IntroductionAs a professional driver in the scrap recycling industryyou face unique on-the-job hazards. Accident preven-tion is an essential part of your job. The risks that youface every day while driving are constantly changing,and we should not overlook the potential for accidentsand injuries while you are performing your non-drivingduties while at the scrapyard and at customer locations.

Accidents and injuries can and do occur while tarpingcontainers, handling scrap, climbing in and out oftrucks and slipping off elevated heights. Safe driverspay close attention to their surroundings, drive defen-sively, avoid speeding, use personal protective equip-ment, and use the GOAL concept—Get Out And Look!

This handbook has been prepared to supplement theon-the-job training that you receive from your employer.Attendance at company safety meetings is requiredand this handbook serves as a reminder of the impor-tant safety activities that must become an everydaypart of your working habits.

Please retain and use this handbook. It is your safeoperating guide.

Safety First—Our Policies andExpectationsYour company has invested a lot of time, energy andmoney in safe transportation operations. As a qualifiedprofessional driver the company has vested you with alot of responsibility. These responsibilities include safedriving, safe worksite behaviors, protection of equip-ment, and maintenance of good customer and publicrelations. Along with these responsibilities comes anexpectation that you will do your part to assuresmooth, timely, and accident free operations.

The following pages describe our basic policies thatapply to you. During orientation and through ongoingsafety meetings and company briefings you will receiveadditional details about the specific expectations thatour company has developed and implemented. Alwaysask questions if there are requirements that you don’tfully understand.

Golden Rules for Driversu Seat belts must be used by driver and all passen-

gers (where passengers are allowed).u Never leave materials or inventory in plain view

where they will be susceptible to theft or damage.Drivers are responsible for the security of vehiclesand cargo.

u Lock an unattended vehicle. Spare keys should bekept in the office.

Driver Safety TrainingIn addition to the scrapyard safety training you have orwill receive, drivers must also be provided with addi-tional safety training that is customized to fit the variedsafety hazards that is common in your job.

Management has responsibility for ensuring that vehiclesdriven on company business are operated only by quali-fied drivers who have demonstrated their competency inoperation of the vehicle under varied conditions. TheU.S. Department of Transportation, in the commercialmotor vehicle rules enforced by FMCSA (Federal MotorCarrier Safety Administration) also require that drivers

The following sections are the specialized safety topicsthat will be covered in drivers training sessions in addi-tion to the safe driving content:

3-Point Entry and ExitFalls from vehicles area significant source ofinjuries to operators ofheavy equipment andlarge trucks. To helpeliminate these acci-dents, remember toalways maintain three-point contact when entering or exiting the vehicle. Thismeans keeping both hands and one foot or both feetand one hand in contact with the vehicle while enteringor exiting. Other things to do are: u Wear safe shoes with good support

Personal Protection Equipment (P.P.E.)In order to try to protect our employees from hazardsthat they may be exposed to during their work shift thecompany has purchased and supplied all employeeswith personal protective equipment. All employeeshave been informed: that this equipment is available tothem, how to wear it, and where it is required as itapplies to them.

No reasonable request for additional equipment will berefused or taken lightly.

All drivers are required to wear the following items:u hard toed shoes with good ankle supportu safety glassesu reflective vestu hearing protection, where requiredu hard hats

Safety glasses are required everywhere on companypremises, with the exception of the following areas:u office buildingu scale houseu break roomsu maintenance garage offices

Safety glasses must always be worn by employees whenperforming service labor outside of company premises.

Rain GearAll employees who are exposed to the elements areissued rain gear.

Consider safety glasses, gloves and work boots in goodcondition as part of your everyday uniform.

Your personal appearance is to be clean and neat. Youare expected to be in uniform when you are on the job.Replace your torn or worn shirts, sweatshirts andpants as needed.

Defensive DrivingPay attention. The number one over-arching cause of traf-fic collisions is inattention and distraction. Almost everycollision involves one or both of these two related errors.It is your responsibility to keep these tons of metal, rub-ber and glass pointed safely down the road without hit-ting someone or their property. Cell phones can be dis-tractions from your attention on the driving task.

