Respected Sir,
Reg: Agenda for the 108th Quarterly Meeting of Liaison Officers with our Association to be
held on 04.03.2020 at Central Office, Mumbai.
Our Association is heartily thankful to the LIC Management for fixing up the Quarterly
Meeting with our Association to redress the grievances of SC/ST/B Employees and Officers
working in the Corporation. The Agenda for the quarterly meeting is as under:-
AGENDA PART – 1
A. To review the action taken on the agenda of previous quarterly meeting dated 21.09.2019.
1. To wave the penalties imposed upon the officers & employees of SC/ST Communities:-
Association has observed that during the tenure of Sh. Sharad Srivastava as ED(P) maximum
injustice is being done with the officers and employees of SC/ST Categories by imposing the
highest penalties upon them. The discretion was used by these officers for imposing the highest
penalties upon the employees & officers of SC/ST Categories. The entire tenure of both the
officers should be examined thoroughly, appropriate action must be taken against them and the
victims of these officers should be given justice by restoring their penalties and the discretion
should be used in favour of the officers and employees of SC/ST Categories.
2. Is it a crime to be the office bearer of the Association?
Confidential Reports of our office bearers namely Sh. Mahendra Kumar AO HRD Deptt. ZO
Patna (All India Secretary Liaison, Zonal Secretary of East Central Zone Patna and Divisional
Secretary of Patna DO-I), Sh. D.N. Jadav Branch Manager BO-I Ahmedabad (Zonal Secretary
Western Zone Gujarat Region) and Sh. Onkar Ram HGA DO Allahabad (Divisional Secretary
Allahabad Division) had been spoiled on the basis of to be the office bearer of the Association.
(The CR's are enclosed for ready reference). Such CR's should be rectified, the office bearers of
our Association should be given promotion and the action should be initiate against the officers
who are caste biased and daring to spoil the CR's of our office bearers in spite of the fact that
they are excellent workers of the Corporation.

3. The representation of the Officers of SC/ST Category on deputation in Ministry of
Finance:-
The Association has observed that 100% reservation is being given to the General Category
Officers in the posting in Ministry of Finance on deputation. Is there any restriction about the
officers of SC/ST Communities for not giving them posting in Ministry of Finance?
4. Nomination of SC/ST Officers for Abroad Training:-
This issue of Nomination of SC/ST Officers for Abroad Training was discussed during the last
Quarterly Meeting dated 21.03.2012 it was decided that in the coming days some Officers from
SC/ST Community should be nominated for Abroad Training. Let us know the Association that
how many SC/ST Officers had been nominated for Abroad Training during the current financial
year 2017-2018?
5. Abroad posting to the Officers of SC/ST Categories:-
Let us know the Association about the latest position of foreign postings of the officers of SC/ST
Categories in the light of directions of Hon'ble Parliamentary Committee in the current financial
year 2018-2019.
6. The fate of implementation of the circular issued by Govt. of India for purchasing the
goods/articles from the businessmen of SC/ST Category in the ratio of 4%.
The Govt. of India has taken the decision that the goods/articles will be purchased from the
firms/companies headed by SC/ST Community Businessman in ratio of 4%.
Let us know the fate of these directives of Govt. of India? Whether this circular is being
implemented in LIC of India? Please give the details.
The decision of Govt. of India in this regard should be implemented in LIC of India.
7. Wage Revision:-
The long pending wage revision should be settled at the earliest in the interest of the Employees
& Officers of SC/ST Categories as it is pending since 1st August 2017.
8. New Promotion Policy for promotion of Class-I Officers (upto DM Cadre) should not be
introduce in LIC of India as which is against the interest of SC/ST Officers.
9. Discrimination in posting with SC/ST Officers no representation in CC Department:-
There is no representation of the officers of SC/ST Category in CC Department in Central Office
Mumbai. Out of 8 R.M. (CC) no officer belongs to SC/ST Category. Is there any restriction to
give posting to the officers of SC/ST Category in CC Department?
10. Discrimination in posting with SC/ST Officers no representation in Marketing
Department:-

There is no representation of the officers of SC/ST Category in Marketing Department in Zonal
Offices. Out of 10 R.M. (Marketing) no officer belongs to SC/ST Category. Is there any
restriction to give posting to the officers of SC/ST Category in Marketing Department?
11. Discrimination in posting with SC/ST Officers no representation in P&IR Department:-
There is no representation of the officers of SC/ST Category in P&IR Department in Zonal
Offices. Out of 8 R.M. (P&IR) only one officer belongs to SC/ST Category in South Zone
Chennai. Is there any restriction to give posting to the officers of SC/ST Category in P&IR
Department?
12. Discrimination in posting with SC/ST Officers by giving them posting in CRM
Department:-
LIC of India is kind enough towards the officers of SC/ST Categories by giving them posting in
CRM Department in the ratio of more than 65%. Out of 8 R.M. (CRM) working in all 8 Zones 5
belongs to SC/ST Category. The officers of General Category should also be provided this great
opportunity to serve the Corporation in CRM Department at least in the ratio of 77.5% as per
their existing strength and out of 8 at least 6 R.M. CRM should be given posting from General
Category.
13. Representation of brokers of SC/ST Community in Estate Deptt.:-
The Estate Deptt. in all Zonal Offices are preparing the panels of brokers for giving the Estate of
LIC of India on rent unfortunately all brokers belongs to General Categories. The Zonal Offices
may be directed to give opportunity to the brokers belongs to SC/ST Categories and they should
also be taken in the panel of Estate Deptt.
14. Representation of publishers of SC/ST Community in printing work:-
The LIC of India is giving the printing work like printing of diaries, proposal forms etc. and the
work orders of crores and crores rupees are being given to General Category publishers/printers.
As per the Govt. of India guidelines the printing work should also be given to the people of
SC/ST Category.
15. Representation of the brokers of SC/ST Community in the sell purchase of shares the
Corporation:-
The sell purchase of the shares in LIC of India is being done through brokers and LIC is paying
crores and crores rupees to the brokers in sell and purchase of shares. Unfortunately since the
formation of LIC of India the sell and purchase work had not been given to any broker from the
SC/ST Category. As per Govt. of India policy the opportunity should be given to the upliftment
of SC/ST Communities by providing them proper opportunity in all areas. LIC is requested to
enroll the brokers of SC/ST Categories in the sell purchase of the shares of the Corporation.
16. Basic amenities like Computer, Telephone, Furniture etc. should be provided in the
Association Office of Central Committee New Delhi:-
Hon’ble the then Chairman has provided office space to the Central Committee of our
Association in United India Life Building Connaught Place New Delhi. But basic amenity like
Computer, Telephone, and Furniture etc. has not been provided so far. National Commission for
SC, Govt. of India and Ministry of Finance has also taken the decision for providing Office
Space to the SC/ST Association at Central, Zonal & Divisional Level with all basic amenities.
The Associations working in Public Sector Banks and GIC are enjoying the Office Space with

all basic amenities as the management has already provided all these facilities with Office Space
to them. In the light of above discussion all basic amenities should be provided in our office of
Central Committee at the earliest.
The Association has received the communication dated 08.09.2017 from Hon'ble Parliamentary
Committee on the Welfare of SC/ST (copy enclosed). The management has misguided the
Hon'ble Parliamentary Committee as under.
"There are no instructions as regard to providing computer or furniture" which is very
unfortunate while the instructions of Govt. Agencies are as under.
The instructions issued by Hon'ble Parliamentary Committee should be read as under.
"Office space should be provided to the SC/ST Employees Welfare Association at DO, ZO
level with Furniture, Telephone and other facilities"
The instructions issued by Hon'ble National Commission for SC should be read as under.
The management/department may also consider provided appropriate office space,
telephone and other necessary facilities for the effective functioning of these Associations at
various levels such as HQS-Reasonable/Project/Zonal/Field etc.
The instructions issued by Ministry of Finance Govt. of India should be read as under.
The representatives of the Confederation/Association demanded for office space, telephone,
furniture and other facilities to the SC/ST Welfare Associations. It was noted that most of
the banks have provided such facilities to the SC/ST Welfare Associations at the head
office and the remaining bank management were also in the process of providing such
facilities as early as possible.
17. Adequate representation of the officers of SC/ST Categories in all cadres:-
It is kindly requested to ensure that adequate representation should be provided to the
officers of SC/ST Categories in all above cadres.
18. The fate of the Central Office circular dated 20.06.2007 issued by ED(P) in regard for
holding the quarterly meeting with Welfare Associations:-
The Central Office has issued a circular dated 20.06.2007 (copy enclosed as enclosure no. 1
Page No. 27) for holding the quarterly meeting with Welfare Association. The contents of the
letter should be read as under. "I am sure depending upon the existence and role of each of
group in your territory you will take suitable action so that suitable forum providing to the
representatives of the SC/ST Employees". It is observed that in some Divisions the SDM's are
holding the quarterly meeting with one or two persons and creating groupism among in the name
of quarterly meetings. In some Divisions the SDMs are not conducting the quarterly meetings
with the group of 25 or more members. The same thing is happening in the nomination of
training sessions on SC/ST matters in Zonal Training Centers.

