1 Scope

1.1 Identification

This System Specification applies to the Swedish system for multi-purpose remote-controlled

live-fire target system, referred to as Target System 2010, in Swedish referred to as Målsystem

2010.

1.2 System overview

For an overview of the system and the desired modifications, see [1].

1.3 Document overview

This document is the system specification for the Swedish Armed Forces’ Live Fire Target

System, Target System 2010 hereinafter also referred to as “the System”.

The intention of the system requirements contained in this document is to define the required

capability at a level that provides a solid foundation for detailed design, thus allowing for

design trade-offs, further exploration and optimisation by the Contractor in collaboration with

FMV. The intention is also to communicate previous design decisions to the Contractor that

imposes constraints on the system design.

1.3.1 Reader´s guidance

Requirements are identified by a unique identification header of the type NNN-SYS –

- NNN is a unique identification number.

- SYS indicated that it is a system requirement from the main system specification.

The requirements paragraphs are written in a tabbed format:

100-SYS – The requirement paragraphs in this specification shall be considered to end

either when a new requirement is stated by a unique identifier or if it is followed by a

header.

Unless otherwise stated, the requirements in this Specification always define the capability of

the Target System 2010 regardless of which paragraph of the document they appear in. The

intention is to avoid assuming any particular subsystem design while avoiding duplication of

requirements.

The capability requirements are arranged in functionally related groups of requirements (i.e.

paragraphs and sub-paragraphs). Please note that this means that a requirement for a particular

function or characteristic will need to be analysed for influence on all aspects of the system,

including user functionality, simulation models, networking, interfaces, logistics or any other

aspect of the system. Hence, the complete document shall be read in order to receive the full

picture of the required functions and performance of the Target System 2010.

The main part of functional and performance requirements can be found in Paragraph 3.2,

however there are functional requirements to be found elsewhere in the document as well.

Whenever reference is made to a paragraph, the reference shall be interpreted to include all

requirements and references in that paragraph.

1.3.2 Use of certain words and phrases

Certain words and phrases have a specific meaning in the context of this Specification. Some

of these words and phrases are defined below. See Section 6 Notes for further definitions and

explanations of acronyms used.

The word "shall" is used to express mandatory requirements.

The word "should" is used to express optional requirements.

The word "will" is used to express statements of fact and declaration of purpose on the part of

FMV.

3 Requirements Old functions from the legacy system will be ported to the new. However, note that:

•Old functions might be discarded after agreement with FMV during the design process.

•Old functions might be found to be optional for the modified system.

•Old functions might be irrelevant because of obsolete equipment.

101-SYS – The requirements in this system requirement specification shall hold for all

related subsystems within Target system 2010.

102-SYS – If a requirement in this specification is found to be in conflict with a

subsystem specification requirement, the subsystem requirement shall have precedence,

if not otherwise stated.

103-SYS – The modified Target System 2010 shall contain all the functionality found

in Target system 2010, listed in Appendix A, relevant to the proposed subsystem(s). If a

conflict exists between any new requirement and legacy functionality the new

requirement shall have precedence.

3.1 Required states and modes

This paragraph is not applicable to this system specification. Requirements for states and

modes are left for lower level requirements specifications.

3.2 Operational capability

See OCD, section 5.1 [1], for background information. The Target System 2010 will provide

trainees with high fidelity live-fire training by fast and correct feedback as well as the

possibility for instructors to evaluate and plan exercises effectively, without impairing safety

on the exercise ground.

104-SYS – The Target System 2010 shall have the capability of running a minimum of

10 separate live-fire exercises within the same live-fire area or shooting range,

simultaneously, with maintained functionality and performance.

3.2.1 Live-Fire Training Capability

3.2.1.1 Close Combat Training

The Target System 2010 will support functions for close combat training with live ammunition

in various terrains and within urban areas. Close combat training aims to develop the trainees

fast reactions, where rapidly occurring battlefield events are important parts of the training.

105-SYS – The Target System 2010 shall include a subsystem which will enable close

combat training, where the requirements are stated in the subsystem specification Close

Combat System [3].

