1.0 PREAMBLE

Oil India Limited being an E&P Public Sector company of India, with its rich legacy, it

bears moral and corporate responsibility to contribute it’s best for strengthening

country’s energy security and hence the organization has its primary objective to

continuously endeavor for accretion of reserves and maintenance of production level. This

calls for drilling in logistically difficult and geologically complex boundary conditions.

Drilling Department is fully committed to achieve the organizational goals and the whole

work-force is relentlessly engaged as a team with dedication in carrying out the following

operations/ tasks to fulfill the targeted objective.

i. Drilling and completion of Exploratory & Development wells

ii. Drilling of infill and Water Disposal wells.

iii. Carrying out work-over/well servicing operations.

iv. Technical Services to support all the above operations.

v. To commensurate the successful completion of all the Drilling and Workover

(partly), Cementing services were carried out mostly through in-house resources

having only one hired support services.

vi. All administrative function in support of above operations & services which are to

be managed on 24X7 basis in spite of manpower constraints.

vii. First hand public relation function, Health, Safety & Environment function is

performed by field executives.

The challenges range from drilling shallow wells to deep Eocene wells, sub normal

to abnormally (high) pressure & temperature wells, development of ranked wildcat wells,

wells having straight, directional & horizontal trajectories are drilled having high

displacement profile. Servicing and enlivening of production wells of varied nature &

complicacies are also another challenge which is worth mentioning.

To carry out its drilling activities in the development and exploratory fields of

Assam & Arunachal Pradesh, Drilling Department utilized twelve (12) in-house drilling

rigs of varying capacities – six (06) 1400 HP, three (03) 2000 HP and one (01) each of 750

HP, 600 HP (for WDW) and 3000 HP. In addition to in-house fleet, Five (05) No of Charter-

Hire Drilling Rigs (03 No 1400 HP & 02 No. 2000HP) were also utilized for drilling

activities in Assam.

Drilling activity in the year 2016-17 was increased to achieve 1,59,987 M (51 nos

completed well) of drilling meterage compared to 1,38,339 M in the year 2015-16, which

is approximately 15.6 % higher than previous year. This achievement is the all time

highest in the history of OIL.

214 Work over jobs were completed against target of 200 jobs resulting achievement

of 107 % which is also all time highest achievement in the history of OIL.

It is also worth mentioning that adherence and compliance of more and more

stringent Safety & Environmental regulations and policies by statutory bodies like DGMS,

OISD, and APCB & CPCB were also remained a major challenge with limited supervisory

staff. All out efforts were being made for full compliance of the statutory regulations and

to ensure safety of men & machines.

ADOPTION OF NEW TECHNOLOGY- QUALITY ASSURANCE:

To remain competitive with quality enhancement in today’s global market as an E&P

company, Drilling Department continuously adapted itself to the environment by

inducting various new technologies & appropriate measures. Some of the major projects

in continuation are

MWD (Measurement While Drilling)

2000 HP VFD Rigs

Iron Roughneck

MAJOR ACHIEVEMENT:

2 (two) numbers 2000 HP VFD Drilling Rigs (V-1 & V-2) were purchased from

M/s CPTDC and same were installed and commissioned at Drilling locations MFJ

and MFK on 23.08.2016 and 28.08.2016 respectively

1 (one) number 100T capacity Workover Rig , 3 (there) numbers 125T capacity

Workover Rigs and 1 (one) number 125 T capacity Workover Rig with Mud tank

system were purchased from M/s Drillmec S.p.A and all the rigs were installed

and commissioned within 31.03.2017 .

1 (One) number Spare Statics (Mast & Sub Structure) was procured from M/s

BHEL and same was installed and commissioned in S-1 Drilling Rig

87% of total asset of Drilling department has been physically verified against the

target of 80%

All the newly procured capital items have been capitalized on time

All the unserviceable equipment has been written off during this period.

MAJOR PROJECTS IN HAND:

• Commissioning of 02 Nos of Iron Roughnecks in 2000 HP VFD drilling rigs by

August /September 2017.

• P.R has been raised and tender has been floated to procure 04 Nos new generation

mobile Workover Rigs and expected to be commissioned by December ’2018

• IRD (06 No.) – Materials arrived. 04 nos successfully commissioned and remaining

02 nos commissioning is in progress depending on Rigs operation

• Modification of mast & substructure of retired NAT-110MA rig to make compatible

with Branham type mast & sub structure by BHEL. Expected to complete the

modification by 2nd quarter of this year.

• 3 numbers of Disc Brake for 1400 HP Drawworks were received . Commissioning

of same by September ‘2017

• High Performance/Hybrid Bits are being procured.

• RSS compatible bits are being procured.

- Hiring Service for:-

• Charter Hired Service for 5 drilling and 12 Work over rigs.

• Horizontal Drilling services with tools, equipments and consumables.

• J- Bend Drilling services for high tech wells with tools & equipments and

consumables.

• Hiring of MWD-SDMM-Jar along with services of expert

• Cementing services along with tools & equipment and experts.

• NDT of mast and substructure

• NDT for tubular along with handling tools and equipment.

• Effluent Treatment Plant along with unit and consumables

• New Item procurement in progress for increasing work efficiency & reducing fatigue

of work force at rigs, thereby enhancing HSE standards

• High Performance Bit has been made stock item for regular use after vigorous field

trial.

