INTRODUCTION
USAID’s Democracy, Human Rights, and Governance (DRG) Center contracted with NORC at the
University of Chicago (NORC) to implement the DRG Learning, Evaluation, and Research II Activity
(DRG-LER II). Assisting NORC on this project are consortium subcontracting partners Duke University,
Innovations for Poverty Action (IPA), International Initiative for Impact Evaluation (3ie), ME&A, National
Conferencing (dba Federal Conference), Social Impact (SI), and the University of Pittsburgh.
Through the DRG-LER II, NORC provides services to advance learning activities in the DRG foreign
assistance sector and critical data on the impact of DRG activities in the field to assist with decision
making. DRG-LER II builds on the work of DRG-LER I implemented by NORC and SI under separate
prime contracts with USAID to support the design and implementation of rigorous evaluations, provide
analyses, and conduct other research within USAID’s contracting and program rules and procedures. It
also allows for more substantial involvement and collaboration between DRG Center staff and
academics, resulting in better learning opportunities and internal USAID staff capacity building.
The objectives of DRG-LER II include: (1) providing U.S. Government and other stakeholders with
timely, reliable evidence on impact and costs, as needed, for decision making about DRG foreign
assistance intervention expansion and scale up or elimination/scale back; and (2) contributing to the
knowledge base of what works and does not work in the DRG sector. This contract includes (1) impact
evaluations (IE); (2) performance evaluations (PE), survey research, and qualitative case study research;
(3) auxiliary studies; (4) learning agenda development for missions; and (5) utilization and dissemination.
Implementation occurs in selected countries, with no specific regional focus, including in complex and
multi-country environments as dictated by the evaluation agenda defined by USAID’s Democracy,
Conflict, and Humanitarian Assistance (DCHA) Bureau.
NORC’s FY2021 Quarter I Progress Report for USAID DRG-LER II describes progress made between
October 1 and December 31, 2021. During this period, NORC reports on 21 active Taskings (including
management), which are described below. Each tasking is divided into three subsections: Update on all
Evaluations, Research and Study Tasks; Major Accomplishments and Challenges of the Past Quarter; and
Issues that Need to be Resolved.

TASKING N001: BASIC MANAGEMENT FUNCTIONS

Tasking Description:
This tasking covers basic management-related functions such as attending general meetings with, and
reporting to, USAID; preparing status reports, quarterly performance reports, financial reports, annual
reports, pipelines and accruals, and annual work plans; discussing preliminary development for tasking
activities; invoicing and financial management; submitting small business subcontracting reports; and
handling other general management tasks.
Update on Evaluations, Research, and Study Tasks:
NORC participated in the following management tasks this quarter; prepared weekly tasking status
updates followed by weekly phone calls (and sometimes more frequently as needs arose) with COR
Brandy Witthoft to discuss progress on each tasking; met by phone for monthly status meetings with
the COR and Learning team on October 9, 2020, November 18, 2020, and December 16, 2020;
prepared accruals and pipeline updates and incremental funding request; and shared at the beginning of
each month a cumulative list of deliverables uploaded onto the DEC.
Major Accomplishments and Challenges of Past Quarter:
NORC submitted the FY2020 Annual 2 Report on November 3, 3030 and, following COR approval,
uploaded it to the Development Experience Clearinghouse (DEC) on December 1, 2020.

TASKING N008: USAID GENDER-BASED VIOLENCE LEARNING

Tasking Description:
The objective of this tasking is to synthesize evidence about the various contextual factors influencing
Gender-based Violence (GBV), and the practices that can be applied to address GBV in various
contexts. To fully understand the universe of political, social, historical, and economic variables that
influence the emergence and prevalence of GBV, NORC is developing a series of scholarly literature
reviews around 11 core questions related to GBV. The literature reviews look to existing rigorous,
peer-reviewed research in both the academic and gray literature, and focus on research questions from
five USAID offices: DCHA / DRG; DCHA Women Peace and Security; USAID’s Bureau for Economic
Growth, Education and Environment, Office of Gender Equality and Women’s Empowerment
(E3/GenDev); the Africa Bureau Education Office; and the Middle East Bureau Democracy, Governance,
Peace and Security (DGPS) Office.
Update on Evaluations, Research, and Study Tasks:
Based on USAID feedback and comment, NORC is finalizing paper 11: Gender Based Violence as a Barrier
to Women’s Political Empowerment in Libya, which is the final literature review on this tasking. NORC is
also reviewing the two-page summaries to make sure they are consistent with the changes in the larger
papers.

After receiving COR approval on December 21, 2020, NORC uploaded a 508-compliant version of
Angela Hattery’s paper, “The Effectiveness of One-Stop GBV Resource Centers” to the Development
Experience Clearinghouse (DEC)..

