I have recently taken part in

Tariff negotiations at Palestra

with the LTDA, and Unite.

Due to the rising cost ofInsurance, fuel, and ourvehicles, the increase looks tobe over 5%. In lasts months edition, we

reported that other tradeOrganisations have askedLT&PH for an “Olympic Tariff “that will come into effect duringthe Olympics to encouragedrivers to work during thegames. As I have said in thepast, we at the LCDCsometimes agree to disagree,and this is a case in point as wehave stated to LT&PH that wedo not agree with this requestand I believe, if this wasimplemented, we would be seenas greedy opportunist andseriously damage the reputationof the worlds best taxi service.

going, and I believe that with

the new Taxi app “Hailo” this

is exactly what the trade has

down in these difficult times.

I have recently signed up to beon Hailo, and must say that Iwas very impressed with theprofessionalism of the wholeoperation.. A few months ago Iwrote that with the newtechnology on the iphones andandroids, anyone with one ofthese phones is literally “on theradio”.Many drivers who are on the

existing radio circuits feeluncomfortable with the unionbetween their circuits and theirnew found friends in the PrivateHire Industry.I know there are many drivers

out there who feel verydisenchanted with the fact thattheir circuits booking private hirethrough their call centres.Maybe this will provide a safe

haven for all those cabbies witha conscience?

You will read inside the Badge astory that quite frankly leavesme speechless. The City Of London Police supported theapplication to open a satelliteoffice in the Anthologist Barin Gresham St. Bearing in mindthat the Corporation had pavedover our taxi rank in the firstplace, and then allowed aprivate hire operator to servicethe club�.this makes my bloodboil.Perhaps the answer is foranother demonstration in theCity to show them our feelings.

In last Mondays EveningStandard, I read an articleregarding a confidentialTransport for London reportthat reveals plans tooutsource the licensing andcompliance departments ofLTPH to a private companybased outside of London. I immediately contacted Helen

Chapman to ask her if the storywas true? She confirmed this was true,

and that it has all been donefor one thing, saving money !.She went on to explain to methat this would deliver drivers abetter service as drivers couldin future obtain their licenceon-line, and there would alsobe a question and answerservice available. On the compliance side, I

asked her if in future we couldsee companies such as the AAor the RAC take over thecompliance of taxis and shesaid yes.According to the article in the

Evening Standard, these planscould save some 44 millionpounds, yet when I attended a

recent tariff meeting we wereinformed that LTPH would beadding a £5.00 fee, on top ofevery cab drivers licence to

help pay for any future ranksbeing installed in the Capital.So one has to ask, who

benefits from the savings thisscheme is meant to bring? Ibet its notus in the licensed taxitrade. Boris`s bike schemealone cost in excess of 120million pounds and he is stilllooking for money to expand it.We in the licensed trade havealready seen our own PublicCarriage Office turn into a bikeDepot, we are now done to onefloor at Palestra The way weare going, we will soon berunning the cab trade from aportakabin !If the Mayor thinks that he can

maintain a World Class taxiservice on peanuts, we stronglyadvise him to think again.These recommendations are

going to the TFL Finance andPolicy Committee in November,and if agreed, then these willgo to the TFL board on the 7thDecember for rubber stamping.Any drivers out there who feel

as strongly as we do about thisthen I suggest they contacttheir trade representatives.

Airport MattersBY PETER “THE CANNON”L.C.D.C AIRPORT REPTowards the end of November,

Transport for London is expected

to respond to a request made

under the Freedom of Information

Act. The purpose of the request is

to identify the source of HALTS’

authority to charge pre-paid fixed

fares for compellable journeys

commencing from Heathrow’s taxi

ranks. TfL made no attempt to meet or

consult senior Heathrow trade repsbefore the introduction of HALTS’ fixedfare schemes. Surprisingly, taxi traderecords show that TfL officials haveconsistently stated in the clearestpossible terms that HALTS’ prepaid fixedfares must not result in passengerspaying more than would normally bepayable for metered fares. If by anychance TfL officials have informallyagreed in private that HALTS’passengers may be charged more thanmetered fares when they take a cabfrom the airport’s ranks, then this is anissue that demands to be brought intopublic domain. It will have to bethrashed out with TfL decision-makersand in the LCDC’s view, whateverHALTS may or may not chargepassengers at Heathrow is a matter onwhich only TfL has the authority to makefinal rulings. Although BAA is theoperator of Heathrow Airport, it has nolegal entitlement whatsoever undereither the Airports Act or LondonHackney Carriage law to have adefinitive say on HALTS’ fixed faresschemes.