It is kindly requested that clear cut guidelines should be issued in this regard so that this
grievances redressal forum (quarterly meeting) may be used for the Welfare of SC/ST
Employees and Officers and the misuse of this forum may be avoided.
19. To conduct the Quarterly Meeting and Training Session on reservation matters in South
Zone Chennai:-
In spite of the above instructions of Central Office the quarterly meeting and training session on
SC/ST matters had not been organized at Zonal and Divisional level in South Zone Chennai
since 2007 why? Who is responsible for not providing this forum of quarterly meeting to the
SC/ST Employees and Officers in the South Zone? What action the Central Office has taken
against the officer incharge responsible for this injustice?
Kindly fix up the date of quarterly meeting and training session on SC/ST matters in South
Zone Chennai with our Association at the earliest.
20. Special recruitment in the cadre of sub staff for filling up the backlog vacancies of SC/ST
Categories:-
Thousands and Thousands temporary were recruited in LIC of India in the cadre of sub staff as
per the direction of Hon'ble Supreme Court. All temporaries were recruited against unreserved
vacancies. There is a backlog of SC/ST Category in this cadre. The issue of backlog vacancies in
the cadre of sub staff was discussed with the then ED and they were agreed to fill up the backlog
vacancies by launching special drive.
It is requested that the backlog vacancies of these categories in the cadre of sub staff should
be filled up immediately by launching special drive.
21. Display the photographs of Bharat Ratna Baba Saheb Dr. B.R. Ambedkar in the Offices
(Cabins & Halls) of the Corporation:-
Central Office has given the directives to all the Offices of the Corporation to ensure that after
the renovation of the Offices the photographs of Bharat Ratna Baba Saheb Dr. B.R. Ambedkar
should be displayed honorably in the Offices of the Corporation (Cabins and Halls) of the
Corporation. In spite of the revised directives of Central Office, the photographs of Bharat Ratna
Baba Saheb Dr. B.R. Ambedkar had not been displayed so far.
C.O. is requested to ensure that the Photographs of Bharat Ratna Baba Saheb Dr. B.R.
Ambedkar should be displayed honorably within a time limit.
22. Celebration of Birthday of Bharat Ratna Dr. Babasaheb Bhim Rao Ambedkar:- In various
Zones and Divisions at the pious occasion of Birthday of Bharat Ratna Dr. Bhim Rao Ambedkar,
the grand functions are being organized. In Northern Zone the function is being organize every
year on 14th April at Parliament Street, New Delhi. On the very next day Zonal Manager goes to
any school of poor area and distributes books, school bags, copies, pencils, biscuits etc. to all the
poor students of the school.
It is requested that CO should take initiative and issue instructions to all the offices of the
corporation to celebrate the Birthday Function of Bharat Ratna Dr. Bhim Rao Ambedkar
and to distribute books, school bags, copies, pencils, biscuits etc. at this pious occasion
among the poor students of the school.
23. The latest literature on Bharat Ratna Dr. B.R. Ambedkar should be provided in all
libraries of the corporation:-

The latest literature on Bharat Ratna Dr. B.R. Ambedkar including their Hindi/English volume
should be provided in all libraries of the corporation.
24. The Association representatives should be sponsored for abroad training:- The Association
representatives should be sponsored for abroad training.
25. The HFL is doing discrimination with the employees who are taking the loan second time
for the construction of their house. It is reported to the Association that all the Employees
of the corporation are facing this problem as the HFL Authorities are granting housing
loan in the name of repair in place of reconstruction. It is harming the Employees
financially:-
It is requested this matter should be taken up with HFL so that this matter may be
resolved in the interest of the corporation.
26. The S.D.M. In-Charge having the anti SC/ST attitude should be removed from the post of
S.D.M. In-Charge:-
In most of the Divisions the S.D.M.s are working under pressure of General Trade Union
Leaders. All the decisions taken by the S.D.M.s are seems to be affected under the pressure of
General Trade Union Leaders. The S.D.M. In-Charge having the anti SC/ST attitude should be
removed from the post of S.D.M. In-Charge.
A. The attitude of SDM In charge Jodhpur and Kanpur is against the SC/ST Community. Even
though they are not behaving properly to the representatives of the Association and their basic
aims is to work against the interest of SC/ST Communities.
It is kindly requested that the SDM Incharge who are biased against the SC/ST Categories
should be removed from the post of SDM Incharge in the coming promotion round 2020.
27. Association representatives at Central, Zonal and Divisional level should be taken in
confidence at the time of deciding the postings:-
Association has observed that the SDM's and ZM's are taking in confidence to the General
Unions at the time of deciding the postings in all cadres. They are knowingly ignoring the SC/ST
Association at this juncture resulting painful/inconvenient postings of SC/ST Employees &
Officers.
It is kindly requested that CO may issue certain guidelines so that the ZM's and SDM's
may invite the Association for the discussion before deciding such postings.
28. Termination of Development Officers belonging to SC/ST Categories:-
Let us know the Association that how many Development Officers have been recruited during
last 10 years and how many terminated please provide the comparative data with General
Category means how many Development Officers have been recruited under General Category
and SC/ST Category and how many terminated of these categories.
29. To relax the service norms of Development Officers:-
In absence of sufficient number of policies the Development Officers specifically belongs to
SC/ST Community are not in a position to save their service and in coming days most of the

Development Officers will be terminated by the corporation due to their high cost ratio. Under
the circumstances the existing service norms in this cadre should be relaxed 1. Number of lives
2. Number of Qualifying Agent 3. Amount of first year premium should be relaxed by 25%.
30. Reservation policy must be implemented in all subsidiaries of LIC like LIC Housing
Finance Limited, LIC Mutual Fund etc.:-
Reservation policy must be implemented in all subsidiaries of LIC like LIC Housing Finance
Limited, LIC Mutual Fund etc.
31. Representation of SC/ST Employees in Sports Activities in the Corporation at C.O., Z.O.
& D.O. Level:-
Association has observed that the Athletes of SC/ST Communities have not been provided the
opportunities for involving them in Sports Activities. This is caste based discrimination with the
Athletes of SC/ST Communities. The detailed data should be provided to the Association that
how many SC/ST Employees had been recruited by the Corporation under Sports Quota and
what is their present status in Sports activities at International, National, Zonal & Divisional
Level.
32. Disposal of the Grievances of SC/ST Employees registered in the Grievance Registers at
Branch, Division, Zonal and Central Level:-
Let us know the Association about the latest position of grievances registered the Grievance
Registers at Branch, Division, Zonal and Central Level. Let us know about the disposal of the
grievances at all levels.
33. Outsourcing must be stopped:- Outsourcing must be stopped in the interest of SC/ST
Communities.
34. All the information pertaining to the SC/ST Employees and Officers should be furnished to
the Association at DO, ZO and CO Level.
35. Office Space to the Zonal and Divisional Committees of our Association:-
Hon’ble National Commission for SC, Govt. of India and Ministry of Finance has also taken the
decision for providing Office Space to the SC/ST Association at Central, Zonal, Divisional
Level. The Associations working in Public Sector Banks and GIC are enjoying the Office Space
as the management has already provided Office Space to them. In the light of above discussion
the Office Space with all necessary facilities should be provided to our all Zonal and Divisional
Committees at the earliest.
36. In the light of OM No. F. No. 5/11/2010-SCT (B) dated 17.08.2011, Govt. of India, Ministry
of Finance, Department of Financial Services, the Office Bearers of Association should be
exempted from transfer and posting:-
Govt. of India, Ministry of Finance, Insurance Division vide letter dated 17.08.2011, has taken
the decision to consider the demands of the Association for not transferring two or three office
bearers even at the time of promotion. The Ministry has clarified that two or three office bearers
should be given posting at Central, Zonal and Divisional headquarters. This is very painful to the
Association that in case our Association the management is not implementing the ministry of
finance directives. Why?