TASKING N009: DRG MEASUREMENT II

Tasking Description:
The objective of this tasking is to develop specific products using Varieties of Democracy Institute (V-
Dem) data to help support data-driven strategy, and programming development in the DRG sector
related to USAID’s policy priority of helping countries on their Journey to Self-Reliance (JSR). Such
products and services include: index construction; hypothesis testing using multivariate statistical
models; statistical modeling based on social science theory; and academic literature on democracy,
human rights, and governance. This tasking is a follow-on to USAID’s Democracy, Human Rights and
Governance (DRG) Measurement I tasking issued under DRG-LER I to use the V-Dem cross-national
datasets to produce a variety of analytical products, including a menu of standard USAID/DRG reports;
standard country data portraits; customized sector and/or country data portraits; research papers;
online tools; new and disaggregated indicators and/or new indices; and written, online, and in-person
training with USAID staff.
Update on Evaluations, Research, and Study Tasks:
During this quarter, subcontractor Democracy Arch (D-Arch) initiated two research papers identified as
high-priority by USAID during the selection process last quarter: (1) autocratic donors and (2) e-
governance. For the autocratic donors paper, D-Arch identified a lead author; however, due to prior
commitments, he will not be able to initiate work until April 2021. For the e-governance paper, the
identified lead co-authors reviewed the concept note with USAID and will submit the first draft on
March 1, 2021.
The team also made significant progress regarding the V-Dem tutorial videos this quarter, preparing and
reviewing several iterations of a concept note with USAID, and participating in a phone call with USAID
to discuss potential video topics and prioritization. A draft script for the first video is being prepared
and will be submitted to USAID for review by February 1, 2021
Major Accomplishments and Challenges of Past Quarter:
The primary accomplishments this quarter have been preparing and circulating concept notes for the e-
governance paper, and for the online tutorial videos. The primary challenge was adjusting the timeline
for the autocratic donors paper to accommodate the lead author’s schedule, as noted above. This
challenge was resolved in consultation with USAID and NORC, who agreed to delay this paper.

TASKING N016, LIBYA C-TIP SMUGGLING & GOVERNANCE

Tasking Description:
The objectives of this tasking were (1) to produce an evidence review that presents and synthesizes
trends in smuggling and trafficking in and throughout Libya, and (2) to determine the extent to which
smuggling and trafficking interact with governance and country or regional stability. This study
broadened the understanding of how patterns of human trafficking enable local conflict, and how
trafficking influences governance and overall stability. NORC’s study drew on existing literature (both
published and unpublished), media and newspaper stories, and targeted analysis of available quantitative
data around a series of core questions.
Update on Evaluations, Research, and Study Tasks:
After receiving COR approval, NORC uploaded the long version of the report to the DEC on
November 10, 2020.

TASKING N018: DRG-LER II DISSEMINATION

Tasking Description:
Under this tasking, NORC produces products or organizes dissemination events to USAID and non-
USAID audiences. These products summarize and attractively communicate research and evaluation
findings, DRG learning priorities, and other messages.

Update on Evaluations, Research, and Study Tasks:
During Quarter 1, NORC worked with a graphic designer to develop an infographic for the Cambodia
C-TIP Impact Evaluation, which was implemented under DRG-LER I, Tasking 040. After receiving
USAID’s feedback and COR approval, NORC uploaded the infographic to the DEC on December 3,
2020.
USAID requested an infographic for the Malawi Impact Evaluation that was implemented under DRG
LER I Tasking N030. NORC is currently working with the graphic designer on a draft that will be shared
with USAID in January 2021.

NORC developed an infographic on the Cambodia C-TIP IE, and for the Malawi IE.

TASKING N020: HARVEST OF USAID DRG LEARNING

Tasking Description:
The DRG Learning Center contracted NORC to assist with harvesting learning produced since 2011
under several DRG learning mechanisms. This entails gathering available relevant learning products
specifically, those generalizable or otherwise applicable to USAID’s work. These products are to be
reviewed and cataloged and made available in a user-friendly database. Evidence is being cross-walked
with learning agendas to identify relevant evidence.
Update on Evaluations, Research, and Study Tasks:
During Quarter 1, NORC revised the Good Governance technical summary based on USAID feedback
on September 21, 2020. NORC finalized version 2 of the Learning Harvest (LH) database, reconciling
the database with the Learning Teams Activities Summary, and received USAID approval on November
27, 2020. NORC also received approval for the Good Governance technical summary on November 27,
2020.

On December 16, 2020, NORC was asked to reconcile the LH database with USAID’s Evidence Rack
Up. NORC prepared drafts of the Political Competition, Human Rights and Independent Media technical
summaries, which will be submitted in January 2021.
Major Accomplishments and Challenges of Past Quarter:
In mid-December 2020, USAID indicated that this tasking would be extended and the budget increased
for NORC to continue updating the LH data to version 3, and update all the technical summaries based
on the database.
On October 23, 2020, NORC shared with USAID the first draft of the Civil Society technical summary,
and on December 18, 2020, NORC shared the first draft of the Rule of Law technical summary (based
on version 2 of the database).

TASKING N021: THEORIES OF CHANGE INVENTORY

Guy Grossman (Social Impact Political Competition Expert)
Tasking Description:
NORC and Social Impact are working together on this tasking to identify and classify the universe of
technical approaches used by USAID in DRG activities and create an inventory that will be used as a
framework for systematic learning to help guide future programming. The inventory is developed
through a review and compilation of technical approaches, including objectives and activities, looking at
both the design and implementation of approaches. Sources include statements of work for solicitations,
quarterly and annual reports from selected activities, and other activity documents. NORC is working
closely with the DRG-LER Center, especially in categorizing the technical approaches, in additional
consultation with USAID DRG technical teams. As the most robust approaches emerge, the team will
hold a set of consultation events with experts and practitioners to validate the approaches and their
evolution over time, and capture learning associated with that process. The final product will be a
database with a user-friendly interface.