Note:

Major problems being faced in enhancing the target achievement of Drilling & Work over

operations are mainly attributable to acquisition of land, preparation of plinth during

rainy season and environmental issues which has direct impact on timely availability of

locations for the rigs. During the year under review, a total of around 0.82 Rig Year losses

have been recorded for the said reasons. It is expected that the proposed J-bend &

Extended reach directional drilling will partially curb the above issues.

3.0 RECORDABLE & SIGNIFICANT ACHIEVEMENTS

The total meterage 1,59,987 m. is the highest meterage achieved in the history of

OIL.

Total 214 no of Work over jobs completed for the year which is all time record for

OIL

Total numbers of 286 cementation jobs were carried out during the FY which is all

time highest. This comprises of 154 Primary jobs which is also highest and 132

secondary jobs.

Cement consumed is all time highest due to more numbers of 4 stage wells.

Installation and commissioning of 02 nos VFD rigs were successfully carried out.

A total of 09 numbers of 3512B DITA Caterpillar Power Packs have been procured

and commissioned in Rigs S#6 & S#8.These power packs have Acoustic Enclosure conforming to the latest sound level standards & extended exhaust stack height

which meets the guidelines prescribed by CPCB.

In order to comply with the latest emission norms and noise levels as prescribed by

CPCB, 06 (SIX) nos. of acoustic enclosures were procured for the CAT 3512A DITA

engines and same were commissioned in Rig S#1,S#2 & S#3 rigs.

Commissioning of 4 nos. of work over Rigs & one no drilling rig with solid control &

tank system for water disposal well procured against P.O. no.7950934 was

completed

At Loc: BGR, Maximum Horizontal Displacement of 2094m was achieved with TVD

of 3900 m. For this well, the deviation section designed the optimum well profile for

all the sections considering probable torque and drag issues.

Loc:MKB-1 was completed with 5 stage Casing policy ( two liners 7” and 5” with 7”

tie-back). It is the deepest well (5624m MD/ 5607m TVD) producing @ 70KLPD in

the history of OIL and the first planned 6” hole section with 5” liner completion.

5.0 WORK OVER ACTIVITIES

Work over Section of Drilling Department plays a significant role in facilitating the

servicing of multi natured wells for augmentation of crude oil and natural gas production.

In addition to few normal work over jobs, the year under review witnessed multifarious

jobs like Gravel Pack, Temporary abandonment Jobs, casing recovery job, Cement Plug

Jobs, Cement Squeeze Jobs, Cement Cleaning Jobs, Aphron ICS Treatment Jobs,

Conversion to water injection jobs, gas wells, Live Condition Perforation Jobs, Well Killing

Jobs, Acid Jobs, fishing jobs, completed milling jobs, control of annular pressure,

backing off, control of loss circulation, microbial paraffin, radial drilling job, EGMBE

treatment jobs etc.

Resources:

During the year, work-over operations were carried out with 12(twelve) in-house Rigs and

12 (twelve) chartered hired Rigs, partially. 4(four) Nos. new Drillmec Rigs were

commissioned during the end of the year 2016 replacing 4nos. of in-house rigs (Cardwell

B & C, Kremco K-600 and Skytop C ). 2(two) Chartered hired Rigs were mobilized in the

month of November and December, 2016 totaling to 12 (twelve).

Out of 12 (twelve) Nos. in-house Rigs, 9(Nine) Rigs were run by MMC (16 Hours a day)

and remaining 03 Rigs were operated by in-house crew. Charter Hire Rigs are in

operation round the clock.

It was a unique feat and proud moment for Work over Section as it has achieved

100 % target with highest numbers of well completed & increase in production

potential in the history of Drilling Department. This historic achievement was made

possible due to dynamic Operational Action Plan as well as System Development

inculcated and implemented throughout the year.

Action Plan for enhancing achievement:

1) Rig selection as per well requirement/programme.

2) Continuous persuasion for the progress of the supporting departments.

3) Reduction of time by proper well operation programme.

4) Close mentoring & frequent field visits by senior officials.

System Development for improvement:

1) Field application of high-tech communication.

2) Workover operation planning (Well wise /Job wise) prior to execution.

3) SOPs & Check list development and upgradation.

4) Continuous knowledge sharing (“Knowledge Management” initiative)

5) Periodic onsite & offsite operation training to Officers & Work persons

6.0 DEVIATION SECTION

Land acquisition problem became more and more severe over the years. During the last

financial year, except water disposal wells, all the wells were directional wells i.e. in other

word 100% wells were deviated.

Moreover, few wells were of very high displacement (horizontal drift >1600-to-1930mts)

with TVD>3800mts. These wells were really very challenging.

The Deviation section of Drilling Department, with its very limited manpower strength, is

directly associated with vast jobs of planning and designing of Directional wells along

with supervising execution during actual drilling operation. Deviation section endeavored

to meet the geological targets and supervised the drilling operation with the help of hired

directional services.

This section plan & design the optimum well profile for minimum torque, drag, anti-

collision and hydraulics issues as per the surface and sub surface co-ordinates given in

the draft Geological DDDP ( Depth Data Drilling Policy) prior to finalization of the

DDDP for a particular location.

Whenever directional service provider declines to accept a well profile due to torque, drag

or anti-collision issues, this section takes up the responsibility and assists the service

provider for drilling by providing look ahead correction plan with a new BHA and

hydraulics.

Hence the responsibility lies on this section to approve the drillability of the well.