Don’t speed. Speeders like to say that speeding doesn’t“cause” collisions. That’s rubbish. Speeding (driving ata speed higher than is safe for conditions) leaves youwith less reaction time and distance than you mayneed to avoid a crash. An honest, intelligent personhas to come to the conclusion that the cause of such acrash is the excessive speed. Speed also increases therisk of serious injury in a crash. “Speed not reasonableand prudent” is the most common measurable elementin traffic collisions.

Use the Three-Second Rule. About 40% of all collisionsare rear-end collisions. Avoid them by maintaining yourfollowing distance. This rule is so basic, and yet it isone of the most ignored. Also keep in mind that threeseconds is the minimum — four is better. Stretch it outwhen you can, because sometimes two seconds isn’tenough. Don’t believe for a second you can’t use thistechnique in heavy traffic; you can, and that’s when it ismost important.

Don’t drive impaired. Wait at least two hours for eachdrink before you drive. Staying on top of the driving taskmeans being 100% there to do the job. You need allyour skills and faculties for driving. Even small amountsof alcohol impair the most important skills you need todrive safely. Studies have proven that impairment startswith alcohol concentrations as low as .03% or.04% —about half of the “legal limit” in most states, and the firstthing affected is your judgment. Not surprisingly, studieshave linked impaired driving to increased incidences ofreckless driving. Typically, about 30% to 50% of all colli-sions have driver impairment as a factor, and fatality ismore likely in alcohol-related crashes.

Use safety equipment. Wear your safety belts. It is thelaw in most locations, an OSHA requirement, and ourcompany policy. The use of safety belts alone typicallycuts the rate of injury and death in traffic collisions byabout 50%.

Roll Over PreventionBig rigs roll easily. You can put a number on the tenden-cy that a vehicle has to rollover- the higher the better(safer). Full size cars are about 1.3, pickups are 1.1,Jeep type vehicles are 0.8- 1.0. Fully loaded semis areabout 0.4 or lower. A half empty tanker with a bad sus-pension might be 0.15! These numbers are the corner-ing “g’s” required to roll the vehicle. No car can gener-ate 1.3 g’s in cornering but your rig can probably gener-ate 0.4 g’s going around a corner or in a variety of othermaneuvers involving steering. If you go around a curvetoo fast, you will go over, but you probably alreadyknew this. Here are some things you may not know:

You can go over in a curve without going to fast for thecurve if your rear tires strike something (like a curb) whileyou’re cornering. Articulating vehicles (5th wheel type)with rubber tires out-track when turning above a certainminimum speed, typically 15 mph. This is inherent to thevehicle and not the result of poor driving. Your trailer axlemight be 2 feet outside your steering axle if you’repulling a long trailer. Picture this: You’re coming down afreeway ramp, turning right ( a right hand curve). Your leftfront tire might be 1’ inside the fog line while your outerleft rear tire might be 1’ outside the fog line. What’s outthere to trip you and turn you over?

You can probably roll your rig at speeds as low as 5 mph,especially on slopes or where a strong tripping influence ispresent. You can roll backing up if you’re jackknifed.

Many rollovers happen when drivers try to return to theroad after putting a tire off the pavement. You can rutin soft ground or catch a pavement separation hereand go over. If you put a wheel off the pavement oreven onto a paved shoulder that may have separa-tions, straighten the rig out and bring it to a stop. Don’ttry to return to the road at speed. Get out of the rig,carefully inspect the site and determine that you canget back on the road without catching or tripping a tirebefore you move out again. If you do decide to drive itback on, return to the road as slowly as possible andat as shallow an angle as possible. The more steer youput in the easier it is to go over. If it looks too bad, calla wrecker! We are not kidding here, we know thatthousands of drivers have gone off the road and comeback without rolling the rig, but hundreds of othershave also tried and died in the attempt.

Treat any load that can move on you like a load ofdynamite and drive accordingly.

Vehicle Backing SafetyAccording to the National Safety Council, one out offour vehicle accidents can be blamed on poor backingtechniques. Backing accidents cause 500 deaths and15,000 injuries per year. The use of safe vehicle backingtips by employees can help prevent accidents while onthe job.

