Since the implementation of the Canada-U.S. Free Trade Agreement, there has been an increasing loss of control over the country’s energy resources and its infrastructures. From the elimination of the 25-year contingency reserve provision, to the implementation of the proportional sharing provision, most of Canada’s energy decisions have resulted in our country losing sovereignty over our resources. This sale will lessen the power of B.C. communities to influence future energy decisions in the province. It will also reinforce the view that Canadians are, in effect, becoming tenants in their own land. Please prevent this deal by refusing to ratify it until such time as an exhaustive evaluation of Canada’s energy situation is completed and provincial – and national – energy strategies are drafted and adopted. As the U.S. Administration is keen to highlight, control of energy resources will be the struggle of the future. Dear Sir/Madam, We am concerned about the proposed sale of Terasen Inc. to Kinder Morgan Inc. While all the pundits talk about this being a good deal for Canadians, these same pundits lauded Enron. We recognise that the Terasen component of the enlarged Kinder Morgan is appreciable, but, a few years down the road it may well be less so, and the voice of the Canadian consumers will be as one "crying in the wilderness". It still will be an American company with primary interests in the USA and subject to US control, which, quite naturally will put US majority shareholder and federal government interests ahead of Canadian/British Columbian interests or control. It is also true that we are in a form of "common market" with the USA but indications in the last few years are that "common" is seen from south of the border as somewhat different than "common" as seen from this side- to our discomfort. We have seen the ineffectiveness of NAFTA when it's judgements appear to be valid only if they are in the interest of the US government or lobby groups. We are losing control (or is it "have lost"?) of our resources, and in fact, seem to be in a hurry to give them away for short term gain. It is not in the interest of Canadians and residents of British Columbia to willingly, or by neglect, allow this to happen. It should be the duty of the BC Utilities commission to act for the benefits, present and future, of all British Columbia residents. To Whom It May Concern: Please be advised that I am very opposed to the sale of Terasen Inc. to a company with no Canadian roots. As a sovereign nation, Canada must now, and always, be in control of its resources. To allow Kinder Morgan Inc. to purchase Tarasen will only add another nail into the coffin of Canada’s sovereignty. Our fuel costs at the pumps are too high at the present time. The next step by the American oil industry will be to purchase all the retail outlets that sell fuel. With a simple stroke of the pen they could increase the market up on the products and Canadians would be forced to ration the fuel supplies. This is a very real problem and is more possible than one would admit too. In conclusion, in my opinion, Canadians must be left in control of their resources, whether they be fossil fuels, lumber, fisheries, or any other product that belongs to the taxpayers. I am deeply concerned that this sale will remove B.C. communities' power to influence future energy decisions in the province. I believe that it is important to keep control of Canada's natural resources within the country. Selling such an important gas company to a US company will put a strain on consumer price regulation in B.C. Increased natural gas demand in the U.S. will likely make it more profitable for Terasen to export rather than to supply domestic demand.

I urge you to prevent this deal by refusing to ratify it until such time as an exhaustive evaluation of Canada's energy situation is completed and provincial - and national - energy strategies are drafted and adopted. I am writing to you to express my opposition to the sale of Terasen Inc. to Texas based Kinder Morgan Inc. The sale of the gas delivery system to this corporation is not in the interests of British Columibians, and, in fact, will allow this foreign corporation to control the amount of natural gas coming into BC from locations in our own country. Furthermore, Kinder Morgan Inc.has a shameful record of violating various state and federal environmental laws. This company has been cited and fined numerous times for violations, many of them after oil or other 'spills'. Is this corporation the 'person' we want to be in charge of delivering natural gas to British Columbians in the dead of a freezing winter? I think not. To Who it may concern.

This letter will probably end up being an exercise in futility, given the government’s reputation for ignoring the needs of its “people”- as in ordinary tax paying citizens… But here goes anyway.

We, being “ordinary tax paying citizens” of B.C., are attempting to have an existing electrical line extended to our property just outside of Nelson. I have learned through talking to my neighbors that before our government (in it’s ever desperate need to save more money) sold the service rights of B.C. Hydro to Aquila, then Fortis, that the cost of a service pole was around $1200, that some funding was available, that “ordinary people” weren’t expected to pay a huge sum of money all at once for what is an ESSENTIAL SERVICE. Now that the government no longer handles the electrical service in our area, we are at the complete mercy of a private corporation who’s main objective is PROFIT.

Who in our Government made the decision to sell our resources “down the river” to a private corporation? Who in our government will take the responsibility for that decision? Who can I talk to about it?

I am a jeweler, recently escaped from the city and now living on my remote piece of land and building a modest home. I am expected to pay Fortis an estimated $35,000 to get power to my house… the power I need to make my living. The power I need to survive the winter. THE POWER THAT WILL COST $5,000 MORE THAN I PAID FOR MY PROPERTY. I have jumped through all the “government hoops” to ensure that my house is safe and built according to all the government codes, at great added expense and effort on my part. The government and it’s building codes have been a part of my life through the entire building process – until it comes to the point of actually getting the electricity to the house I built according to the government rules. WHERE ARE THEY NOW?????

How can our government justify selling an essential service to a private company without first making sure the needs of its people aren’t jeopardized by corporate greed? How can our government not ensure the survival of it’s people by providing some kind of loan, funding or grant to those in need of what used to be a government operated essential service?

The bottom line is that Fortis can charge what ever they want. Fortis doesn’t have to provide any payment plan for its customers. Fortis doesn’t provide any funding.Our government has wiped its hands of the entire responsibility of providing an essential service and have put the meat out (the ordinary tax paying citizens) for the sharks. I am also sending this letter to the Civil matters branch of Industry Canada to ask for an investigation of Fortis’ pricing policy for what I see as an “abuse of a dominant position”.

Perhaps someone in this department can give me the name and number of someone who wishes to answer my questions. Please do not tell me to see my “local M.L.A.” I can’t wait for a year or

two to have my questions answered. I live here in the “real world”, and winter is coming.

I would appreciate a response of any kind, even if to tell me that this query doesn’t fall into your department. I will have to keep trying until someone in our “government” will take some responsibility for the mess it’s made of handling our essential services.
