Officially known as the Republic of Korea, South Korea makes up roughly one half of the Korean Peninsula in East Asia. Its population of 50 million sits on 99,000 square kilometers, making it one of the most densely populated countries in the world. The country’s 971 billion dollar GNI makes it the world’s 12th largest economy, while its broadband diffusion and home PC diffusion rank 2nd and 3rd, respectively. In November last year, Korea was accepted as a Development Assistance Committee member country, and with it came the obligation to provide more official development assistance to developing countries.

Formal education in Korea consists of 6 years of elementary, 3 years middle, 3 years high school and 4 years in Universities or 6-3-3-4 system. We have roughly 10 thousand primary and secondary schools with 7.4 million students and 310 thousand teachers. As for non-formal education, as you may know, numerous cram schools, private tutoring, and job training are available in Korea.

As one of the most connected countries in the world, ICT in education in Korea is widely used both in education and research fields. In primary & secondary education, 98.2% of teachers and nearly 100% of students use ICT for learning which makes Korea the top country in terms of the number of students that use ICT for learning. In regards to higher education Korea has 18 cyber universities and to date, 86% of all universities have adopted e-learning. Korea is the leading country in terms of the number of students that use ICT for learning.

In order to develop and sustain the current level of ICT use in education fields, the government of Korea, especially the Ministry of Education, has invested a substantial budget to ICT in education. In the last decade, the MOE of Korea spent an average of about 500 million US dollars on ICT in education.

As a result, we have realized 100% availability of PCs and internet for each and every classroom. Also, 100% of teachers have their own PC. Based on infrastructure & content development, in order to promote ICT in education 33% of teachers train annually in ICT use in education. 5 students share one PC. Schools usually have computer labs which are specialized classrooms specifically for computer lectures. In particular, almost every house also has their own PC with internet nationwide and the Korean government provides some poor students with a computer. You can assume that 100% of Korean students have a computer and are very familiar with them.

These are the main organizations working together to implement e-learning successfully. First, the Korean Ministry of Education, Science and Technology establishes master plans and allocates budgets at a national level. Then 16 Metropolitan & Provincial Offices of Education implement policies and allocate budgets at a local level. KERIS act like a hub between the MEST and the 16 MPOEs and maintains close collaboration with each other, playing a critical role in supporting policy planning and implementation and providing assistance and information exchange for ICT-based educational services. KERIS also cooperates with related government bodies, research institutes, e-learning companies, and schools.

KERIS has achieved so many noteworthy feats over a span of 10 years, but I'll only highlight a few of the most important ones. We received the UNESCO Prize for ICT use in Education and were awarded with the IMS Learning Impact Platinum Award in 2007. Based on ICT in education expertise we were able to participate in the Uzbekistan and Colombia ICT in education projects, which are part of Korea’s ICT in education ODA projects. With this global recognition and our accumulated experiences, the global cooperation and international partnership programs became one of our main business strategies that we hope will help bridge the international gap in ICT in education..

1. History and Progress

Korea’s progress in ICT in education can be divided into 4 stages which started in 1996 with the initiation of infrastructure building in schools. During this stage, teachers were provided PCs with internet access. Also, EDUNET, a comprehensive Teaching-Learning national portal, began its service. The Second stage was the ICT utilization stage. After initial completion of infrastructure, the focus shifted from infrastructure to software, learning content, and standardization for better circulation and sharing of the available educational materials. The third stage, known as the e-learning stage, saw the inception of the Cyber Home Learning System. CHLS is a type of afterschool cyber class. And KEM, Korea Educational Metadata, became a national standard. We're currently in the Ubiquitous learning stage. As you know, the world is moving towards a ubiquitous-oriented way of thinking when it comes to technology. Korea is leading this development by investment in future education R&D collaborations such as the u-learning pilot project.

One of our main tasks is to support policy-making and R&D. This is done not only by implementing field-oriented research and policy assessment, but also by suggesting quality policy alternatives to pending educational issues. For these research and evaluation tasks, we draw up blueprints for educational informatization projects, and compile and publish a white paper and quarterly journals.

Everyone is probably more than familiar with Google. EDUNET is a search engine like Google, for education purposes. EDUNET which is a national teaching-learning center provides an environment for information exchange between teachers and students or between students and students. You can download many educational materials like online lectures or video clips for free. In fact, EDUNET was established in 1996 so it has had more than 10 years to accumulate a very large amount of available data. That's why 5.8 million registered users at EDUNET and 100% of teachers use it. Let me show you a short video clip about EDUNET to help your understanding of the service.

Cyber Home Learning System is a kind of online after-school class for elementary and middle school students. Teachers can help students online after school and students can also study with cyber teachers or cyber tutors online. It provides many online contents for mandatory subjects like mathematics, science, and Korean. It's major services are to customize learning, ask questions, evaluate academic levels, and provide career counseling. CHLS was actually launched to cut down private education expenses. Korean families place a very high emphasis on education. This passion has led to soaring private education costs and most students are forced to go to private institutes to get extra lessons. Another main positive impact of CHLS is to reduce the education gap between urban and rural areas. Some rural areas lack sufficient educational infrastructure but CHLS provides equal access to private education. I’ll show you a video clip about CHLS which will explain it further.

As you all know, there is a massive amount of data available on the Internet, but its accuracy and reliability are not always guaranteed. To counter this issue, the Korean government established a quality assurance system by monitoring and evaluating many online contents. In addition, we promote e-learning standardization and participate in international standard-setting activities. One of our more exciting and innovative educational developments is the digital textbook. When most of us went to school, we carried a backpack full of text books. Thanks to the development of digital textbooks, that experience will soon be a thing of the past. A small tablet PC will substitute for the heavy text books. KERIS started developing digital textbooks in 2007, and last year we conducted a pilot project among 112 schools. However, as of now more evaluation in the field is needed to determine their effectiveness in the classroom. This video will give you some more details.

RISS integrates diverse and dispersed information for academic users. Another good example of the support systems that KERIS provides is Korea Open CourseWare. Perhaps you know of MIT's OCW. MIT OCW provides their lectures online for free. Similarly, KOCW provides online lectures in collaboration with national and international cyber universities. Of course it is also free. We are all fully aware of the red-hot debate surrounding OER (Open Educational Resources) in the educational sphere. The purpose of this system is improving the competitiveness of university education by establishing an educational contents sharing system. We are currently collaborating with national and international cyber universities and its e-learning support centers to offer a reliable service.

We believe NEIS is beneficial for everyone, but especially for teachers because in addition to teaching, they handle many administrative tasks. NEIS makes educational administration more convenient and efficient by saving time and money and reducing work hours. �For instance, in the past, applying to university required a visit to campus or direct mail applications. Last but not least is our e-learning globalization efforts. As one of the leading countries in ICT in education, the Korean government has tried to reduce the digital divide and share its e-learning experiences by strengthening international partnerships with international organizations such as the OECD, UNESCO, World Bank as well as developing countries. Moreover, we are collaborating with our e-learning partners by hosting international seminars, conferences, and exhibitions. We must continue to seek ways to make positive contributions to the global society and use our cumulative knowledge and experience for the betterment of education and learning as a whole.