It is requested that the top office bearers of our Association may be accommodated at their
Headquarters.
37. Rational posting should be given to the Officers and Employees of SC/ST Community:-
SC/ST Employees are being recruited & promoted in the ratio of 22.5% but at the time of
Posting/Transfer they have been given posting at farthest places in the ratio of more than 50%.
The SC/ST Employees/Officers are always junior in age in comparison of general category
employees. At the time of every promotion they have to go farthest places from their choice
places.
It is requested that instructions should be issued to All Zones and Divisions that at the time
of deciding the farthest postings the SC/ST Employees should be given such farthest
posting in the ratio of their percentage i.e. 22.5%.
38. Scholarship to the brilliant students of the corporation for higher education:-
Many PSUs like Canara Bank, State Bank etc. had announced the National Scholarship to the
brilliant student for Higher Education in abroad. Whether LIC of India is doing anything in this
regard?
39. Golden Jubilee Foundation is a registered charitable trust working for promoting the
following objectives. Kindly provide the details of last 10 years of distribution of Golden
Jubilee Funds for the following objectives:-
1. Promoting Education.
2. Advancement of Health care and Relief of Poverty or distress to under privileged sections of
society.
3. Provide infrastructural support to the registered non government organization working in the
various parts of the country for charitable purposes for construction of Hospitals, School
building and classrooms, vocational training centers, libraries, computer centers, old age homes,
hostel buildings etc.
4. Whether the funds of Golden Jubilee Foundation may be utilized for Temples, Churches, Budh
Vihars etc.
40. Kindly provide the details of the distribution of Golden Jubilee Fund sanctioned during the
financial year 2018-2019:-
As per the information given by the Board Secretariat Central Office Mumbai, a grant of
Rs. 12.50 Crores has been sanctioned under Golden Jubilee Funds to various Organizations in
the financial year 2018-2019. Let us know whether any Organization working for privileged
sections of society has been granted any sanction.
Kindly provide the details of the distribution of Golden Jubilee Fund sanctioned during the
financial year 2018-2019.
40. (A) Distribution of Publicity Fund:-
The LIC is having big funds for its publicity which is being controlled by CC Department. LIC
is giving advertisement for display of banners, magazines, TV Channels, TV Display etc. Let us

know the Association that how much amount had been granted to the vendors of SC/ST
Community in the above heads during last 5 years? How many vendors of SC/ST Community
are enrolled with CC Deptt.?
41. Posting should be avoided of SC/ST Employees in Atrocity Prone Areas:-
Various State Governments have identified and listed out the atrocity prone areas under the
SC/ST (Prevention of Atrocities Act 1989). The same was notified by the Ministry of Social
Justice and Empowerment, Govt. of India, LIC CO, had also issued a circular on 05.11.1990 on
the above subject and emphasis was given to officials about avoiding posting of SC/ST Officers
and Employees where caste atrocities and discrimination is apprehended. But this circular is not
implemented so far and SC/ST Officers and Employees were posted everywhere without
considering the above fact. Hence CO is requested to do the needful in this regard.
42. Caste based discrimination with the officers is belonging to SC/ST Category:-
Association has observed that the officers of SC/ST Community are falsely implicated in
vigilance cases although there is no involvement of any kind of SC/ST Employees. Their
promotion are being held on the basis of false complaints which have no relevance sometimes it
is observed by the Association that the LIC Management is taking action on the complaints
which are not signed by anybody. This is a conspiracy against the officers of SC/ST Categories
to spoil their career.
The Corporation should take serious initiative to check all these things so that the career of
SC/ST Employees & Officers may not be affected adversely.
43. Furniture allowance should also be given to Class II & Class III Employees like Class-I Officers
and instructions may be issued at the earliest.
44. The mobile reimbursement amount of mobile charges to Class III Employees should be
increased up to 900 in place of 300 on quarterly basis.
45. To withdraw the letter Ref: CO/PER/ER-/CL-52 dated 03.11.2018:-
The then ED(P) has issued the above mentioned letter which is against the interest of SC/ST
Employees and Officers the same should be withdrawn immediately.
46. Restoration of increment of SC/ST Employees & Officers participated in Bharat Band
dated 02.04.2018:-
Due to the Bharat Band on 02.04.2018 our members could not reach the office as there was
disturbance all over the country. The LIC has treated our members as unauthorized absence for
02.04.2018. It is kindly requested that the increment of SC/ST Employees & Officers should be
restored by sanctioning the leave for 02.04.2018.
47. Three days training session on reservation matters in place of two days:-
In presence of Secretary (P&IR) Mr. K.G. Verma Ex Addl. Secretary Govt. of India in the
capacity of faculty has confirmed that two days session is not sufficient to explain about the
changes in reservation matters and at least minimum three days session should be conducted. It

is kindly requested that the training session on reservation matters should be increase for three
days in place of two.
48. To conduct the Promotion Test in regional languages:- Promotion test for Class III & IV
employee should be conducted in regional language Question paper for written test should be
provided in Hindi/Marathi and English language.
49. Implementation of DOPT Office Memorandum 36011/3/2005 Estt/Res.Govt. of India dated
9th Sept 2005:- Implementation of DOPT Office Memorandum 36011/3/2005 Estt/Res.Govt. of
India dated 9th Sept 2005 regarding Caste validity of all ST existing employees of LIC
(Judgment by Supreme Court dated 6th July 2017 regarding False Caste Certificates).
50. Loan for Kids:- Issue of Education Loan for kids. (Refer Cir No. CO/Per/ER-A/101/2015) LIC
is allowed the Education Loan for LICian's Kids - per child Rs. 10,00,000/- but there is a
restriction of availing of loan i.e. only two times. If any child want to persue for further studies
or increase his Degrees/Diplomas he may be allowed No. of Times upto maximum limit of
10 Lacs.
ZONAL PROBLEMS
East Central Zone (Patna)
51. Review of Punishment imposed to Sri P.K. Ranjan, AAO, SR No. 354004, Sultanganj SO
(Bhagalpur Division): Sri P.K. Ranjan was posted at Haweli Kharagpur SO under Munger
Branch of Bhagalpur division as AAO. A theft of Rs. 8,00,000/- (Approx) was occurred and a
daily wager was involved in the incident. In this case Rs. 196000/- was recovered from daily
wager. Departmental proceeding was done against Sri P K Ranjan, AAO and Branch Manager as
both were the key holders. But while the decision came it is found that Sri P. K Ranjan was
demoted from AAO to HGA cadre with 50% recovery of unrecovered amount. But the branch
manager who was also the key holder on that day was punished only 50% recovery of
unrecovered amount with one decrement. Thus in the same fault two different type of
punishment imposed. Sri P.K. Ranjan belongs to SC category and punishment was imposed by
Zonal Authority. He is presently posted as HGA, Munger Branch under Bhagalpur division.
Hence, our Association request to kindly review the case sympathetically and provide justice by
reverting him as AAO.
52. Review of Punishment imposed to Sri Bishwanath Mahto, SR No. 334408, (Case No 11042/
2017) Muzaffarpur DO (NB) Deptt. Sri Mahto was AAO and posted at Motihari Branch under
Muzaffarpur division. Due to wrong NEFT data entry in the year 2014, loan amount was paid to
wrong bank account which was recovered later. Hence, our Association request to kindly review
the case sympathetically and revert him as AAO.
53. Justice should be restore with Sh. Hoshiyar Singh DM Patna DO-I:
Sh. Hoshiyar Singh has been promoted in the cadre of D.M. at Patna DO-I. He is suffering from
heart decease (medical papers are enclosed). His wife had been expired and there is nobody to
look after his children. He may be transferred at Rohtak in any position as a very special case.