Get to know a vehicle’s blind spots. In a medium-sized truck,blind spots can extend up to 16 feet in front and 160 feetbehind a vehicle. Drivers need to remember that mirrorscan never give the whole picture while backing.

Think in advance. Drivers should not put themselves intounnecessary backing situations.

Park defensively. Drivers must choose easy-exit parkingspaces that don’t crowd neighboring vehicles and parktheir vehicle in the center of the parking space.

When parking in an alley. If an alley doesn’t permit driv-ing all the way through or room to turn around, a drivershould back into it (if local ordinances permit) so thatwhen leaving the vehicle can pull forward into the street.

Do a walk-around. Walking around a vehicle gives a driv-er firsthand view of the backing area and any limita-tions. They can check for children, soft or muddyareas, potholes, tire hazards, and other dangers.

Know the clearances. When performing a walk-around, driv-ers can check for obstructions, low-hanging trees andwires, and any other potential clearance-related problems.

Every backing situation is new and different.Sometimes a driver visits the same location severaltimes a day and should be watchful each visit forchanges and any new obstacles.

Use a spotter. A driver should use another person tohelp them when backing. The driver and spotter shoulduse hand signals instead of verbal ones and make sure

they understand each other’s signals. Don’t have thespotter walking backwards while giving instructions. Ifyou lose sight of the spotter, stop immediately untilregaining contact.

When driver’s spot for themselves, they need to returnto the vehicle and start backing within a few secondsafter finishing the walk-around. This will allow very littletime for people and/or obstacles to change behind thevehicle. Backing without a spotter should only takeplace after a driver has as much information about thearea as possible. A back up alarm can help warn awaypedestrians and drivers of other vehicles who may tryto enter the area the vehicle is backing into.

No amount of forward-driving experience can help a driv-er with backing a truck or other vehicles. All drivers needto practice, practice, practice in safe surroundings untilthey become familiar with the way the vehicle backs upcompared to the direction the steering wheel is turned.

Driver Fatigue & Tiredness ManagementLast year driver fatigue caused 1 in 5 fatal crashes. Amomentary loss of concentration due to feeling sleepycan easily lead to losing control of your vehicle. The riskof a fatal fatigue crash is 4 times greater between 10pmand 6am. Another high-risk time is between 1pm and3pm. Driver fatigue can affect anyone. It is particularlydangerous because one of the symptoms is adecreased ability to judge our own level of tiredness.

Avoid fatigue by:u Get adequate sleep before starting a long dayu Pull over and stop when you notice the early warn-

ing signs of fatigueu Share the driving where possibleu Make arrangements to be picked up after a tiring shiftu If you must drive, take a short nap at the end of

your shiftu Don’t drink alcohol before or during your tripu Eat healthy foods and drink plenty of wateru Take regular breaks from drivingu Inform your manager or doctor if you are regularly

feeling tiredu Talk to your Safety Officer or Fleet Manager about

reducing your driver fatigue risks

Drug and Alcohol PoliciesAll employers with professional drivers are required tofollow the DOT rules for substance abuse monitoring.The company has a designated Substance AbuseCoordinator who will manage the pre-employment andrandom drug and alcohol program.

The requirements are very specific and the followingdetails are provided as information and training:

Our company has a zero tolerance for Alcohol use dur-ing the course of workday and is monitored by supervi-sor observances and annual testing.

Post-accident: conducted after accidents on driverswhose performance could have contributed to the acci-dent (as determined by a citation for a moving traffic vio-lation) and for all fatal accidents even if the driver is notcited for a moving traffic violation.

Reasonable suspicion: conducted when a trained supervi-sor or company official observes behavior or appearancethat is characteristic of alcohol misuse.

Random: conducted on a random unannounced basisjust before, during, or just after performance of safety-sensitive functions.

Return-to-duty and follow-up: conducted when an individ-ual who has violated the prohibited alcohol conductstandards returns to performing safety-sensitive duties.Follow-up tests are unannounced. At least 6 tests mustbe conducted in the first 12 months after a driver

returns to duty. Follow-up testing may be extended forup to 60 months following return to duty.

Note: Refusing to submit to an alcohol test or usingalcohol within eight hours after an accident or untiltested is strictly prohibited. Employees who refuse tosubmit to testing shall be immediately suspendedpending review by company Executive Management.

