The Summer Educational Programs offered for the summer of 2014 include the following programs:

District Recovery Programs Offerings

Summer VPK

K– 5th Grade Summer Language Arts and Math Recovery (Elementary school course recovery for

students who were retained for Language Arts or Mathematics. Sessions will be offered to students to

recover courses for promotion. Students can only take one course. If a student is retained for both

Language Arts and Mathematics, they may attend for Language Arts remediation. However,

promotion is not an option.)

CRITERIA FOR SUMMER SITE SELECTION

In most cases, Summer Educational Programs will be clustered to increase effectiveness of the instructional program and reduce energy costs. Schools selected as extended year sites will accommodate students from the remaining schools in geographic clusters. This clustering allows the employment of a greater number of teachers and support staff in a site. The designation of Summer Educational Programs Sites is the responsibility of the Cluster Administrators. Criteria for the selection of Summer Educational Programs Sites include the following:

1. Schools undergoing renovation or new construction during the summer may be excluded from considerations.

2. Rotation of Summer Educational Programs Sites should be maintained when possible. 3. When possible, Summer Educational Programs enrollment should be sufficient to support two

or three classes per grade level. 4. Sites that have appropriate equipment for exceptional student programs (vision, physically

impaired, etc.) may be utilized at the Summer Educational Programs Sites when appropriate.

STUDENT ASSIGNMENT OF SUMMER EDUCATIONAL PROGRAMS SITES

District-wide Programs

Students will be assigned to their neighborhood site by the home school. Refer to the listing of sites in

this manual to determine whether the student’s neighborhood school will be a Summer Educational

Programs site or feeder school. If a child’s neighborhood school is scheduled this year to be a feeder

school rather than a Summer Educational Programs Site, determine from the listing which Summer

Educational Programs Site feeder school students will attend. The Summer Educational Programs Site

assignment should be shared with parents by the home school. If a child chooses to attend a site to

which he is not projected, transportation will not be provided. For the Secondary Summer Credit

Recovery Program, there is no transportation provided and students may opt to attend any of the five

middle school or five high school sites.

ADMINISTRATION OF SITES

The administration of Summer Educational Programs Sites is the responsibility of the principal, assistant

principal, or designee assigned to that school. Additional support will be available from principals in the

geographic cluster.

Assignment of at least one additional principal to the Summer Educational Programs Site to be on-site

during all of the first week and all of the last week of the summer session is needed.

1. Establishment of a schedule of principals in the cluster to be on call during the intervening time to cover absences of the principal or other problems.

2. Assignment of Assistant Principals and data entry clerks from within the cluster at the Elementary Summer Reading School sites on an as-needed basis.

Summer Educational Programs Site principals should indicate, with the approval of the Cluster Chief, the

specific responsibilities of assistant principals.

Examples of tasks which could be assumed by assistant principals are as follows:

1. Lunch delivery and cafeteria supervision 2. Buses 3. Counseling/disciplining of students 4. Pickup and delivery of reports, registers, etc. 5. Supervision and monitoring of the instructional program 6. Supervision and utilization of the summer school media center 7. Receipt of IEP’s, distribution to appropriate teachers, and return of IEP’s to home school

following summer school

The Summer Food Service Program (SFSP) for children is supported by the United States Department of Agriculture (USDA) and is administrated by Florida Department of Education (DOE) and the Duval County Public Schools (DCPS). This program is at no charge to the child and the child will receive a full meal, this program is not offer vs. serve, a child must take all of the meal components provided. The school must be qualified by either the TOTAL FREE and REDUCED population during the regular school year, by CENSUS TRACT or ROSTER. FREE AND REDUCED

The school must have a 50% or greater free and reduced population during the school year.

This will automatically qualify this school and it will automatically become an open site.

An open site must accommodate the community and any child under the age of 18 may receive a meal, whether or not they are enrolled in a summer program at that school.

All meals are to be consumed in the cafeteria. CENSUS TRACT

Schools may be qualified if the last census notes that school is located in an economically needy area.

This will automatically qualify this school and it will automatically become an open site.