3.2.1.2 New hit position indicator

The Target System 2010 will support functions for accurate hit position indication suitable for

small arms- and sharpshooting training with a new hit position indicator.

106-SYS – The Target System 2010 shall include a subsystem with an accurate hit

position indicator suitable for sniper training and small arms training, where the

requirements are stated in the subsystem specification New Hit Position Indicator [4].

3.2.1.3 Modified Moving Target Training

The Target System 2010 will provide FM with a generic platform, referred to as the Modified

mobile target mover system, based on the Mobile target mover, for anti-tank gunnery training

on moving targets. The subsystem will have the capability of carrying heavy anti-tank robot

targets on a moveable platform, enabling high fidelity gunnery training with various weapon

systems.

107-SYS – The Target System 2010 shall include a subsystem that enables anti-tank

gunnery training on moving targets, where the requirements are stated in the subsystem

specification Modified Mobile Target Mover System [5].

3.2.1.4 Target representation

The Target System 2010 will provide live-fire gunnery training on realistic target silhouettes

representing humans and vehicles, reflecting various tactical situations and different levels of

threats. Targets may be civilians, armed or unarmed, or combatant units or vehicles, ranging

from tanks to civilian vehicles.

108-SYS – The Target System 2010 shall include a subsystem for training on realistic

3.2.1.5 Effect representation

The Target System 2010 will also enhance combat training with battlefield effects, such as

ammunition impact, machine gun fire, explosions, fire and smoke, to provide the exercise with

higher fidelity.

3.2.2 Exercise Control Capability

The instructor will be able to plan, control, monitor, and evaluate exercises remotely by a

hand-held portable device, referred to as “the Control unit” in the specifications.

3.2.2.1 General

110-SYS – The Target System 2010 shall include a subsystem that enables instructors

to plan, control, monitor, and evaluate live-fire exercises, where the requirements are

stated in the subsystem specification Control System [2].

3.2.2.2 Planning

Planning in this context means the process of creating, testing and modifying exercise

scenarios.

111-SYS – The Target System 2010 shall enable instructors to plan, create, test and

modify exercise scenarios on ordinary Swedish Armed Forces’ certified computers,

standalone computers, or on the Control unit.

3.2.2.3 Control

112-SYS – The System shall enable instructors to control the whole Target System

2010 with the Control system. Target System 2010 includes:

a. The Knock-down target system,

b. The Mobile target mover system,

c. The Close combat system,

d. The New Hit indication system,

e. The Heavy target mover system,

f. The Special effects system,

g. The Target representation system.

3.2.2.4 Monitoring

The Target System 2010 will enable instructors to monitor exercises in such a way that the

instructors´ situation awareness is maintained throughout the entire exercise.

113-SYS – The Target System 2010 shall provide instructors with real-time monitoring

capabilities.

3.2.2.5 Evaluation

114-SYS – The Target System 2010 shall enable instructors to present an easily

comprehensible and adequate after action report presentation for trainees.

3.3 System external interface requirements

115-SYS – The external interfaces of the System shall be well defined and

documented, enabling FMV to create user-defined external applications and

interconnect with the Control system, without the need of technical assistance.

3.3.1 Interface identification and diagrams.

The interface diagram below shows the external interfaces, and the subsystems within Target

System 2010 that is relevant for the identified interfaces. The external interface requirements

will be left for subsystem level requirements.

3.4 System internal interface requirements

116-SYS – Internal interfaces of the System shall be designed and documented in such

a way that FMV may create its own internal applications, subsystems or components,

and integrate it with the System, without technical assistance from the contractor.

3.5 System internal data requirements

System internal data requirements (e.g. GIS data and map engines) are defined elsewhere in the

specification or in subsystem specifications. Other internal data requirements will be left to

contractor to specify in lower level sub specifications.

3.6 Adaptation requirements

3.6.1 Wireless communication adaptation

The System is currently using a radio communication protocol, 150 – 170 MHz, on 10

channels. More information about frequency planning may be found at [20].

