This is to advise that the Kern County Planning and Natural Resources Department has prepared anEnvironmental Impact Report (EIR) for the project identified below. As mandated by State law, theminimum public review period for this document is 45 days. The document and documents referenced inthe Draft EIR are available for review at the Planning and Natural Resources Department, 2700 "M"Street, Suite 100, Bakersfield, CA 93301 or on the Departmental website(http://pcd.kerndsa.com/planning/environmental-documents/480-grapevine).

A public hearing has been scheduled with the Kern County Planning Commission to receive comments onthe document on: September 8, 2016 at 7:00 p.m. or soon thereafter, Chambers of the Board ofSupervisors, First Floor, Kern County Administrative Center, 1115 Truxtun Avenue, Bakersfield,California.

The comment period for this document closes on July 14, 2016. Testimony at future public hearings maybe limited to those issues raised during the public review period either orally or submitted in writing by5:00 p.m. the day the comment period closes.

Project Title: Grapevine Specific and Community Plan by Tejon Ranchcorp (PP14108): SPA 155, Map500; GPA 6, Map 202; GPA 7, Map 202; GPA 2, Map 218R; GPA 3, Map 218R; GPA 8, Map 219; GPA9, Map 219; SP 1, Map 202; SP 2, Map 218R; SP 2, Map 219; ZCC 16, Map 202; ZCC 2, Map 218R;ZCC 13, Map 219; Agricultural Preserve No. 19 Exclusion

Project Location: The project is located approximately 13 miles south of Bakersfield city limits, east andwest of Interstate 5 at the Laval and Grapevine interchanges, at the southern end of the San JoaquinValley area of Kern County, California. The site is located within portions of T.11.N., R.19.W.; T.10.N.,R.18.W.; and T.10.N., R.19.W., in the San Bernardino Base and Meridian.

Project Description: The proposed project includes the following discretionary actions: (a) the adoptionof the Grapevine Specific and Community Plan; (b) amendments to the Land Use, Open Space andConservation Element of the Kern County General Plan from various Map Code designations to MapCode 4.1 (Accepted County Plan Areas), upon approval of the Grapevine Specific and Community Plan,the following Map Code(s) are to be established: VMU (Village Mixed Use), MU (Mixed Use), I(Industrial), EA (Exclusive Agriculture), GH (Geologic Hazard Combining), and FC (FloodplainCombining); (c) rescind the Grapevine Commercial Map Code 4.3 (Specific Plan Required) areas asidentified in Appendix C of the Kern County General Plan; (d) amendments to the Circulation Element ofthe Kern County General Plan to delete all identified collector segments running through the project siteand establish the Grapevine Circulation Plan; (e) changes in zone classifications from A (ExclusiveAgriculture), C-2 PD (General Commercial, Precise Development Combining), and C-2 PD FPP (GeneralCommercial, Precise Development Combining, Floodplain Primary) to SP (Special Planning District); (f)adoption of the proposed Grapevine Special Plan No. 1, Map 202; No. 2, Map 218R and No. 2, Map 219;and (g) the exclusion of 7,852 acres from the boundaries of Agricultural Preserve No. 19.

The proposed project is both a Specific and Community Plan that encompasses approximately 8,010 acresin southwestern Kern County, California. The project proponent is requesting the adoption of theGrapevine Specific and Community Plan and the Grapevine Special Plan to implement zoning for theproject. The proposed entitlements would allow for the development of the following:

· Approximately 4,778 acres would be developed as a residential community and employmentcenter, which will include:

o Up to 12,000 residences (single-family and multi-family units)§ An additional 2,000 units may be permitted if maximum

commercial/industrial square footage is reduced as specified in theSpecific and Special Plan

o Up to 5,100,000 square feet of commercial/industrial development.§ 1,200,000 square feet of retail§ 2,450,000 square feet of office/research and development§ 1,450,000 square feet of light industrial/warehouse

o Approximately 157 acres would be set aside for schools (including one high school andfive K-8 schools)

o A minimum of 96 acres and up to 112 acres for parkso Other public facilities, including fire stations, a sheriff’s substation, transit facilities/park-

and-rides, and water and wastewater treatment facilities, are also proposed in thiscommunity

· Approximately 3,232 acres (about 40 percent of the planning area) would be designated asexclusive agriculture, with grazing and open space as the predominant land uses

· Approximately 77 acres of additional infrastructure improvements would occur outside of thedesignated Specific Plan development area, and would include roadway improvements, anagricultural haul road, and the potential relocation of the California Vehicle Enforcement Facility

Project Description: The proposed project is both a Specific and Community Plan that encompasses approximately 8,010 acres insouthwestern Kern County, California. The project includes up to 12,000 residences (single-family and multi-family units) and5,100,000 square feet of commercial/industrial development. In addition, a total of 157 acres of the project site would be set aside forschools and up to 112 acres for parks. Other public facilities, including fire stations, a sheriff substation, transit facilities/park-and-rides, and water and wastewater treatment facilities, are proposed in the new Grapevine community.
