What is this booklet about?
This booklet is to tell you about our vision and ambitions for the health and
wellbeing of people in Redbridge. It sets out what we think is important to help
people to live long, happy, independent lives in good health.

From the Chair and Vice Chair of the Health and Wellbeing Board
Welcome to our new draft Health and Wellbeing Strategy for Redbridge. This
sets out our new ambitions for the next four years for people who live in
Redbridge.
We know we face many challenges. We have less money and more people who
need health and care services. We need to do things differently in the future.
The Health and Wellbeing Board are already starting to make changes in
Redbridge and elsewhere. We already provide joint health and social care
services with NELFT in places close to where people live. This helps us to
provide care for people in the community.
We will carry on working together to make changes to help improve people’s
lives, health and wellbeing in Redbridge.
We would like your views on this draft strategy. Please let us know what your
thoughts are by 12 June 2017.

1. Introduction
2017-2021 This is our second health and wellbeing strategy and is for the years 2017 to 2021.
It sets out our goals over the next four years for the health and wellbeing of people in Redbridge.
We want people in Redbridge to live long, happy, independent lives in good health.
This draft strategy shows ways in which we hope to improve health in Redbridge with our partners.
There are ten statements that set out the ways in which we hope to improve health and wellbeing.
There are six ambitions that we hope to achieve over the next four years.

2. Our Vision for Health and Wellbeing in Redbridge
We want everyone in Redbridge to be able to live long, happy and independent lives in good health.
We will work with communities to help people have healthy lives.
We will develop our services so that they are near where people live, joined up and co-ordinated and help people not to become ill in the first place.
We will deliver services that look for the highest value for money.

Diabetes: Diabetes is a serious life-long health condition. It occurs when the
amount of glucose (sugar) in the blood is too high because the body can’t use it
properly. There are two types of diabetes: type 1 and type 2.
Tuberculosis: Tuberculosis (TB) is an infection that is spread by the coughs or sneezes of an infected person. It mainly affects the lungs, but it can affect any part of the body, including the tummy, glands, bones and nervous system.
3. Key Facts about Health and Wellbeing in Redbridge
There are more people living in Redbridge and will be over 300,000 people in 2017.
Seven out of ten people in Redbridge were working in 2015/16. This is lower than the in London as a whole.
Almost two out of three people in Redbridge are Black or from a minority ethnic group.
Around one in fifty people in Redbridge live in bed and breakfasts or hostels.
One in five children lives in families who are on benefits and low income.
People in Redbridge are more likely to have diabetes, tuberculosis or be over-weight compared with other parts of London. They are also less likely to eat healthy foods.

4. Our opportunities and challenges
Redbridge is changing and more people need health and care services.
Redbridge is the 13th largest borough in London with a growing number of people living there, especially children, young people and people over 65.
Redbridge has a large number of people who are poor or have poor health, disabilities or long term illnesses.
This means more people need help to protect and improve their health and wellbeing.
It also means that more people need health and social care services in Redbridge.
We all need to work together to help improve health and wellbeing including communities, businesses and people themselves.
Money is a big challenge.
There are major challenges in terms of money for services as there is not enough money to meet the needs of the growing number of people in Redbridge.
Redbridge has been given the lowest amount of money in London for health and social care for many years.

Some people need more help than others.
There are some people who have poorer health and wellbeing than others in Redbridge.
Some people find it hard to get the care they need when they need it or to get the treatment they need.
Some services in health and social care are better than others.
We have started to make changes to improve health and social care in Redbridge.
We have four community health and social care centres in Redbridge.
We are working with partners, other councils and the NHS to make new plans for the area and join up our health and social care services.
We will carry on supporting unpaid carers and helping people to volunteer in their community.
We are working on ways to support local people to get the best out of their area.

5. Our approach over the next four years
Here are ten statements that set out the ways in which we hope to improve health and wellbeing over the next 4 years
Starting with prevention: all plans will have actions on how we can help people to stay healthy and stop them from becoming ill.
Addressing the causes of poor health: people, communities and organisations will work together to deal with the causes of poor health.
The wider role of health and social care services: we will make sure all of the Council’s services look at physical, mental and emotional wellbeing and include this in all Council policies.
Supporting people to live in good health: partners will help people in Redbridge to keep fit, eat well and understand how to stay healthy.
Working with communities: people will be able to get good information and advice to help them stay healthy and independent.
Health protection: we will carry on with work to protect people’s health from different problems such as flu, poor air quality and very hot and cold weather.