During 2016-17 this section had taken up:

1. OIL achieved a record drilling meterage of 1,59,987 m during the year. Out of this

3.1. New Contract framework during the year 2016-17:

A. To avoid waiting period for directional drilling service, 4(four) numbers of limited

directional drilling contracts were formulated in a very short span of time in this

financial year. Same were being floated and 3 numbers of contracts

(CDG0778/DRLG/2016,CDG2565/DRLG/2016,OIL/6208211/DRLG/2017)

have already been awarded to Service provider and for the fourth tender

CDG4029L17, price bid opening is expected in the first week of April’2017.

B. Whip-stock tender CDG1053/DRLG/2017 for services of whip-stock setting

and window milling of 13.3/8” cased hole was formulated in a very short span

of time in this financial year due to downhole problems at Loc:DHL (first time

independent tender in OIL). The contract was awarded to Service provider and

completed the job successfully.

C. Contract CDG3225P17 for drilling 4 numbers of horizontal wells, 3(three)

numbers (Loc: HXT-H, Loc: DIC-H, Loc: DHC-H) in FHQ & 1(one) number (

Banghewala Field) in RP are in final stage.

D. ROTARY STEERABLE DRILLING SYSTEM (RSS) including advanced LWD tools

tender CDG2661P17 is in the final stage. Approval of revised BEC and FPWD

tool from CBC has been received.

E. For drilling 6” slim hole for Loc:MKB-1 and MFK , a new tender

CDG2565/2016 was formulated and floated in a very short span of time. The

contract was awarded to Service Provider.Till now one job at Loc:MKB-1 has

been done successfully.

4.0. Special Job Done during 2016-17:

4.1. Loc. TU:

Completed OIL’s benchmarking well for achieving highest ever THD of 1942m at TVD

3982m in record time. (1st time in NE India)

4.2. Loc.BGR:

Maximum Horizontal Displacement of 2094m was achieved with TVD of 3900m at Loc:

BGR. For this well, the deviation section designed the optimum well profile for all the

sections, with due consideration of probable torque and drag issues and also designed

the drill string considering abnormal surface torque.

It is to be noted here that, directional service provider M/s Schlumberger had declined to

drill the 8. ½” section due to expected surface torque of 28 Klb-fts (M/up torque of S

grade D/P).However, this section took the challenge to complete the well by designing the

BHA and hydraulics to keep the T&D within the permissible limit and was successful to

drill up to the target depth achieving highest ever displacement in OIL’s history of drilling

directional well of such high range of horizontal displacement.

4.3. Loc:MKB-1( Mechaki-5):

Well Mechaki-4 (Loc. MKB) was drilled as a vertical hole during the year 2014 and due to

various down hole problems, B, C & D-holes were drilled but could not be completed

successfully. Finally the said well had to be abandoned in the year 2015 due to severe

down hole problems.

Subsequently, Loc: MKB-1 was proposed to be drilled as a substitute for Loc.MKB well

from the existing plinth of Loc. MKB in 2016-17 to probe the up-dip extent of the

hydrocarbon bearing reservoirs within Paleocene/Eocene formations of the West Mechaki

structure.

Extensive planning and analysis was done by this section based on the last well’s history

and came up with 5 stage Casing policy ( two liners 7” and 5” with 7” tie-back) as a

solution. This helped to isolate the pressure variance zones (Fig-1). It is the deepest

(5624m MD/ 5607m TVD) producing from this directional well @ 70KLPD in the history

of OIL and the first planned 6” hole section with 5” liner completion. The well was

completed with scientifically designed in-house drilling fluid. This prestigious well of OIL

was drilled and completed successfully overcoming all down hole problems before

planned days. To address the bit walking issue, which was experienced in last location

due to formation dip and to ensure verticality of the hole, it was planned and engaged

directional drilling service from 17 ½” to 6” section hole section.

4.4. Loc: MFK:

Loc.MFK was also planned with 5 stage casing to avoid casing overlap in primary target

above kopili shale as explained below:

4.5. Loc. HYS:

This is the first J-profile well designed by in-house deviation expert with hole inclination

above 40 degree to overcome the presence of fault as intimated by G&R department based

on seismic data interpretation. In-house directional team took extreme precaution while

drilling and completed the well successfully.

4.6. Loc: TAT:

This well was present in cluster plinth of Loc: TT, TAL, TAD. So while designing the

directional well profile of Loc: TAT as per geological note, found severe collision issue with

Loc: TT & TAL. So, well was designed to turn its trajectory in the opposite direction of

Loc: TT & TAL and realigned it in the desired direction with minimum dog leg severity.

Well trajectory becomes 3D J-profile for the first time in the history of OIL. Well was

drilled and completed without any down hole complexity with 4CP.

4.7. Loc. DHL:

Loc: DHL was designed as J-bend well with KOP@1950m in 12.1/4” section with

maximum inclination of 19.34˚with a vertical section of 684m.Range of 12.1/4” section

was initially planned as (1970m-3400m). After completion of drilling the 17.1/2” hole

section and at the time of cementation of the 13.3/8″x68PPFxN80xBTC casing, the casing

string got disengaged at around 1870m during bumping of cement plug at 2500 PSI. The

string was matched on and annulus was cemented keeping shoe at 1951.18m (drilled

depth@1954m). While running in bit, got cement top @1166m; which was cleaned upto

1870m. However, no further progress observed beyond 1870m. Thereafter milling was

carried out with the help of number of tapered mills to the depth of 1872.35m, beyond

which no further milling was possible. Finally a cement plug was placed in the range of

