    Origin of e governance

    With the birth and proliferation of the internet,the concept of e-governance was also born.

    During the early days of the Internet, mostwebsites were only limited to static (Bhogle,2007). These websites are only intended toinform the visitors of the site and allowed usersto see multimedia content (text, images, audio)

    However, these websites didn't have thecapacity to accept and save from users and orallowed users to interact with theorganization maintaining the site.

    The evolution of e-governance

    As with technological advancement, e-governance also transformed and can becategorized into phases: (Bhogle, 2007)

    THE INFORM Phase

    ICT and the Philippines Government

    -Established EO 322 (National Computer Center (NCC)

    the responsibility of directing IT use for national development and rationalize in computerization in the country

    Its functions include technical and professional IT assistance to national and local government agencies, the ITindustry, SMEs, and civil society.

    -Established EO 190, the National Information Technology Council (NITC) was created and designated asthe central policy body on ICT matters in the country

    NITC was later reorganized on 23 February 1998 (E.O. 469) as the highest planning and policy advisorybody on IT matters.

    The plan promotes e-governance and encourages the outsourcing of government ICT projects tostimulate industry growth.

    That same year, the Electronic Commerce Promotion Council (ECPC) was created in recognition ofthe countrys need for a coordinating body to enhance public-private partnerships to promote anddevelop e-commerce in the Philippines.

    Plan (GISP)In July 2000, GISP was approved and adopted

    as framework and guide for all computerizationefforts of key front line and common services

    and operations of the government. (EO 265)to enhance overall governance and improve