117-SYS – The System shall use standardized and open protocols for wireless

communication.

118-SYS – Wireless communication with related frequencies shall be adapted and

qualified approved by the Swedish Armed Forces HQ for use in Sweden.

3.7 Safety requirements

This paragraph defines the requirements related to system safety. Please note that there might

be safety related requirements elsewhere in the System requirement specification and the

related subsystem specifications.

3.7.1 Risks

3.7.1.3.1 Chemical substances

122-SYS – The System shall be in accordance with the requirements in The defence

sector's criteria document - chemical substances, chemical products and articles [16].

123-SYS – For chemical products (substances and mixtures) that are procured or

purchased, the supplier shall inform of potential contents of substances/compounds on

the Candidate list [18] or on Annex XIV in Regulation (EC) no 1907/2006 (Reach) [19].

124-SYS – The Contractor shall list all chemical products needed for the operation and

maintenance, fire-extinguishing media and refrigerants if any, included in the system.

c. information if safety data sheets are required by Regulation (EC) no 1907/2006

(Reach) [19].

125-SYS – The safety data sheets shall be in Swedish or English, and compiled

according to Regulation (EC) no 1907/2006 (Reach) Annex II (with amendments) [19].

126-SYS – The System should be followed with technical data sheets for all the

chemical products needed for the operation and maintenance.

127-SYS – The Contractor should use the proposed chemical products in the Product

Catalogue, fuels, lubricants and associated products for the Swedish Armed Forces

[21] for the product categories fuel, lubricants, greases, hydraulic oils, brake fluids and

coolants.

3.7.1.3.2 Recycling manual

The purpose of the recycling manual will be to serve as a basis for how to take care of the

System when it is time for phased out, to minimize the negative effect on health and

environment.

128-SYS – The supplier shall produce a recycling manual with a content corresponding

to FMV document Recycling Manual [15].

3.7.2 Legislation requirements

129-SYS – The System, with its associated subsystems and all related components

shall be designed in accordance with current Swedish Work Environment Act (AML)

[14].

3.7.3 Ergonomics

See table in OCD [1], section 5.2.2 for terms and definitions on ergonomics.

130-SYS – All subsystems, except for the Knock-down target mechanism, shall be

considered to be portable.

3.7.4 Emergency mode

131-SYS – The System shall enable System operators to initiate an emergency

operation at any time.

132-SYS – The System shall abort the current exercise in a controlled and safe manner

when an emergency operation is initiated, including:

a. Lowering Knock-down targets,

b. Deactivating effects representations to a safe state,

c. Saving recorded data,

d. Stopping an on-going scenario,

e. Halting moving targets,

f. Deactivating thermal targets,

3.8 Security and privacy requirements

IT-system for use within the Swedish Armed Forces will be subject for an authorization and

accreditation process.

133-SYS – The System shall be designed so that external systems cannot connect and

not remotely affect Target System 2010 and its related subsystems.

3.9 System environment requirements

3.9.1 Rain and snow

134-SYS – Equipment intended for outdoor usage, shall withstand rain, dust and snow

with maintained performance and functionality, equivalent to encapsulation of IP65.

3.9.2 Temperature

The System will be used in an outdoor environment and in non-heated indoor environment.

135-SYS – The System shall be designed for operation with maintained performance

and functionality in ambient temperatures ranging from -30 to +60 degrees Celsius.

136-SYS – The System shall enable system operators to operate wearing gloves during

cold conditions.

3.9.3 Humidity

137-SYS – The System shall have full functionality and performance within a relative

humidity of 10-95% within the operative temperature range of -30 to +60 degrees

Celsius.

3.9.4 Vibration and shock

138-SYS – Equipment intended for outdoor usage, will be subject for rough handling

and transportation and shall withstand, with maintained performance and functionality,

violent vibrations equivalent to a sinusoidal sweep in the frequency range 5 - 200 Hz,

amplitude ±10 mm, but max 2.5G, with a sweep rate of 1 octave per minute, applied on

all three axes, 3×8 double sweeps.