54. In East Central Zone Patna out of 11 SDM's not even a single SDM Incharge belongs to SC
Community. Due representation should be given to the officers of SC/ST Community in the
coming promotion round 2020.
Eastern Zone (Kolkata)
55. Special Drive for Recruitment of Peon: As per Notifications of Appointment of Peons in LIC
of India dated 20.05.2011, it was clearly mentioned that all appointment shall be as per roster
points and provisions relating to reservation must be followed. But in EZO JURISDICTION
there were 1150 (aprox) selected eligible candidates (who were recruited as class-IV employee)
where SC/ST reservation policy was not followed. The EZO Authority has assured that
immediately on completion of the recruitment process they will notify for special recruitment
drive only for SC/ST candidates. But no recruitment notification has done till date. 8 years have
already been passed. Those (1150) employees who have got their appoints in various places in
eastern zone by the court verdict on that time have got further promotion to the cadre of Record
Clerk and in the mean time some of them have got promotion in the cadre of Assistant also. The
people who were employed temporary basis and now have been recruited as class –IV employee
without maintain the roster points. Our people are totally deprived on that post for about last 8
years. We again appeal for immediate notifications for the recruitment of peons for SC/ST posts
as special drive.
56. Problems of Non Promotion: The employees of SC/ST Community working in Assistant cadre
and posted in various offices under Eastern Zone are suffering from non promotion. The entire
direct recruited Assistants from 1991 to 1996 are working in the cadre of Assistant and have not
been promoted in the cadre of HGA. The LIC of India may ensure that these effected employees
of the corporation may get promotion in the coming promotion round.
57. Pension: On behalf of our association we want to congratulate and thanks a lot to LIC
Management for giving on more pension option. Simultaneously we are sorry to mention here
that LIC Management has deposited a certain amount of money equal to PF for each of pension
holders and invest this fund in its own way. Same way the LIC Management has deposited same
certain amount of money and invest this fund in its own way for optimum benefit of CPF
holders. So it is clear that the CPF opted has no hands to invest this amount. LIC authority has
invested this CPF fund and gets 2 to 3 lacs less benefit from that fund. And now LIC authority is
trying to collect this loss amount from CPF opted. It this loss is actually occurred who is
responsible for this loss. Individual Employee or not? If not why CPF opted have to suffer to pay
this big amount. Our appeal is please re-think and re-calculates this, so that this punishment
amount must be removing.
58. T.E. Bill: Our Association’s stand is honesty is the best policy. We never demand any amount
which is not permissible to LIC manual or rules. But when anybody perform the duty of
conducting election in same municipal area where belongs to headquarter. No DA is payable.
But Kolkata Corporation is a cluster of municipalities under a vast area. Anybody to perform the
election duty has compulsion to night halt. By arranging a non-residential place (school/clubs)
for residential purpose for somehow. He has no right to go home and come from his home. But
it comes under non-tour T.E. Bill rules. Our appeal is please treat such type of cases as tour
outside the municipal area. T.E. Bill must be settled when night hold is compulsory and election
duty in megacity area.
59. New Daily Wager: In last few years LIC authority issued instructions not to appoint any people
as casual employee. It is strictly prohibited. Last 20 years LIC authority has faced court case in
this matter. It is a painful situation that many branches have been doing office job by people

from outside. They are being engaged by unions or concern branches. They have been paid a
large amount of money for their work. This illegal practice is going on against the instruction of
LIC. Our appeal is to stop this ill practice immediately.
60. Situation of Class –I Officers in BO: Our Respected the then Chairman Mr. D.K. Mehrotra said
“I do not expect 100% perfection but I definitely believe there should be 100% effort. A person
should try. He may not be succeed in the first go and its fine but effort and sincerity should be
demonstrated. In this context. Mathew ji said “In my own carrier I knew my bosses to be
supportive and forgiving him. This is our culture. But some officers create such a culture that
the boss is not employee of LIC. They are the owner of LIC. They always threat their
subordinates to issue show cause letter to suspend them. They never send their employees for
induction training and never helps to know the procedure of work. If new promote officers
come, they push them in heavy pressure at heat chamber to remold them as an inanimate object
and pressurize to come office even on holidays. If anybody express his unwillingness to come
office, then and then a show cause letter is issued to him. It is very unbearable and painful
situation for the concerned employee/officer. Our appeal is to stop this ill practice and
tendencies. Otherwise this problem will create a cancer in the organization.
61. Inter Division own seeking transfer for Class III: We strongly demand for all the candidates
who have applied in the meantime.
62. Left out Daily Wages Employees: There are hundreds of disqualified persons working as daily
wagers who were not allowed to sit in the written test for recruitment of peons. We demand
adequate representation of SC/ST people.
63. Opening of SO: The mission and vision of LIC is to sale insurance policies to each and every
people of India and bring them under LIC coverage. In Silchar Division, there are so many
places where it is urgent need to open more and more satellite BO such Lakshipur It is a Sub.
Divisional City. But there is not LICI BO. Kalain, udarband under Silchar BO, Patharkandi,
Anipur under Karimganj BO Lala, Katakhal under Hailakandi BO where it is urgent need to
open SOs. So our demand is to open more and more SOs in that places.
Western Zone (Gujarat Region)
64. Modify the rule of qualification 10+2+3 and at addition 10+3+2:-
Addition of educational qualification in the case of Shri J R Parmar, RC, SR NO-458017, F&A
D.O. Deptt, Ahmedabad.. Shri J R Parmar has been appointed in the cadre of R.C. on
compassionate ground and after completion of his three years of diploma in electrical
engineering after 10th std. pass, he got admission in the second year B.A. in the Saurashtra
University as per the circular issued by the Secretary, Gujarat Secondary Education Board,
Gandhinagar. Shri J R Parmar has completed his second and third year B.A. in the Rajkot
University and the Saurashtra University has conferred upon him the graduation certificate.
65. Shri J.R. Parmar has completed his graduation in the following pattern. 10+3+2 (10+3 years
Diploma Engineering + second and third year B.A). As per the prevailing rules in LIC those
employees who have completed their graduation in the following pattern may only be
treated as graduate. 10+2+3 Shri Jigar Parmar has completed his graduation as per the
directives issued by the Education Department of Gujarat Govt. which LIC management
does not consider.

So, we request you to kindly take up the matter with the appropriate authority with
recommendation for the amendment in the pattern for completion of graduation. B. As per rule
of LIC to clearance vigilance case in stipulated time Vigilance Case NO-1347, Shri. K S Gohil,
AAO, SR NO-199968, CBO NO-13/857.
66. As per rule of LIC to clearance vigilance case in stipulated time
Vigilance Case NO-1347, Shri. K S Gohil, AAO, SR NO-199968, CBO NO-13/857Shri K S
Gohil is a 26th batch Direct Recruited Officer. When he was posted at Jambusar Barnch
under Vadodara D.O. there was a case of missing O.Rs in Branch on 03-05-2014 when he was
on sanctioned leave from 01-05-2014 to 04-05-2014. Even though his explanation in the same
case was called for by the management of Vadodara D.O. 29-03-2017 which was received by
Shri Gohil on 19-04-2017 and the reply of the same was given by Shri Gohil on 25-04-2017
requesting the management to provide him the necessary documents to enable him to give his
explanation to the utmost satisfaction of the management. But to the utter surprise, the
management of the Vadodara D.O. provided him the necessary documents vide their letter dated
15-01-2019 i.e. after elapsed of nearly two years.
The consequences faced by Shri Gohil due to prolonged and delayed inquiry proceeding are
(i) He was not considered eligible for job rotation. (ii) Local management did not issue him an employer’s certificate for availing housing loan.
(iii) He may not be considered fit for further promotion. (iv) He has been facing stress and mental harassment.
Sri K.S. Gohil was not apparently involved in this case, he is innocent. Kindly exclude from the said case
at the earliest.
67. In the case of other division transfer of Smt. Sangitaben B. Patel SR NO-454068 transfer to be
considered on spouse-to spouse ground and as special case, from Nadiad division to Surat
division. She was completed 5 years at Nadiad D.O. Now Nadiad division and Surat Division
have to consider her transfer as a special case with approval from Zonal office. We request you
to make recommendation to Nadiad D.O. and Surat division because her husband Sri. Bipin
Patel is working has HGA in Surat Division CBO-2/863 and his wife Smt. Sangitaben is
working in Nadiad D.O., since more than 8 year. So it is very difficult to maintain their family.
Kindly consider her transfer immediately.

