Dockwork Safety and Health Standards PERSONNEL COMPLEMENT AND TRAINING A. All Arrastre/Stevedoring Contractors shall employ a full time Safety Officer who shall be required to take Occupational Safety and Health Course accredited under the Occupational Safety and Health StandardS UNDER Article 162 of the Labor Code of the Philippines (PD No. 442) B. Other organizations concerned in dockwork having: 1. 200 or more workers shall likewise employ a full-time Safety Officer who shall be required to take a duly accredited OSHCourse. 2. Less than 200 – shall train at least one of its supercisors or technical personnel on First Aid and Occupational Safety and Health Course Safety Program SAFETY COMMITTEE Section 2. Chairman – manager / his duly authorize representative who must be a top operating official b. Members – 2 department heads 2 workers (must be union members, if organized ) Company physician c. Secretary – Safety Officer B. Type B – 201 to 400 workers a. Chairman – manager / his duly authorize representative who must be a top operating official b. Members – 1 supervisor 1 workers (must be union members, if organized ) Company physician / company nurse c. Secretary – Safety Officer C. Type C – 100 – 200 workers a. Chairman – manager / his duly authorize representative who must be a top operating official b. Members (2 YRS) – 1 foreman

ARTICLE X Section 2 Fire Fighting RequirementsSec. 4 Fie Fighting Requirements at Dangerous Cargo Areas With at least 3 fire extinguishers of 50 pound capacity, wheel mounted, 2 of which shall be of foam type and the other 1 shall be of BCF typeSec 5 Fire Brigade shall be provided on a 24 hr basisSec 6 Fire fighting drills shall be held at least once every 2 months or as often as necessarySec 7 . SpacingA. Fire Lane of at least 1 meter inside and outside the transit sheds/ warehouses shall be established and maintained free from obstructionB. Fire exit doors shall be well marked and shall not be obstructedC. A clearance of at least 1 meter from the wall of the warehouse structure to the pile stack, and from pile to another pile shall be maintained.ARTICLE XII. Medical and Dental ServicesSec1 . Emergency Medical and Dental ServicesA. When the number of workers is 50 or less, the port user concerned shall provide a full time first aiderB. Exceeds 50 but not more than 200 provide a full time registered nurseC. Exceeds 200 but not more than 300 provide the services of a full time nurse, a part time physician and dentist , and emergency clinicD. Exceeds 300 provide full time nurse, full time physician , full time dentist , full time nurse and infirmary or emergency hospital with one bed capacity for every 100 workers, a dental clinic .E. In all workplaces where there are more than one workshift, the port user concerned shall in addition , provide in each other shift the services of a part time first aider if the number of workers is not more than 50 and full time first aider if the number of workers is over 50.Sec 2. First Aid BoxesSec 3. Stretchers provide atleast 1 stretcher for every 300 workers.Sec 4. Clinic a suitably equipped clinic shall be provided by the port users concerned having 100 or more dockworkersSec 6. Medical ExaminationA. All possible steps shall be taken to ensure that all dockworkers undergo a medical examinationa. Before entering employment for the first time (pre-employment examination) or when being selected or trained for the operation of mechanical equipmentb. Periodically, at such intervals as may be considered necessary to the Authority in view of the risks inherent in the work is performed. The interval between 2 consecutive periodi examinations shall not be more than 1 yearB. In case where workers are exposed to special occupational health hazards the periodical medical examinations shall include all special investigations deemed necessary for the diagnosis of occupational diseaseARTICLE XIII . Section 3. Toilet FacilitiesA. Toilet facilities shall be provided at each workplace with the following rations:a. Not more than 20 minimum number of facilities shall be 1 toilet seat and 1 urinalb. Exceeds 20 but not more than 200 1 toilet seat and 1 urinal shall be provided per forty workersc. Exceeds 200 1 toilet seat and 1 urinal shall be provided per 50 workersB.
