1 INTRODUCTION Saudi Arabia has been bestowed the responsibility and honor of managing Hajj Umrah andthe Two Holy Mosques This places it in a unique position to develop the Hajj and Umrahsector and enhance the spiritual experience for the benefit of 16 billion1 Muslims worldwidewith the financial means to Develop HajjUmrah by leveraging its digital transformation planand utilizing high-technology innovations in line with its Vision 2030 objectives

Hajj refers to the annual extensive pilgrimage that brings Muslims flock to Saudi Arabia duringthe Hijri month of Dhul Hijjah to perform at least once in their lifetime and involves ritualswithin and beyond the Holy Mosque in Makkah that last a few days Umrah is a shortpilgrimage Muslims can perform at anytime of the year and is restricted to rituals within theHoly Mosque in Makkah ldquoDoyof Al Rahmanrdquo literally translates to ldquothe guests of the Lord ofMercyrdquo as in the pilgrims whether coming to perform the annual Hajj pilgrimage or UmrahDoyof Al Rahman Program is a Saudi government program led by the Ministry of Hajj andUmrah to enhance the Hajj and Umrah experience and sector

The term ldquoSmart Hajj and Umrahrdquo was first coined by the Saudi Ministry of Hajj to definetechnology based government initiatives serving the Hajj and Umrah industry For thepurposes of this report the term toldquoe-Hajjrdquo refers to technologies that either streamlinesupport or disrupt traditional Hajj amp Umrah industry Big data AI IoT and blockchain are onlyexamples of technologies being used to the develop commercially viable solutions tochallenges in crowd management hospitality tourism communications transportationlogistics safety healthcare as well as consumer goods all in the context of Hajj Umrah andreligious tourism In a wider context HajjUmrah technologies can be applied to improve thestandards of urban living around the world or help administer global events of a similarmagnitude

In this report we make the case for investing in e-Hajj as a viable sector expected to growrapidly over the coming decade thus presenting a window of opportunity for entrepreneursand investors alike Various drivers initiated by the government such as the establishment oftechnology startup incubator accelerator programs venture capital funds direct engagementof the youth community are already contributing to the development and commercializationof technological innovations and solutions in Saudi Arabia and globally that directly benefitthe sector These are key determinants for Saudi Arabia to reach its target of 5mn Hajj pilgrimsand 30mn Umrah pilgrims in 2030

The two holy cities Makkah and Madinah are a major component of Saudi Arabiarsquos non-oileconomy and together contribute 20 of non-oil GDP and 7 of total GDP2 Research by theMakkah Chamber of Commerce and Industry found that 25-30 of private sector income earnedin the surrounding areas is derived from pilgrimage Similarly the Council of Saudi Chambersestimated that spending associated with pilgrimage activities will generate $150bn in incomeand create 100000 permanent jobs related to the Hajj over the 2018-22 period Both Makkah andMadinah have managed to avoid the national economic slowdown associated with the five-yearslump in oil prices as investments in infrastructure and hospitality continued driven by demandfrom the influx of religious pilgrims As a result ldquoDoyof Al Rahman Programrdquo is one of the 13Vision Realization Programs (VRPs) of the Kingdom of Saudi Arabiarsquos (KSA) Vision 2030 3 andsupports one of the overarching objectives strengthening Islamic and national identity

The opportunity to create or localize high-tech solutions developed to enhance the Hajj Umrahexperience through speedy convenient and affordable services is significant and the market remainslargely untapped Whether in facilitating entry and exit to the holy sites mobility during the pilgrimagedisease control and prevention housing and accommodating pilgrims or supporting lsquosmart citiesrsquoinfrastructure the use of technology as a key driver towards economic growth is imperative toachieving Vision 2030 The pilgrimage journey requires multiple and different types of services andsupport along the pilgrimage path starting with preparations in the home country (eg pilgrimorientation programs obtaining the appropriate type of visa to booking flights and accommodation)then movement during the Hajj (eg transportation communication food health) followed bydeparture or post Hajj activities (eg religious and cultural tourism) Such an extensive system requiresmultiple resources especially technological resources that can assist the hosting government of SaudiArabia as well as the countries of origin in cost-effectively administering the system and ultimatelyenhance the pilgrimrsquos experience from start to end

In 2018 183mn pilgrims performed Umrah (out of which 67mn came from abroad)4 andmore than 237mn performed Hajj (out of which 176mn came from abroad)5

Some Islamic countries interested in improving the pilgrims orientation experience prior tothe commencement of the religious journey have invested in Hajj related mobileapplications such as ldquoSmart Hajjrdquo a phone application launched by Indonesiarsquos Ministry ofReligious Affairs which includes information about the Hajj in order to guide the pilgrimsthroughout their journey (hotel flight schedule transport menu of food currencyexchange) In addition and as an example of Muslim government led initiatives is therecently launched Indonesian Ministry of Communications and Information Technology(MCIT) lsquoSmart Hajjrsquo initiative

B Venture Capital Funds

Witnessed by the market recently is the birth of a new trend in specialized venture capitalfunds supporting the segment of e-Hajj entrepreneurs and working as a catalyst for digital

transformation of the industry A leading example is Wadi Makkah Ventures a Wadi Makkah

Company established in 2015 to invest in early stage startups with a focus on technologiesserving the development of the Hajj and Umrah sector through business incubation businessacceleration and investments along with co-working space has supported over 40 startups todate In 2019 it launched its third SR 40mn venture capital fund specialized in Hajj and Umrahtechnologies including bitcoin blockchain IOT and others16 Other venture capital funds arealso investing in the e-hajj sector An estimated SR 15bn of venture capital funds aresupported by matching programs from the Saudi government17 bringing the total availablefor investment to SR 3bn

central booking platform for service providers

A In anticipation of newly created demand by pilgrims the Ministry of Hajj and Umrahhas launched a number of strategic and digital initiatives most notably13