1800m-1870m. The rig was released on 31-03-2016 and next cluster loc: DHK was

drilled. Meanwhile during drilling of Loc:DHK, a new contract was lined up for hiring of

expert service immediately for setting of whip-stock and window milling of 13.3/8” cased

hole at Loc:DHL so that rig idling time could be minimised. Consequently 13.3/8″ casing

scrapper trip was made up to cement top @1759m.Ran the whip stock assembly in

combination with the milling assembly consisting of lead mill, secondary mill and steering

mill. Scribed the entire string after orienting the face of the whip stock towards 126˚ TB

(S 54˚ E). Set the whip stock at the depth of 1751m and milling was done from 1738.5m

to 1747m and exited from the casing and drill a rat hole up to 1747.5m (0.5m

only).Subsequently, ran in bit to bottom and drilled a rat hole into the formation up to

the depth of 1750.50m.Thereafter pulling out of hole and ran in directional hook up

containing mud motor with 1.5˚ bend for further directional drilling upto TD and

completed the well successfully without any downhole anomalies. The well later started

producing @80KLPD.

5.0. Cost saving measures during 2016-17:

Enhanced ROP was achieved by

o Limiting sliding mode to the maximum extent during drilling of tangent

section in directional wells.

o PDC bit was successfully used to the maximum extent to reduce the drilling

time.

o All S-bend wells in dropping stage from 8 degree angle are done by in-house

rotary BHA; saving considerable amount of company’s outgo to directional

drilling service.

Effective utilization of hired directional services saved substantial amount of well

cost.

After expiry of drilling software consultant tenure from March’15, this section

managed and handled directional software on its own and delivered the quality

service to its stake holder and saved around 2,67,57,000.00 INR up to 31/03/2017

in terms of company’s financial outgo for engaging outside expert/consultant.

Without using North seeking Gyro tool for setting whip-stock at Loc: DHL and

scribed the entire string after orienting the face of the whip-stock towards desired

direction successfully, considerable amount to the tune of around INR

57,64,379.00 was saved.

Exclusive contribution of the section to the company:

i) This refers mainly to the land acquisition problem. Many directional wells were

drilled from existing plinth saving a huge amount against land procurement.

ii) Due to the success of the high displacement and high angle J-Bend wells,

targets once in-accessible, are now explored to hit those geological targets which

helped OIL to enhance the existing production.

6.0. Manpower position:

This section is headed by DGM-Drilling (Deviation), with 02 (Two) numbers of Executives

in Level-1, who are responsible for carrying out in house directional ( S-Profile) wells,

side tracking operations and also assist in monitoring the directional contracts under the

service providers.

7.0 CEMENTING SECTION

In search of liquid gold, Cementing Section plays a definitive vital role in successful completion and thereby the ultimate potential of a drilling well. Internationally it is

considered as a High Tech Operation.

During the FY 2016-2017 Cementing section successfully completed 286 no of cementing jobs which is all time highest, as against 267 no during previous FY. Screening & blending of oil well cement required for these entire Primary and Secondary jobs as well

as responsibility of transportation of screened virgin/ blended cement to various wells are done in-house by Cementing section.

Cementing section also played a major role in providing prompt & efficient back up services to drilling & work-over wells like Torque Turn services, Rig up & Rig down of

present instrumentation system, well killing pumps hook up and maintenance services, maintenance of compressors, power subs, various packers, Liner Hangers, Cement Retainers etc.

Hook up & maintenance of weight indicators, SPM meters, RPM meters, Torque gauges

ROP gauges, pressure gauges along with Record-O-graph are also carried out by Cementing section as a part of Instrumentation System. Furthermore, splicing of wire line sling of various sizes used for different wells and requirement of different sizes of slings to

various departments were also catered by cementing section.

Major Achievement:

1) Total numbers of 286 (previous year 267) cementation jobs were carried out during

the FY which is all time highest. This comprises of 154 Primary jobs and 132 secondary jobs. This is all time record highest cementing jobs carried out by company in any financial year till now.

2) Cement consumed is all time highest due to more numbers of 4 stage wells.

3) Cementing is the only service provider from OIL who provide services to all Charter Hire rigs and thus saved a huge amount of company’s money.

Modification job/Fabrication job:

Considering increase in secondary cementing job requirement, additional five nos. of Cement premix Tank with a Capacity of 700 gals are fabricated with Complete In-

house resources and facility out of which seven (07 ) numbers of such Tanks has already been put in service successfully. Two (02) numbers of in house fabricated

hopper sets are being used for fly mixing cement in drilling rig site and has been put in service.

Instrumentation Activities carried out in 2016 – 17 Introduction:

Instrumentation activities in Drilling Department have been carried out by Instrumentation

Department since its inception. Initially three numbers of engineers were recruited in June 2015 on

contractual basis to look after all Instrumentation activities in Drilling Department. Consequent upon

procurement of two numbers of 2000HP VFD Rigs, it was decided to setup a cell permanently for

instrumentation activites in Drilling Department. Subsequently, three numbers of engineers were

transferred from Instrumentation department to Drilling Department located in New Industrial

Area(NIA) to serve the purpose.

Objective:

Ensure safe and reliable operation of rig instruments installed in various Drilling and Workover locations.

Provide workshop and calibration services for all measuring instruments used in

Drilling, Workover and Cementing. Provide technical expertise in procurement of electronic & instrumentation systems

related to to Drilling. Ensuring that the required safety guidelines are followed as per statutory norms.