Update on Evaluations, Research, and Study Tasks:
NORC has reviewed activities, assembled, and submitted technical approach packages for the two
remaining program areas: Independent Media, and Human Rights, and worked with SI to begin their
review of the Political Competition activities. SI developed summaries of various implementing partner
organizations’ technical approaches, and coordinated with the Consortium for Elections and Political
Processes (CEPPS) and other implementing partners to acquire additional documentation. Once
summaries were developed for a set of 21 activities, the team derived a list of higher-level technical
approaches, which was used to categorize activities into a draft inventory. A Political Competition
expert was hired in June 2020 to review the draft inventory and provide additional technical expertise
during the validation phase.
NORC’s work has continued in consultation with USAID as the different packages are reviewed. For the
Rule of Law (RoL) inventory, NORC revised the inventory to synchronize it with USAID’s RoL
Typology. NORC began similarly revising the other technical approach packages.
Major Accomplishments and Challenges of Past Quarter:
During FY2021 Quarter I, NORC and SI submitted:
◼ Draft inventory for the first set of 21 political competition activities (USAID provided positive
preliminary feedback). This submission encompassed a list of high-level technical approaches; an
inventory chart and graphs showing technical approach frequencies by activity and region; and,
the 21 activity summaries (including technical approach, theory of change, and indicators for
each activity reviewed). This submission also included an annex of the activities reviewed, listing
the country, implementing partner, activity title, and period of performance for each.

◼ Revised inventory for RoL program area.
There continued to be some delays in obtaining documents, in particular with respect the many CEPPS
activities. Following some meetings and support from USAID, however, the team was given access to
documents for many activities, and reviews were able to proceed.

TASKING N023: PART-TIME RESEARCHERS

Team Members: Susan Abbott (Disinformation Researcher), Luis A. Camacho (Democracy Metrics
Researcher), Jean Garland (Civic Space), Roman Olar (Learning Processes), Michelle Davis (Tasking
Manager), and Renée Hendley (Program Manager)
Tasking Description:
The purpose of this tasking is to provide USAID’s Center of Excellence on Democracy, Human Rights
and Governance (DRG Center) with the services of four part-time researchers focusing on:
(1) countering disinformation and its impacts on democratic discourse and democratic processes;
(2) preventing and responding to restrictions on freedoms of association, assembly, and expression, and
on the strategies to enable and protect civic space; (3) democracy metrics; and, as requested this
quarter, (4) civil society and media learning processes. The part-time researchers are responsible for
research tasks and producing deliverables in line with work plans agreed upon with NORC and USAID.
Update on Evaluations, Research, and Study Tasks:
NORC’s Democracy Metrics Researcher continued to support the development of two two-page DRG
Data Portraits – DRG Data, and the Rule of Law – which were launched in October and December
2020, respectively. During this quarter, the Governance, Elections and Political Processes, Civil Society,
and Human Rights teams selected indicators for their data portraits. With support from other NORC
staff, the Researcher prepared a proposal to use existing cross-national public opinion surveys to
measure youth-focused DRG indicators and continued to develop the repository of DRG metrics
available from third parties.
NORC's Disinformation Researcher completed a draft Disinformation Primer which USAID has
reviewed extensively. She continued finalizing the content of the Primer and addressing final rounds of
feedback from USAID. In addition, NORC began working with a graphic designer to produce a final
report with appropriate infographics and other design elements. The Researcher is working on finalizing
the latest set of revisions for the Primer, while the NORC team is finalizing the data visualizations. A
final designed Disinformation Primer will be submitted in February.
NORC’s Civic Space Researcher submitted a draft paper incorporating findings from a comprehensive
literature review and Key Informant Interviews with key stakeholders. He presented insights and findings
from his research to the USAID team in December, 2020. In addition, due to several competing
priorities, the USAID team requested that the Researcher extend his agreement until March 2021, giving
the USAID team time to discuss what it wants as a final deliverable for the civic space research.
The Civic Space Researcher also completed a draft Civil Society Assessment Tool (CSAT). The NORC
team worked with a designer to produce two, 2-page infographics: one provides an overview of the
CSAT, while the other defines the process of using the CSAT. In addition, they worked on designing a
final CSAT report with more data visualizations and graphics. The final infographic and report
deliverables were submitted to USAID on January 25, 2021. Once the USAID team signs off on the
deliverables, there will be a dissemination event planned with the Researcher later in FY2021 Quarter 1.

Major Accomplishments and Challenges of Past Quarter:
At the request of USAID, and due to increases in the budget requirements of other workstreams under
this tasking, the Democracy Metrics research work concluded earlier than planned, in December 2020.
The Researcher on-boarded USAID/DRG Senior Metrics Advisor Christopher Grady, and transferred
ownership of all metrics-related activities to him. However, the Researcher will remain on call to assist
the Advisor during the transition.

TASKING N025: PE OF USAID/MOROCCO’S CIVIL SOCIETY
STRENGTHENING PROGRAM (CSSP)