been spoiled by the reporting/reviewing officers. The CR of Sh. Omkar Ram should be rectified
and action should be taken against the officers concerned who had spoiled the CR.
82. In CAB of Varanasi Division financial fraud was done by Sh. Vivek Srivastava Assistant SR No.
704558. In this matter explanation letters has been served to several officers and employees
including Smt. Sharda Devi the then AO now ADM STC Varanasi. She is Zonal Working
President and All India Secretary Plng. & Publicity of our Association. As there is no
involvement of Smt. Sharda Devi in this financial fraud so her name should be removed from
this case.
83. In Manduadih Branch, Varanasi Sri Subhash Chand Bose HGA SR No. 220329 has transferred a
policy to East Central Zone, Patna DO-2 Danapur Branch (51-D) as per the rules of the
Corporation, later on a policy loan was taken on this policy at Danapur Branch. Policy holder is
denying for taking this loan. This year this policy is being transferred to NCZ with loan. A letter
is given to Sri Subhash Chand Bose for 1 decrement. As he has completed all process as per
Corporation rules and regulations, he should be given clean chit in the matter.
84. Reappointment of Sri Avinash Chandra Vimal, Dev. Officer, SR No. 232934 Billhaur Branch,
DO Kanpur as he has serve Corporation more than 9 years.
85. MEDICLAIM SCHEME (NCZ) - Due to delay in sanctioning cashless mediclaim, treatment
does not start by Hospital in time, also claim settlement by TPA is delayed. Many time less
amount is sanctioned. Kindly resolve all issues relating to TPA.

86. Closure of vigilance enquiry against S.R. No. 561254 Shri T.Sampathkumar, BM, CBO-16,
Adayar under Chennai Division-I:-
Shri T. Sampath Kumar has been working as a Branch Manager in CBO-16, Adaiyar under
Chennai Division-I since June, 2018. Prior to this, he worked as Branch Manager in City
Branch-26, Egmore under the same Division-I. Moreover, he is an Office Bearer of our WALIC
Association. One vigilance case is going on against him in a cheque dishonor case that happened
in Egmore Branch in March, 2016.
The proposer, Shri C. Ravindar is the own son of the agent Shri C. Chandrasekaran. The agent
is a close relative of the Development Officer Shri D. Mohan. Moreover, the proposer, Shri C.
Ravindar is a popular film producer. The Agent took a Jeevan Akshay-VI (Immediate Pension)
Policy on his son’s life Shri C.Ravindar in March,2016. The Cheque was dishonoured due to
insufficient funds, but pension record was not at all escalated. No cash award was paid either to
the agent or to the Development Officer or to the Branch Marketing Officials. The department
had paid the commission to the agent and Incentive Bonus to the Development Officer.
Subsequently, the Commission and the Incentive Bonus amounts were recovered from them.
Therefore, the Agent and the Development Officer are the real beneficiaries.
Shri T. Sampath Kumar has neither misappropriated nor causes any loss to the Corporation, but a
departmental enquiry was initiated against him in May, 2018.
Again a de novo enquiry was initiated against him in January, 2019. He was not at fault. He is an
innocent Officer. For no fault of him, an enquiry is being conducted against him. He is being
tortured like anything. So it is an act of sheer discrimination made against the innocent officer.
The Management is acting with an intention to somehow corner or punish the innocent officer
because he is an Office Bearer of our WALIC Association.

89. The Biased Confidential Reports of SC/ST Officers and Employees:- The Association has
observed that maximum injustice is being done by the General Category Officers at the time of
filling the confidential report of the officers of SC/ST communities. Association has got the
copies of a number of C.R’s of SC/ST officers and found that C.R’s had been filled with a biased
and Anti SC/ST attitude. The above fact has presented to our Zonal Manager Western Zone but
Zonal Office has not taken corrective action. The following officers are the example of
discrimination. It is requested to restore justice by promoting the following officers in the
coming promotion round 2020.

90. SC/ST Grievance register complaint pending in Pune DO-II:- Our member Sri. W.R.
Wanare, currently Manager O.S. in Pune I. It was observed that Pune II Division’s conference
was held on 23.6.2017 in Hotel Hyatt Pune in presence of Zonal Manger, Western Zone, Sr. DM
Pune II invited to all HOD’s of Divisional Office and all the Marketing officials Branches,
except Sri. W.R. Wanere SBM Kothrud Branch. Just to humiliate Sri. Wanere, he was not call
for the conference. From BO 94B Solapur, all the outgoing and incoming Marketing officials in
the cadre of ABMS and BM are invited, the de-rotating officer in AO cadre was also called, but
Pune II DO management felt allergy of Shri. W.R. Wanere and he was neglected. In the said
conference, the high performing marketing officials were honored with the hands of Zonal
Manager, and gift voucher of Rs. 7000/-. However Sri Wanere was kept aside for the benefit of
the conference, where he has achieved the target on five counts with Rs. 32.60 Cr. TFPP, but the
humiliation kept him aside and has to forgo the honor by the hands of ZM. He still has not
received the gift coupon of for which he is qualified. We request to you verify the above
injustice and suitable action taken against the responsible officers and Rs.7000 gift coupon hand
over the Sri Wanere by SDM Pune II.
91. Implementation of LIC of India Transfer and Mobility (of Class 3 officers) Instruction
2016, Central Office Cir.No.Per.Admn./ZD/330, dated 22.10.2016:- In this regard
Association observed that Central Office circular not implemented Pune I Divisional
Management. This act harmful to our SC/ST employee those have applied for request transfer to
Division Office. It is kindly requested to you instruct to Pune I Divisional Management
implement this circular immediately.
92. Implementation of LIC of India Transfer and Mobility of (Class I officers) Instruction
2016, Central Office Cir.No.Per.Admin./ZD/329, dated 22.10.2016:- In this regard
Association observed that only few divisions have implemented this circular. Other divisions not
implemented. It is kindly requested to you implemented at par.

these candidates are from SC/ST community. You are requested make an Arrangement for the
regular employment like the peons recruited in the Past.
96. It has been observed that in Chandigarh Division some SC/ST Employees/Officers has been
penalised due to the mistake of Efeap module, even some employees/officers has been given
feedback to SDC Pune that they have sought the clarification from DO (IT) Chandigarh, but
unnecessary letters have been issued to Cashiers without their fault.
97. It has been observed that some Sr. Divisional Manager has opinion that no SC/ST member is
mandatory in different divisional committees like staff quarter allotment committee, canteen
committee, space allotment committee, sports committee, appointment committee etc.
98. It has been observed that there is long span of period for the promotion of AO to ADM. In the
last wage revision two additional increments had been granted to DM cadre but AO cadre had
been ignored. As per the principle of natural justice at least two increments more be given to AO
cadre.
99. Our association strongly protest the co circular issued on ref/Per/ER-Disc/2015/cir.210
dated19.11.2015.which is against the employees/officers as well as corporation. This circular
may be withdrawn immediately.
100. Sh. Kamal Kumar, RM (CRM Patna) should be transferred to Zonal Office Delhi.
101. Mr. Rakesh Kumar Gaur, M.M. Udaipur is deadly anti SC/ST officer he should be shifted from
MM ship and should not be given inchargeship in corporation during his entire carrier.