2016-17

[A] Major Activities:

1. Commissioning of 2(two) numbers of 2000 HP VFD Rigs

a) Rig V1, Loc: MFJ

The commissioning of instrumentation systems of this Rig was commenced on

16th June and the commissioning of all instrumentation related systems was

completed by 22-Dec-2016. However, the Rig was spudded on 28-Aug-2016 and

drilling operation was in progress in the meantime. Following are the systems

commissioned for that Rig-

i) Drillwatch System with Rigsense Server

ii) Video Monitoring System

iii) Rig Intercom System

iv) Gas Monitoring System

v) Monitoring System of Top Drive System

b) Rig V2, Loc: MFK

The commissioning of instrumentation systems of this Rig was commenced on

3rd June and the commissioning of all instrumentation related systems was

completed by 22-Dec-2016. However, the Rig was spudded on 23-Aug-2016 and

drilling operation was in progress in the meantime. Following are the systems

commissioned for that Rig-

i) Drillwatch System with Rigsense Server

ii) Video Monitoring System

iii) Rig Intercom System

iv) Gas Monitoring System

v) Monitoring System of Top Drive System

2. Commissioning of 2(two) numbers of Drillmec make Workover Rigs

a) DM # 4, Location: NIA Yard, Commissioning Date: 25-Mar-2017

The following systems were successfully commissioned –

i) Data Acquisition System(DAS)

ii) Allision Transmission System

iii) Emergency Shutdown System

b) DM # 5, Loc: WDW # 180, Commissioning Date: 31-Mar-2017

The following systems were successfully commissioned –

3. Commissioning of OGMS

Commissioning of 9(nine) sets of Online Gas Monitoring systems has been completed in

May 2017. The last set was commissioned on 28-May-2016 in Rig S7, Location: DHK.

4. Revamping of 5 numbers of DG sets of Drilling TS

During the year, service was provided to revamp 5 numbers of Greaves 3G11 - 30 KVA

Gensets under the supervision of Drilling TS department.

[B] Hired Services

1. Hiring of Rig Up/Rig Down Services for of 3 Nos. Advanced Instrumentation System

by M/s NOV

Rig up & Rig Down services along with maintenance is being rendered by M/s NOV for 3

numbers of Advanced Instrumentation System of NOV for Rigs S4, S5 and M1(750HP

Mobile Rig) as per Contract No. 6206997. Total Rig up & Rig Down services carried out

during this year was 11(Eleven) and On call services carried out was 3(Three).

2. Hiring of Rig Up/Rig Down Services for of 6 Nos. Advanced Instrumentation System

by M/s Innovative Electronics

Rig up & Rig Down services along with maintenance is being rendered by M/s Innovative

Electronics for 6 numbers of Advanced Instrumentation System of Innovative Electronics

for Rigs S1, S2, S3, S6, S7 and S8 as per Contract No. 6206743. Total Rig up & Rig Down

services carried out during this year was 21(twenty one) and On call services carried out

was 3(three).

3. Annual Maintenance Contract for 10 Number Allison Transmission Systems of

5(Five) Workover Rigs

Preventive Maintenance job are periodically carried out by M/s G D Motors, Guwahati as

per the contract number 6107674. During this year preventive maintenance job of the

5(five) numbers RG Rigs were carried out twice, 1st from 26-Apr-2016 to 29-Apr-2016

and 2nd from 1-Dec-2016 to 5-Dec-2016. There was one breakdown maintenance job

which was carried out at Rig RG – E, Location: MKM # 42 which was a problem of gear

engagement.

[C] In-house Services

1. Online Gas Monitoring Systems

As per statutory requirement, 9(nine) numbers of Online Gas Monitoring Systems are in

operation for 9(nine) numbers of in-house Drilling Rigs. The rig up and rig down services

of these systems are carried out in-house in association with crew from drillometer of

cementing section. During this year the rig up and rig down jobs were carried out as per

the following –

2. Day to Day Reports attended in Drilling Rigs

During the year, service was provided to drilling operation section for malfunction of

various rig instruments associated with various subsystems. 40 numbers of such jobs

were attended and rectified.

3. Day to Day Reports attended in Workover Rig

Service was also provided to workover operation section and during the year 33 such

jobs were carried out.

4. Day to Day Reports attended in Drilling TS

23 numbers of jobs were attended in Drilling TS section mostly for malfunction of

gensets and Air Dryer systems.

Apart from the above, service was also provided to Bulk Handling Plant of Cementing

section for malfunction of various instruments. 20 Numbers of calibration job was also

carried out during the year for various Pressure Gauges and Weight Indicators of various

rigs in workshop of Drillometer section.

8.0 RIG-BUILDING SECTION

Rig building section played a major role in achieving the Drilling meter age of 1,59,987

mtrs for the year 2016-17 by completing rig up, rig down and maintenance jobs within

stipulated time frame .The section also provided day to day on site maintenance support

for round the clock drilling and work over operations.

Major Achievements:

1. A total 32 Nos. of Rig- up & 34 Nos. of Rig-down operations were successfully carried

out with minimum downtime.

2. Under the “Refurbishment & Up gradation programme”, refurbishment job of Mast &

sub-substructure of S-6 rig is in progress at Rig building yard (NIA).

Modification of 110M (A) M&SS into a Branham M&SS is in progress at Rig building

yard (NIA).

Major Maintenance/ Overhauling/Repairing:

1. During the year overhauling jobs of Draw-works/Crown block /Rotary counter

shaft/Compound transmission/PTO/ Bevel Gear box/ Power divider etc. of the

Rigs S1,S2, S3,S4,S5, S6, S7,S8 and work over rigs were carried out at Rig building

yard /NIA.