Taxi Desk Personnel The trade’s long standing rule that

Heathrow’s taxi information desksshould be manned by temporarily unfitor semi-retired drivers seems to havebeen dropped by HALTS. The newpeople employed on the desks arebeing recruited from outside the trade inpreference to people who’ve spent manyyears of working within it. Is thereanything sinister behind this blatant actof discrimination ? Is it possible thatHALTS is reluctant to take on anybodywho’s experienced enough to figure outthat drivers on the ranks andpassengers who come to the desks aregetting less than a good deal on faresarranged by HALTS ?

Taxi Marshals and PoliceThe LCDC refuses to accept that

unpaid taxi marshals should patrolHeathrow’s passenger terminals insteadof police officers. Neither does theLCDC accept that BAA has the legalpowers to disapply taxi byelaws to themarshals. There may well be a strongargument for saying that the marshalsare needed in the terminals to keep thetouts out. But at the same time there isonly a very weak argument for saying

that BAA doesn’t have the money toeither pay for security guards or policeofficers to take over from the marshals.Irrespective of the claim from HeathrowPolice that effective action is being takenagainst the minicab touts, the touts stillhave a visible presence in the terminalsand that’s more than can be said ofHeathrow Police, especially during theunsocial hours. Two years ago,Heathrow Police were challenged by theLCDC to produce written legal opinionconfirming that the marshals’ practice ofby-passing the feeder park was not abreach of the taxi byelaws. The Policesaid they would meet the challenge, butthey never did and it’s suspected thatPolice legal advisers were unable tocome up with a suitable answer. Untilthey can obtain specialist legal opinion,the Police should err on the side ofcaution and stop ‘aiding and abetting’marshals to ignore the rules of the TaxiSystem. New case law on how airportoperators may and may not use theirbyelaws is available and it shows thatBAA should not be profiting by allowingtaxi marshals to ignore taxi byelaws.BAA and the Police say they can’t dowithout the essential security servicesprovided by the marshals. The marshalsin turn are not prepared to provide their‘unpaid’ services without the financialbenefits that derive from by-passing thefeeder parks. It shouldn’t take a lawyerand an accountant to work out thatservices of the unpaid marshals result inhuge cost savings for BAA. But whenBAA holds trade meetings to discuss thecost of providing the feeder park andrank facilities, BAA refuses to talk aboutwhy it shouldn’t have to pay the taxitrade for the services of forty taximarshals.

Terminal 5 Buffer RankTwo weeks ago BAA decided that

drivers were to blame for the over-ranking on Terminal 5. Instead ofrecognising that rank attendants on T5were calling for far too many cabs, BAAinsisted that the main culprits weredrivers arriving on T5 after doing localjourneys. Anyway, BAA decided to gettough and warned that Heathrow Policewould be instructed to issue FixedPenalty Notices to drivers who foundthemselves unable to find a space onthe T5 buffer rank. As soon driversheard about BAA’s warning, it wasdecided to fire a warning back at BAA.The tough talking BAA manager was‘advised’ that if any driver acting onBAA’s instructions went to Terminal 5and received an FPN, the supply ofempty camps to the ranks would be cutoff. It didn’t take long for BAA to climbdown and meekly explain that the threatto issue FPNs on Terminal 5 was all dueto a misunderstanding. It will probablyneed five or six meetings with BAAbefore anybody on their side of the table

will be able to work out that it would bea good idea to despatch fewer cabs toTerminal 5.

Apart from overstocking the T5 bufferrank, NSL rank attendants often causetraffic chaos on the bus stops situatedjust before the T5 main rank when toomany cabs are called over from thebuffer. BAA can’t grasp that drivers don’thave a say in the matter.

More on HALTS’ VouchersOver he years, Heathrow drivers have

seen HALTS’ red vouchers, pinkvouchers, white vouchers and now thelatest HALTS’ blue vouchers arecirculating. Drivers report thatpassengers who buy the latest bluetravel vouchers are being overchargedat the taxi information desks. This isleading to embarrassing situations onthe taxi ranks when drivers explain topassengers holding blue vouchers, thatthey have paid too much for a pre-paidtaxi fare. Drivers are quite rightlyadvising passengers to ignore the taxidesks and to make their travelarrangements directly with drivers on theranks. The big question about all theseshenanigans at the desks is, whatparticular service does HALTS offerpassengers that can’t be found on theranks ? Transport for London wouldquickly clamp down if Heathrow driverson the ranks were to respond toenquiries from passengers by offeringthem fixed-price prepaid fares instead ofmetered fares.

The very few drivers who believe thatHALTS’ fixed prices comply withHackney Carriage law, often cite thesupposed legality of fixed fares offeredto passengers by London’s radiocircuits. What these drivers can’t get intotheir heads is that what radio circuits areable to legally charge their passengersisn’t a like-for-like comparison with whatHALTS’ does at the taxi desks. London’sradio circuits don’t conduct business atHeathrow by ambushing passengerswho would otherwise arrive unimpededat the airport’s taxi ranks.

