Draft Minutes of the Ingoldisthorpe Parish Council meeting held in the Village Hall, Ingoldisthorpe on Wednesday 4 th April 2019 at 7pm. Present: Cllrs James Wilson, Nick Bithray, Carole Casey, Darren Heffer, Terence Newland, Nick Redwood, Kathy Wallace, Borough Cllr Ian Devereux, the Clerk and 3 Members of the public. 1. APOLOGIES FOR ABSENCE Cllr Caroline Marten, Sylvia Pratt and County Cllr Dark. 2. APPROVE MINUTES OF THE LAST COUNCIL MEETING – Minutes of the meeting held on 6 th March 2019 were approved & duly signed by Chairman Wilson as a correct record. 3. RECORD DECLARATIONS OF INTEREST IN ANY ITEMS TO BE DISCUSSED – Cllr Bithray, Wallace and Wilson declared an interest in planning matter 19/00421/O to be discussed. 4. ALLOW PUBLIC PARTICIPATION – Three members of the public attended to express their views on the outline planning application: 19/00421/O. They all object on the basis that the land in question is a woodland conservation greenfield site, there are TPOs on the site and the development would have a detrimental effect on these as 2 trees will need to be felled to enable development. The site does not meet access requirements and there arevisibility issues exiting the site. There will be a loss of wildlife as there are hedgehogs and owls there. The view from the surrounding properties will be totally different, there will be a loss of light and they asked for the Parish Council to support it's residents in their objection to this development on backfill land. Previous applications have ben refused. Please see item 7. for the PC discussion. 3 members of the public left the meeting at 19:22 5. MATTERS ARISING FROM PREVIOUS MINUTES – None. 6. AGENDA (a) Update from the Borough Council & County Council – Cllr Devereux gave a brief report including how a number of water companies from all over England came to look at the Wetland project in Ingoldisthorpe. Cllr Wilson thanked Cllr Devereux for his helpful service to Ingoldisthorpe Parish Council as we will be in a new ward (Dersingham's) from May. (b) Allotments i. The Allotments water account has been credited with over £200 as the bill proivded last month was based on an estimate rather than a reading. Cllr Heffer to see if he can get water to turn on and to update Clerk as she may need to call Anglian Water. ii. A new allotment holder who has taken over an overgrown allotment has had the new fence taken down by the old tenant as it was attached to existing posts. Rats are also living in his existing overgrown allotment. (c) Tony's Bench – Cllr Newland has asked the Plaice's who run ISSC re: situating Tony's bench. They have suggested a traditional 3 seater on the patio at the back of the club overlooking the children's playground. Cllr Heffer will look at the gate installed last year as the welding is coming off and the wall it is fixed to is now cracked. (d) Memorial Orchard Garden – Clerk gave update on pupil involvement from Ingoldisthorpe Primary and dedication scheduled for 3pm Sunday 28 th April. Draft Minutes of the Ingoldisthorpe Parish Councilmeeting held in the Village Hall, Ingoldisthorpeon Wednesday 4th April 2019 at 7pm.

Casey commented that they would remind those at tea & chat on the Saturday. Cllr Bithray agreed to say a few words representing the Parish Council.

(e) Parish Partnership Scheme – Clerk confirmed the pedestrian crossing and building out of the pavement to reduce the radii of the corner will be 50% funded by NCC Highways. Council discussed the additional cost of adding a drop-kerb outside 102 Lynn Road to discourage people from parking on the road there, so close to the turn would be agreeable if it were in the region of £500. Clerk to speak to Highways.

(f) The Common – Council discussed a management plan put forward by Beowulf Arboriculturist following a fallen tree over the PRoW a few months ago. Clerk to action the suggestion to cut down any dangerous or dead wood near the paths shown on the map. Clerk also commented that UK Power Networks had called today re: removing overgrown branches 3m either side of the power lines.

(g) A149 Speed reduction consultation – Following a discussion the Council asked the Clerk to respond in objection to the proposed junction closures and to make clear that they do not want to do anything that would increase the through-traffic through Ingoldisthorpe.

(h) Local Plan Review consultation – Cllr Wilson suggested Councillors become familiar with the relevant pages for Ingoldisthorpe and urged people to look thorugh it. His opinion is that the Council look at formulating a neighbourhood plan.

7. Planning – Council discussed the planning applications in the table below. No other planning applications were received between the Agenda & the meeting.

Cllr Wilson stated in reference to 19/00421/O (to which he had earlier declared an interest)that the area in question were all cottage gardens until 30/40 years ago, it has since fallen into disuse. A detailed tree survey has been carried out, there is no plan to clear the site and they are not talking about 5 trees being cut down.

Cllr Devereux spoke to the Planning Officer this morning as Henry Bellingham MP had asked him to. It is an outline planning application and the designs are only indicative plans, they are not material at this stage. The TPOs are a matter of interest as is the access. Visibility of the splay could be an issue. Planning are still awaiting a statement from Highways w.r.t the application. They expect 8 vehicle passages per day for one dwelling. If the Parish Council did lodge an objection he could call it in to be discussed at planning committee.

Kathy Wallace presented as a member of the public in objection to 18/02200/RMM's revised design brief. It was approved with conditions. The general view was that carrstone, red brick and red pantiles be used and the tree is staying on the pond. Once 5 self-build houses are built the 2 affordable homes must be built and tenanted before the final 5 houses are built.

Cllr Devereux left the meeting at 20:13

Sylvia and Carole have provided valuable input over the years and wished them well.