An open site must accommodate the community and any child under the age of 18 may receive a meal, whether or not they are enrolled in a summer program at that school.

All meals are to be consumed in the cafeteria. ROSTER

Food Service must have the roster of all students in the program at that school and will verify each student’s status, if that roster has a 50% or greater free and reduced population the program will qualify.

This program will then be a closed site and ONLY STUDENTS on the ROSTER can receive a meal.

FIELD TRIPS If a school has a program that allows field trips, the field trip dates must be provided to Robert Reilly when the program is set up. Food Services must notify DOE so they will not schedule a review for those days. If this school is an open site, the site will remain open for meal service on field trip days. MEAL SERVICE TIMES Meal service times are registered with DOE and there must be three hours between the start of breakfast and start of lunch if both meals are served.

Busing will be provided for elementary students who live more than two (2) miles from the assigned Summer Educational Program site. Bus stops may be limited during the summer instructional program as compared to the regular school year, with many stops planned at or near neighborhood schools. Bus routes may be consolidated based on ridership after the summer program begins. The only secondary students (middle & high) provided school bus transportation are students attending for ESOL maintenance, ESE students attending ESY, and the Superintendent’s Bridge Academy for rising 6th graders. All other secondary students will be provided JTA bus passes. Other programs not offered district transportation are Voluntary Pre-K and Summer Camps. To be eligible for transportation students must attend the site determined by the feeder school listed on the site schedule. The feeder school is the student’s neighborhood school, not necessarily the student’s current school of attendance. Students who do not attend their neighborhood school during the regular school term will attend the cluster site for their attendance area. See the Exceptional Student Education Transportation section below for information regarding exceptional education program students. Copies of the route schedules will be distributed to the Summer Educational Program sites and bus Contractors according to the timeline. Parents / guardians may contact the Summer Educational Program site, Transportation office (858-6200), or bus Contractor for verification of bus stop and times approximately one (1) week before summer school begins.

EXCEPTIONAL STUDENT EDUCATION TRANSPORTATION

Refer to the transportation section of the Exceptional Student Education Summer Extended School Year Guidelines for specific directions projecting and revising lists of eligible students. Students in self-contained low incidence settings (Day Treatment, CSS, PI, D/HH, VI, VE Pre-K, SLA and PLA) are provided special transportation. SLD, EBD, InD, OI, OHI, and TBI students served in the inclusive setting and students in self-contained Behavior Supports will attend designated sites and will be provided transportation (refer to the ESY site lists to determine the appropriate site). According to District policy, students residing less than two (2) miles from a designated ESY site will not be provided transportation. The Transportation Department will determine pick up and drop off sites / bus stops. Parents / guardians of students assigned to special buses will be contacted with transportation information once the routes have been established.

ESOL TRANSPORTATION

Students receiving ESOL instruction during the regular school year, living more than two (2) miles from the summer site, will receive transportation to the Summer Educational Program sites for the appropriate service. The site is determined by the student’s neighborhood school, not the school they attend during the regular school term. Copies of the route schedules will be distributed to the Summer Educational Program sites and bus Contractors according to the timeline. Parents/guardians may contact the Summer Educational Program site, Transportation office (858-6200), or bus Contractor for verification of bus stop and times approximately one (1) week before summer school begins.

FEFP TRANSPORTATION

Student bus ridership will be collected during each FTE survey period. School staff will assist bus operators and attendants to collect student names and student ID numbers for the bus ridership lists. Student ID numbers must be collected for submission to DOE for funding purposes.

PROCEDURES FOR DUVAL COUNTY PUBLIC SCHOOL ELEMENTARY STUDENTS ATTENDING A PRIVATE SCHOOL’S OR OUT-OF-COUNTY SCHOOL’S SUMMER SESSIONS