Drivers Must Watch HALTS As previously reported in The Badge,

airport operator BAA declines tounderwrite HALTS’ financial servicesand at the time of writing this article hasrefused to include details of the HALT(S)

levy rule in BAA’s written terms andconditions for use of the Taxi System. Itisn’t just BAA who is refusing to put theirweight behind HALTS’ businessschemes, apparently HALTS’ bankersare not prepared to provide HALTS withshort-term overdraft facilities, that wouldenable drivers to be paid out in cash ona daily basis. Let’s all hope that driverswho’ve signed up with HALTS, don’tsuffer the same fate as drivers whomade the mistake of relying on the nowdefunct JourneyPay. Because of BAA’srefusal to guarantee the reliability ofHALTS services, it’s essential thatdrivers keep their trade reps informedabout any issue however minor, thatcould affect the smooth running ofHALTS’ credit card processing services.

Law on Fares from Ranks When a Heathrow driver on a rank is

approached by a would-be taxipassenger, the driver isn’t permitted tooffer the passenger a fixed fare say intocentral London or Docklands. Forexample, the driver isn’t allowed to say “I’ll take you to Canary Wharf for aprepaid fixed fare of £120 ”. Sooner orlater Transport for London is going tohave to explain the source of HALTS’authority to do what TfL has alwaysforbidden Heathrow taxi drivers to do ;that is to fix fares into central London.We are not talking about cappingmetered fares, which is something whichsensible drivers often do as a means tosecure a job. The travesty of HackneyCarriage rules that apply to faresprepaid at HALTS’ desks have got to besorted out before HALTS does long termdamage at Heathrow. For the timebeing, it seems that so long as thewould-be taxi passenger stops at deskbefore arriving at a rank, the passengercan be asked to prepay more than themetered fare for a journey, even thoughthe passenger’s journey will start from arank - an authorised standing. Thereappears to be merit in the argument thatif HALTS can legitimately overchargepassengers by getting them to pay upfront , then what’s to stop drivers on theranks from doing exactly the same. Isthere a difference between the legalrights of a ‘consumer’ who enquires at aHALTS’ desk how much a taxi fare froma rank is likely to be and a ‘consumer’who goes directly to a rank ?

Hailo officially launched on

the 2nd november after

months of testing, allowing

customers to use their

iPhone or Android

smartphones to call nearby

licensed taxis without

standing in the street for

hours with their arms out.There are 23,000 black cab

drivers in London and so far 2,000have signed up to the service. It isdesigned, according to thefounders, to "bring the cab into the21st century". The app will beavailable to Apple and Androidcustomers, free of charge, fromtomorrow.Hailo was born out of a meeting

between taxi drivers Russell Hall,Gary Jackson and Terry Runham,and internet entrepreneurs RonZeghibe, Caspar Woolley and JayBregman in a café off London'sTottenham Court Road.The drivers' previous venture,

internet-based cab businessTaxilight, was running out of"steam, money and time"according to Mr Hall. Instead theydeveloped the concept of Hailo.He said: "We realised there was

a real opportunity to bring a freshtechnology platform to a businessthat is hundreds of years old."Mr Hall said a customer's

smartphone will locate theirposition by GPS. When they ordera cab, the location will beavailable to the drivers and thosenearby can accept the fare. The

customer will know how far awaythe cab is, what the driver's nameand registration is, and can alsopay by credit or debit card.Hailo is backed by Atomico

Ventures, the investment vehicleof Skype co-founder NiklasZennstrom, and venture capitalgroup Wellington Partners, one of

music streaming service Spotify'soriginal backers.It currently has a team of 20

software engineers, includingsome who have worked at theMinistry of Defence and Google. Ithas completed both its driver andpassenger trials and goes livetomorrow..

Charring Cross rank

Ranks update

Last month finally saw the opening

of a new rank in Charing Cross Rd

on the corner of Bear St. This rank

as been a long time coming since it

was first asked for by the LCDC at a

cab ranks meeting. Since its opening

the rank as been well worked in the

evenings with driver's even using

the big rank on the other side of the

road as a feeder, which it was

designed to do.There as been a few sob stories from the

mini cab operator in the shop that operatesright outside the rank saying that he can'tpark his cars and were taking his trade, my

heart bleeds for him, not that his drivershave been acting illegally plying for hire foryears and getting away with it. Well we arenow taking our work back and its all downto the drivers that have made this happen.