How will alcohol testing be done? DOT rules allow for screening tests to be conductedusing saliva devices or breath testing using evidentialbreath testing (EBT) and non-evidential breath testingdevices approved by the National Highway Traffic SafetyAdministration (NHTSA). NHTSA periodically publishes alist of approved devices in the Federal Register.

Two tests are required to determine if a person has aprohibited alcohol concentration. A screening test isconducted first. Any result less than 0.02 alcohol con-centration is considered a “negative” test. If the alcoholconcentration is 0.02 or greater, a second confirmationtest must be conducted. The driver and the individualconducting the confirmation breath test (called a breathalcohol technician (BAT) complete the alcohol testingform to ensure that the results are properly recorded.The confirmation test, if required, must be conductedusing an EBT that prints out the results, date and time,a sequential test number, and the name and serialnumber of the EBT to ensure the reliability of the

results. The confirmation test results determine anyactions taken.

Testing procedures that ensure accuracy, reliability andconfidentiality of test results are outlined in the Part 40rule. These procedures include training and proficiencyrequirements for the screening test technicians (STT),breath alcohol technicians (BAT), quality assuranceplans for the breath testing devices (including calibra-tion requirements for a suitable test location), and pro-tection of driver test records.

Who does the testing? The company is responsible for implementing and con-ducting the testing programs, utilizing contract servic-es. Post-accident testing shall be conducted utilizingcontract services unless law enforcement personnelobject due to interference of an investigation and con-duct their own testing.

What are the consequences of alcohol misuse? Drivers who engage in prohibited alcohol conduct shallbe immediately removed from safety-sensitive func-tions. Drivers who have engaged in alcohol misusecannot return to safety-sensitive duties until they havebeen evaluated by a substance abuse professional andcomplied with any treatment recommendations toassist them with an alcohol problem. To further safe-guard transportation safety, drivers who have any alco-hol concentration (defined as 0.02 or greater) whentested just before, during or just after performing

safety-sensitive functions must also be removed fromperforming such duties for 24 hours. If a driver’sbehavior or appearance suggests alcohol misuse, areasonable suspicion alcohol test must be conducted.If a breath test cannot be administered, the driver mustbe removed from performing safety-sensitive duties forat least 24 hours.

FMCSA ComplianceThe company is required to keep detailed records of alco-hol misuse prevention programs. The FMCSA (FederalMotor Carrier Safety Administration) will conduct inspec-tions or audits of employers’ programs. Additionally,selected employers will have to prepare annual calendaryear summary reports for the FMCSA. These reports willbe used to help monitor compliance and enforcement ofthe rules, as well as to provide data on the extent of alco-hol misuse and the need for any future program and regu-latory changes.

Driver Alcohol Testing Records Test results and other confidential information may bereleased only to the company and the substanceabuse professional. Any other release of this informa-tion is only with the driver’s written consent. If a driverinitiates a grievance, hearing, lawsuit, or other action asa result of a violation of these rules, the employer mayrelease relevant information to the decision maker.

Drug TestingThe drug testing rules cover the same drivers as thealcohol testing rules. The types of tests required are: pre-employment; reasonable suspicion; post-accident; ran-dom; return-to-duty; and follow-up.

How is Drug Testing Done? Drug testing is conducted by analyzing a driver’s urinespecimen. The analysis is performed by a contracted lab-oratory certified and monitored by the Department ofHealth and Human Services (DHHS).

Drivers provide a urine specimen in a location thataffords privacy and the “collector” seals and labels thespecimen, completes a chain of custody document,and prepares the specimen and accompanying paper-work for shipment to a drug-testing laboratory. Thespecimen collection procedures and chain of custodyensure that the specimen’s security; proper identificationand integrity are not compromised. The OmnibusTransportation Employee Testing Act of 1991 requiresthat drug testing procedures for commercial motor vehi-cle drivers include split specimen procedures. Eachurine specimen is subdivided into two bottles labeled asa “primary” and a “split” specimen. Both bottles aresent to a laboratory. Only the primary specimen isopened and used for the urinalysis. The split specimenbottle remains sealed and is stored at the laboratory. Ifthe analysis of the primary specimen confirms the pres-ence of illegal, controlled substances, the driver has 72hours to request the split specimen be sent to another

DHHS-certified laboratory for analysis. This split speci-men procedure essentially provides the driver with anopportunity for a “second opinion”.