This option for promotion does NOT apply to a third grade student who was retained due to a Level 1 FCAT reading score. 1. The parents/guardian of the student must submit a written request with the current school principal for permission to attend a summer school session outside Duval County Public Schools for promotional credit in the area(s) of retention for reading or math. This request shall be submitted to the student’s current school principal prior to the beginning of the summer session. 2. Approval must be granted in writing by the current school principal prior to enrollment in the non-district summer school if the completion of the summer school is for promotional credit. For permission to be granted for attendance at a private school or out-of-county school's summer session to meet promotional criteria for grades K – 5, the school summer program must consist of 120 instructional hours. Tutoring does not qualify as summer school, nor does it meet the teacher judgment certification requirement for promotion. 3. In order for the student to be promoted, the parent shall present to the school principal who granted approval a transcript verifying academic progress and attendance, including any appropriate evaluation data from the summer school 5 school days prior to the opening of the new school year. 4. When a student attends an accredited private school* and submits an official transcript, validation of course grade is not necessary. The transfer grade is accepted at face value. 5. When a student does not attend an accredited private school and/or does not submit an official transcript, the course grade shall be validated through successful (“C”) performance during the first forty-five days of enrollment during the next school year (s. 1003.25(3), F.S.; S.B.R.6A-109941). If the student makes satisfactory progress (“C”) during the first 45 days of enrollment, further validation procedures are not necessary. The transfer grade will be accepted at face value. 6. Alternative validation procedures are to be used when the student HAS NOT made satisfactory progress at the end of the first quarter. Alternative validation procedures include successfully passing teacher-made exams and/or minimum grade equivalent scores on the Stanford Diagnostic Reading Test (SDRT), the Stanford Diagnostic Math Test (SDMT), and/or district benchmark assessment, if applicable. 1. The parents/guardian of the student must submit a written request to the current school principal for

permission to attend a summer school session outside the Duval County Public School System for only promotional credit (or one-half credit or two one-half credits). This request shall be submitted to the student's current school principal prior to the beginning of the summer session.

2. Approval must be granted by the current school principal prior to enrollment for DCPS credit to be

awarded.

3. In order for the student to be awarded credit, the parent shall present to the school principal who granted approval a transcript verifying academic progress and attendance, including any appropriate evaluation data from the summer school prior to the opening of the new school year.

4. When a student does not submit an official transcript, the credit shall be validated through successful

SUMMER EDUCATIONAL PROGRAMS (SEP) PAYROLL PROCEDURES

These procedures are general guidelines to be used as a reference. Specific instructions as to due dates are provided in your SEP Payroll packets.

Time sheets for teachers can be provided by the SAP system as long as an employee’s multiple assignment is set up in the system. The time sheet will provide all information, including costing, except for hours in and hours out. SAP timesheets must be provided by the employee’s main organizational location or can be provided by the employee’s payroll technician in the Payroll Department. Timesheets are no longer color-coded.

Teachers and 10 month administrators should document time in and time out on the time sheet for a total of 7.25 hours per day with a 30 minute paid lunch. Training/planning days are 7 hours per day. Paraprofessionals’ daily hours are 7 hours per day with a 30 minute unpaid lunch. All Summer Educational Programs time worked should be reported in hours.

Employees other than teachers (e.g. paraprofessionals, civil service) will use the same time sheets used during the regular school year.

Schedules for submitting time sheets for payment will be provided on a special SEP Payroll Bulletin and information will also be included on the regular bi-weekly Payroll Bulletin.

Time sheets are to be filled out completely and accurately, including “full” name. It is imperative for prompt payment that the employee prints his/her name as it appears on his/her certificate and make certain that their Personnel Number is correct. It is often difficult for the Payroll Department to identify a correct employee if information is not complete. This will not be an issue if using SAP Timesheets.

Accruals and sick leave usage for Summer Educational Programs: o Sick leave accruals for work performed during the Summer Educational Programs for teachers

and paraprofessionals (based on bargaining agreement) will be credited after the Summer Educational Programs have ended. Classified employees, with the exception of paraprofessionals, are not entitled to the SEP accrual.

o Available sick leave may be used by teachers only during Summer Educational Programs. No SEP employee may use leave for jury duty/court.

o Paraprofessionals may not use leave during the Summer Educational Programs. o No Leave Without Pay shall be taken by the employee during the Summer Educational

Programs.

Full time teachers will be used as a substitute (Alternate) during Summer Educational Programs.