TFL have agreed to put their Marshall's onthe rank on Friday and Saturday nightsfrom 10pm til 3am in the morning,theMarshall's even tweeted out last weekend "I would like to say thank you to the driverswho worked Charing Cross rd on Fri andsat night".

Just shows we can make ranks workwhen we get them in the right positions.

Lets hope this rank last much longerlasting than the short lived experiment that

was the Golden Fares Rank on the otherside Leicester Square . We at the LCDCalways felt the positioning of the rank atLeicester Square was always going tocause problems for drivers trying to accessthe rank and also exiting.

I think someone might be surprised withtheir secret Santa's presents in WestminsterCouncil this year. As there are twosecondhand IPADS knocking around as asouvenir from the now defunked GoldenFares Rank...

NEATHOUSE PLACE

FEEDER RANK

- Will drivers please be careful not topull to far forward on the point of therank as TFL are enforcing the redroutes here. It seems in the rush to getthis rank in place someone as left it a bitshort with the point cab having no sight

line to the back of the rank in Wilton Rd. I have had phone calls with TFL to try to

stop them enforcing the lines, as thisoversight is now costing drivers inunwanted PCN's.

LONDON ZOO RANK

- The Rank at the Zoo as now been re

sited some 200 yards behind the originalrank to just outside the Zoological society.The zoo has moved the exit so thecustomers now come out of the park by thecrossing which is near the rank. So pleasedo not take the work off the zig zags as youcould be taking work of the drivers that aresitting patiently waiting for work.

PADDINGTON STATION RANK

- This month should have seen theopening of the new taxi rank I am sorry tosay the opening as now been delayed untilFebruary 2012. I am a bit disappointed asthe new deck is looking well but as alwaysyou can never get anything to run on timewhen stations are concerned.

Corporation Of London Put The Boot Into The Cab Trade... againAs you may have read recently in Cab Trade

News, the Corporation of London has

delivered another kick in the teeth to the

licensed taxi trade. For many years we have

had a rank in Gresham St, but following road

works by the Corporation, the rank had been

pavedover.After watching a Clipboard Johnny working outside

the bar I brought the subject up with both JohnMason and Helen Chapman at our recent clear the airmeeting at Palestra.

Both seemed shocked at the news, and stated thatthey were unaware of the situation.

We queried this, as we thought that LTPH had put afreeze on issuing any new satellite offices?

John Mason said that the only time a new SatelliteOffice is given permission to open, is whentheapplication has been supported by the Police.Since the freeze on new applications, John informedus that there had been only six new Satellite Officesopened.

I immediately wrote to Inspector John Ryland andasked why they had supported the applicationbearing in mind the Clubs recent “Rank At The Bank”demonstration.

His reply:

Hi Grant,

The City Of London Police did not request aLicensed PHV office at the Anthologist aspart of the condition of granting of theirlicence.I supported their application in order to

ensure the safe departure of patrons duringand on completion of licensed hours due tothe large number of patrons and lack of otheravailable services.The Anthologist is licensed for 1000 patrons

during licensed hours and reduced to 850 forpromoted events.

RegardsJohn Ryland

So there you have it, the Corporation Of London

has taken away the Licensed taxi trade from

giving the public a service, and replacing us with

Illegal minicabs plying for hire night after night at

this venue.

One has to ask why this is happening, could it

be some officials within the Corporation are being

“rewarded ” for their co-operation?

May I first start by congratulating you onbecoming our new Commissioner.

As both the Chairman of the London CabDrivers Club, and a born and breedLondoner, we have been crying out for astrong person to lead from the front anduphold law and order in this great CapitalCity of ours.

I have writing to you regarding theepidemic we face in the Capital fromunlicensed private hire vehicles ( mini-cabs ) and their unlawful behaviour. Thenumber of rapesthat result from women getting into theserogue cabs are still,alarmingly, on theincrease.

When Boris Johnson became Mayor, hecontacted me and asked me to take him

out on the streets of London to see forhimself the extent of criminality that wenton night after night in the capital, which Idid. He was so shocked that the verynext day he brought in the “one strikeand out” policy regarding mini cab touts,but I have to say, the problem is soenormous that this has had very littleeffect if any.

I saw that your new imitative to seizeuninsured cars was a massive success,and I would like to congratulate you fortaking a long overdue stance on theseIndividuals who choose not to insure theirvehicles, but I would like to put asuggestion to you that I believe, ifimplemented, would have massiveramifications to Illegal touting in theCapital.

When an Illegal minicab driver touts amember of the public into his vehicle, hisInsurance automatically becomes nulland void, as his Insurance states that he“cannot ply for hire” and must be prebooked. So when officers stop the vehicleand question the passengers on where,and when they where touted, or bookedthe vehicle, if he has touted the membersof the public, his car has no insuranceand can be removed / crushed.