2. Over hauling of draw works of Rig S-2, S-4, S-7 and S-8 were carried out at Central

workshop (CWS).

3. Over hauling of LMSS & LMMC of Rig S-4 and S-8 were carried out at Central

workshop (CWS)/ Rig Building yard.

Commissioning of new Rig & equipment:

1. Commissioning of one no of New Mast & Sub structure procured against P.O

no. 7907223 is completed at Loc.HYA in S1 rig.

2. Commissioning of LMSS & LMMC procured against P.O No. 7950890 was

commissioned in 01 no. of Rig (S-6) & it is in progress in S-1 rig.

3. Installation & Commissioning of IRD against P.O. no. 7906463 was completed in 2

nos. of Rigs.( S-1 & S-2)

4. Commissioning of 4 nos. of work over Rigs & one no drilling rig with solid control &

tank system for water disposal well procured against P.O. no.7950934 was

completed.

5. Completed modification of 05 nos RG workover rig substructure as per contract no

6108914.

Manpower Position & Separation:

As on 01.04.2017, total work persons in the section are 161. A total 16 (sixteen) no of

work persons were superannuated & 01 (one) no of work person expired during the year.

Training:

Total 08 work persons attended in-House training on MVT, FA, and GT& FF and 17 work

persons attended in-country training at various training institute and 2 nos work persons

attended foreign training.

9.0 TECHNICAL SERVICES

RIG SECTION

1. Targets and achievements with reasons for shortfall, if any, along with remedial

measures adopted during the year :

A. Targets:

Reduction of downtime by performing preventive and predictive maintenance

of equipments and technology up gradation.

Enhance customer satisfaction.

Adopt and promote safe & eco friendly technology to meet the latest

government emission norms.

Design & adopt best in class safety practice.

Build up people skill sets & capabilities to support organizational growth.

B. Achievements:

Drilling –Technical Service section, being a major servicing wing of drilling department played a vital role in achieving the highest meterage ever in the year 2016-17 by doing preventive and predictive maintenance job timely and completing rig up, rig down

pertaining to drilling rigs within stipulated time frame and negligible NPT.

Besides the day to day on site maintenance jobs to support the round the clock uninterrupted drilling operations, the major jobs done by the rig section to enhance performance have been highlighted below:

A total of 09 numbers of 3512B DITA Caterpillar Power Packs have been

procured and commissioned in Rigs S#6 & S#8.These power packs have Acoustic Enclosure conforming to the latest sound level standards & exhaust

stack height which meets the guidelines prescribed by CPCB.

Installation and commissioning of 02 nos VFD rigs were successfully carried

out.

Top overhauling of power pack-3 of Rig S#4 was carried out at the well

site(LOC:HYU) without any shutdown even after drilling was on.

All the D399 old Engines will be replaced phase wise by CAT 3512B DITA Engines. Inspection of 09 nos of 3512B DITA Caterpillar Power Packs are in

progress and will be soon shipped and ready for use in our rigs.

In order to comply with the latest emission norms and noise levels as

prescribed by CPCB, 06(SIX) nos of acoustic enclosures were procured for the CAT 3512A DITA engines and same were commissioned in Rig S#1,S#2 &

S#3 rigs.

Conversion of Two (02) nos of old 12-P-160 pumps from engine driven to belt

driven system has been completed by Gates Unitta Co. Pvt Ltd.

63 KVA gensets – 04 Nos. with acoustic enclosure were procured, inspected

and will be delivered by June 2017.

Action has been initiated for procurement of capital items sanctioned in the

budget.

Present & Future Projects, Commissioning of new infrastructure, Equipment & Facilities:

a. Present & Future Projects:

Diesel Engines – of 09 nos of 3512B DITA Caterpillar Power Packs with acoustic enclosure were procured, will be inspected and delivered by July

2017. A tender has been floated to procure a Standby Mud Pump of One (01) set. We are in the process of replacing the existing booster pump. As a part of

this process, purchase of 16 nos. pumps has already been initiated. A tender has been floated to procure 12 numbers of 63 KVA genset.

b. Commissioning of New Equipment/ Facility:

Installation and commissioning of 02 nos VFD rigs were successfully carried out.

06 (six) nos. of LDO tanks were commissioned in the in-house Drilling rigs (S#1 to S#6 rig). These LDO tanks replaced the old LDO tanks used in the rigs.

2. Adoption of State-of-the-art technologies, innovations & performance of

excellence with resultant benefits attained there from:

We are in the process of replacing the existing CAT D399 engines in power

packs with new engines which would be more fuel efficient, environment friendly with lesser emissions and conforming to CPCB norms. As a part of this initiative, 8 (six) CAT 3512 B engines with acoustic

enclosure have been in operation for more than a year. 09 (nine) new CAT 3512 B with acoustic enclosure have already been commissioned last year. Procurement process has already been completed for the purchase of 9 (nine)

more engines. These are energy efficient electronic engines which have reduced fuel consumption in the rigs. Also there is visible reduction in

the emissions and noise levels as these engines conform to the latest emission standards.

03 nos. of Safety Relief Valves have been hydraulically tested by means of our in

house Hydraulic Testing Unit which is statutory requirement as per OISD safety

norms.

5. Environmental Protection & Pollution control measures adopted with resultant benefits attained there from:

The exhaust stack height of power pack engines (CAT 3512 A ) of rigs S#1(one number) ,S#2(four numbers) & S#3(one number) was increased to 9.31

mtrs., above ground level (from the earlier 3.6 mtrs). This increase, in 06 (six) nos. engines meets the guidelines prescribed by CPCB regarding exhaust stack height for generating sets.