New models of care: we will look at news ways of providing health and social care to meet the needs of people in Redbridge.
Recovery and self-care: we will carry on developing the information and support people need to look after their own health condition or disability.
We will celebrate the difference that carers make and find ways to help them stay healthy and fit.
New challenges will be addressed as we consider different ways of providing care.
Prevention: Prevention means the things we can do to stop something from
happening in the first place. In this plan, we mean stopping unhealthy activities
such as smoking or drinking a lot.

Ambition 1: Achieving the best start in life
Why is this important?
It is important that children and young people have the best start in life so that when they are older they have better health and wellbeing.
There are a lot of children and young people who have a disability, poor mental health, are poor or live in bed and breakfasts or hostels.
This can impact on the health and wellbeing of children and young people at every stage of their life.
Our ambition:
Families, children and young people are able to have the best health and wellbeing at every stage of their life from being pregnant to becoming an adult.

How will we do this?
We will help more people book early for care during pregnancy.
We will make sure that people know about and make use of the healthy child programme for 0-19 year olds.
We will make people know how to keep fit and have a healthy diet.
We will help all children and young people to do well at school and get the skills they need to work.
We will make sure that health and social care services work to help all children and young people have the same chances to be healthy.
We will work with organisations, families, children and young people to make sure that children and young people in Redbridge have the best chance to have healthy lifestyles and look after their own health and wellbeing.
We will help children and families to have good quality childcare.
We will work with partners to make sure that children and young people are safe.

We will challenge ourselves to:
Work with families, children and young people with mental or physical health needs or disability to have better quality lives and wellbeing when they become adults.
Make sure that families, children and young people with mental or physical health needs or disability are seen early and given support by all health, education and care services.
Develop a way of working across all health and care services that helps local children and young people take care of their wellbeing at an early stage.

Ambition 2: Diabetes prevention and management
Why is this important?
Diabetes is one of the main causes of disability in adults.
Many of the cases of diabetes can be prevented by keeping fit, eating healthily and not being over-weight.
People who have diabetes are more likely to have other serious health problems such as heart attacks, strokes, becoming blind or dying early.
More people in Redbridge have diabetes than across London or England
Some people may not know that they have diabetes. They may not have the information they need and may develop other health problems.
It is important that people in Redbridge are aware of what can cause diabetes and are given health checks to see whether they are likely to get heart problems, stroke, diabetes and dementia.
If people have these checks, they can be given advice, treatment or told about services that can help them.

Our ambition:
People in Redbridge keep fit and have a healthy weight. People with or who are likely to develop diabetes are found early and given the support they need to manage their diabetes.
How will we do this?
We will work with local communities so that people in Redbridge know more about the causes of diabetes, how they can manage it and where they can go to get advice and support.
We will help people in Redbridge to keep fit and eat a healthy diet.
We will help people know the early signs of diabetes and help doctors to detect it early.
We will develop the NHS Health Check programme to make sure that those who need it most can have their checks.
We will challenge ourselves to:
Work with partners to help find people in Redbridge with diabetes early.

Lower the number of people who are overweight by giving people the chance to keep fit and eat healthily and telling people about services that can help them.
Work with local communities where people are more likely to get diabetes and help them to manage their condition.
Work with partners to help people with diabetes manage their diabetes and health and wellbeing better and stop them from having other health problems.
NHS Health Check: As we get older, we have a higher risk of developing health problems like high blood pressure, heart disease or type 2 diabetes. The free NHS Health Check from your doctor can spot early signs and help prevent these happening, which means you'll be more likely to enjoy life for longer.

Ambition 3: mental wellbeing
Why is this important?
People with good mental wellbeing have good health generally.
People with poor mental health and physical health problems have a lower quality of life and wellbeing and are not able to look after their health as well as they could.
Common mental health problems include anxiety and depression and often cause problems at work or with other people.
Both in England and in Redbridge, the number of people with mental health problems is getting bigger.
Poor mental health can cost a lot of money and can lead to many other health problems, unhealthy lifestyles and differences in health.
Helping children and young people to have good mental health can improve their health and wellbeing and lower their chance of long term mental health problems.
For older people, dementia is an important concern in relation to health and wellbeing.

Some types of dementia can be prevented with healthier lifestyles.
Our ambition:
People in Redbridge have the help they need to have good mental health and emotion wellbeing. They are able to manage and recover well from difficult situations and events.
How will we do this?
We will make sure that the local area helps people have good mental wellbeing with access to schools, good quality housing, jobs, open spaces, places to keep fit, community networks and safety.
We will work with local communities, partners and charities to make people more aware about mental health.
We will work with partners to help children, young people and families to be able to manage difficult situations and events better.
We will work with partners to deal with problems that may lead to poor mental health such as homelessness, drug problems, violence at home or being on their own.
We will continue to make Redbridge a ‘Dementia Friendly’ borough.