Every year in the Capital we have hadvarious initiatives, and I have worked

very hard with TFL, STC, and the Mayorsoffice in trying to stop the amount ofwomen getting molested by the illegaltouts. I firmly believe that if the messagewas put out there that if you are an Illegalminicab tout who preys on innocentmembers of the Public, if we catch you,your car will be taken away and crushed.This I believe would achieve immediateresults.

We have Christmas fast approaching,and also with the Olympics next year,such a proposal, I believe would achievea great deal in clamping down anddeterring the activities of a large numberof predatory minicab touts who I seeworking in London night after night, andmake London a far safer place foreveryone.

How can LT&PH managementpossibly think that it is OK to usethe Mercedes Vito as both taxiand PHV, yet think it is not OKfor LTI and Metrocab vehicles tobe used similarly? It defies logicand is inconsistent. LT&PH appear to have spurned

a wonderful opportunity to maketaxis cheaper and Private Hiresafer to the public. In the vehiclesection of the PH Consultationdocument, proposal two stated “Ithas been suggested that in orderto maintain the distinctionbetween PHVs and taxis and toavoid any confusion for thetravelling public with regards towhat vehicles can be used to plyfor hire that TFL should introducerestrictions on the types ofvehicles that can be licensed asPHVs and/or introduce additionalrequirements on the colour ofPHVs and taxis.”It would appear from the

“outcomes of Private HireConsultation” document releasedby LT&PH that none of the aboveactions are to be implemented. Itwould have been very difficult forLT&PH to ban the Vito from use

as a PHV for several reasons,among them that these vehicleswere being used as PHVs priorto use as taxis. However, thiswould not have been too onerousif the ruling was retrospective i.e.only apply to new PHV licencesso that a previously licensedPHV Vito would be allowed tocontinue to its natural end or10th licence. As there areseveral similar MPVs to the Vitoon the market, PHs choice wouldnot be overly restricted by such adecision and Mercedes wouldprobably make up for any saleslosses with additional sales ofVito taxis. Not everybody wouldlike or agree with such a decisionbut at least it would beCONSISTENT AND LOGICAL.Better still, one of the

considerations in the proposalwas that taxis should all be astandard colour and possibly allPHVs be of a different, standardcolour. Black and silverrespectively was suggested. Tostandardise the colour ofminicabs would be a potentialsafety disaster. As all relevantauthorities appear to feel it is agood idea to allow minicabs toillegally rank up outside WestEnd night spots and be alloweddarkened back screens thatobscure the licence roundel onthe PHV, a standard colour wouldbe inviting an increase in thealready appalling sexual crimerate from minicab touts onunsuspecting customers. Arapist/sex pest would just needto get a silver car and slip it inamong the legitimate minicabswaiting on these illegal ranks.The unsuspecting customerswould assume the rapist was aminicab. We know in theory thatminicabs are not able to pick upoff the street and the customersknow this but equally we knowthat they do this and thecustomers need protecting fromthemselves.

To make all taxis black and barPHVs in this colour, again in thecase of all new licences only,would allow both taxis and PHVsto use similar-looking MPVs, yetmaking it very clear topassengers which is which.Then, passengers would gaineven further if the COF requiringthe “turning circle” were to berelaxed to allow a range of MPVsto be used as taxis. The last timethat LT&PH declined to do thisthey offered the excuse of a fewranks being unsuitable for taxiswithout the turning circle andobjected that being unable to U-turn would make the shortestroute unavailable. This was a red herring. It is

obvious that if a driver’s cab wasunable to get onto or off of aparticular rank, the driver wouldnot try and use it. As for theshortest route, it is not the job ofLT&PH to devise ways ofshortening routes but rather tomake sure that taxi drivers takethe shortest route available. If aroute is inaccessible due to aninability to U-turn, then such aroute is unavailable and istherefore not the shortest routein any practical sense.If though, LT&PH are concerned

about keeping fares to aminimum they should considerthis. Many MPVs can, and aretransformed into purpose-adapted taxis that are used inmost of the country outside ofLondon. If not all, then nearly allMPVs will be more fuel-efficientand will be cheaper to maintainthan traditional London taxis.Therefore, they will, in allprobability, be “greener” thanLondon taxis. They certainly costa lot less. The bottom of therange purpose-adapted MPVtaxi, with wheel-chair access isprobably the Fiat Doblo, comingin at just under £16,000 or a bitunder half the price of ourcurrent choices. The Mercedes