We are in the process of making this the standard stack height in all the engines which will be procured in the future.

WORKOVER SECTION

During the financial year 2016 – 2017, the Workover section of Drilling Technical

Service extended vital contribution & support services for achieving company’s target

through various measures set for Workover operation. The various activities of Drilling-TS

(W/O) during the period are detailed as below:-

A. Planned Maintenance of Equipment:

Apart from the regular jobs of operation and maintenance of all engines, pumps,

compressors etc. pertaining to day to day Workover operation, planned major jobs for few

equipments were also carried out during the year, which are as follows :-

1. 04 (four) nos. new Workover Rig & 01(one) no new mobile Drilling Rig [Drillmec,

Italy] were commissioned & operated successfully.

2. Upgraded discharge capacity of 01(one) no old Well Servicing Pump to higher

capacity [from 1.75LPS to 3.09LPS] through proper planning, procurement &

replacement of fluid end module.

3. Total 45 nos. of work-over equipment viz. Well Servicing pump & engine, Cementing

pump & engine, Water pump & engine, Generator engine, Air compressor etc were

overhauled. Through proper maintenance planning & adherence to the schedule, the

quantum of equipment failure has drastically decreased [almost Nil].

4. Keeping in mind Prime Minister’s “Swatch Bharat Abhiyan” mission, we have

initiated & constructed 1no toilet and improved housekeeping for the employees

inside Workover maintenance yard; thus created a better working atmosphere to

carryout overhauling & maintenance jobs of various rig equipment.

B. New Equipment Installed & Commissioned

1. 03(three) nos. new Well Servicing pump of NOV, USA were procured,

commissioned & inducted in the fleet of new Drillmec Workover rigs.

2. 04(four) nos. new Fire Tank were procured & commissioned successfully in the in-

house Workover rigs. Thus completed requirement of Fire Tanks in all the in-house

Workover Rigs.

3. 06(six) nos. new Water/Chemical storage Tank were procured, commissioned &

inducted in the fleet of new Drillmec Workover rigs.

C. Special type of Workover operation

1. Drilling-TS Workover section has extended its support with manpower and

equipment for cementing jobs [approx 52nos] in several in-house as well as chartered

Drilling & Workover wells in addition to regular Workover wells.

2. Special effort was put with equipment and manpower and completed 11 nos. of

acid job operation in different Workover as well as Drilling locations as per the

requirement.

3. Special effort was put with equipment and manpower and completed 2 nos. of

EGMBE treatment job.

D. Cost Saving Measures adopted

1. 05(five) Nos. of “Solar Gen Set” unit were commissioned in May, 2013 for

illumination purpose at the work-over locations. A considerable quantity of non

renewable energy is saved by using these 5nos Solar Gen Set.

2. 07(seven) Nos. of new & technologically upgraded with higher capacity “Solar Gen

Set” unit were procured & commissioned in Feb – March, 2017 for illumination purpose

at the work-over locations. A considerable quantity of HSD has been saved by using

these 7nos Solar Gen Sets. The quantity of HSD saved is 2355 Litres amounting

Rs. 1,29,525.00 (considering average price of HSD @ Rs. 55.00 per litre).

E. Energy Conservation & Pollution Control Measures Adopted:-

1. The installed generating capacity of each new Solar Genset commissioned is 1.5

KW having 06 Nos. of 250 Wp Poly Crystalline PV panel mounted on the solar Gen

sets with an unique structure. The area illumination is done with 8 Nos. pole mounted

LED lights of 24Wp each. The total Renewable Energy generated till the end of the

FY 16-17 is 542.77 units.

2. All efforts were given for work-over operations and Production without Pollution. To

achieve this, system has been adopted in all Workover wells to collect the fluids

associated with crude oil production during testing of the wells in a closed covered tank

instead of disposing the same in the effluent pit.

We have also collected the burnt oil from engines & pumps during servicing job and put

into this tank. Used lube oil and fuel filters are buried under earth within the plinth to

avoid any further spillage.

We use Lube oil evacuating & dispensing pump unit to BHEL#A rig for evacuating burnt

lube oil from engine/pump & take utmost care to minimize pollution hazards.

10. EQUIPMENT SECTION

During the financial year 2016-17, Drilling Department has achieved a total Drilling

Meterage of 1,59,987 Mtrs. (51 Wells) and also have completed a total of 214 Work-over

jobs. In this remarkable achievement, the Equipment & Fishing Operation Section has,

as in the past, played a vital role by providing constant support on 24x7 basis for both

Drilling and Work-over activities of the department.

In addition to supply of various consumables to respective Drilling and Work-over

locations on daily basis, Servicing, Maintenance/Repairing & Testing of various Drilling

and Work-over tools/equipment, Well Control Equipments, etc. the section also met the

day-to-day requirement of various locations by transferring heavy equipments and

tubular in liaison with Logistics Department by issuing VTRs. Moreover, a good number

of repair, service & fabrication jobs were also undertaken by Equipment & Fishing

Operation Section through CWS by issuing notifications.

The section also carried our regular maintenance (i.e. preventive, scheduled &

breakdown) of all rotating, hoisting, well control, surface & sub-surface equipment/tools

and handling gears, etc. in order to keep them in working condition, quick respond to

field calls for attending any break-down maintenance of tools/equipment have

Improvement of Infrastructure to meet urgent requirement: Designed and

Fabricated following items at CWS in order to meet the urgent requirement of

Drilling & Work-over operations during the year:

Write off Materials: Proposed for Write off of various capital items including

tubular whose economical life was over and are not in usable conditions.