round is also not considered. So far we are not getting any justice from the Central Office. Now
at least the association wants to know the valid reasons for not giving Promotions to Shri V.M.
Niranjan.
105. Smt. Valarmadhi, S.R. No. 551814, AO-EDMS-Divisional Office-II, Bangalore: This Officer
belongs to 2005 batch ADMN.OFFICER and she has been missing her promotion during the
previous Five Years, She has submitted her representation to reconsider her promotion to the
cadre of ADM. We request you to look into the issue and ensure justice is given to her.
106. To discuss posting should be avoided of SC ST Employees Atrocity Prone areas. State
Government have identified and listed out the atrocity prone areas under the SC/ST (Prevention
of Atrocity Act 1989). The same was notified by the Ministry of Social Justice and
Empowerment, Govt. of Karnataka, and also LIC of India central office had also issued a
circular on 05.11.1990 and the above subject association demanding to stop posting of SC/ST
officer and employees where caste Atrocity prone areas but the circular is not implemented.
107. Workshop on SC/ST matters at Division level: We request your good selves to advice divisional
management to conduct workshop on SC/ST matters like constitutional provisions.
108. Income Tax Rebate: There is a provision of income tax rebate to the LIC employees on housing
loan interest up to Rs. 2,00,000/- but rebate on interest portion of renovation/reconstruction of
house is only Rs. 30,000/- Rebate of interest on renovation/reconstruction should be 2,00,000/-.
109. In Mysore DO Officers of SC/ST Category are not getting request transfers even if they have
completed Four Years of Service in Mofussil Branches.
110. To discuss about the training to be given to IAA’S working in Audit Centre. IAA’S have
completed 5 years of service in Audit Centre. No Training is given to them during this 5 years
period neither in MDC nor in NIA Pune. Employees are coming under the purview of Central
Office. Last quarterly meeting also we discuss the same matter still nothing is implemented.

116. In spite of giving posting to AAO PA the LIC Management is giving posting at the post of PA to
General Category AO cadre officers which is against the staff regulation of LIC of India. It is
requested that the AO cadre officers should be removed and AAO PA cadre officers should be
given appointment at the post of PA to SDM/ZM.
117. Miscellaneous.
The following points/issues were raised by the Association during the 106th Liaison Officers
meeting held in Central Office Mumbai on 21.09.2019 but he reply given by LIC management through
the minutes of the meeting is totally unsatisfective and against the spirit of India Constitution which
provides special safeguards to the SC/ST Communities. The following points are needed to be
reconsider and required immediate rectification and such type of replies should not be repeated in future
otherwise the purpose of such structural meetings will be defeated by the management and it adversely
affects the Welfare and growth of SC/ST Employees & Officers working in the Corporation.
1. After thoroughly going through the minutes of the 106th Liaison Officers meeting held on 21.09.2019, we observe that the point-wise replies on the Agenda submitted by WALIC given and/or discussed during the course of meeting are not recorded properly and the minutes are prepared with an afterthought mind, and hence the minutes seems to be an eyewash only.
2. Our Welfare Association – herein called ‘WALIC’ is duly recognized Welfare Association by Govt. of India and by LIC of India too since 2007. And since 2007, WALIC is legitimately representing the problems, grievances and policy matters pertaining to SC/ST employees and officers in particular and also those of LIC employees and officers in general with the SDMs at Divisional office level, with the Zonal Managers/Zonal Office authorities at Zonal Office Level and with the Chairman/Competent authorities at Central office level. And the un-solved problems/ grievances at Divisional office level are included in the Agenda of discussion with the Zonal office Authorities for their redressal/solution; and in the same way the un-solved problems/grievances at Zonal level are incorporated in the agenda of discussion at Central office level. Through this well-established mechanism, our Welfare Association – WALIC is working like a bridge between SC/ST employees/officers and LIC management at various levels to help the LIC management to find a logical, amicable and honorable solution to the problems of the SC/ST employees and officers of LIC of India, and hence saves time and man-hours of LIC management. Our Welfare Association- WALIC, through our members, is committed to the all-round development of LIC of India without compromising honor and dignity of our members in particular and SC/ST community as a whole.

3. Keeping in view the mentioned sentiments and a valid and strong view point of our Welfare
Association-WALIC, it is requested to your good-self to pass on to the down-line Management and subordinate offices of LIC of India to give positive consideration to the problems/ grievances & policy matters pertaining to SC/ST employees and officers taken-up by WALIC so as to create working atmosphere free of hatred and harassment. For this, the replies and recorded minutes of Liaison Officers meeting at Central Office level should have the element of utmost positivity and transparency.
4. Reply and remarks given towards the following point of Agenda in the Minutes of 106th Liaison Officers Meeting dated 21.09.2019 needs to be reconsidered to help us to safeguard the interests of thousands of SC/ST employees and officers of LIC of India:
Point No. 1. Welfare Association demanded to examine thoroughly the tenure of Sh. Sharad
Srivastava as EC (P) for his anti- SC/ST discretionary decisions and to take action as per the
prevailing norms of LIC of India.
But in reply to this agenda item is given in general mentioning therein the rules and procedure which
is already very much in the notice of Welfare Association.
Association, once again demand to formulate an enquiry committee and examine the anti-SC/ST
decisions taken during his as ED(P) posting in these departments, and take suitable action.
Point No. 4. Deputation in Ministry of Finance:
Suitable Officers of SC/ST Communities are very much available in every cadre contributing
successfully in the growth of LIC of India and that too at par with the general category officers. It is
not understood as to why SC/ST officers are not suitable for posting on deputation in Ministry of
Finance?
Point No. 7, 15 , 16 and 41. Public Procurement Policy:
The Quantum for purchasing goods/articles/services has been increased from 4% to 5% by Govt. of
India and it is very unfortunate that no tender is received by LIC of India from a Vendor belonging
to SC/ST Community.
As per govt. of India directions, every tender document must be incorporated the relevant clause of
procurement from SC/ST vendors. Kindly set up a special desk to publicize this important Govt. of
India initiative for the economic growth of SC/ST community.
Point No. 9 to 13. … Postings in different important departments,
The stereotype replies and remarks in the minutes such as “Postings are done keeping in mind
suitability and office requirements, without any consideration of caste etc.’ is very unfortunate,
indigestive and unacceptable. SC/ST officers are working at par with the General category officers
thereby contributing in the growth of LIC of India, but due to the prevailing caste based biasness in
the country till now (which is a fact) and which is also part of human psyche in LICI too, SC/ST

officers are usually becomes a soft target while considering their posting in important departments
and important portfolios.
In view of the above, it is requested to give at par consideration to SC/ST officers while deciding the
posting in important departments and portfolios.
Point No. 18 Adequate representation to SC/ST officers;
Reply and remarks to the above point that “reservation is not applicable in respect of posts in the
cadre of AO and above” itself an evidence that SC/ST officers are being discriminated and targeted
while deciding the promotions of SC/ST officers in the cadre of AO and above. Kindly withdraw
this biased and anti-SC/ST reply /remarks, and review all non-promotion cases of SC/ST officers in
all cadres.
Point No. 26 LIC HFL Loan issues….
“The matter pertains to all the employees of the corporation…….” is very unfortunate reply on the
matters raised by Welfare Association. We are representing 28000 SC/ST employees and officers of
LIC of India and it is for your information that SC/ST employees and officers are also employees of
the Corporation. It is our legitimate right to raise all those issues which directly or indirectly affect
the interests and services of SC/ST employees/officers.
LIC HFL is a sister concern of LICI and Chairman of LICI is also Chairman of LIC HFL. Maximum
officers from LICI are posted on deputation to serve in LIC HFL. Housing Loan facility and services
are being provided by LIC HFL to the employees/officers/agents of LICI. And Terms and conditions
for grant of Housing loans to LICI staff are finalized in consultation with LIC management. Hence,
LIC HFL should deal the cases of LIC staff diligently, grant housing loan as per agreed terms
between LIC and LIC HFL and general requirements of documentation for grant of housing loan up-
to the eligible cadre loan of the LIC staff should abolished.
Point No.44, 45, 49, 51, 58, 73, 96, 109, 111, 116, 117 Furniture advance to Class II and
Class III employees, to increase mobile charges of Class II employees, promotion test in regional
language, Education loan, Pension matters, medi-claim policy.
“The matter pertains to all the employees of the corporation…….” is very unfortunate reply on
the matters raised by Welfare Association. We are representing 28000 SC/ST employees and
officers of LIC of India and it is for your information that SC/ST employees and officers are also
employees of the Corporation.
It is our legitimate and democratic right to raise all those issues which directly or indirectly affect
the interests and services of SC/ST employees/officers.
Point No. 54, 55, 101, 113 Postings/Transfers of SC/ST officers
Reply given is in contradiction to the Mobility & transfer Policy circulated in 2017 especially clause
9, 12 (d), 12 (e) and 25 (d). It is humbly requested to treat the point agenda of Welfare Association
as grievance, enquired the matter through the set mechanism of the Corporation, take remedial
action and relief to the concerned SC/ST officer/employee in the matter/s and then reply should be
submitted by LIC Management. Agenda submitted by our Welfare Association is not a question