Tasking Description:
NORC is conducting a final performance evaluation (PE) for the period 2015 through 2019 of
USAID/Morocco’s CSSP, which is being implemented by Counterpart International (CI), the
International Center for Not-for-Profit Law (ICNL), and five intermediary support organizations (ISOs).
(The ISOs include: Movement Alternatives Citoyennes (ALCI), La Colombe Blanche, Association
Marocaine de Solidarite Developpement (AMSED), Ennakhil, and Forum Azzharae.)This PE is expected
to contribute to the Mission’s Democracy and Governance Intermediate Result 1, “Increased civil
society contribution to the public policy process.” The goal of the evaluation is to assess the CSSP’s
performance, specifically its overall effectiveness in achieving the activity’s intended results, lessons
learned, and implementation gaps, particularly in terms of the “cascading model. Through the model, CI
supports a core group of local organizations through capacity building to expand its reach which is
focused on improving the country’s lawmaking and public policy process.
USAID/Morocco’s Democracy and Governance Office will use the evaluation findings to guide the
design of new activities. To that end, the evaluation will: 1) test the validity of the program’s theory of
change and assumptions, including the extent to which the cascade model is effective; 2) assess the
extent to which the CSSP achieved planned results; and 3) capture and analyze broad stakeholder
feedback to identify challenges and lessons learned to inform future USAID programming that seeks to
build capacity of ISOs, Civil Society Organizations, and the Government of Morocco.

is currently finalizing the report based on feedback from the debriefing. In addition, NORC is supporting
the Mission in developing a Post-Evaluation Action Plan.

TASKING N027: PERU TRANSPARENT ACCOUNTABLE PUBLIC
INVESTMENT IMPACT EVALUATION (IE)

Tasking Description:
USAID requested NORC to design and budget for an impact evaluation of the Transparent Accountable
Public Investment (TAPI) activity, in consultation with USAID/Peru. The purpose of the TAPI activity is
to improve the public sector investment process by strengthening Peru’s capacity to effectively reduce
corrupt practices in public investment. TAPI is a five year activity (January 2020-January 2025)
implemented by Chemonics International that seeks to strengthen the integrity of key government
processes to reduce corruption in public investment. More specifically, TAPI is expected to: (1)
strengthen appropriate controls and supervision mechanisms to reduce corruption; (2) enhance civic
oversight of public investment processes; and (3) build effective alliances with private sector firms to
promote public integrity and combat corruption.
As part of its learning agenda, USAID wishes to incorporate an IE into TAPI, which will be done in close
consultation with USAID/Peru, Chemonics, the Government of Peru, and local partners. USAID expects
the IE to contribute to advancing the learning agendas of USAID/Peru’s Governance and Institutional
Strengthening Office and TAPI, as well as generate evidence on interventions that are scalable and
transferrable to other USAID missions in Latin America and the Caribbean (LAC), and beyond. USAID

also expects the IE to produce evidence that can be used by local partners, especially government
entities, to inform decisions about the adoption or improvement of policies and programs, and thus

Update on Evaluations, Research, and Study Tasks:
NORC submitted a final version of the Scoping Phase Report in October 2020. In November 2020,
USAID/DRG, USAID/LAC, USAID/Peru, TAPI implementing partner Chemonics, and NORC met to
discuss the report and next steps. All teams agreed to pursue Option A outlined in the report - a quasi-
experimental impact evaluation of the transparency networks TAPI will support to oversee large public
investments in five prioritized regions. The team agreed to share information and reconvene in
December 2020. This meeting was put on hold due to a change in leadership in the Mission’s DRG
Team. NORC’s Senior Level Evaluation Expert Luis Camacho met with USAID/DRG and USAID/LAC
staff in December, and they agreed to request a meeting with the new leader of the Mission’s DRG team
in January 2021.

SHARING

Tasking Description:
The U.S. Department of Health and Human Services (HHS) has offered to share its dataset on trafficked
minors coming into the United States. USAID has contracted NORC to use the dataset to see where
the minors come from geographically, the types of risk factors, reasons they were trafficked, among
other information, to improve country-specific interventions and cost-efficiency. Before this can be
done, the dataset must first be scrubbed to delete all personal identifiable information (PII). Additionally,
the coded data needs to be validated, and the un-coded data needs PII extracted from the narrative and
merged into one dataset. Cases of eligibility approvals and denials of assistance also need coding. Once

the dataset is coded and scrubbed, NORC’s scope includes summarizing and analyzing the data by region
or country, if applicable, in a short report to be shared with USAID field offices.
Update on Evaluations, Research, and Study Tasks:
NORC completed coding 100 randomly selected cases for validation that were already coded by HHS
(~ 4% of coded cases). NORC developed a Validation Memo for USAID that detailed inconsistencies
between the HHS and NORC codes, largely due to the qualitative nature of the coding task. NORC and
USAID met on October 13, 2020 to discuss the inconsistencies and agree on a path forward for the
data coding and analysis tasks. NORC met with USAID’s country Mission offices from Guatemala, El
Salvador, and Honduras in the last week of November and early December 2020 to discuss potential
research questions to be assessed using the newly coded data. During this period, NORC also met with
HHS for guidance on their proposed coding protocol for denial cases.
Major Accomplishments and Challenges of Past Quarter:
Inconsistencies identified during the validation phase required multiple conversations between HHS,
USAID, and NORC to identify potential reasons behind the inconsistencies and potential paths forward.
It was determined that focusing analysis on the cases from FY2018-FY2019 that NORC coded would
minimize bias and therefore most meaningfully inform USAID programming. Subsequent conversations
suggested that HHS would validate the NORC coded cases, allowing for analysis to merge the
previously coded data with the NORC coded data. In addition, conversations with country Missions
were not productive and required additional meetings. Lastly, due to staffing changes (NORC graduate
research assistant coders) and adapted NORC coding protocols, coding of the uncoded data progressed
at a slower pace than anticipated. However, as of December 31, 2020, NORC has coded 805 cases from
the FY2018-FY2019.
Major Issues that Need to Be Resolved:
Even after meeting with the Missions, additional guidance from USAID is needed on the research
questions or scope of the analysis. Our understanding from the Mission discussions is that country-level
trends of the HHS analysis would be useful for all Missions. However, further clarity on the scope of
research is needed with USAID before the coding can be completed.

