Consultant and Locum.

The focus of my consultancy service is to provide an advocacy for health and welfare issues

within the greyhound industry to both regulatory bodies, industry participants and other

interested private bodies. The services I currently provide are:

Quality Assurance Program development for health and welfare:

Quantitative review and evaluation of systems in place

Review, Auditing and reporting services

Development of SOP’s and QA systems

Training and skills development

Advocacy of health & welfare issues for the greyhound and industry participants with:

Key Achievements: Development of a QA system that is auditable and provides the

quantitative information that documents how the health and welfare protocols’ and

procedures’ are being managed by the industry. It will also provide a historical reference for

comparison of how the industry has responded and managed the community’s expectation of

the greyhound industry with regards to health and welfare issues. Secondly development of a

range of natural supplements that supports the ongoing needs of the greyhound as an athlete

and post-racing career. These reduces the need to resort to traditional medication and

stabilizes appetite and energy levels.

Recent Employment

Oct 2011 – Nov 2013 – Health & Welfare Manager – Greyhound Racing NSW (GRNSW).

The focus of my position was oversee the procedures and policies affecting the racing and

non-racing greyhounds in NSW as well on-track duties for TAB meetings.

Co-ordinate the health & welfare of racing & non-racing greyhounds in NSW.

Provide veterinary advice to the regulatory body as well as the industry at large

relating to inquiries, welfare issues and policies affecting the greyhound and the

industry.

Develop and maintain the SOP Manual for the Greenhound Program and provide

accreditation to the greyhounds qualifying for muzzle exemption once they are

retired.

“Greyhound As Pets” program and Greenhound assessment for greyhounds entering

our GAP program.

In field support for the stewards with regards to kennel assessments and integrity

visits.

On-track Veterinary duties during TAB race meeting in NSW.

Key Achievement: Developed SOP Manual for the Greenhound Accreditation Program and

implementation of the program from inception. Further to this developed and evolved the

GAP program assessment criteria to help individualise the test to identify marginal

candidates’ for program and implement training programs to help increase their chances

when reassessed. Then integrating training within the program with the prison greyhound

program at Dillwynia Correctional Centre in South Windsor NSW. Secondly working on-track

with industry participants’ to further enhance health and welfare outcomes for their

greyhounds.

Management & regulatory employment

1. Dec 2009 - September 2011 – Development Compliance Officer – Serpentine Jarrahdale

Shire.

Oversee and manage the compliance issues related to the Planning Act of WA and the

relevant sections within the shire.

Develop and complete audits of planning conditions for significant development

approvals within the shire.

Conduct investigations and prosecutions under Planning Act of WA, Local Laws and TPS2

– Town Planning Scheme 2.

Key Achievement: Worked effectively with shire representatives’ and ratepayers to

produce predominantly positive outcomes that benefited all the interested parties as well

as for the shire in general. Where issues where referred for legal outcomes in the courts

that were required under relevant acts I was able to close out and remedy the issues with

minimal impact on the defendants and the shire.

2. January 2005 – May 2008 – Animal Welfare Manager - RPH Research Centre, Wellington

St, Perth WA

Manage animal welfare within the unit as required under the NHMRC code of conduct

and the Animal Welfare Act 2000.

Administer the day-to-day requirements of the unit and the staff.

Oversee the Training programs onsite and develop programs in consultation with the

clinical and surgical department within RPH.

Assist the research chief investigators and their research assistants.

Key Achievement: Expanded the work-base of the unit with the focus predominantly a

teaching bias and increasing the range of workshops available. Secondly introduced and

expanded the principles of reduction with new protocols developed for multiple use of

animal cadavers therefore reducing the number used by 30-35% by the end of the 2006.

3. From Oct 2001 to Jan 2004 – Contractor OPVO - AQIS Meat inspection, Canning vale

Markets, Canning vale. WA

Manage and oversee the regulations and acts required for the operations of an export

abattoir, such as Export Meat Orders (EMO), Animal Welfare Act 2000, Quarantine and

Public Health Regulations.

Audit processes and QA systems on plant – reporting to Canberra HQ findings,

Corrective Action Response (C.A.R) and follow-up corrective orders that result from

audits.

Co-ordinate and assist with external audits (overseas and system audits) on plant.

Manage and support other AQIS staff (i.e. Stock Inspectors) on plant.

Develop and implement Emergency Disease Response Plan in the event of Notifiable

Disease identified on plant

Key Achievement: Developed the first multispecies abattoir (Cowaramup Exotic Meats –

Cowaramup) for export status and the QA systems required under the EMO regulation/act.

Secondly promoted and increased awareness of animal welfare aspects to the coal face

workers especially at the front end of the chain – resulting in a significant decrease of

welfare breaches within the larrage area, holding pens and front-end of the chain at all the

abattoirs I was stationed on. Further to this assisted with the first official religious (Halal)

audit in Australia at the Cowaramup abattoir.

Veterinary Professional Experience

1991 - 2013

1. Dec 2009 – Sept 2011 - On Track Veterinarian – Contract to Western Australian

Greyhound Racing Association (WAGRA).

Accredited OTV for WAGRA on Cannington, Mandurah and Northam Racetracks.

Current member of the Veterinary Panel – Contributing to regular review of policies and

strategies’ for the industry.

Key Achievement: Initiated succession planning for continuing veterinary support

services in WA and establishing 1st Postgraduate OTV cadetship in 2010-2011. Secondly

helped develop the Post-Exercise Distress Syndrome - PEDS (Hypoxia) Policy which

markedly reduced the incidence on track of PEDS affected greyhounds within 6 months of

implementation of policy.

2. Nov 2008 – Sept 2011 - Self Employed – Consultant Veterinarian

(Free-lance/Locum).

The focus of my consultancy service is to provide a comprehensive range of options -

supplementing and supporting established veterinary services by providing a holistic

approach, as well as providing full consultancy services to greyhound clients.

Key Achievement: Working with industry participants to increase awareness and

therefore expanded the use of alternative treatment options and injury management for

their greyhounds. Reducing the reliance on tradition medications and use of natural

supplementation to support the greyhound as an athlete and in line with the zero tolerance

rules of racing.

3. May 2008 – Nov 2008 – Emergency Consultant Veterinarian - Murdoch Pet

Emergency Centre, Murdoch University, Murdoch WA

After hours consultancy support for emergency centre

Assessment, treatment/stabilisation and Intensive Care for patients.

Key Achievement: Working with undergraduates in their final year of studies taking the

theory and putting it into practice for them. Further to that supporting them as they started

to develop effective consulting techniques and surgical skills. I also developed a working

relationship with the emergency veterinary nursing staff to identify non-emergency

situations that presented and owner not able to pay due to financial stress but deeply

concerned about the health of their pet. As these were identified I was able to quickly

assess/triage and re-assure owner that they could confidently wait until the morning for a

cheaper option of visiting their regular veterinarian before reaching the consult room.