We will provide support to carers of people with dementia.
We will challenge ourselves to:
Make sure that health workers, social care workers and the police are trained in mental wellbeing.
Find out what mental health needs people have and give them the support they need.
Help people with long term mental health needs to manage their health and their lives better.
Find people with mental health problems early and give them the support they need.
Work with partners to find and support people with drug problems.
Work with partners to find and support people who have dementia.
Dementia: The word ‘dementia’ is a set of symptoms that may include memory loss and difficulties with thinking, problem-solving or language. These changes are often small to start with, but for someone with dementia they have become severe enough to affect daily life. A person with dementia may also experience changes in their mood or behaviour

Ambition 4: cancer survival
Why is this important?
Cancer is a major cause of early deaths amongst people in Redbridge.
In Redbridge, lung cancer is the main type of cancer that people have.
The number of people in Redbridge who live for more than one year with lung or breast cancer is lower than for England as a whole.
Cancer can be prevented by healthy life styles, eating healthy diets, keeping fit, not smoking and not drinking lots.
People who are diagnosed early are more likely to get better from cancer.
Having checks for cancer are important in diagnosing people with different types.
Helping people know the signs of cancer and going to the doctor early can help people get better quicker.

Our ambition:
People in Redbridge know the signs of cancer and are able to go to the doctor earlier. Cancer is diagnosed quickly by doctors and more people have checks for cancer so that they are more able to get better and receive treatments that are best at the early stages of cancer.
How will we do this?
We will support people to have healthy lifestyles.
We will work with partners to make sure that people in Redbridge know what causes cancer and how they can lower their chances of getting it.
We will work with local communities to make sure that people know the signs of cancer and how they can find out if they have it early.
We will work with partners to lower the number of people in Redbridge who smoke.
We will challenge ourselves to:
Try new ways to increase the number of people who have checks for cancer.

Work with communities to help people to stop smoking.
Work with children and young people to stop them from smoking.
Make sure that health services are able to provide treatment and care for people in Redbridge who think they may have cancer.

Ambition 5: living well in a decent home you can afford to live in
Why is this important?
Lots of people want to live in Redbridge.
The number of nice homes is limited and this can impact on people’s health and wellbeing.
Many people live in rented homes which are of poor condition with damp, mould, too many people in them or need a lot of repair which can affect their health.
Some rented homes do not have the things that people with disabilities or who are frail need to help them live in their home.
As there are not enough rented homes for everyone and the cost is becoming higher, it is difficult for people on benefits or low money to get a nice and healthy home in Redbridge.
Many people without homes live on the streets or in places that are not for living in and can become very unwell.
People who are more likely to have problems with housing are children and families, older people, people with disabilities and illness and those with mental health problems.

People who have problems with housing are more likely to become ill and will need health and social care services.
Our ambition:
People in Redbridge will have homes that meet their needs, are easy to get to and are safe and have enough space for everyone. People who do not have a lot of money will be able to get homes and have a healthy life. People who are more likely to become homeless are given support to find or keep a home. People who are homeless are given help to find them somewhere to live.
How will we do this?
We will work on a number of housing plans to help people find homes that meet their needs.
We will challenge ourselves to:
Work together to understand what makes people be without a home and how we can help them better.
We will help people find work.

We will help people without homes to find places to live that meet their needs.
We will work with people who own rented homes to make the homes better.
We will make sure that people can stay warm and stop them from getting cold related illnesses.
We will make areas around homes that help people to have healthy lives.
We will develop a plan so that more adults and older people can live in homes where they have support from carers.

Ambition 6: end of life care
Why is this important?
Redbridge has more than 36,000 people over the age of 65.
In Redbridge, just over two out of five deaths were of people over 85 which is higher than London and England overall.
As more people die at an older age, maybe with a range of health problems, it is important that people have good quality care and support at the end of their life.
Our ambition:
People who are getting closer to the end of their life are given the support they need to make the last stage of life as good as possible.
How will we do this?
We will involve people and their carers to plan the care and support they need and make sure that the health and care workers join together to provide the right help and the right time.

We will help health and care workers and local communities to understand that it is important to talk about choices for end of life care.
We will help people at the end of their lives to make choices about the care they get.
We will make sure that services are available for end of life care.
We will challenge ourselves to:
Find people earlier who are getting close to the end of their life.
Set up a joined up approach across health, social care and the community to support people at the end of their life.
Find ways to share information between services so that the right action is taken at times of problems.
Understand how people who find it difficult to communicate have the support to make their choices about the care they need known to others.
Find out what older people who are on their own including carers need for their own or others care at the end of their life.