Tasking Description:
The purpose of this tasking is to inform USAID counter-trafficking in persons (C-TIP) and countering
violent extremism (CVE) programmatic decisions by revealing causal relationships between
geographically-specific characteristics and vulnerabilities,. SI, in partnership with Novametrics, is
exploring trafficking in persons (TIP) and violent extremism (VE) in Bangladesh and the Philippines, and
TIP in the Lao People’s Democratic Republic. This research is expected to use big data to reveal causal
pathways through which certain factors impact vulnerability to TIP and VE. Novametrics is relying on its
Weak-Signal Analysis methodology to produce separate reports and maps for each country, including
recommendations of vulnerable populations and innovative interventions that will be most effective in
each location. The reports will include a presentation and discussion of the underlying relevant causal
relationships as evidence for the Missions as they endeavor to develop more effective, geographically-
targeted interventions. The analysis will be customized to on-the-ground decision-making requirements
and State Department TIP Report prioritized recommendations.
Update on Evaluations, Research, and Study Tasks:
Between October and December 2020, Novametrics advanced its research on C-TIP in Bangladesh, Lao
PDR, and the Philippines, and its CVE research in Bangladesh and the Philippines.
In response to interest expressed by the USAID Mission in Lao PDR, the team determined and tracked
the route of the Chinese railroad into Lao PDR, identifying populations of girls vulnerable to child
marriage and human trafficking. They prioritized the locations based on the number of girls and
indicators of vulnerability. This work was accomplished with high-resolution (10m) imagery from the
USAID’s GeoCenter that Novametrics used to construct cloud-free mosaics.
Novametrics has completed its violent extremism event database for both the Philippines and
Bangladesh, and conducted time-series and geospatial analysis on the data. During FY2021 Quarter 1,
Novametrics continued evaluated child marriage in Bangladesh, Lao PDR, and the Philippines within the
ecosystem of human trafficking and the US State Department’s TIP tier level assignments. One
hypothesis being explored is the potential distinction between development efforts that address female
autonomy and those that address gender inequality. Female autonomy includes metrics related to
empowerment and a woman’s degree of opportunity, mobility, and choice in society. Example indicators
include the female literacy rate, the number of female students in grade 7, the number of female
teachers per school, and the percentage of females that own a mobile phone. Gender inequality, on the
other hand, looks at the rights and opportunities of females relative to those of males. This can often be
expressed through ratios – thus, the corresponding gender inequality indicators for the aforementioned
female empowerment indicators are the female/male literacy ratio, female/male ratio of students in
grade 7, female/male ratio of teachers in school, and female/male ratio of phone ownership.
Novametrics is testing the hypothesis that gender inequality is a related, but distinguishable

characteristic from female empowerment that contributes to child marriage, TIP, and VE, and that future
progress towards addressing gender inequality would benefit from geographically-targeted interventions
that also address the attitudes of males.

With USAID’s approval, Novametrics submitted the manuscript entitled “Empirical Analysis of the US
State Department’s Annual Trafficking in Persons Report – Insights for Policy-Makers” for publication in
a peer-reviewed scholarly research journal. The manuscript summarizes Novametrics’ analysis of the US
State Department’s Annual Trafficking in Persons Report. This analysis will be used in the final C-TIP
reports for Bangladesh, Lao PDR, and the Philippines. Novametrics presented its work on CVE to the
USAID Missions in Bangladesh (October 13, 2020) and the Philippines (October 14, 2020). Novametrics
participated in the USAID Asia C-TIP Summit: From Evidence to Action (November 10-12, 2020) and
was an invited panelist for the Panel Discussion “Big Data”. Novametrics presented its work on C-TIP
to the USAID Missions in Bangladesh (December 9, 2020), Lao PDR (December 14, 2020), and the
Philippines (December 15, 2020) in meetings organized by USAID.

USAID’s DRG Center, NORC, and the 3ie share joint interests to increase knowledge on the global
advancement of democracy, human rights and governance to determine what works, what does not, and
why. To further these common objectives, USAID requested NORC to work with its consortium sub-
contractor, 3ie, to produce an evidence gap map (EGM) for each of the six Democracy, Human Rights
and Governance (DRG) program areas under the Foreign Assistance Framework. These program areas
are: (1) rule of law; (2) good governance; (3) political competition and consensus-building (i.e. elections
and political processes); (4) civil society; (5) independent media and free flow of information; and,
(6) human rights.