Vito taxi, minus the “turningcircle” gizmo, can be purchasedfor just under £27,000. There aremany suitable MPV taxis thatrange between these two prices.Because our tariff is tied largely

to our costs, were these vehiclesto be allowed for use as Londontaxis, then travelling public wouldsee taxi fares falling considerablyover time in real terms. Thiswould be a gain for the public.Taxi drivers would see anincrease in turnover with no lossof profit margins, other thingsequal, so they would also gain.The London population moregenerally would gain by areduction in harmful emissionsfrom taxis as a whole. There isspare capacity in the taxi industryto take up such an increase indemand.And coming full circle, there

would be no problem with bothtaxis and PHVs using externally-similar looking MPVs. Yet, itwould be much easier to educatethe public that if it’s black it’s ataxi and can be hailed from thestreet and if it’s not black, it’s nota taxi and cannot be hailed fromthe street. This would make itclear to the public, even if theknowledge is ignored, if it isn’tblack and it has not been pre-booked, it could very well bedriven by a rapist or pervert.Irrespective of the relaxation of

the COFs, it is presumably nottoo late for the guv’nors ofLT&PH to reconsider theirproposals to the SurfaceTransport Panel. They should doso and realise that it is illogical toallow Vito’s to be used as PHVsand yet not allow traditionalLondon taxis as PHVs. Logic andconsistency demand that eitherall or none of these vehiclesshould be allowed to be licensedas PHVs. If they cannotunderstand this simple logic, theyare not fit to be running theLT&PH and should resign.

LTPH, I’m beginning to think, is

Mayor Boris really good for the

London Cab Trade.If we cast our mind’s back 3 years,

back to the run up to the last Mayoralelection, Boris lobbied our trade with abowl full of pledges that he promisedhe was going to give us, if and whenhe became Mayor of London.

Let’s recount them and bare in mindthat shortly afterwards he was elected,Mayor of London:

No 1: Revoking the mid-year

vehicle inspection

No 2: Access to all bus lanes

No 3: Increasing measures to

combat illegal minicab touting in

the West End

As the 3 year’s have rolled by, Borisdid immediately scrap the mid-yearinspection. Illegal touting by minicabsis still prevalent in the West End as weall know, and the pledge for access toall bus lanes has been convenientlyforgotten.

Furthermore, during his term so far,other issues have come to the fore.

The first being the £50.00 charge forre-testing a vehicle. This was imposedon us without any prior consultationwith the taxi-trade. Only afterconsulting us did LTPH agree to givingus exceptions to certain items on theinspection list (i.e. headlamp and brakelight bulbs etc). Then we move on tothe age limit on cab’s. No doubt, thisissue has stunned the trade, likenothing else before. Mayor Boris hasbeen at pains to tell us that the air inLondon has got to be cleaned up, andthat our older cab’s are the mainreason air quality is so poor in London.Interestingly, he fails to look upwards atthe sky over London and notice theflight path into Heathrow that hundredsof aircraft are using everyday, not amention about them. Without thisclean up campaign, we are also toldthat the E.U. in Brussels will impose a£300 million fine on him and TFL.

And moving onto anothercontroversial issue that was announcedearlier in the year was the proposal toscrap the existing iconic taxi inspectiontest, and instead adopt the private-hire,two MOT’s a year testing procedure.To me, what springs to mind here onthis issue, is that by scrapping ouriconic overhaul and replacing it with theprivate –hire MOT inspection,harmonisation between us and privatehire has been perfectly created. Youdon’t need to be Einstein to work outthe implications of that, andfurthermore by having two MOT’s a

year, you have the mid-year inspectionbeing imposed on the cab trade yetagain, through the back door.

When I start to consider Boris’stenure, and think about the changesbeing forced upon us, and thesechanges don’t include the ones goingon inside Palestra too, I think that it’shigh time my trade washed its hands ofthis man.

Digressing slightly, yes, let’s wash ourhands of this man, who only in the lasttwo weeks told the EU to stop bailingout Greece. Who would have believedthat! I have been hoping he might tellBrussels’s to leave him and Londonalone, and he’ll get on with the airquality strategy his way and not theirway But no, not quite!

And then David Cameron comes outlast week, and say’s “the City ofLondon needs protection from

Brussels”. Well hang on Dave, doesthat include the London cab trade too,because we work inside the margins ofthe City? No it doesn’t, and then I askmyself, is no Mayor of London or PrimeMinister going to protect the finest taxisystem on the planet?

It’s demo time, and we have much to

demonstrate about. By the time you

read this we will probably have had

two demos already this month. The

question is: how effective have they

been? Are we hitting the soft spots of

those we want to hear our grievances?

