop an ETU Junior European Cup

always in combination with an ITU World Cup event. Since 2001 the Tiszaujvaros event runs over semi-

finals and a final. Also Alanya (TUR), Bled (SLO) and Holten (NED) organised many Junior European Cups.

b) Host countries: since 2006 24 countries organised at least 1 ETU Triathlon Junior European Cup. 10

countries organised the event in different cities. It’s Turkey that organised the most Junior cups (13),

followed by Hungary (11) and Slovenia (9).

5.2 Participation: ETU Triathlon Junior European Cup events have a scoring value on the ETU Junior European

Cup ranking and since 2014 there is as well a NF Junior European Cup ranking that gives prize money to the

top 3 countries within this ranking. In this ranking the score of the top 2 male and female athlete of the

country counts.

a) ETU Triathlon Junior European Cup events don’t seem dependent on large numbers of Age-Group

athletes. The costs to organise such an event is very low as there is no mandatory prize money, doping

control and TV costs.

b) Maximum Junior participation has been set on 75 men and 75 women (with the exception of the semi-

final/final format) which is tight on some of the junior men events, creating junior male athletes

remaining on the wait list. On the women’s side the quota is not filled, where numbers have dropped

under 10 athletes.

Below the average, minimum and maximum participants in ETU Triathlon Junior European Cup events from

2006 to 2016. Even with an increase of the amount of events there is not a lower average level of

participants.

If you compare the average participation on ETU Triathlon Junior European Cups on men versus women

participation you can see that about 1/3th of the participants are women, which is similar to the elite

category.

5.3 Geographical distribution: To guarantee global accessibility of junior athletes, ETU Triathlon Junior

European Cup events must be well spread over the European continent. Below the geographic distribution

of the events in 2016. The locations in blew are in conjunction with another event (ETU European Cup, U23

European Championships, ITU World Cup), the orange ones are a stand-alone event. A lot of the events are

in central Europe and those look like they are the most popular ones (Tabor, Tiszaujvaros, Bled, Zagreb).

5.4 Calendar planning: as Junior athletes are usually still in school the events should be set that there are no

events during exam period and most of the events being set in July and August.

6. MULTISPORT EUROPEAN CHAMPIONSHIP EVENTS:

Multisport events got started with long Distance Triathlon an duathlon during the late 80s and has more

recently been expanded with Winter Triathlon (1999?), Cross Triathlon (2007), Aquathlon (2011), Duathlon

long distance (2012), and cross Duathlon (2015).

6.1 Scheduling:

a) bid process: when the multisport events were separate events the bid period was 6 months starting

approximately 1 year and a half prior to the events. In 2016 the ETU Executive Board decided to have a

multisport Festival containing all Multisport events with the exception of Winter Triathlon. The bid period

for the Multisport European Championships Festival opens approximately 2 and a half years prior to the

event, while the event is assigned 2 years prior to the event date.

b) event date: the event cannot be in conflict with any ITU Multsiport event.

6.2 Formats

a) Triathlon: middle and long distance and cross triathlon distances:

6.3 Participation:

The ETU Multisport European Championships events are focussing on elite athletes for performance

excellence and on age-group athletes for high participation numbers.

Overall participation is much lower compared to the Triathlon (Olympic Distance) Events in all categories

for both men and women.

Below you can find the figures of elite and AG participation on 5 ETU European Championships organised in

2016 2008: Triathlon Olympic Distance, Triathlon Long Distance, Cross Triathlon, Duathlon Standard

Distance and Winter Triathlon. Please note that for the LD Triathlon in 2016 an average of the MD and LD

Triathlon participation has been taken as the event in 2008 was only held over the distance of 4km swim,

120km bike and 30km run.

As you can see in the table above winter triathlon has a decrease in participation on both elite and AG.

Cross Triathlon has increased his popularity in 8 years. Is logic as 2008 was for Cross Triathlon the inaugural

European Championships. .

AG Duathlon participation has been increased significantly even with the increase of events as since 2014

there is besides a Standard Distance also a Sprint Distance Duathlon event at the same weekend.

There is a small increase of AG participation in OD Triathlon even with the double distances (OD and sprint)

being offered for the AG athletes at the same weekend as in duathlon.

Please note that when ETU started the cooperation with Challenge in 2012 all athletes on the start list were

included within the Championships results. Since 2013 only athletes that have been put forward by their

National Federation can take part at the European Championships. All other athletes take part in an open

race. Looking at the figures the Middle distance participation has increased since 2013 while the Long

Distance participation went down. In 2016 ETU welcomed almost 5 times more athletes at the MD then at

the LD.

Question 2: For a long period of time Duathlon was only organised as a European Championship over the

standard distance. Since 2012 the Long Distance Duathlon has been added and since 2014 also a sprint

Distance.

According to the table below the most popular distance is sprint, followed by standard and long distance.

Please note that the fact that in 2014 long and sprint were at the same location over one weekend and in

2015 and 2016 sprint and standard were combined over one weekend in one location could influence the

figures. Remarkable is that Long distance increased yearly since the launch of the event in 2012.

6.4 Cooperation with Professional Organisers

Since 2012 ETU has a cooperation with Challenge regarding the Middle and Long Distance Triathlon

European Championships and with Powerman to organise the Long Distance Duathlon European

Championships. The MOU with Powerman has been renewed in 2016 and will last till 2018. The MOU with

Challenge will be renewed in 2017 and will contain in 2018 only the Long Distance Triathlon European

Championships as the Middle Distance Triathlon event will be part of the Multisport Festival.

Only in 2008 we had a participation that was similar to a ‘Challenge’ European Championships. The fact

that the event took place in a city, Gerardmer, with a triathlon history could have helped getting that

figure. With the exception of 2013 the Middle distance is far more popular than the long distance.