paper of an exam and management is hurriedly submitting answers. Management should keep in
mind that the replies to the agenda of welfare Association by the Management have far reaching
impacts to the down-line management in LICI and positive considerations, replies and remarks at
CO level would definitely benefit the SC/ST employees/officers who are soft target of caste bias
discrimination, which is a curse, still prevailing in the country.
Point No. 68 Inter Division Transfer cases of Surat Division
Reply submitted by CO is in contradiction of provisions of ‘Transfer & Mobility Policy – Class III’
specifically clause 13 (B) (iii), 14 (d) and 14 (e) of aforesaid policy.
Point No. 95 Appointment on compassionate grounds
What is the definition of “Gainful employment’ as per norms and policies of LICI? Is a person
employed as a helper in a ‘Karyana Shop” (Grocery shop) on measure wages comes under the
definition of gainful employment?
Case of Sh. Kamaljit Kumar is a genuine and fit case to be considered for appointment on
compassionate grounds as Sh. Kamaljit Kumar is working as a helper in a grocery shop and he was
never appointed in any State/Central Govt. or PSU. As such, there is clear doubt on the reports or
decision of the Competent Authority at Divisional Office and Zonal Office level. Keeping in view
the above, it is requested to issue suitable instructions/guidelines to conduct afresh enquiry in this
case so as to give relief and justice to the aggrieved person.

AGENDA PART – 2
1. The proposal of IPO in LIC of India:- Our Association strongly oppose the proposal of IPO in
LIC of India by the Finance Minister in the current budget 2020 and strongly demand that it
should not be introduced in the Corporation as it is deadly against the Welfare of SC/ST
Employees and Officers and the community as a whole.
2. To display the photographs of Dr. B.R. Ambedkar:- In spite of repeated discussion/decisions
and assurances of the LIC management in various Divisions and Branches, the photographs of
Dr. B.R. Ambedkar had not been displayed. In some offices of the Corporation the old
photographs provided by Central Office in the year of 1991 are being displayed. It is requested
that the new photographs should be printed by the Central Office and the same should be
displayed all over the country.
3. Anti SC/ST officers should be avoided to give them posting in Personnel Department:- The
R.M. (P&IR) Northern Zone has refused to provide the copy of the letter issued by Central
Office regarding the nomination of office bearers nominated by the Association for attending
108th Quarterly Meeting of Liaison Officers whether this letter is secret? if not then why the
Association has been denied to provide the copy of the said letter issued by Central Office.
Whether such anti SC/ST officers should be continued in Personnel Department?
4. Sh. V.K. Dhar, SDM Delhi DO-2 should be removed from the post of SDM Incharge as he
is greatly emerged in castism and adopting the principal of untouchability with the
employees and officers of SC/ST category:- Sh. V.K. Dhar has refused to take the food with
the office bearers of the Association invited by LIC management for attending the quarterly
meeting. He has refused to offer the chair to the office bearers of the Association visited his
chamber to greet him at the occasion of New Year. In the present era the officer of such type of
mentality is enjoying the privilege of SDM Inchageship and working against the spirit of Indian
Constitution. In the interest of the Corporation Sh. Dhar should be removed from the post of
SDM Incharge immediately.
5. Violation of CO guidelines in the posting of husband wife at the same place/Division:- Sh.
V.K. Dhar SDM Delhi DO-2 by violating the Corporation guidelines has given the posting to his
wife in the same Division where he is SDM Incharge. This fact has been brought in your kind
notice with a hope that suitable action will be taken against this officer for violating the CO
guidelines/instructions.
6. Posting of SC/ST Officers as RM (Mkt.), RM (P&IR), RM (CC):- Association has observed
that in most of the zones the SC/ST officers are being denied from the posting as RM (Mkt.),
RM (P&IR), RM (CC). Not even a single RM (Mkt.) and RM (CC) belongs to SC/ST Category.
In the coming promotion round due representation should be given to the officers of SC/ST
Category in these department also.

7. The posting of SC/ST Officers as Executive Director (P) in LIC:- In the history of LIC of
India no officer of SC/ST Category has been given opportunity to serve the Corporation as
Executive Director (P). There is no restriction from any corner to avoid the posting of SC/ST
Officers in Personnel Department of Central Office as Executive Director (P). Association
strongly demands that in the coming promotion round 2020 officer belongs to SC/ST category
should be given opportunity to serve the Corporation as Executive Director (P).
8. Update and complete list of SC/ST Employees & Officers in all cadres should be provided
to the Association immediately.
9. Recruitment of Class–III in LIC the lapsations/discrepancies in the result declared for the
recruitment in the cadre of Assistant in LIC of India:-
It has been reported by our Zonal as well as Divisional Committees throughout the country that
the result declared by LIC for the recruitment in the cadre of Assistant is not declared in
accordance with the vacancies notified for different categories as under:
A. Results declared Division wise by LIC is not in accordance with the notified vacancies and also
not in accordance with the guidelines and instructions of Govt. of India.
B. Result should be declared on the basis of common ranking (Merit) of all categories in accordance
to the vacancies declared for UR category followed by the ranking list of reserved categories i.e.
for SC/ST/OBC/EWS horizontally and also sub categories such as sports quota/Ex-
serviceman/PWD etc vertically and LIC while declaring result has violated all the norms set-
forth with in this context.
C. Our Association should be apprised about the documented factual position of:
a. Provide list cut-off list of all categories – Division-wise.
b. Provide data of unfilled vacancies of all categories – Division-wise.
There is unrest among the SC/ST Communities throughout the country as the eligible candidates
of these communities had not been selected in Assistant cadre even against the reserved
vacancies allocated for these categories. No candidate of SC/ST category has been selected under
merit in this recruitment while in other institutions like State Bank of India beside the reserve
vacancies of SC/ST category, the SC/ST candidates had been selected under merit in a large
number.
It is kindly requested that the unfilled vacancies of SC/ST categories must be filled up
without any lapse of time by publishing revised result of current recruitment in the cadre
of Assistant.
10. Sh. Vinod Uniyal, SDM Incharge Kanpur should be removed from the post of SDM
Incharge for his biased, anti SC/ST attitude:- The Association has lodged FIR against
Sh. Vinod Uniyal SDM Kanpur against his regular caste based atrocities and police came to
arrest him in the premises of Divisional Office Kanpur. This officer was summand by the police
in police station many times for investigation. The police authorities also visited LIC office DO
Kanpur many times for investigation in the matter. After the interference of the worthy
Chairman and Zonal Manager Kanpur and on the basis of written apology of Sh. Vinod Uniyal,

