1. APPROVAL OF AGENDA, MINUTES AND ANNOUNCEMENTS 1.1 Approval of Agenda

The agenda was approved as distributed. 1.2 Approval of Minutes

The minutes of the fall 2009 – New Orleans, LA meeting were approved. The approved minutes will be posted in the document library of ACI Advisory Committee webpage at: http://www.concrete.org

1.3 Announcements None.

2. MEMBERSHIP 2.1 Membership of ISO/TC71/Advisory committee

Exhibit 2.1a is the current roster of the ACI Board Advisory Committee on ISO/TC 71. Exhibit 2.1b is the fall 2010 attendance sheet.

2.2 Membership of ISO/TC 71

Presently there are 89 member countries of ISO/TC 71 with 35 participating (P) countries and 54 observer (O) countries. The summary membership table of the member countries of ISO/ TC 71 is shown in appendix (Exhibit 2.2). In spring 2010, the committee was informed that ISO notified ISO/ TC 71 and ISO/TC 71/SC4 of removal of P‐member FONDONORMA (Venezuela), effective January 2010.

REPORT: The members of the meeting were informed that Mexico has applied to ISO to have their current “O” (Observer) membership upgraded to “P” (Participant) status. It was expressed that Mexico (DGN) wishes to become more active in the activities of ISO/TC 71.

3. ISO CENTRAL SECRETARIAT ISSUES In spring 2010, Greg Zeisler informed the members of the meeting that he will be attending the

upcoming Fifth ISO Secretaries’ Week Training Courses, held at the ISO Central Secretariat (ISO/CS) in Geneva, Switzerland, June 14‐18, 2010.

3.1 Request of Transfer of Work Items from the Secretariat of ISO/TC 59

Background: Progress has been made on the establishment of ISO/TC 71 Subcommittee on Service Life Design of Concrete Structures.

REPORT: In spring 2010, this item was not discussed. Gene Corley will update the committee on the work

status at the next meeting in Pittsburg, PA. 4. PLENARY MEETINGS OF ISO/TC 71

In spring 2009, Luis Garcia suggested that Colombia be considered as a possible host for the 17th plenary meeting of ISO/ TC 71. This invitation was recently accepted by the ISO/TC 71 Secretariat. ISO/TC 71/SC5 suggested that a presentation on Sustainability be considered as a topic at the next plenary meeting workshop.

In fall 2009, Greg Zeisler reported that the 17th plenary meeting of ISO/TC 71 is scheduled for

September 20 – 23, 2010 in Cartagena, Colombia. The 17th plenary meeting will be hosted jointly by ICONTEC the Colombian Secretariat for ISO/TC 71/SC 5 and ASOCRETO, the Colombian Standardization Secretary of Concrete. The 18th plenary meeting of ISO/TC 71 has been confirmed for 2011 and will be hosted jointly by the Hong Kong, China Secretariat, Innovation and Technology Commission of the Government of the Hong Kong Special Administrative Region (ITCHKSAR) and Hong Kong University of Science and Technology (HKUST). The meeting date for the 18th plenary meeting will be confirmed in 2010.

In spring 2010, Greg Zeisler updated the committee on the plans for the 17th plenary meeting

delegate’s registration process and discussed suggestions for presentation topics for the 17th plenary meeting workshop. Past topics for the ISO/TC 71 plenary meeting workshop are included in Exhibit 4a.

REPORT: In conjunction with the 17th plenary meeting in Cartagena, Colombia, the Colombian Ready Mixed

Concrete Association ‐ ASOCRETO (17th meeting host) will hold their RC2010 convention at the Cartagena Convention Center in Colombia. ASOCRETO RC2010 runs from September 22 ‐24, 2010. Attendees of the ISO/TC 71 17th plenary meetings are invited to attend ASOCRETO RC2010.

The 17th plenary meeting registration process has been clearly stated in the meeting registration form by the host;”Delegates of the 17th meeting, must be appointed by their National Standardization member Body of ISO and must be listed in the ISO Global Directory. It is also noted that if any delegate is not an appointed delegate of their member body country, they should contact their administrator at their national standardization member body for approval”.

The following volunteers will present at the 17th plenary workshop: • Luis Garcia – Colombia • Josef Farbiarz – Colombia • James Cagley – USA • Ueda Tamon – Japan (based on available time slot, may be invited as an alternate presenter). The 17th meeting host generally invites presenters for the main plenary meeting. Greg Zeisler has contacted the host to request this information to include in planning the main meeting schedule. This information should be available some time in May 2010. For the 18th plenary meeting, the hosts ITCHKSAR and HKUST have tentatively requested the dates of May 30th through June 2nd, 2011. Greg Zeisler will confirm meeting dates as they are finalized in Hong Kong.

5. STATUS OF ISO/TC 71 DOCUMENTS Background: The International Harmonized stage code for ISO documents is shown in Exhibit 5a. The designation numbers and the titles for the 24 published ISO standards related to the Technical Committees and its SubCommittees are shown in a Table (Exhibit 5b).