Drugs Tested For: All urine specimens are analyzed for the following drugs: u Marijuana (THC metabolite) u Cocaine u Amphetamines u Opiates (including heroin) u Phencyclidine (PCP)

The testing is a two-stage process. First, a screeningtest is performed. If it is positive for one or more of thedrugs, then a confirmation test is performed for eachidentified drug using state-of-the-art gas chromatogra-phy/mass spectrometry (GC/MS) analysis. GC/MSconfirmation ensures that over-the-counter medicationsor preparations are not reported as positive results.

Review and Interpretation of the Laboratory Results All drug test results are reviewed and interpreted by aphysician (Medical Review Officer (MRO)) before theyare reported to the employer. If the laboratory reports apositive result to the MRO, the MRO contacts the driver(in person or by telephone) and conducts an interviewto determine if there is an alternative medical explana-tion for the drugs found in the driver’s urine specimen. Ifthe driver provides appropriate documentation and theMRO determines that it is legitimate medical use of the

prohibited drug, the drug test result is reported as neg-ative to the employer.

Drug Use Prohibited Drug rules prohibit any unauthorized use of the controlledsubstances. Illicit use of drugs by safety-sensitive driversis prohibited on or off duty. The FMCSA has some addi-tional rules that prohibit the use of legally prescribed con-trolled substances (such as barbiturates, amphetamines,morphine, etc.) by safety-sensitive drivers involved ininterstate commerce.

Consequences of a Positive Drug Test Driver shall be removed from safety-sensitive duty ifhe/she has a positive drug test result. The removalcannot take place until the MRO has interviewed thedriver and determined that the positive drug test result-ed from the unauthorized use of a controlled sub-stance. A driver cannot be returned to safety-sensitiveduties until he/she has been evaluated by a substanceabuse professional, has complied with recommendedrehabilitation, and has a negative result on a return-to-duty drug test. Follow-up testing to monitor the driver’scontinued abstinence from drug use is also required.

How Does Random Drug Testing Work? The company is responsible for conducting random,unannounced drug tests. The total number conductedeach year must equal at least 50% of the safety-sensi-tive drivers. Some drivers may be tested more than

once each year; some may not be tested at alldepending on the random selection. Random testingfor drugs does not have to be conducted in immediatetime proximity to performing safety-sensitive functions.Once notified of selection for testing, however, a drivermust proceed immediately to a collection site toaccomplish the urine specimen collection.

Employee Education and Training Requirements The company shall provide safety-sensitive drivers withrequired information on drug use and treatmentresources. A supervisor and official of the companyhave attended at least one hour of training on thesigns and symptoms of drug abuse. This training isnecessary to assist supervisors and company officialsin making appropriate determinations for reasonablesuspicion testing.

Drug Testing Records Driver drug testing results and records are maintainedunder strict confidentiality by the employer, the drug-testing laboratory, and the medical review officer. Theycannot be released to others without the written consentof the driver. Exceptions to these confidentiality provisionsare limited to a decision maker in arbitration, litigation oradministrative proceedings arising from a positive drugtest. Statistical records and reports are maintained byemployers and drug testing laboratories. This informationis aggregated data and is used to monitor compliance

with the rules and to assess the effectiveness of thedrug testing programs.

Note: Employees who refuse to submit to drug test atany time required to be tested is strictly prohibited.Employees who refuse to submit to testing shall beimmediately suspended pending review by Management.

Qualification of Drivers Our company will ensure that all drivers of commercialmotor vehicles meet the minimum qualifications as speci-fied by U.S.DOT in Part 391.