Budget (Capital & Revenue) and Stock items: Monitored and put up proposal for

Capital & Revenue Budgeted items for the year 2018-19 to centralized planning

section of drilling department. Advised immediate replenishment of stock nil items

on regular basis and opening of new matcodes for new capital items received by the

section during the year.

ERP System: Created requisitions, STOs, Gate Passes SESs, etc. on regular basis.

Also cleared the storage location on monthly basis.

Cost & Energy Saving: The Equipment & Fishing Operation Section reviews and

monitors the issuance of consumables like High Speed Diesel, Hydraulic Oil, Lube

oil, etc to Drilling & Work-over locations on a day-to-day basis and being

committed towards saving all forms of energy , initiates proactive action as

required.

Equipment on Rental: During the year, the section has issued various equipment

on rental basis for smooth operations at various Charter hired rigs engaged for

drilling and work-over jobs, viz. Fishing tools, Heavy Duty Spiders, Rotary

substitutes, Wellhead equipment, etc. and thereby contributed to the company’s

exchequer in the process.

Conclusion:

With the increase in Drilling and Work-over activities over the last few years consequent

to the deployment of total 17 nos. of Drilling rigs (includes 1 rig for water well drilling

operations) and 24 Nos. of Work-over rigs there has been a manifold increase in our in-

house activities to cater for these additional rigs with the existing manpower.

It may be appreciated that besides the conventional day-to-day jobs, the need for carrying

out various on-line transactions for issuance or transfer of materials, maintenance &

testing of equipment, record-keeping, planning & monitoring, etc is increasing day-by-

day. Owing to increased deployment of our equipment to Charter Rigs the frequency of

maintenance jobs has also substantially increased. Stringent safety and testing norms

being the order of the day, has necessitated better and detailed record-keeping & status

monitoring for all the equipment.

This substantial increase in work volume has however not been offset by the requisite

increase in manpower allocation to the section. To add to its woes, the section has on the

contrary been handicapped due to superannuation of experienced personnel in the recent

past with an ageing and ever-depleting workforce. With the present manpower strength it

is proving to be a herculean task to deliver the quality of service that has come to be

expected of the section. A review of the manpower strength allocated to the section is the

need of the hour to enable us to continue providing quality service in the days ahead.

11. HEALTH, SAFETY AND ENVIRONMENT

Operational Excellence is a continuous and long-term strategy to improve Company’s

performance systematically. HSE criteria functions such as employee safety, process and

asset safety, product safety and environmental impacts are important considerations

when analyzing operational risks. Therefore HSE domain plays major role in the

improvement of operational excellence of a Company.

Keeping in view of the above, Drilling department is constantly working hard in complying

and improving its HSE aspects. Drilling department is committed for implementation of

(a) Internal Audit/ Inspection:

During the year under review the HSE Section carried out Internal Safety Audits/

Inspection by HSE-Engineers and Workmen Inspectors as per Mines Act 1952.

(b) External Audit:

External audit had been carried out during the year by DGMS-Elect, DMS, DDMS.

The audits both internal & external helped us in improving safety standard at our

installations as well as safety awareness amongst the mine working personnel.

Performance worth mentioning:

My Annual Plan (MAP): Annual Revenue budgeting for the Department (including

well cost, maintenance cost) for 2016-17 was done as per the developed Excel Format

and submitted. The voluminous job involves cost planning for 38 cost centers and 60

(including 9 No WDW) Wells, each divided into Rig up – Drilling – Production Testing –

Rig Down phases for multiple direct cost elements for the year.

Management Information System (MIS): All the related work was done within the

stipulated / scheduled time and hence department has earned reputation of providing

all the MIS related information in time. In addition planning section submits weekly

reports on Drilling and Workover activities to CMD and DED apart from the

comprehensive report on Drilling performance to DGH on monthly basis.

Purchase and Contracts:

During the year Purchase Requisition were released for 108 Budget Heads of total 111

Budget Heads from the Department for procurement of Capital/ Sp Revenue and Revenue

items amounting to 81.93 cr, out of which 22 PRs have been converted to Order till

31.03.2017 which is 20% of the number of raised indents and a total of 08 Purchase

Requisition for Hired Services were released amounting to 300.49 Cr till 31.03.2017.

13. ADMINISTRATION

Administration Section of the Drilling Department plays a vital role in achieving the

Drilling and Workover Target. The main Function of Administration Section are listed

below.

1. Personnel and Administration related activities of all executives, Drilling and

Workover Section Employees of Drilling Department which includes

a. Managing and maintaining record of leave/sick etc.

b. Joining, Absorption, Confirmation, Transfer and separation at departmental

record of the same.

6. Allocation of hired vehicle for other sections, shift movement and processing their

SES.

7. Liaison with Administration Department, Security and PR to carry out smooth

wellsite operation and also during bandh, blockade, strikes etc.

14. INSTITUTE OF WELL CONTROL TECHNOLOGY

The institute was accredited by International Well Control Forum (IWCF) as a primary centre for conducting the Well Intervention Pressure Control and Drilling Well Control

Programme on 21.06.2012 after auditing the physical resources, management systems, instructors and course materials. A portable drilling simulator was installed and commissioned on 10.09.2012.

by each and every one of Drilling Department during the year to achieve highest ever

drilling meterage of 1,59,987 m, 51 nos. of completed wells and 214 nos. Workover job

completion.
