DSPS Online Orientation

MISSION

THE MISSION OF DSPS IS TO:Eliminate educational barriers unique to

students with disabilities, provide learning support and pathways to success, empower

self-advocacy, and ensure equity, equal rights, and access under the law.

PURPOSE

The DSPS Department was established to more fully accommodate the academic

and service needs of students with disabilities.

Student participation in the program is voluntary and all information is kept

confidential.

DISABILITY RELATED LAWS

DSPS provides services and programs for students with disabilities in

compliance with both Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act (ADA).

SERVICES AND ACCOMMODATIONS

The DSPS program offers many services for students with disabilities.

A list of most common services, accommodations, and special equipment is

available on the DSPS website.

ACCESSING SERVICES

Documents needed to apply to our program 1. Submit completed application

2. Review the orientation and complete the “Orientation Questions”

3. Voter preference form (DSPS can assist with voter registration if

needed)

4. Release of Information for the licensed professional who can verify the disability (doctor, psychiatrist, therapist, or school) AND/OR documentation of disability to the DSPS office

Once you receive approval notification you may book an intake appointment.

REASONABLE ACCOMMODATIONS

REASONABLE ACCOMMODATIONS provide access to education in a timely manner without changing the fundamental elements of the course.

Students must meet with their DSPS counselor or advisor AT LEAST ONCE A SEMESTER to review progress toward the student goals and effectiveness of the authorized accommodations.

REASONABLE ACCOMMODATIONS

Reasonable accommodations may include:

Authorization to tape lectures Extended exam time/noise reduced environment DSPS van or scooter use Alternate Media Interpreter services for deaf or hard of hearing

Accommodations are determined by the DSPS counselor or advisor based on functional limitations resulting for the verified disability.

SPECIALIZED CLASSES AND PROGRAMS

Specialized instruction for students with disabilities is available. Please review the class schedule to assist you in determining which DSPS classes might best support your academic needs. These are called Guidance classes, offered through the LIGHT Center (Learning Integrating Guidance with High Technology).

DISABILITY CATEGORIES

There are several types disability groups that are eligible for DSPS services in the California

Community College System:

Acquired Brain Impairment ADHD Autism Deaf and Hard of Hearing Intellectual Disability

Learning Disability Mobility Disability “Other” Disability Psychological Disability Visual Disability

ACQUIRED BRAIN INJURY (ABI)

ABI is defined as a brain impairment caused by external or internal trauma, resulting in total or partial functional limitations that adversely affects or limits a students educational performance by impairing: Language and/or speech Cognition, information processing Memory and attention Psychosocial behavior, or Physical functions

ABI can be verified by a psychologist, neuropsychologist, or physician.

ADHD

ADHD (Attention-Deficit HyperactivityDisorder (ADHD) is defined as a

neurodevelopmental disorder that is apersistent deficit in attention and/orhyperactive and impulsive behavior

that limits the student’s ability to access the educational process.

AUTISM SPECTRUM

Autism Spectrum disorders are defined asneurodevelopmental disorders described

as persistent deficits which limit thestudent’s ability to access the educational

process. Symptoms must have been present in the early developmental

period, and cause limitations in

social, academic, occupation.

DEAF/HARD OF HEARING

Deaf refers to a total or partial loss of hearing function to severe that it no longer serves as a

major channel for information processing.

Hard of hearing is defined as a functional loss in hearing which is still capable of serving as a

major channel for information processing.

This disability should be verified by alicensed audiologist.

MENTAL HEALTH DISABILITY

Mental Health disability is defined as a persistent psychological or psychiatric disorder, emotional or mental illness

that adversely affects educational performance.

Can be verified by a psychologist or psychiatrist, physician, Marriage Family and Child Therapist, or a

licensed clinical social worker.

PHYSICAL DISABILITY

Physical limitation is defined as anyorthopedic or physical impairmentthat causes a serious limitation inlocomotion or motor functions in

the educational environment.

CR has scooters and a van to assist students withmobility related limitations.

VISUAL DISABILITY

Visual limitation is defined as a total or partial loss of sight that adversely affects a

student’s education performance.

This disability can be verified by a physician, or a licensed vision professional

INTELLECTUAL DISABILITY

This is a student who exhibits the following characteristics:

Below average intellectual functioning Potential for measurable achievement in instructional

and employment settings Difficulties may be in communication, learning, self-

direction, and/or social functioning

This disability can be verified by the DSPS Coordinator or LD Specialist using the documentation

from referring agency.

“OTHER” DISABILITY

The Other category includes all otherverifiable disabilities and health related

limitations that adversely affect educationperformance but do not fall into any of the

other categories.

Examples: Speech & Language Disorders, Epilepsy, Heart Conditions, HIV/AIDS, Cancer

This disability group can be verified by a licensed physician.

LEARNING DISABILITY (LD)

A Learning Disability is defined as a persistent condition of a presumed

neurological dysfunction. Thisdysfunction continues despite

instruction in standard classroomsituations.

At the Eureka Campus and the Del Norte Campus, students may make a screening appointment to be assessed for a

learning disability and enroll in Guidance 143.

LEARNING DISABILITY (LD)

Even though a student has been diagnosedpreviously, the community colleges needto determine eligibility for their Learning

Disability programs and services.

The most recent psycho-educational assessment, even if more than three years old, would be helpful, for your history of LD.

SUBMITTING VERIFICATION

Students may be requested to submit additional documentation that will assist in clarifying the

services that are most appropriate to their specific disabilities.

GRIEVANCE PROCEDURE

In situations where an agreement cannot be reached on the reasonable

academic accommodation or service for the student, the Director of DSPS, the

faculty member involved in the grievance, and an Academic Accommodations

Panel will review the grievance. At this phase, every effort will be made to

resolve the matter through the informal process. The panel will include three

faculty (at least one from DSPS), one student representative, one administrator

and one DSPS staff member. The student still has the right of external appeal to

the Office of Civil Rights under Section 504 of the Rehabilitation Act of 1973.

Complete CR college orientation

Meet with a counselor or advisor to develop a Student Education Plan (SEP) and discuss Math and English.

Maintain good academic standing

Continuing Students

Complete at least 50% of your enrolled units

Completed less than 100 units & no degree earned

Meet with a counselor or advisor to develop an education plan

Maintain good academic standing – at least 2.0

Types of alternate media include, but are not limited to:

• Braille • Large Print Media• Audio Material• Certain Types of Electronic File• Video with Closed and Open Captioning

ADAPTIVE PHYSICAL EDUCATION

Providing courses designed to promote physical activity and lifestyle fitness for

students with disabilities.

• Strength with proper body posture• Cardiovascular Endurance• Nutritional health• Balance• Flexibility
