Working on Our Preparedness
“Those who cannot remember the past are condemned to repeat it.”
Santayana (in The Life of Reason, 1905)
“When the situation was manageable it was neglected, and now that it is thoroughly out of hand we apply too late the remedies which then might have effected a cure.”
Winston Churchill, 1935
3 legs to the stool of “industry preparedness”
1. Response Plan• NPPC is managing in 2014• Coordinated state-federal-industry response
1. Swine Pathogen Matrix Project• AASV is managing in 2014• Will need research and updating
1. Swine disease data and preparedness• NPB is managing in 2014• Swine Health Information Center

NPPC Forum Resolution
• Coordinated Strategies of governmental and
industry organizations to respond to and contain
the identified disease. And in the event
containment would not be successful, strategies
to manage the existence of a given disease.
Emerging Diseases Response Group
• Significant discussion around a structure that would fill the gaps identified with PED response
• Need to have coordinated federal-state-industry activities– US Swine Health Board concept
Objectives of US Swine Health Board
• Based on the successes from the PRV Control Board– Federal, state and industry cooperation
• Two roles:– Suggest actions to respond to known
pathogens in other countries– Suggest actions to respond to identification of
emerging diseases in the U.S.• Following an FADD investigation that would require
regulatory action

AASV Task Force: PEDv Wasn’t a Surprise
• Anecdotal reports from the region• Published papers from researchers• Researcher to researcher communications• Reports to AASV Swine Health Committee• BUT, what do we do with this information?

Working on Our Preparedness
Lessons?1.Pathway of introduction is difficult – at best
a. Be prepared for the next one to come because it is coming
2.We can’t expect USDA alone to protect our herds from emerging diseases
a. Industry needs to take more responsibility for non-regulatory diseases
3.Better state-federal-industry response coordination is essential
Working on Our Preparedness
Working on Our Preparedness
Summary?
•Research the biggest existing threats to pig health that are already in SE Asia
–Be better prepared• Have better diagnostic capabilities in place• Have better awareness of how to respond to specific diseases
•Inform production decisions–Sharing information will help to see trends and risks
much more quickly–Epi analysis to inform swine health decisions on the farm
Swine Health Information Center
Mission
To protect and enhance the health of the US swine herd
•targeted research investments that minimize the impact of future disease threats;
•collection and analysis of swine health data and
•global disease monitoring.
• Virtual “Center”
• Board of Directors
• Direction and oversight of programs
– Focused Task Forces for technical issues
• Lifespan
– 5 year lifetime unless it is extended by recommendation
of the Center’s Board of Directors and NPB approval
– Funding opportunities if extended
Swine Health Information Center
• Scope of Work– Swine Disease Matrix project– Swine health data management, monitoring for trends and
data analysis– Priority Order
1. Swine Health Monitoring Project
2. Emerging disease monitoring data
3. Production Animal Disease Risk Assessment Program (PADRAP)
4. Secure Pork Supply database
5. Trade support
Swine Health Information Center
• Scope of Work, continued– Global swine health and issues identification
• Information network• International Swine Disease Task Force
– Improve the biosecurity and biocontainment ability of the US swine herd• Improvement of biosecurity and biocontainment in the
industry will be a result of the epidemiological functions of the Center
Swine Health Information Center
Swine Health Information Center - Deliverables
1. Diagnostic capabilities through Matrix research
2. Manage the Matrix as risks change
3. Better epidemiological analysis to improve swine health on the farm
4. More focus on emerging and international diseases
5. Future - support the Secure Pork Supply plan
6. Future - support international trade
• What this isn’t . . . – A disease response plan
– FAD surveillance or response
– A duplication of USDA, AASV, NPPC or NPB
– A “grand database” project
– A negative effect on NPB yearly budget
• What this is . . .– A tool to implement industry preparedness
– A tool to improve swine health management
– A tool to improve non-regulatory disease response
– A tool to enhance AASV, NPPC and NPB acting for the industry