Driver Requirements:A driver must meet the following requirements foremployment before being allowed to drive a companycommercial motor vehicle: u Be at least 18 years of age (this is the federal require-

ment. Some companies have a different minimum).u Speak and read English well enough to converse with

the general public, understand highway traffic signsand signals, respond to official questions

u Be able to make legible entries on reports andrecords.

u Be able to drive the vehicle safely. u Is physically qualified by passing a DOT physical

examination within the past 24 months. u Have only one valid operator's license.

u Provide the employing motor carrier with a copy of hisor her current operator's license, or pass a driver'sroad test.

u Provide an employing motor carrier with a list of allmotor vehicle violations or a signed statement that thedriver has not been convicted of any motor vehicleviolations during the past 12 months.

u Complete an application for employment.

As an operator of commercial motor vehicles we arerequired to maintain a qualification file for each driver,including the company owner if he/she is also a driver.

Hours of ServiceThe Federal Highway Administration regulates the hoursdrivers may be on duty. Each driver is required to be famil-iar with and adhere to these regulations. Remember, if adriver has a second job those working hours count too!

On-Duty Time: Includes time at terminals waiting to bedispatched, all the time spent inspecting equipment, alldriving time as defined below, all time spent in a motorvehicle except time spent resting in a sleeper berth, alltime spent loading or unloading, or performing theattendant functions to such loading or unloading, timespent performing driver functions during an accident,time spent repairing, obtaining assistance, or attendinga disabled vehicle.

Driving Time: Includes all time spent at the driving controlsof a motor vehicle.

Sleeper Berth: Time spent in a "sleeper berth" that meetsthe requirements of Section 393.76, when not on duty,and not required to be in readiness to work or under anyresponsibility for performing work.

Off-Duty Time: Period of time when driver is not on duty, isnot required to be in readiness to work, or under anyresponsibility for performing work.

A driver may drive a maximum of eleven (11) hours fol-lowing ten (10) consecutive hours off duty. The eleven(11) hour driving maximum must be completed within thefirst fourteen (14) hours on duty, after the ten (10) consec-utive hours off. If because of adverse driving conditions adriver cannot complete his run within the eleven (11) hourmaximum, he may be permitted to drive for not morethan two (2) additional hours to complete the run toreach a place of safety.

Drivers may not be on duty (driving and non-driving) morethan sixty (60) hours in any seven (7) consecutive days.Thirty four (34) consecutive hours off duty will reset thesixty hour clock to zero (0).

All drivers must include total work time from all employ-ment sources when figuring on duty and/or driving time.

Employees failing to abide within these rules are subjectto disciplinary action up to termination.

Daily Logs Interstate (this is for long-haul drivers)The Federal Highway Administration requires that eachdriver keep a daily log. Each driver is required to be famil-iar with the Federal Highway Administration, DOT regula-tions concerning daily log. It is the driver's responsibilityto prepare and keep logbook records in a correct man-ner. The regulations are summarized below:u Time will be recorded on the daily log on a 24 hour

calendar day in effect at the terminal/scrapyard/start-ing point;

u All entries shall be made by the driver in his own hand-writing, and each day's entry signed by the driver;

u Logs are required to be current as of the last changefrom off duty to on duty and from;

u driving on duty to not driving. Cities, towns, or villageswhere change of duty takes place;

u The vehicle number or state license number of thevehicle operated that day must be entered;

u The month, day and year for the beginning of each 24hour period shall be shown on the log;

u The total mileage driven during the 24 hour periodshall be recorded on the log.

u Company address is to be shown on the log.u Total hours in each duty status shall be entered to the

right of the grid.u The shipping document number(s) or name of shipper

and commodity shall be shown on the log.u Time will be recorded separately for off duty, sleeper

berth, driving and on duty not driving.u The origin and final destination must be recorded on

the log.

Daily Logs Intrastate (Local)Local drivers will fill out container logs only if on duty(driving & not driving) for 12 hours or less, and within 100air miles of their terminal. If on duty time exceeds twelve(12) hours or if they drive further than 100 air miles fromtheir terminal a DOT graph log in addition to a containerlog must be completed.

Driver employees who violate or falsify the hours of serv-ice regulations (logs) are subject to disciplinary action upto termination

100 Mile Radius DriversManagement will review the less than 100 mile radius dri-ver's time card on a regular basis to assure that theirmaximum hours of driving does not exceed eleven (11)hours per day and their maximum hours on duty doesnot exceed fourteen (14) hours per day following 10 con-secutive hours off duty.

