While Polish research now has expertise in many of the technologies needed for energy transition, it lacks critical knowledge in modelling,planning, integrating, and managing large-scale renewable energy systems in a flexible and effective manner. The SuPREME project twinsone of Poland’s best energy research centres, the Instytut Maszyn Przeplywowych im. Roberta Szewalskiego Polskiej Akademii Nauk withneeded expertise in Denmark (Aalborg University), the Netherlands (University of Twente), and Austria (European Sustainable EnergyInnovation Alliance). Focusing on needed knowledge transfer in integrating energy technologies, the project’s well-formulated mix ofextended staff exchanges, joint work, Summer Schools, and other events will create a long-lasting and effective partnership that will have avery significant impact on Poland’s energy systems infrastructure and climate footprint.

Abstract

ThetransitionfromfossilfuelstorenewableandsustainableenergysourceshasbecometheEuropeanUnion’stopdevelopmentalpriority,withlow-performingcountriesinCentralEurope

facingthemosturgentneed.Astheregion’slargestcountry,Poland’scontinuingeconomicprogresshasnotcomewithoutsignificantcosts;duetoitshistoryinelectricityproduction,in2009ithadthe

highestrateofproductionbycoalofanyEUmemberstate.ThismakesPolandEurope’sthirdlargestpolluterintermsofdamagetosociety,hometosixofEurope’s30mostdamagingpower-plants,and

amongEurope’sworstforpublicexposuretoharmfulpollution.AtthesametimeitisexperiencingrisesindomesticelectricitydemandtwicetheEUaverage.ThismakesPolandthemosturgentnationintheEUwithregardstotheneedforimmediateconversiontorenewableenergysystemsand

resources.However,unliketraditionalpowerfacilities,energyproducedbyRESoftenproducesunpredictableandvariableoutputsrelatedtoweather,season,andgeographicallocation.While

Polishresearchnowhasexpertiseinmanyofthetechnologiesneededforenergytransition,itlackscriticalknowledgeinmodelling,planning,integrating,andmanaginglarge-scalerenewableenergy

1. Excellence1.1 Objectives

Thetransitionfromfossilfuelstorenewableandsustainableenergysources(RES)hasbecometheEuropeanUnion’stopdevelopmentalpriority,withlow-performingcountriesinCentralEuropefacing themosturgentneed.Duetoaslow-developingeconomicclimate,theroll-outof

intermediaterenewableenergytechnologies(forexample,solar)intheregionhastypicallylaggedwellbehindtherestofEurope,andthehistoricallegacyofcoaldependencyfocusesmuchof

Europe’sworstpollutionwithintheregion.Forthesereasons,theroll-outandembeddingofadvancedRESwilllikelyfinditsmaximumimpactinimprovingEuropeanqualityoflifewithinthe

CentralEuropeancountries.However,manybarrierstothisdifficulttransitionremain,includingtechnological,economic,social,political,andpracticalfactors.Whileeverycountryfacesuniquehistoricalandgeographicalcircumstances,asCentralEurope’slargestcountry,Polandsuffersthe

mostfromthenegativeimpactofenergy-relatedpollution,anditsenergyneedsareamongthemostcomplexanddaunting.Withtwicethepopulationofthenextlargestcountryintheregion(roughly

38M),Polandhaslongbeenacentreforheavyindustry,andalow-performingeconomyhasgreatlyhinderedthenecessarytransitiontoRES.However,Poland’saccessiontotheEUin2004has

providedarevolutioninlivingstandards,economicdevelopment,andresearch,withkeygrowthareas(transport,urbandevelopment,climatechangeandenvironmentalimpactors)nowbecominglimitedbydependenceuponfossilfuels.InlinewithEnergyRoadmap2050Europeanguidelinesfor

thetransitiontoRESandareductionofgasesrelatedtoclimatechange,Polandisnowfocusingconsiderableeffortstoaddressitsuniquechallengesanddevelopanation-widesystemfor

responsibleenergyproduction,use,andmanagement.WhilePolishresearchhasmadetremendous

• wskazanie, jak projekt SuPREME przyczyni się do rozwiązania problemu:

One of the most critical barriers to RES transition in Poland is systemicintegration of increasingly diverse energy sources, and it is this challengethat SuPREME will seek to address.

It is this third goal that Poland is most urgently needing Twinning knowledge-transfer and assistance through SuPREME.