We need to make sure we get our

points across in the strongest way

possible.The way the PCO are allowing the

minicabs to get away with practices that gototally against the way the law says theymust operate is a disgrace. We need toknow why the PCO and the City Police areturning a blind eye to what is going on – andthe only way to do that is to bring it into thepublic domain and embarrass them, bigtime. They know and we know that minicabswant to operate the same way as us byplying for hire, without going to all that botherof doing the Knowledge and gaining thecorrect qualifications. This is because theyare either too lazy or too stupid to getthrough the Knowledge. I’d like to be adoctor or a vet but I can’t be bothered goingto medical school, so I think I’ll just go outthere and open a practice and start treatingpatients – not too hard if you have a medicaldictionary. Can you imagine how long Iwould last if I did it?

The satellite offices and clipboardjohnnies must go – end of story. Theycannot be allowed to pass themselves off astaxi drivers when in reality they are just abunch of amateurs posing as taxi drivers.

So, to get the PCO and TfL to take anynotice we need to target their offices, whichare luckily now quite close to each other.Block the whole area up and let the publicknow why we are doing it. And what abouthaving some demos at night in theappropriate places? This would snarl up theWest End and prevent the minicabs andpedicabs going about their (our) business fora good few hours.

We are also being targeted by councilssuch as Westminster who are issuing PCN’sto drivers who are obviously waiting to pickup a pre-booked fare. Even the scabs willsupport us on this one as they are sufferingit, too. There is now case law on this and weneed to make a stand against what is puregreed by the councils and could be seen asan abuse of their powers. After all, if yougive a monkey a gun there is no guaranteethat he will only shoot the bad guys. Thecouncils are hitting on the good guys whoare trying to provide a service to London’stravelling public and we cannot allow themto spoil it for the sake of their insatiablegreed.

But they all have their Achilles Heel, soevery time Westminster has somedignitaries over for drinks and canapés anda bout of back-slapping we should beoutside waving banners and stopping thetraffic to let their guests know just what abunch of greedy tossers they are rubbingshoulders with. Embarrass them, and makethem lose face - because they don’t like it.

Demos can be effective but we mustmake sure we hit the bulls-eye or we maybe wasting our time. And, don’t forget, we donot figure very high on the councilors’ or the

PCO’s list of priorities when all they arelooking for is to score Brownie points to helpthem on their way up the promotion ladder.

STAINES-UPON-THAMESStaines wants to push its image up-

market. No, stop laughing. It wants tobecome a member of the ‘UPON’ club andbusiness leaders are having orgasms just atthe thought of it. They see hordes of touristssailing up the Thames to sample the delightsof this Surrey town where the River Colnepukes its waters into the Thames near theroad bridge.

The town’s most famous son is probablyAli G. And therein lies the clue of why theblazer and cravat brigade want a change.But do they really think that a mere changeof name will up the house prices and makeeverything hunky-dory? It’s doubtful; Stainesis just a normal bog-standard town in theborough of Spelthorne, so why can’t theylive with that?

I used to go fishing there many yearsago and have fond memories of the place,and it still has much to boast about – onceyou get out of town a bit. A walk upstreamwill take you under the new road bridge to afine example of engineering - Bell Weir andLock. Alongside the lock is a nice riversidehotel and further on are boatyards that havebeen there for years. But the jewel in thecrown is just a few more yards along thebank – Runnymede. This is a beautifulstretch of the river and is where King Johnsigned the Magna Carta in 1215. There’s amonument to it and nearby is another onewhere the English people donated an acreof ground to the memory of President JohnF. Kennedy.

Staines has plenty to offer, but Staines-upon-Thames? No, it doesn’t sound right.So, how about St. Aines or even St. Aines-on-Thames? That has a much better ring toit.

‘ELF & SAFETYNo playing conkers and no more belting

around the playground, just in case you hurtyourself. It’s all our fault, of course, becausewhenever one of our little angels falls andgrazes his or her knee we want to sue theschool for four million quid. You can hardlyblame the schools for taking no chances.

But is a game of conkers moredangerous than packing a tube train to thegunnels, where people have to standsardine-like with their faces stuck limpet-liketo somebody else’s armpit while they areconveyed through dark old tunnels manyfeet below the city streets? No it’s not, but ifthe H & S brigade ever came down hard onthe Underground operators they would betold quite literally where to get off – becauseit would involve a massive loss of revenue.

Depriving children of their fun is OK –they don’t matter – but deprive a bigcorporate entity and their shareholders ofsome of its revenue and you really arepushing things a bit too far. So, for therecord, I’d like the Health & Safety loonies toinvestigate and stop any tube trains fromrunning if they are carrying too many peoplein a way that could jeopardise their healthand subject them to serious safety risks.

Overloading is what it’s called; it’s notallowed in cars and it shouldn’t be allowed intrains, either.