The objective of this activity is to produce EGMs in each of these programmatic areas that identify high-
quality, relevant impact evaluations and systematic reviews. Where rigorous evidence does not exist, a
complementary objective will be defined to identify critical knowledge gaps. The final products will
complement the DRG Learning Division’s stock-taking exercise, provide an evidence-informed
understanding of common approaches, and identify areas where further research is needed.
Update on Evaluations, Research, and Study Tasks:
Between October and December 2020, the 3ie team worked on the Rule of Law (RoL), Human Rights
(HR), Civil Society (CS), and Independent Media (IM) EGMs.
3ie submitted the RoL EGM report on October 31, 2020, and received feedback from the Advisory
Group members and USAID DRG RoL experts on December 2, 2020. Working closely with USAID
DRG RoL experts, 3ie revised the scope of the practitioner briefs, in part by meeting with Andrew
Solomon and Greg Gisvold on December 14, 2020 to discuss the system brief and the integration of the
“people-centered justice” approach in all the briefs. In addition, on October 8, 2020 3ie published a blog
on its website about the ongoing work on RoL EGM.
During this past quarter, 3ie completed the draft of the intervention-outcome framework for the CS
and IM EGM after several consultation sessions with USAID DRG CS experts on December 7, 2020 and
with USAID DRG IM experts on December 21, 2020. In addition, the consultation with the USAID
teams included a draft list of the Advisory Group members and the identification of a potential Subject
Matter Expert for the CS & IM EGMs. Also, per USAID Learning team request, 3ie prepared a “cross-
walk” mapping of the Technical Approaches Typology with the intervention-outcome framework
categories proposed. The 3ie and NORC teams also held a coordination meeting on November 12,
2020 to align the typology of interventions (NORC activity) with intervention categories (3ie activity) to
the extent possible.
After an initial pause on the HR EGM, USAID requested 3ie to resume the work. On November 21,
2020 3ie shared with the USAID DRG Learning team the pending decisions related to the intervention
and outcome frameworks, and to define the next steps for the HR EGM. Similar to the CS and IM
EGMS, 3ie prepared and sent on December 31, 2020 a cross-walk of the Technical Approaches
Typology with the intervention-outcome framework categories proposed.

During FY2021 Quarter 1, 3ie continued to coordinate with USAID to manage challenges related to the
implementation timeframes of the EGMs. For the HR EGM, the work paused in September 2020 and

arrangement of the timelines across the EGMs. 3ie is currently aligning the implementation of the HR,
CS, and IM EGMs to re-establish the overall project timeline.

Tasking Description:
NORC is conducting a study that explores the relationship between China’s increasing investment in
Sub-Saharan Africa (SSA) and changing democratic norms and values on the continent (e.g., resurgent
authoritarianism, changing attitudes towards democracy, and democratic backsliding). The study will
examine the nature of these interactions, to the extent they exist, to inform recommendations for
USAID programming and policy in SSA. Specifically, the research is expected to help the Bureau for
Africa and its Missions in five main Themes: (1) develop effective strategies to respond to anti-
democratic sentiment, informed by knowledge of how leaders and citizens shape anti-democratic
narratives, and the extent to which China is relevant or not; (2) help Missions identify spaces in which
they can improve relationships and create more touch points between USG actors and citizens,
especially in domains where China has a high degree of influence; (3) identify interventions that will
develop the capacity and resilience of communities negatively impacted by malign influence or
investment projects, especially at the intersection of local government, civil society and affected citizens;
(4) identify and build strategically on Chinese investments that may align with JSR (e.g., information
sharing, participation in public debate, increasing access to markets); and, (5) develop strategies to
identify and counter state surveillance practices, including how to minimize foreign influence in elections
processes, and increase the space for an active civil society and accountable and responsive government.

Although debates were vigorous and fruitful, lack of consensus on country selection delayed substantive
implementation of the study. However, the team developed and submitted an initial Inception Report on
November 10, 2020; USAID approved a revised report on November 23, 2020.
Under Theme 1, NORC’s Social Media Data Collaboratory (SDC) completed a social media data
collection pilot for the study on December 16, 2020. Due to the low volume of discussion about China
among elites, it was recommended that the team not pursue expanded data collection. The team began
in-person fieldwork for Zambia (under Theme 2) and Sierra Leone (under Theme 4) in December 2020.
Fieldwork in Kenya (under Theme 3) and Nigeria (under Theme 4) will take place in January and
February 2021. Fieldwork in Kenya will be in-person (unless COVID-19 restrictions do not permit) but

The Cross Sectoral Program (CSP) Team within USAID’s DRG Center provides technical support to
enhance the programmatic impact and sustainability by creating and promoting methodologies,
assessments, research, and collaborative platforms that rely on a deep understanding of political
economy on a variety of topics. CSP does this by supporting missions to carry out political economy
analysis (PEA), an analytical approach to help Missions understand the underlying reasons why things
work the way they do, and identify the incentives and constraints impacting the actors’ behavior in a
relevant system. USAID’s Applied PEA Framework is intended to be used in an iterative and ongoing
manner to deepen understanding of the context and then reflect upon the implications of this
understanding for adjusting and adapting programs as the context changes or new information becomes
available. By helping identify these influences – political, economic, social and cultural – PEAs support a
more politically-informed approach to working, known as “thinking and working politically” (TWP).
Through TWP, USAID seeks to better understand the systems where they work and identify
sustainable, locally-generated solutions. This tasking will provide literature reviews for USAID Missions
carrying out PEAs.