To address these knowledge gaps, IMP-PAN will be twinned within the projectby three organisations, each of whom bring essential and complementaryskills, with the new facility in Jabłonna acting as the ideal knowledgetransfer context, offering all necessary equipment and support for SuPREME.

Twinning Goals Contribution of SUPREME

Significantly strengthening a defined field of research in a particular knowledge

institution (...) by creating a link between this institution and at least two

internationally-leading research institutions in other Member States

SUPREME will transfer critically needed knowledge in the field of energy system

integration from Denmark, Austria, and The Netherlands to Poland through staff

exchanges, events, and long-term collaboration.

Enhance the S&T capacity of the linked institutions Through collaborative research activities and exchanges, technical expertise will

be shared in a region typically slower to develop, greatly increasing S&T

capacity.

Help raise staff’s research profile as well as the one of the institutions involved Through staff exchanges and long-term collaborations, IMP-PAN’s scientists will

be exposed to new environments and levels of excellence, raising their research

profiles and capacities.

Impact set out in the work programme Expected contribution of the project

“a measurable and significant improvement in the overall

scientific and innovation capacity of the initiating institution

in a particular field of research”

SUPREME will allow IMP-PAN to significantly raise its scientific and innovation capacity in the field, as

measured by publications (at least six joint publications during the project and growing every year), size

of research group (increased to 25 persons at the end of the project and up to 45-50 at project end plus

five years), joint project proposals submitted during the project (three submitted, at least one awarded,

growing to two awarded per year), and two long-term cooperation agreements signed with excellent

institutions during the project (and at least five more after project end). After project completion

researchers from IMP-PAN will be active experts of recognised international research organisations with

Europe-wide networks of colleagues.

IMP-PAN’s developed excellence in the field is badly needed by the region and the nation, and transfer

of knowledge and expertise to Polish government, energy industry, and academia will begin already

during the project. IMP-PAN will use its newly gained knowledge to assist Poland in its RES energy

transition strategy and management.

The proposal is well written and in line with the call. The objectives are clear andrelevant to supporting their goal to significantly increase the scientificperformance of the coordinating institution.

The proposal is timely, addressing a key policy issue recognised at EU, nationaland regional levels which is well described.

The proposed approach is credible.

It is a solid and well-thought concept that is based on a very good analysis of thestate-of-the-art in Poland in the domain addressed. There is a good descriptionand analysis of the knowledge transfer that the project needs to target and theproposal is in line with the Polish Smart Specialisation Strategy.

Support measures are clearly stated and justified, with specific researcher profilesper measure, and with a good variety of mobility actions.

Gender issues are adequately analysed.30 maja 2017

Ocena wniosku (2)• Impact

The expected impacts are well described at a qualitative level and their relationship withthe call requirements is appropriate.

SuPREME has strong potential to improve the overall scientific and innovation capacity ofthe coordinating institution and to raise the profiles of its researchers. Overall, the projecthas very good potential to enable the institution to reach European excellence.

Sufficient key performance indicators have been defined and are convincing, even thoughfor some targets (e.g. dissemination), the indicators are not sufficiently detailed.

The communication strategy and wider dissemination approach are very well considered,with a clear timeline, and with specific actions targeting effectively the different levels andtarget groups.

The proposal incorporates measures that support interconnection with other scientific andresearch institutions to maximise the impact of the project.

Although there is sufficient consideration of IPR, consideration of research datamanagement is limited.

Ocena wniosku (3)• Implementation

The work plan is very well structured and clearly aligned to the project objectives.

The work packages generally include an appropriate set of deliverables that will support themonitoring of the project, although they lack some detail in innovation and knowledgemanagement.

The management structure is appropriate and includes the necessary management roles and actions.The External Advisory Board includes named persons and is well defined to be of benefit to theproject.

The allocation of responsibilities and tasks is well defined. The requested person-months by partnerare appropriate for the tasks allocated.

The coordinating institution has the necessary experience in the addressed domain and its size

sufficient for this twinning action. The leading research partners have complementary expertiseand capability and are well integrated in the approach to support the development of thecoordinating institution. It is of benefit that a third twinning partner with networking experiencesis included. All partners have experience with EU projects.

Possible risks regarding impact are very well elaborated and appropriate risk managementprocedures are defined.