The seven subcommittees of ISO/TC71 are:

5.1 ISO/TC 71/SC 1 – Test Methods for Concrete – Secretariat Israel (SII)

Background: The status of documents of ISO/TC 71/SC1 is shown in Exhibit 5b.

Effective December 2009, ISO/TC 71/SC1, Chair of ISO/TC 71/SC1 Dr. Mony Ben Bassat was reconfirmed for another three years (Term ends 2012). ISO 1920‐9: Testing concrete – Part 9: Determination of creep of concrete cylinders in compression is now a published ISO Standard. ISO/DIS 1920‐10: Testing of concrete – Part 10: Determination of static modulus of elasticity in compression ballot closed 2009‐12‐30, and was approved. ISO/FDIS process to follow.

REPORT: ISO/FDIS 1920‐10: “Testing of concrete – Part 10: Determination of static modulus of elasticity in compression” is targeting a registration by March 2010 for formal approval.

5.2 ISO/TC 71/SC 3 – Production of Concrete and Execution of Concrete Structures‐ Secretariat

Norway (SN) Background: ASTM and ACI jointly hold the TAG for ISO/TC71/SC3. The documents of ISO/TC 71/SC3 are shown in Exhibit 5b.

In spring 2010, ISO 22965‐1:2007 Concrete‐Part 1: Methods of specifying and guidance for the specifier and ISO 22965‐2:2007 Concrete‐Part 2: Specification of constituent materials, production of concrete and compliance of concrete were both under Periodical Review, the ballots opened 2010‐01‐15 with a closing date of 2010‐06‐15. ISO/FDIS 12439: Mixing water for concrete ballot opened 2009‐11‐04 and closed 2010‐01‐04. ISO 12439:2010 is a published ISO Standard.

REPORT: Anthony Fiorato reported that there are three new documents under development. ISO/NP 14824‐1 Grout for prestressing tendons – Part 1: Basic Requirements ISO/NP 14824‐2 Grout for prestressing tendons – Part 2: Grouting Procedures ISO/NP 14824‐3 Grout for prestressing tendons – Part 3: Test Methods A ballot for the proposed adoption of a new work item was circulated (N279) 2010‐01‐04 with a

closing date of 2010‐04‐04. This ballot will establish the activation for the development of new ISO document entitled “Durability – Service Life Design of concrete structures”.

5.3 ISO/TC 71/SC 4 – Performance Requirements for Structural Concrete – Secretariat USA (ACI)

Background: The documents of ISO/TC 71/SC 4 are shown in Exhibit 5b.

5.3.1 Conformance to ISO 19338 ‐ KCI Structural Concrete Design Code

In spring 2010, James Cagley informed the committee that KCI Structural Concrete Design Code will be sent to the panel countries for review once their draft document has been released.

REPORT: KCI has submitted the items required in accordance with ISO 19338 Annex A on March 20, 2010.

KCI recommends the following four panel countries as reviewers; Colombia, Egypt, USA and the fourth one is to be Japan.

5.3.2 Revision of ISO 19338:2007

At the 16th plenary meeting of ISO/TC 71/SC4, it was decided that the following areas would be considered for inclusion in ISO 19338; maintenance, seismic issues, and structural importance factors. In spring 2009, James Cagley, US representative– ISO/TC 71/ SC4 reported on: [1] KCI Structural Concrete Design Code consideration for conformity to ISO 19338:2007. [2] Update the committee on the status of the task group for ISO 19338.

In fall 2009, Greg Zeisler informed the committee that ISO 19338:2007 is up for systematic review. Panel countries are to be selected for this process by summer 2010. Chair Wight will be registered as US delegate member to ISO/TC 71/ SC4 and ISO/TC 71/ SC5. This membership information was verified.

REPORT: In spring 2010, the committee was informed that ISO 19338:2007 will be undergoing ISO systematic review in summer of 2010. ISO/CS will assign panel countries, collect all ballots and provide results to ISO/TC 71/SC4. Once the systematic review is completed, ISO/TC 71/SC4 will use the comments to help revise the 19338:2007 document.

5.4 ISO/TC 71/SC 5 – Simplified Design Standard for Concrete Structures – Secretariat Colombia

(ICONTEC) Background: The status of documents of ISO/TC 71/SC 5 is shown in Exhibit 5b

In fall 2009, Luis Garcia reported that ISO 15673 was in compliance ISO 19338:2007.

REPORT: In spring 2010, Luis Garcia informed the committee that the US State Department will be funding an

effort to translate IPS‐1, 318‐08 and the IBC into French for use in Haiti. It was noted that ISO/TC71/SC5 Chair, Josef Farbiarz will give a presentation on their recently

reinstated documents, ISO 28841 “Guidelines for simplified design of reinforced concrete bridges”, and ISO 28842 “Standard for simplified seismic assessment and rehabilitation of concrete structures” at the 17th plenary workshop in Colombia.

