e-Tendering is the process wherein the physical tendering activity is carried out online using the Internet and associated technologies. e-Procurement enables the user to introduce ease and efficiency of operations without compromising on the required procurement policies and procedures of the organization.

E-Procurement - Govt. of Gujarat:
One of the prime objectives of the Government is to secure benefit of efficiency by the e-enablement of business process.
Purchasing is often the area where the greatest savings can
be made within any organization. E-Purchasing helps to achieve those savings sooner Other benefits such as best practice processes and quality
management information. eProcurement project was initiated with the vision of
achieving above stated goals.
Pilot Project with Govt. of Gujarat:
The project initiated in the month of October 2004 and
total 98 tenders were conducted for around 17
departments on pilot basis till June 2006.
After pilot phase another 356 tenders were processed
before it made compulsory for all the government
department from January 2007.
Training & Education:
Change management and training of new processes has been a big challenge.
Systematic approach was adopted to have smooth change management to new processes.
Training to around 1800 department employee through seminars, user manuals and visual aid media like Movie CD of complete tendering cycle provided.
One to one training was given to all core team members.
“Train-the-trainer” method has also been adopted among stakeholders.
Open training session was conducted every Saturday for all the stakeholders.
Initially about 3200 vendors have been trained on the proper usage of the online facilities.

Application Software: The application plays a pivotal role, as it is responsible for actual execution of the tendering process online. A robust and dynamic application seamlessly integrates with the existing systems allowing the user organization to customize it according to organizational policies.
Hosting and Bandwidth: The application has to be hosted at a secure site where bandwidth is not a hindrance when multiple users are logged on the system. The application has to be up 24X7 for e-Procurement to achieve its objectives.
Operational Support: Help Desk support is needed for both the stakeholders, namely, Tender publishers and bidders. Dedicated technical manpower is required to support each of the stakeholders in order the address the unique issues and provide customized assistance.
Security and Legal Sanctity: High level of security has to be ensured so that there is a trustworthy access-control technology and authorization policy in place. Security has to be maintained not only of the data that is stored on the server but also of the information that is in transit.

Digital Signature • A digital signature is not a digitized form of signature
• A digital signature will be UNIQUE for every document “signed” by an individual

Network time services are used to trace back all the time based events.
The physical access to the facilities is secured by using various state of the art technologies like CCTV and surveillance system, access control system, intrusion detection system, 24 hours physical and electronic monitoring, etc.

A single tender of Rs.2063 Crores conducted successfully for Sardar Sarovar Narmada Nigam Ltd. for our PM's Dream Project “THE STATUE OF UNITY”.
A single tender of Rs.600 Crores conducted successfully for Gujarat State Electricity Corporation for their requirement of imported coal.
Tenders ranging from Rs. 60,000 to Rs. 2000 Crores are handled through eTendering.
SMC has processed single tender for 1227 items successfully with multi-optional comparative reports of 32 Bidders.
GWSSB has processed a tender for 450 items successfully with 450 L1.
CMSO conducted one tender for 150 items where 36 suppliers took part.
Irrigation Department floated 57 Tenders in a day and Jamnagar Municipal Corporation successfully evaluated 51 tenders in a day.