During FY2021 Quarter I, NORC’s consultant completed the PEA literature review on Senegal Drug
and Pharmaceutical Supply Chains. The literature review was submitted in November 2020 and received

Tasking Description:
USAID and partners have accumulated significant knowledge and expertise throughout the design and
implementation of Rule of Law (RoL) activities over the past 15 years. However, there is inadequate
awareness and understanding within the USAID’s DRG Center of what USAID RoL investments have
achieved during this time. The objectives of this Review are threefold: (1) provide an inventory of
significant USAID RoL assistance activities in all regions between 2005-2020; (2) audit selected USAID
RoL assistance activities for concrete and sustained achievements; and, (3) develop a comprehensive
analytical review of USAID RoL achievements at country, regional, and global levels.
Findings from this review are expected to inform USAID’s DRG decision-making around what
improvements to RoL assistance activities can be made to increase their effectiveness, as well as
introduce innovations in the field where appropriate. Moreover, knowledge generated from this review
will allow USAID to communicate more effectively with the U.S. Congress and other key constituents
on a global scale in this core area of assistance.
Update on Evaluations, Research, and Study Tasks:
SI finalized the draft inception report, which was submitted to USAID on October 9, 2020. USAID,
NORC and SI met on October 16, 2020 to discuss initial feedback on the inception report, as well as
country selection and plan for a pilot study with a few countries. USAID, NORC and SI agreed that the
inception report would be submitted after the pilot study was completed to incorporate changes to the
data collection plan.
In November 2020, SI finalized and submitted the preliminary inventory of Rule of Law activities,
covering 350 activities from 2005-2020. As part of the inventory process, SI worked with NORC and

USAID to acquire various sources for past project lists and relevant reporting. The inventory was
submitted to USAID on December 1, 2020.
SI coordinated with all five USAID Regional Bureaus as well as several field offices to help plan and
commence data collection activities. In October and November 2020, USAID, NORC and SI held initial
coordination calls with the Africa, Asia, E&E, LAC, and MENA Regional Bureaus to discuss the study
approach, data collection plans and USAID recommendations for the pilot country selection, as well as
country selection for the full data collection. Throughout this period, SI worked with USAID and the
Regional Bureaus to refine the list of 18 potential study countries across the LAC, E&E, Asia and MENA
regions, with Guatemala, Colombia, Dominican Republic, Mexico, El Salvador, Bosnia, Georgia, Kosovo,
Moldova, Kyrgyz Republic, Cambodia, Indonesia, Kazakhstan, West Bank/Gaza, and Jordan selected, and
Guatemala and Kyrgyz Republic as the two pilot study countries. Once the pilot countries were
confirmed, USAID’s LAC and Asia Regional Bureaus and SI coordinated calls with the Guatemala and
Kyrgyz Republic Missions to seek suggestions for interviewees and review of the inventory list, who then
connected SI with potential interviewees in each pilot country. In November and December 2020, SI
conducted remote key informant interviews for the pilot studies.
To prepare for full scale data collection, SI held initial coordination calls with the Jordan, West
Bank/Gaza, and Kazakhstan Missions. USAID and SI also conducted outreach to several key RoL
implementing partners for their insights on achievements, inputs to the inventory list, and
recommendations for potential interviewees.

Evaluation Expert).
There is growing interest in, and use of, social and behavioral change (SBC) approaches to DRG
programming. USAID has emphasized focusing more on social and behavioral factors that are often
overlooked but can be critical in affecting the intended outcomes of the programs. SBC has been
explored by the health sector as a methodological approach to developing programs, and USAID intends
to adapt the approach to DRG programming. NORC is developing a field guide to define, discuss, and
provide guidance for SBC approaches in DRG programming and research. The field guide, which will be
distributed through the USAID/DRG website, is intended to provide guidance and serve as a reference
point for implementing partners and evaluators of future USAID DRG programs. The guide will focus on
the basic definitions and processes necessary for SBC approaches at USAID/DRG.
Update on Evaluations, Research, and Study Tasks:
In October-November 2020, NORC completed a comprehensive desk review of recent literature on
SBC theories, approaches, and applications from various sectors. Based on the findings from the
literature review, NORC developed an extended outline that was submitted to USAID on December 3,
2020. NORC received USAID comments on December 21, 2020.
Major Accomplishments and Challenges of Past Quarter:
NORC completed the literature review and submitted an extended outline based on findings from the
literature review to USAID. Comments from USAID on the extended outline indicated confusion
regarding the audience of the field guide. We asked USAID for clarification and in January 2021; the
COR advised NORC to arrange a meeting to discuss this. A meeting is currently scheduled for January
22, 2021.
Major Issues that Need to Be Resolved:
USAID and NORC have to agree on the target audience for the field guide.

Tasking Description:
USAID’s DRG Center Learning Agenda has been an ongoing initiative since 2016 that includes research
questions in priority development areas that are intended to organize and generate evidence for USAID
DRG strategic planning, project design, and in-service training efforts. The Learning Agenda questions
that were formulated in 2016 and 2017 were informed by existing DRG research and evaluation efforts,
and were developed through a participatory process that involved five DRG Center Theme Teams, as
well as consultations with DRG field staff, Sector Council colleagues, and USAID Monitoring &
Evaluation Specialists.
The purpose of this tasking was for SI to produce two deliverables that chronicle the background,
process, and outputs of the learning agenda process to date: (1) identify past Learning Agenda questions
where USAID has not yet conducted research; and, (2) provide recommendations for how such
Learning Agenda questions could best be answered.
Update on Evaluations, Research, and Study Tasks:
During FY2021 Quarter I, SI finalized the Learning Agenda Overview and Rack-Up deliverables. In
October 2020, USAID and key informants provided SI on the Learning Agenda Overview and Rack-Up
documents. SI met with USAID on October 9, 2021, to discuss potential revisions and submitted revised
versions of these deliverables to NORC on October 22, 2020. SI also prepared a proposed budget for
two additional USAID requests: (1) a new infographic for the Overview document and (2) a two-page
brief, which USAID later decided not to pursue. In November 2020, SI received a final round of
feedback from USAID on the Overview and Rack-Up documents; following COR approval, 508
compliant versions were sent to USAID on December 23, 2020; once approved, they will be uploaded
to the DEC, and the tasking will be closed out.

