8.1.2 - DETAILS OF PROPOSED USE AND DEVELOPMENT
This document serves as a response for DA0421/2021, for the development application for a proposed residential carehome located at Lot 176 Fortune Dr, Youngtown. The subject site is located within the General Residential zone and is withinthe Scenic Management Area - Western Hillside Precinct.
The proposed development will be a Class 3 purpose-built facility. It is to be used as a residential disability care home able toaccommodate a maximum of 4 people (3 residents + 1 caretaker), similar to the average number of people per householdin the area. The proposed development will not run as a business as such, but a home that allows its residents to live morecomfortably in spite of their disability.
D10.4.3- SITE COVERAGE AND PRIVATE OPEN SPACE
A1Acceptable. The proposed development has a roofed area of 306.99m², 50% of total site coverage.
A2Acceptable. The proposed development has a private open space that is approx. 101m² in one location. Refer to A02 -SITE PLAN.
D10.4.13- LOCATION OF CAR PARKING
P1Shared driveway and car parking spaces of the proposed development is located within 1.5m of a habitable room.Proposed landscaping along the external face of the walls adjoining habitable rooms will not only help mitigate noise levelsfrom vehicles, it will also provide privacy screening for the resident.
A2.1Acceptable. Car parking will be under the proposed carport, located 5.96m away from front boundary.
A2.2Acceptable. No turning areas located within the primary front setback.
D10.4.14- DEVELOPMENT FOR DISCRETIONARY USESP1
The setback of the proposed development to all boundaries are in accordance with acceptable solutions as stated in the LCCplanning scheme. It is setback 5.96m from the primary frontage, consistent with many existing developments in the precinct.
Located in an area where it has been newly subdivided and not many buildings existing in the area, the proposeddevelopment will have little to no impact to streetscape. The height of the proposed 1-storey development is 4.53m, wellwithin the acceptable height limit, and similar to other existing dwellings in the precinct.
Due to the topography of the site, a fill of approx. 350mm - 450mm towards the western side of the site will be required toprovide a more level building area for the proposed development. Overall, the scale, form, materiality, and character of theproposed development will be consistent with other existing dwellings in the precinct and will have no impact in regard toheight, bulk and streetscape when viewing from the road, other vantage points, adjoining or immediately opposite lots.
Given that the proposed development is situated on a lot where the adjoining lot is currently vacant, overshadowing oroverlooking of adjoining lot will not occur. Additionally, due to the nature and position of the subject lot, there will be no chanceof overshadowing on adjoining lots during winter months even if there were to be future developments in the adjoining lot.(Refer to A12 - SHADOW PLANS).
The design of the proposed development offers opportunities for mutual surveillance between the adjoining road and thebuilding. Fences have been proposed along the boundaries of the lot to provide security to its residents. The height of theproposed fence will be approx. 1.2m with 50% transparency to allow for passive surveillance of the site from the road.
The subject site is currently a vacant residential lot with existing grassland. Landscaping will be introduced in thedevelopment of the proposed care facility. The proposed landscape around the site will not only offer privacy screening andmitigate noises, but also enhance the place.
The proposed car parking spaces will be located 5.96m from front boundary. Shared driveway and car parking spaces ofthe proposed development is located within 1.5m of a habitable room. Proposed landscaping along the external face of thewalls adjoining habitable rooms will not only help mitigate noise levels from vehicles, it will also provide privacy screening forthe resident.
E7.0 - SCENIC MANAGEMENT CODE
The proposed development is located within a scenic management area as set out in the LCC planning scheme.As such, considerations have been made to the design of the development to minimise its visual intrusion on theHillside Precinct, particularly when viewed from major vantage points or public roads.
The height of the proposed 1-storey development is 4.53m, consistent with most existing dwelling located withinthe precinct. Overall, the scale, form, materiality, and character of the proposed development will be consistentwith other existing dwellings in the precinct and will have no impact in regard to height, bulk and streetscape whenviewing from the road, other vantage points, adjoining or immediately opposite lots. There will also be no impacton skylines, ridgelines, and prominent locations.
The nature of the subject site is currently an empty residential lot with existing grassland. There is nodevelopment present on site currently. Landscaping has been proposed in the development of the care facility toprovide privacy screening as and to mitigate traffic noises. The establishment of new trees are to be planted bythe owners of the lot and approved by planning services.
A max. cut of 350mm will be required towards the west of the site in order to create a more level building area forthe proposed development.