We carry only five or six people at atime, in comfort, but if we carried on like thetrain people we could easily squeeze eightin. It’s double standards again, but just thinkof the boost to our trade if the H & S jobs-worths really did their job.

CREDIT CARD CHARGESI’ve heard rumours of court cases in

other countries regarding the handlingcharges often applied to credit cardtransactions. Unfortunately I have not yetfound any reference to this on the Internet.However, it will have repercussions for ourtrade as we may be prevented fromcharging over the odds for credit cardtransactions even though we are charged10% to cash them in.

There is an alternative, of course, andthat is to open a merchant bank account – Iknow of individual taxi drivers who havedone this, but they don’t come cheap. Theonly other way to deal with credit cards forprepaid fares is to front-load them. How youwould cope with an on-board system, I don’tknow, but it will mean a big re-think from theproviders of such services.

THE END IS NIGHThe Law Commission is poking its long

nose into Taxi & PH regulation. It’s earlydays yet, but talk is of a national regulatoryscheme instead of hundreds of councilssetting their own stamp on local taxioperations. Even the ‘plying for hire’ rulescould be under threat and London taxiscould lose their unique status.

Recently, there was a good article inUnite’s taxi paper. We can’t ignore it, so wemust monitor its progress and have as muchinput as we can get because what the LawCommission want the Law Commissionusually get.

AIRPORT SECURITY WOESMobile phones disguised as guns.are

now a threat to our airports. Yes, we nowhave the mobile gun – a .22 calibre that canfire four rounds in quick succession, triggeredby the keypad.

Our airports needn’t worry, though, as mywife found out recently when she returnedfrom a day-trip to France; there were nocustoms officers to challenge anybody andyou could have breezed in waving a machinegun and a rocket launcher astride a cameland nobody would have said a word. the office and then got into the tourist car.I say tourist because it took 1 hour and15from Nestor Towers in Wanstead to thenew hotel in Kings Cross. And before youask there was no bloody traffic. I tweetedthat no matter how long it took or however

many strange directorial decisions hemade he was still only getting the £21.Oh dear I am sorry. I write for the badge.

I should take a black cab at all times lol. Itis weird because I have always thought ofa black cab s something you hail sopposed to something you order. I havebeen chastised and have learned theerror of my ways. I have had the stations first interview

with the New Commissioner BernardHogan Howe. He came on and answeredquestions from the public amongst whomwas our very own Grant. He put on hisbest accent and asked bout illegal minicabs. You will all be happy to her that heis big on all kinds of car misuse. WhilstChief Constable of Merseyside heinstigated total war on crime whichseemed to focus on a ring of steel. Thiswas essentially clamp down on alluninsured drivers. He told me that 8 out of10 people who were caught withoutinsurance were involved in some otherkind of criminality. That uninsured driverswere 5 times more likely to be involved inn accident. Whilst not dealing with theuninsured mini cab driver specifically I getthe sense that more than the other 3Commissioners I have been luckyenough to interview he means business.He has clear plan and is not afraid toupset people. He is the only one toactually phone the show the next day todirectly answer a point which had beenput to him by a caller. I m afraid he and Igot into a bit of a macho thing though. Isaid that many of our listeners had called

PCSOS plastic cops and he took offence.He challenged me to go out with him andthem for a day and see how hard theywork. I said I would only do it if he agreedto be on a special show I am planningfrom the Broad Water farm estate. Icouldn’t believe it when he said yes. Allen film. For over forty years he hasbeen treating cinema goers to his veryown comedy neurosis, balancing hisNew York wit with weightier themes.Most of which usually revolve aroundrelationships, sex, psychoanalysis anddeath. This is one of his lighter outputs of

late, recalling his previous film ThePurple Rose of Cairo, in which themain character is allowed to indulgetheir nostalgic fantasies. Owen Wilsonplays the ‘Woody’ character, a writeron holiday in Paris with his fiancéeRachel McAdams. While she doesn’tappreciate his love of the city, hewonders off on midnight strolls andfinds himself somehow transportedback in time, with all of his creativeheroes like Ernest Hemingway, Scott

Fitzgerald and Cole Porter. He meetsPicasso’s muse, played by thebeautiful Marion Cotillard and instantlyis smitten. Whilst he is happy to live in what he

considers the best time, in this casethe Jazz age of the 1920’s, she yearnsfor what she considers the best periodto have lived, 1870’s Belle ÉpoqueParis. The message here being whilstwe yearn to live in what we consider abetter time, we have to make the bestof the present. Although, it also seemsWoody is tapping into his backcatalogue and remaking them. Whilstthis film is funny, it’s not as memorableand he has done the same subjectmuch better before. This reviewer inparticular yearns for a time whenWoody was great rather thanpassable. Oh, the nostalgia! .