SI finalized and submitted the Learning Agenda Overview and Rack-Up documents, closing out its work
under this tasking.

TASKING N039: COVID-19 AND GOVERNANCE IMPACT

Tasking Description:
USAID/Mali is working to mitigate the impacts of COVID-19 transmission while strengthening
community resilience. Specifically, USAID/Mali is engaging civil society and communities to combat dis-
and misinformation and to prevent the spread of COVID-19 through the provision of improved basic
services. USAID/Mali’s response to COVID-19 is implemented by multiple partners (e.g., FHI 360,
Creative Associates) and managed by the Peace, Democracy, and Governance (PDG) Office. The work
upholds the Mission’s COVID-19 framework and expands the geographic scope of Mali’s Global Health
Security Agenda platforms and public health programming.
USAID asked NORC to design an impact evaluation (IE) associated with the response to COVID-19 and
to prepare an evidence review related to COVID-19 response studies. As part of this tasking, NORC
will present the findings from the evidence review to the USAID/Mali Mission.
Update on Evaluations, Research, and Study Tasks:
NORC continued discussions with USAID, USAID-Mali, and the local implementing partner to develop
an intervention and an evaluation design that will be feasible and relevant. NORC also worked on an
evidence review, which will be submitted to USAID in January 2021.
NORC is finalizing the design report and budget, which will also be submitted to USAID in January 2021.
Major Accomplishments and Challenges of Past Quarter:
Year-end academic session commitments from NORC’s Principal Investigators (PIs) delayed the
development of the evaluation design. In early December 2020, NORC brought on two additional PIs to
expedite the design process. In addition, the dearth of capable data collection firms in Mali made it
challenging to obtain good estimates of data collection costs. The one quality data collection firm, GISSE,
is currently working with NORC on a DRG-LER I developmental evaluation and two additional surveys
with the implementing partner of USAID-Mali’s Peacebuilding, Stabilization, and Reconciliation project.
NORC discussed data collection with additional firms to develop a good sense of the context and the
cost.

Tasking Description:
NORC is conducting a performance evaluation of the USAID/Georgia Advancing CSO Capacity and
Engaging Society for Sustainability (ACCESS) Project being implemented from October 2014 to October
2021. Building on work in the CSO sector since 2002, ACCESS incorporates lessons learned and best
practices from previous projects and adapts to an evolving operational context to address the Georgian
civil society sector’s historical shortcomings. The purpose of ACCESS is to build the capacity of the civil
society sector as an end in itself while also supporting civil society to be a more effective force for
demanding more transparent and accountable governance and more responsive policies in Georgia.
Since ACCESS is currently in the last 9 months of implementation, the results of this evaluation will be
used to adjust the project’s work plan for 2021, adjust the work of other USAID implementing partners
working with local CSOs and serve as an input to future USAID programming in this field.
Update on Evaluations, Research, and Study Tasks:
NORC did a substantial search and worked with USAID/Georgia to determine the team for this
evaluation. Due to the non-availability of one team member until mid-November 2020, USAID agreed to
delay the start of the project. The concept note and budget was approved on 11/20/2020 and the team
did a virtual in-brief with USAID/Georgia on December 2 2020. Following the evaluation design, the
evaluation team did a series of initial key informant interviews with 5 ACCESS and 3 USAID staff from
December 8 – 18 2020. This was to serve as an input to designing the remaining evaluation instruments,
Key Informant Interviews, the Focus Group Discussions and a web survey of ACCESS CSO grantees.
Major Accomplishments and Challenges of Past Quarter:
Due to the COVID-19 pandemic the Republic of Georgia decided to declare a national holiday and
lockdown from January 1-22, 2021. This will have some effect on the timeline of the evaluation data
collection and analysis.

Tasking Description:
USAID requested NORC to build an internal knowledge base and analysis framework on how USAID’s
operating units (in Washington, DC and in the field) are including Indigenous Peoples into development
activities. This work will be informed by USAID’s Policy on Promoting the Rights of Indigenous Peoples
(PRO-IP), which is an effort to correct the historical trend of informing rather than including Indigenous
Peoples in decisions and activities that may impact them.
Update on Evaluations, Research, and Study Tasks:
NORC submitted its Concept Note and budget in October 2020 and received comments from USAID
later in the month. NORC revised and re-submitted its Concept Note and budget, and received USAID
approval December 14, 2020, after which a kickoff call was convened with USAID, Indigenous Peoples
Alliance for Rights and Development (IPARD), and the Forest Stewardship Council.

TASKING N043: MALI REINTEGRATION / RECONCILIATION IE

Tasking Description:
USAID is working to support the Government of Mali (GoM) to encourage successful reintegration and
reconciliation of refugees and internally displaced persons (IDPs) back into their communities. As part of

this effort, USAID funded a five-year Mali Peacebuilding, Stabilization and Reconciliation project
implemented by Creative Associates International in 46 conflict-affected communes in central Mali.
USAID requested the procurement of a research team and the design of an impact evaluation (IE) of
reintegration and reconciliation programming implemented by USAID partner Creative Associates
International and managed by the Peace, Democracy, and Governance (PDG) Office at the USAID/Mali
Mission.
Update on Evaluations, Research, and Study Tasks:
NORC received this new tasking in December 2020 and shared it with consortium members. NORC
will work with the interested partner to develop and submit a Concept Note and Budget for the
implementation of the IE.
