Disaster Response Protocol

1. GENERAL

The AFP is deputized by the National Disaster Coordinating Council (NDCC) through the Office of the Civil Defense in the conduct Disaster Response Operations (DRO) using its inherent capabilities.

As part of the overall AFP effort, the Philippine Navy has organized and maintained disaster response units (DRUs) ready to respond in both sea and land disasters nationwide, utilizing its available resources and inherent capabilities.

2.PURPOSE

To prescribe the policies and guidance relative to the preparedness of PN tasked units and the effective conduct of rescue operations, relief operations and limited rehabilitation operations to areas affected by disasters and calamities.

3.SCOPE

This SOP applies to all PN units tasked and involved in disaster response operations nationwide as one of the mission areas in support of the AFP’s overall task in providing human assistance to mitigate the effects of disasters and calamities.

4. DEFINITION OF TERMS Disaster – a serious disruption of a community causing widespread human, material, economic, or environmental losses which exceed the ability of the affected community to cope using its own resources. Disaster Response – pertains to activities such as rescue operations, relief operations and limited rehabilitation operations before, during and after a disaster to assist victims, alleviate hardship and provide limited foundation for subsequent recovery.

4. DEFINITION OF TERMS: Hazard – a potentially damaging physical event, phenomenon or human activity that may cause the loss of life or injury, property damage, social and economic disruption or environmental degradation.

Hazard Mapping – is the process of identifying calamity or disaster potential/prone areas usually situated near the river banks, low-lying villages, earthquake fault line and those proximate to active volcanoes.

4. DEFINITION OF TERMS: Limited Rehabilitation Operations – limited post-disaster activities that are undertaken to resume basic community services.  Preparedness – pre-disaster activities/plans that are undertaken prior to the actual deployment of rescue teams.

4. DEFINITION OF TERMS: Prevention – activities to provide outright avoidance of the adverse impact of hazards and means to minimize related environmental, technological and biological disasters.

Recovery operations – decisions and actions taken after a disaster with a view of restoring or improving pre-disaster living conditions of stricken community, while encouraging and facilitating necessary adjustments to reduce disaster risk.

4. DEFINITION OF TERMS: Relief operations - the provision of assistance immediately after a disaster to meet the life preservation and basic subsistence needs of the people affected. Rescue operations - the provision of assistance during and after a disaster to meet life preservation and security of victims.

4. DEFINITION OF TERMS: Risk – the probability of harmful consequences, or expected losses (deaths, injuries, property, livelihoods, economic activity disrupted or environmental damaged) resulting from interactions between natural or human-induced hazards and vulnerable conditions.

5. POLICIES:  a. Disaster Response Operations is Mission Area 3 under the Department of National Defense Planning Guidance. In this regard, it is one of the major activities of the Command. The principal responders are the PN Operational Commands (Naval Forces and Fleet-Marine Ready Force). The Type/Support Commands/Units remain as providers and enablers.

5. POLICIES:  b. The HPN Battle Staff Alpha will be activated in case of disasters of national significance with the Vice Commander, PN as Senior Officer In-Attendance.  c. The HPN Battle Staff Bravo will be activated in case of disasters of significance warranting continuous monitoring and update to the FOIC, PN and higher Headquarters. The Chief of Naval Staff will be the Senior Officer In-Attendance.

5. POLICIES:  d. The GHQ and Unified Commands are the supported commands for DRO unless the situation warrants that PN conducts DRO unilaterally.  e. Interagency coordination is required at all levels of command.

5. POLICIES:  f. The FOIC, PN has oversight control of all PN Disaster Response Task Units but delegated to the following:

1) Commander, Fleet-Marine Ready Force – NCR &Manila Bay AOR 2) Commander, Naval Forces Northern Luzon – Northern Luzon AOR 3) Commander, Naval Forces Southern Luzon – Southern Luzon AOR 4) Commander, Naval Forces West – Palawan and KIG AOR 5) Commander, Naval Forces Central – Visayas AOR 6) Commander, Naval Forces Western Mindanao – WesMin AOR 7) Commander, Naval Forces Eastern Mindanao – EasMin AOR

5. POLICIES:  g. Disaster response plans shall be implemented in four phases namely;   1) Crisis Action Planning Phase – this phase begins with recognizing the problem and developing the solution, and progress to preparing and executing the operation order. It is a rapid and effective exchange of information about the situation, its analysis, and alternative military responses, including the timely preparation of military courses of action with the appropriate task organization for consideration by the Commander and timely relay of the decisions to the task unit commander to permit effective execution.

5. POLICIES:  g. Disaster response plans shall be implemented in four phases namely;   2) Deployment Phase – this phase begins with the deployment of the tasked unit and actual conduct of disaster response operations in a designated area of operations. Included also in this phase is the conduct of pre-deployment of naval assets to designated points of interest as decided in the crisis action planning phase.

5. POLICIES:  g. Disaster response plans shall be implemented in four phases namely;   3) Redeployment Phase – this phase starts when the given task is completed and requires the deployment of the tasked unit to another area of operations or given a new set of task i.e. another rescue operations, relief operations, limited rehabilitation or recovery operations.

4) Post-Deployment/Termination Phase – this phase beings when all tasks have been completed and tasked unit to return to station to reorganize and render After Activity Report.

