    Stance on Abortion

    According to his campaign website Duffy said on abortion, I believe in the value and the potential of every

    human life.     Called Presidential Actions Corporate Cronyism

    In November 2011, at an Ashland town hall event, Duffy criticized the stimulus package and claimed it misdirected fundsaccusing the President and administration of cronyism.

    Duffy said specifically of Solyndra, stimulus measures failures because they misdirected funds to entities, such as thebankrupt solar panel maker, Solyndra, instead of toward long-term infrastructure improvementsI think it's cronyism.     Impact of the Republican Budget on Medicare

    According to the Energy and Commerce Committee, Ryans budget affected Congressman Duffys district in the followingways:

    Increase prescription drug costs for6,200 Medicare beneficiaries in the district who enter the Part Ddonut hole, forcing them to pay an extra $61 million for drugs over the next decade.

    Eliminate new preventive care benefits for125,000 Medicare beneficiaries in the district. Deny 480,000 individuals age 54 and younger in the district access to Medicares guaranteed benefits.

    Increase the out-of-pocket costs of health coverage by over $6,000 per year in 2022 and by almost$12,000 per year in 2032 for the 120,000 individuals in the district who are between the ages of 44and 54.

    Require the 120,000 individuals in the district between the ages of 44 and 54 to save an additional $28.0billion for their retirement an average of$182,000 to $287,000 per individual to pay for the

    Warned of Backlash If GOP Cuts Go Too Far

    In February 2011, Duffy warned told The Hill newspaper that there would be a backlash if Republicans cuts went too far.

    He said, I never talked about $100 billion, I talked about '08 levels and I think the conference talked about '08 levelsI see itwith my constituents. They want us to cut back, but I think it's possible to go too far . . . I think real reform is going to comewhen both parties sit down and talk about Social Security and Medicare.     Voted to Protect NPR Funds and Risked Conservative Backlash

    In March 2011, Duffy voted against cutting funds for NPR and said he knew that vote would enrage his base. He said, Myconservative base will not be happy with this vote.     In February 2011, the Daily Kos and Americans United for Change released a radio ad targeting Ryan for his vote to repeal thenew health care law. The ad criticizes Ryan for voting to undo the benefits in the law while receiving the health care benefitsenjoyed by members of Congress.

    The ad was a 60-second spot that ran 174 times over one week on 1290 WMCS in Milwaukee, WRJN-1400 AM/WEZY-92.FMin Racine, and WCLO AM 1230/-WJVL 99.9FM in Janesville. [Daily Kos, 2/08/11]

    In January 2012, Duffy told the Wausau Daily Herald that he supported a constitutional amendment that would limit politicalspending by corporations, unions and political action committees. Duffy said You cant say I want to take away this pot ofmoney that supports this party, but I want to leave this pot intact. All the pots have to go.     Supported Putting Hard Limits on Campaign Donations

    In a January 2012 interview with the Wausau Daily Herald Editorial Board, Duffy said he would like to seea limit placed on the money that goes into campaigns. Duffy also said he would support a constitutionalamendment that limits corporate, union and political action committee spending meant to influencepoliticians and elections.     During the 2011 spending cut discussions, Duffy promised to fight to defend the Great Lakes despite budget cuts. He said, "So,

    Ethics Issues

    Financial Disclosure Had Multiple Errors

    In Duffys June 2011 financial disclosure for 2010, he and his wife listed assets valued between $110,011 and $400,000 andobligations valued between $210,006 and $550,000. His debt was halved since his candidate financial disclosure because,according to Duffys spokesman, Duffy did not list his mortgage on his most recent disclosure as he is not required to do so.

    Duffy also failed to list several investments on his most recent disclosure form. The investments appeared on his previous formand disappeared with no indication of any transactions. Son said that he sold those investments, each worth between $1,000and $15,000, but failed to mention it on his form. Son said, They were sold during the disclosure period, and the value foreach should have been listed as 'none. Congressman Duffy is amending his candidate financial disclosure to reflect that.

    Duffy did not explain why he was paid $12,312 in his final six weeks as Ashland County DA, a rate of about $2,000 a week,when he was previously paid about $1,800 a week. [Journal Sentinel, 6/22/11]

    In July 2011, Duffy supported the construction of a bridge that has been accused of being an earmark. The measure was co-sponsored by Rep. Bachmann. They claim the new four-lane bridge over the St. Croix River is necessary to handle increasedtraffic and that the request is not an earmark because no costs were listed in the bill.     Went on $1,600 Heritage Foundation Trip to the Four Seasons near L.A.

    In January 2011, Duffy traveled to Los Angeles for a Heritage Foundation event. The toal cost was $1,692. After the two-and-a-half day event, Duffy spent another day in Los Angeles at his own expense. His wife also attended; her expenses were$1,503.

    Duffy claimed the purpose of the trip was educational meetings arranged by Heritage Foundation.. Duffy, however, missedseveral of the educational events due to his prior personal plans. According to the disclosure, Rep. Duffy missed some eventson January 27th due to late arrival because of the weather as well as some events on January 29th due to personal plans.

    Duffy stayed at the $225-a-night Four Seasons Hotel Westlake Village outside Los Angeles. The location was selected becausethe Ronald Reagan Presidential Librarys Centennial Celebration and the Congressional Class of 1980s 30th AnniversaryCelebration are essential themes of our retreat, according to the Foundation.

    Prior to the trip, the Foundation provided a good faith estimate of $1,717, roughly equal to the actual expenses.

    Duffy and his wife enjoyed an additional day in California at their own expense. They also enjoyed Los Angeles at Heritagesexpense; their personal plans apparently took precedence over the educational meetings on the conference schedule.[Duffy Travel Disclosure,2/15/11]

    In June 2011, Duffys staff was forced to remove a clip of an interview after WQOW claimed it had been doctored byDuffys staff.     Went on Trips that Might Be Skirting Ethics Rules

    According to the Stevens Point Journal, in 2011 Duffy and his wife went on a privately funded trip that might be skirtingethics rules. The trip was a three day retreat in Simi Valley, CA, sponsored by the Heritage Foundation, a think tankassociated with Heritage Action for America, a lobbying group.

    Although the trip was approved by the House Ethics Committee, the fact the sponsoring groups have lobbying adjuncts mightviolate the spirit of a law that prohibits trips financed by any group that hires lobbyists. [Stevens Point Journal,3/14/12]