139-SYS – Equipment intended for outdoor usage, will be subject for rough handling

and transportation and shall withstand, with maintained performance and functionality,

violent jolting equivalent to jolting which means 1000 times in each of the three axes

with a maximum acceleration of 25G, semi sinusoidal, lasting 5-7 msec.

3.9.5 Electromagnetic compatibility

140-SYS – Equipment that may be connected to ordinary power supply, 230 VAC,

50Hz, shall comply with EU legislation and approved with CE markings.

141-SYS – Electrical radiating equipment shall be tested and approved in accordance

with MIL-STD-461F, method RE102, or an equivalent method approved by FMV.

147-SYS – Third party computer software, such as applications, plug-ins, operating

systems and device drivers that are part of the System shall be non-development items

and commonly available on the consumer market (COTS).

148-SYS – Software used with PCs in the System shall be fully functional after an

automatic installation and independent of manual configurations.

149-SYS – Swedish Armed Forces shall be able to install and administrate software

used with PCs without technical assistance from the contractor.

150-SYS – Software with graphical user interfaces shall have Swedish as a default

language in the graphical user interface during each system start-up.

3.15 Logistics-related requirements

3.15.1 Operational life

The System will after this renovation and modification live for another 15 years without major

modifications.

189-SYS – Printed editions of documentation shall be supplied in the final system

delivery.

files in high quality printing resolution and also be delivered in the original production

200-SYS – Each component or subsystem, or kits of components, shall be delivered

within a transport package that protects the items from handling damages and enables

personnel to carry items in an ergonomic way and for space-saving storage.

201-SYS – Transport packages shall be marked on one short side and on the upper side

with storage designation, storage denomination and package weight in accordance with

the FM guidelines for marking of outer packaging according to FSD 0182E [10].

3.18 Precedence and criticality of requirements

The precedence and criticality of requirements are stated in OCD [1], section 4.3 – Priorities

among the changes, however:

4 Qualification provisions

4.1 Qualification traceability

The requirements of this system specification may be broken down into a more detailed

specification. The contractor will be responsible to maintain the traceability to FMV

requirements through a requirement tracing matrix and implement the acceptance test

description in such a way that it will be easy to verify the original requirements through the

acceptance test description.

203-SYS – The acceptance test description provided by the contractor shall include all

FMV requirements, both functional and non-functional requirements.

204-SYS – The acceptance test description shall be implemented in excel or similar to

enable sorting of all the tests and requirements by:

a. FMV requirement ID,

b. Test unique ID,

c. Contractors requirement ID,

to allow for both forward and backward traceability of tests and requirements.

205-SYS – The acceptance test description and the requirement tracing matrix shall

include the caption of the FMV requirements in addition to the test description itself.

4.2 Qualification methods

This section defines a set of qualification methods and specifies, for each requirement in

Section 3, the method(s) that will be used by FMV and the contractor to ensure that the

requirement has been met. Qualification methods for the Target System 2010 will include:

a. Test (formal) is the verification that a specification requirement has been met by measuring,

recording, or evaluating qualitative and quantitative data obtained during controlled exercises

under all appropriate conditions using real and/or simulated stimulus.

b. Demonstration is the functional verification that a requirement is met by observing the

qualitative results of an operation or exercise performed under realistic operational conditions

by Swedish Armed Forces personnel.

c. Analysis is the verification by evaluation or simulation using mathematical representations,

charts, graphs, circuit diagrams, calculation, or data reduction. This includes analysis of

algorithms independent of computer implementation, analytical conclusions drawn from test

data, and extension of test-produced data to untested conditions.

d. Inspection is the verification by physical and visual examinations of the item, reviewing

descriptive documentation, and comparing the appropriate characteristics with all the

referenced standards to determine compliance with the requirements. Examples include

verification of physical fidelity of operator stations by comparing with the actual equipment.

e. Certificate of Compliance is a means of verifying compliance for items that are standard

products. Signed certificates from vendors state that items meet procurement specifications,

standards, and other requirements as defined in the purchase order. Records of tests performed

to verify specifications are retained by the vendor as evidence that the requirements were met