5. POLICIES:  h. All PN Unit Commanders shall identify and assess the risk of potential calamity and hazard in their respective areas and shall coordinate with the regional and local disaster coordinating council for disaster preparedness and response.  i. All PN Units shall be organized and prepared to respond to any specific type of disaster utilizing its available resources.

5. POLICIES:  j. Tasked PN Units shall organize, train, equip and maintain their respective disaster response teams in accordance with their inherent capabilities to conduct rescue, relief and limited rehabilitation/recovery operations. They shall be ready for deployment upon signal from higher Headquarters. k. Composition and size of units and teams to be deployed shall be dependent on the type and degree/magnitude of disaster.

5. POLICIES:  m. During disaster response operations, the Naval Forces will support their respective Unified Commands and/or may act independently subject to the parameters set forth in this SOP.

n. All tasked PN Units shall program training activities relative to the conduct of DRO and shall train their respective disaster response teams.

5. POLICIES:  o. All major disaster response equipment including amphibian vehicles, watercraft, rubber boats and SCUBA equipment shall be in the care of individual DRUs while minor supplemental equipage and communication equipment shall be centrally managed, stored, controlled and issued to the concerned PN unit prior deployment.

5. POLICIES:  p. Concerned PN Units are responsible for the maintenance and repair of their DRO mobility and equipment. They shall conduct routine tests and check-up of their DRO vehicles and equipment to ensure operational readiness at all times.

q. Deployed PNARTs shall be self-sustaining and shall rotate personnel every 24 to 72 hours subject to the requirement of the On-Scene Commander. Follow-on sustainment/rotation of personnel will be made when deployment exceeds 24 hours.

5. POLICIES:  r. Concerned PN units shall monitor weather forecasts from PAGASA, Tsunami alerts and earthquake status from PHILVOCS, and provide meteorological information to concerned DRUs.  s. Public affair activities regarding PN Disaster Response Operations shall be done before, during and after DRO to ease public apprehension and gain public support.

6. RESPONSIBILITIES: Naval Forces Commanders

•shall conduct DRO utilizing their DRUs to respond to any type of disaster within their AOR

•shall exercise command and control to PN units within their AOR during deployment phase as directed by their respective Unified Commanders

•shall coordinate with NGOs /LGUs and other agencies which may be involved in DRO in their respective AOR/AOI

•to formulate contingency plans to address disasters peculiar in their AOR

6. RESPONSIBILITIES: Commander, Fleet-Marine Ready Force

•shall assume the operational control of DRUs in the NCR area which covers the whole of Metro Manila and Manila Bay

•prepare to reinforce NFNL and NFSL in the provinces of Bulacan, Pampanga, Cavite, Batangas, Rizal and Laguna

•responsible for the completeness of search and rescue equipment on board surface and air assets that will respond to any disaster nationwide

6. RESPONSIBILITIES: AC of NS for Education and Training, N8

•shall ensure the formulation of a standard POI for DRO training

6. RESPONSIBILITIES: •All other major PN units shall prepare their respective DRUs to be placed under the OPCON of the Naval Forces when directed.  •OIC/POIC, PNART shall ensure preparedness and completeness of personnel and equipment, render report to immediate Operational Commander, and coordinate with other DRUs, RDCC and Local Government Agencies involved in the operations.

7. PROCEDURES: a. Upon recognition of an impending danger of natural

disaster from information received from concerned government agencies such as PAGASA and PHILVOCS or observation of certain parameters, PNARTs shall automatically be placed on Disaster Alert Status. NFOCs will review and update their respective contingency plans to anticipate additional operational requirements.

b. Members of the disaster response team or PNART shall conduct muster and vehicle/equipment readiness inspection and render report to the unit Operations Center/Officer.

7. PROCEDURES: c. Naval Forces Commanders may pre-deploy their PNARTs to

reduce response time, as deemed necessary.

d. Upon confirmation of disaster and/or directive from higher Headquarters, NFOC will immediately deploy their PNARTs to the identified disaster area. Prior proceeding to the disaster site, PNARTs shall initially coordinate with local disaster coordinating units up to the municipal/barangay level through fastest available means and provide the details of contact person and offices to the Operations Center. Emphasis must be given to the local disaster coordinating units of the capabilities of the PNART.

7. PROCEDURES: e. The DRU and/or PNART shall establish and maintain

contact with AFP forces within the area and other government agencies like PNP, DSWD, DPWH and other LGUs/NGOs involved in the operations.

f. Upon arrival at the area, OIC, PNART shall immediately proceed to the local disaster coordinator or any other appropriate authority to receive disaster situation briefing on the following:

1) Specific areas/barangay/village affected2) Resources available at the disaster site3) Initial response made by the local government4) Type/s of assistance required from PN DRU

7. PROCEDURES: g. In case of conflict in the prioritization of DRO, the local

disaster coordinator shall determine the order of priority.

h. Upon arrival in the area, in the absence of any LGU presence/control, On-scene Commander shall prepare to assume as Overall Tactical Commander. Likewise, relinquish said responsibility upon arrival of competent authorities.

i. After the completion of the mission, OIC/POIC, PNART shall make the necessary reports and conduct debriefing to local disaster coordinator and other agencies involved in the operation to determine and evaluate the problems encountered, lessons learned and recommendations.
