A complaint has been filed before the Boards and Commissions Division of the New Mexico Regulation and Licensing Department by two Sierra County citizens regarding the appraiser of the land to be purchased for the “Truth or Consequences Spaceport Visitors Welcome Center.”Dr. Vincent Barrett, a Sierra County resident, is the appraiser hired by the New Mexico Spaceport Authority (NMSA).Complainants Ariel Dougherty and Sophia Peron of Truth or Consequences were described in a recent article in The (Truth or Consequences) Herald, as “spaceport visitor center watchdogs.”The complaint covers three major points:1. Conflict of Interest, specifically Dr. Barrett's ownership of land adjacent to the six acres of land targeted for the Spaceport Visitors Welcome Center, in the 'New Hot Springs Retail Center.”2. Population and employment data, and development realities – all basis for land values – are skewed in the appraisal.3. The complaint points to the pattern of Dr. Barrett’s misuse of facts as supported in a United States Bankruptcy Court, Memorandum Opinion of May 28, 2013. Judge Thurma states that Dr. Barrett's appraisal was 233% higher than the court-appointed appraiser, using the same "rosy " development criteria as in his "Spaceport Land" appraisals. New Mexico Spaceport Authority fast-tracked a $6.5-8.5M loan through a series of “Special Meetings” June 27th Spaceport America Regional Spaceport District (SARSD) and July 1 NMSA Board meetings. These actions constituted authorization to borrow millions of dollars with almost no public citizen input.