5.5 ISO/TC 71/SC 6 – Non‐Traditional Reinforcing Materials for Concrete Structures – Secretariat

Japan (JISC) Background: The status of documents of ISO/TC 71/SC 6 is shown in Exhibit 5b

In fall 2009, Greg Zeisler informed the committee that ISO 10406‐1 and ISO 10406‐2 are now available.

In spring 2010, ISO/CD 14484 "Performance guidelines for design of concrete structures using fibre –reinforced polymer (FRP) materials" CD ballot closed February 11, 2010. The CD document was approved for registration as DIS.

REPORT: ISO/DIS 14484 comments/voting summary being circulated. 5.6 ISO/TC 71/SC 7 – Maintenance‐Repair of Concrete structures – Secretariat Korea (KATS)

Background: The status of documents of ISO/TC 71/SC 7 is shown in Exhibit 5b

In spring 2010, the committee was informed that ISO/TC 71/SC7 ballot resulted in a new chair appointment of, Prof. Ueda Tamon (replaces Dr. Ha‐Won Song, former Chair/deceased) for a term of six years and KATS (Korean Secretariat) appointment of SC7 new secretary, Prof. Soobong Shin.

REPORT: Current progress within ISO/T C 71/SC7 on new work item proposals are as follows:

• ISO/TC71/SC7 NWIP‐CD – Maintenance and repair of Concrete Structures – Part 2: Assessment of existing concrete structures

• ISO/TC71/SC7‐NWIP‐CD ‐ Maintenance and repair of Concrete Structures – Part 3: Design of repairs and prevention

• ISO/TC71/SC7‐NWIP‐CD ‐ Maintenance and repair of Concrete Structures – Part 4: Execution of repairs and prevention

Greg Zeisler reported that ACI 562 and 563 have an interest in seeing the ISO documents coming out of ISO/TC 71/SC 7. Committee and subcommittee officers will be added as US TAGs members on ISO/TC 71/SC7 solely for the purpose of making ISO/TC 71/SC7 documents available for their review. All committee officers of 562 and 563 are encouraged to submit their comments. Comments received will be compiled and returned to report the US position.

5.7. ISO/TC 71/SC 8 – Environmental Management for Concrete and Concrete Structures – Secretariat

Japan Background: The status of documents of ISO/TC 71/SC 8 is shown in Exhibit 5b

In spring 2009, ISO/TC 71/SC8 proposed to develop a CD “Environmental management for concrete and concrete structures – Part 1: General Principles.” Committee members were to return their comments by the end of April 2009. The majority of the working group is established with the following exceptions; Australia, Brazil and Korea (KATS). These delegates are to be nominated.

In fall 2009, Greg Zeisler reported that this CD is in process of being registered.

REPORT: ISO/TC 71/SC8/WG1 met during the spring 2010 ACI Convention in Chicago on March 21, 2010.

WG1 discussed the working draft for ISO/WD 13315‐1 Environmental management for concrete and concrete structures – Part 1: General Principles.” The CD will be registered by early April 2010 and will complete the ballot process by summer 2010. Target date for DIS is September 2010.

6. OTHER BUSINESS 6.1 In spring 2009, Luis Garcia mentioned that a translation of ACI 318 into French is being considered

as a means to assist the developers of the African Code.

In fall 2009, Luis Garcia informed the committee there will not be an ACI 318 translated into French. REPORT: ACI 318‐08 is to be translated into a Spanish version with US Customary units instead of SI units.

Pepe Izquierdo reported that Puerto Rico will cover funding for 300 units. 6.2 Communication between ANSI, ASTM, ACI, and ISO US TAG Administration / Coordination

Background: In spring 2009, the Advisory Committee discussed ways that the committee could become more aware of the votes being taken and could provide comments back to ASTM before votes were taken. Communication between ANSI, ASTM, ACI, and ISO is problematic. Good methods have not been established for everyone to communicate to the voting organization on issues coming up for a vote. The Advisory Committee felt that organizing a meeting to get the groups together to establish protocols for voting would be ideal.

In fall 2009, Anthony Fiorato led the committee in a discussion and it was agreed that Anthony Fiorato and Greg Zeisler will contact Scott Orthey of ASTM to discuss establishing communication on future voting issues between concerned organizations.

Greg Zeisler is to schedule a conference call with James Wight, Anthony Fiorato, Scott Orthey, and Nick Popoff. Greg Zeisler suggested inviting other Engineering staff members as possible participants. An example of ISO Communication Structure is included in Exhibit 6.2a.

REPORT: Anthony Fiorato and Greg Zeisler lead a discussion during the spring 2010 meeting. It was agreed

that Greg Zeisler will schedule a Go‐To‐Meeting with James Wight, Anthony Fiorato, Scott Orthey, and Nick Popoff prior to the fall 2010 meeting.

7. NEXT MEETING

The next meeting is scheduled for October 2010, Pittsburgh, PA.