Management in addition to checking the driver's timecard will check and review the dispatch sheet to verifythe driver's time and on duty time.

Using the time card and dispatch sheet, hours of servicefor less than 100 radius mile drivers can and will be con-trolled to conform with Part 395 Federal Motor CarrierSafety Regulations.

Violations and non-compliance will not be tolerated.Violations will be covered with each driver and are subjectto disciplinary action up to termination for repeat offenses.

Vehicle InspectionsEmployees operating company vehicles are expectedto make a safety check on their vehicle before driving.The inspection should include, at a minimum, lights,horn, turn signals, brake lights, oil level, coolant level,tire pressure and condition, and adjustment of rearviewmirrors. The operator should complete a vehicle condi-tion report according to the schedule required by thedriver’s manager. A vehicle inspection report form mustbe turned in at the end of every day for every vehicle.

All maintenance including oil changes, lubrication,repair, parts, etc., will be recorded on an up-to-datevehicle maintenance log, which will be kept in the glovecompartment of each vehicle. All scheduled mainte-nance will be in accordance with the vehicle manufac-turer’s recommendations. All repair needs must behighlighted and brought to the immediate attention ofthe dispatcher, supervisor or manager.

Circle Check PolicyDuring a trip any problems with our fleet triggers a vari-ety of other problems, including increased cost forrepairs, lost time, customer dissatisfaction. In additionto our regular maintenance service, it is important thatour drivers thoroughly inspect their truck before leavingthe yard each day.

on the rim and tire, it is time for a wheel seal.

Pinion Seals for leakage. u Rear-end and/or drive shaft will appear wet with oil.

You can tell this by a shiny area next to the dogsor by paint worn away. Sometimes you can hearthe rims slipping against the spacer and dogswhen you go around a corner and apply thebrakes.

u Bump or Kick Tires.Kicking tires won’t tell if a tire is down 10 or 15psi, but you will be able to tell if a tire is Flat orexcessively low.

u Check tire with pressure gauge.u Visually Inspect Tires for Incorrect Wear, i.e. cupping

or balding (tread thin).u Visually Inspect Tires for Nails or any Foreign Materials.

Nails in the front tires are a severe safety hazard.The front tire is more expensive than a recappedgripper tire. If you find a nail, pull it out immedi-ately. If air starts to leak out, see a mechanicquickly. If no air leaks out, run the truck.

Blind Spot Safety

A “blind spot” is any area that a driver can’t see bylooking around or by using his or her mirrors, and theycan be a big problem in the waste and recycling pro-cessing operations. Blind spots are caused by the waythe equipment has been designed to get the workdone. In the examples below, the shadowed areasaround each piece of equipment represents a blindspot. If someone or something is in this area, it will beinvisible to the driver or operator.

When it comes to working safely around equipment,understanding blind spots is everyone’s responsibility.

u Attach the extension rope (rope with hasp, minimum8ft in length) to the safety chain. Pull door open withthe extension rope, staying clear of possible fallingmaterial.

u Remove extension rope and secure door to the sideof the container with the safety chain.

u Return to cab of truck from the same side of thecontainer where the door is secured. Never walkdirectly behind an open container when it is loaded.

u Dump load, pull truck forward allowing enough roomto close and secure the door without obstruction.

Customer ServiceYou are the face of the company when you enter acustomer site. Your appearance, actions, and conver-sations are what our customers judge us by—not justthe scrap price.

Good customer relations always begin with you—theprofessional driver. If a customer asks a question youcannot answer, always assure them that their questionwill be passed on to dispatch, who in turn can get theright answer and respond. Do what you say you will do.

We sell a service and you provide the service. Alwaysfollow the customers onsite rules regarding drivinghabits, parking habits and personal protective equip-ment requirements. Do not argue with the customer. If aload is too heavy or the container too overloaded tosafely haul, explain it to the customer in a friendly toneand manner. Always keep a positive tone. The customermay be completely unfamiliar with DOT regulationsregarding container weights, cargo securement, CDLrules, and the fact that you may be put at personal riskof a violation and fine if you take shortcuts or chances.