the Association has taken the decision to withdraw the FIR in the larger interest of the
Corporation. In spite of this fact Sh. Vinod Uniyal has not stopped his anti SC/ST activities and
Association strongly demands that Sh. Vinod Uniyal should be removed from the post of SDM
Incharge immediately.
11. Sh. Rajbir Singh, SDM Incharge Lucknow should be removed from the post of SDM
Incharge for his biased anti SC/ST attitude and his regular caste based atrocities:- The
history of Sh. Rajbir Singh is deadly against the SC/ST communities. As DM P&GS Patna, as
DM P&GS Lucknow, as SDM Incharge Faizabad and as SDM Incharge Lucknow he has done
maximum atrocities with the employees and officers of SC/ST categories.
A) He categorically refused to meet even the office bearers of Lucknow Division.
B) He has refused to attend the birthday celebration function of Bharat Ratna Dr. B.R. Ambedkar
organized by the Association at Faizabad and Lucknow during his regime as SDM Incharge.
C) He has refused to provide chairs to the Association for the birthday celebration function
organized in the DTC hall of Lucknow Division.
D) He has refused for the renovation of the Association office of Lucknow Division. Please note
that the whole office of Lucknow Division has been renovated except our Association office.
E) He is transferring to all general category officers in Divisional Office but not given any
representation to the SC/ST officers in Divisional Office.
F) He is giving the posting to the SC/ST officers out of Divisional Office and in maximum
inconvenient branches.
G) One retired employee namely Sh. D.P. Singh who belongs to his caste can been seen in his
chamber usually.
H) Even he is not relieving to the SC/ST officers whose transfer orders had been issued two or three
years back. Sh. S.P. Rao AAO is the burning example of this caste based atrocities.
I) There is a great unrest among the SC/ST employees and officers of the Association working all
over the country against this officer.
In the larger interest of the Association and to ensure the Welfare of SC/ST employees and
officers of Lucknow Division, this officer should be removed from the post of SDM Incharge
Lucknow otherwise Association shall be bound to launch country vide agitation programme for
which the management shall be responsible.
12. The following officers of SC/ST Community should be given opportunity to serve the the
Corporation as SDM Incharge:-

Category are being penalized on the basis of vigilance number although no communication has
been made with such employees & officers by the Corporation. Their annual increments are
being differed and they are being denied from promotion. Sh. Ashok Kumar, AO, DO Meerut,
Sh. Ram Swaroop Khatik Manager Admin, BO Sikar DO Jaipur-I, Sh. Rajesh Kumar Manager
H.I. DO Meerut are the burning examples of such cases. It is requested that all these cases should
be expedite so that their annual increments may be restored and they may get promotion well in
time.
18. To grant graduation increment to the Assistant reverted from Development Officers:- The
graduation increment should be awarded to all Assistants who has reverted from Development
Officer.

21. Special Drive for Recruitment of Peon:- As per Notifications of Appointment of Peons in LIC
of India dated 20.05.2011, it was clearly mentioned that all appointment shall be as per roster
points and provisions relating to reservation. But in EZO JURISDICTION there were 1150
(aprox) selected eligible candidates (who were recruited as class-IV employee) where SC/ST
reservation policy was not followed. The EZO Authority has assured that immediately on
completion of the recruitment process they will notify for special recruitment drive only for
SC/ST candidates. But no recruitment notification has done till date. 9 years have already been
passed. Those (1150) employees who have got their appoints in various places in eastern zone by
the court verdict on that time have got further promotion to the cadre of Record Clerk and in
the mean time some of them have got promotion in the cadre of Assistant also. The people who
were working temporary basis and now have been recruited as class–IV employee without
maintain the roster points. Our people are totally deprived on that post for about last 9 years. We
again appeal for immediate notifications for the recruitment of peons for SC/ST posts as special
drive.
22. Promotional Problem:- We all the Assistant posted in various offices under Eastern Zone have
been suffering for a non-promotional problem in the cadre of Assistant to HGA. All the direct
recruited assistant from 1991 to 1996 have to serve as an assistant without getting any promotion
till today. If the system is not changed they have to retire without any promotion. So it is a
painful and unbearable situation in Eastern Zone. Our Association has put the problem in Zonal
Qtrly. Meeting and All India Qtrly. Meeting. But the matter has not been solved till today. LIC
authority of Eastern Zone as well CO are fully aware of the problem. We do not know who will
solve the problem. In Central Govt. there is a provision to get fitment benefit after every 10 years
interval. The Assistants of LIC has right to get justice or to get honor by their due promotion. But
they are not getting any justice under the present rule. Please think the matter by heart in positive
way and solve it.
23. Furniture:- We want to thanks a lot to our honorable chairman Sri T.S. Vijayan for his cryptic
words reveal and uncommon understanding of how large scale sustainable organization build.
“Whenever we got any result it has been team effort, It will go for group incentives rather than
individual. The growth of the organization comes from the growth of the persons at bottom”. In
this context we want to thanks a lot to LIC authority for issuing reimbursement of furniture to
class-I officers. But other classes have no contribution? It is very painful situation that they have
not yet get any order for this purpose. Our appeal is to issue order for reimbursement of furniture
expenses to other classes (Class –ii, iii & iv) immediately.
24. New Daily Wager:- In last few years LIC authority issued instructions not to appoint any
people as casual employee . It is strictly prohibited. Last 20 years LIC authority has faced court
case in this matter. It is a painful situation that many branch have been doing office job by
people from outside. They are being engaged by unions or concern branches. They have been
paid a large amount of money for their work. This illegal practice is going on against the
instruction of LIC. Our appeal is to stop this ill practice immediately.
25. Withdrawn of Interview System:- We strongly demand for withdrawal of interview for sub-
staff to RC, RC to Asstt. and Assistant to HGA immediately.

26. Inter division own seeking transfer for Class III:- We are cordially requesting you to make a
rule for transfer of those candidates who had applied for inter division promotion and got
promotion on that division . In the meantime they have passed many years on that division and
are early waiting for coming back mother division.
27. Left out Daily Wages Employees:- There are hundreds of disqualified persons working as
daily wagers who were not allowed to sit in the written test for recruitment of peons. We
demand adequate representation of SC/ST people.
28. Out Sourcing:- Outsourcing should be stopped immediately to safeguard the interest of SC/ST
category and the nation.
29. Opening of SO:- The mission and vision of LIC is to sale insurance policies to each and every
people of India and bring them under LIC coverage. In Silchar Division, there are so many
places where it is urgent need to open more and more satellite BO such Lakshipur. It is a Sub.
Divisional city. But there is not LICI BO. Kalain, udarband under Silchar BO, Patharkandi,
Anipur under Karimganj BO, Lala, Katakhal under Hailakandi BO where it is urgent need to
open SOs. So our demand is to open more and more SOs in that place.
30. Implementation of Reservation:- The Reservation should be implemented to all LIC
subsidiaries , like LIC HFL and LIC Mutual Fund.
31. Wage revision facility after retirement:- As per the Central and State Government directives
all retired employees and spouse avail wage revision effect on pension after retirement . We
demand the revision of basic pension to be implemented in LICI.
32. Running Pay Scale:- We demand for withdrawal of stagnation and implement of running
scale in all cadres as provision is there for Central Government employees.
33. Issue of Insurance Policy:- The mission and vision of Dr. B.R. Ambedkar “ every citizen of
India must be protected by Insurance, and insurance industry must be run by the direct control of
Govt. of India “ . Insurance is a basic need of every citizen of India. Especially down trodden
and weaker section of the society. Our demand is please take visionary step to honour Dr. B.R.
Ambedkar on his 128th Birth Anniversary by issuing a LIC Policy in the name and honour of Dr.
B.R. Ambedkar.
Western Zone (Gujarat Region)
34. Modify the rule of qualification 10+2+3 and at addition 10+3+2:- Addition of educational
qualification in the case of Shri J R Parmar, RC, SR NO-458017, F&A D.O. Deptt, Ahmedabad..
Shri J R Parmar has been appointed in the cadre of R.C. on compassionate ground and after
completion of his three years of diploma in electrical engineering after 10th std. pass, he got
admission in the second year B.A. in the Saurashtra University as per the circular issued by the
Secretary, Gujarat Secondary Education Board, Gandhinagar.
Shri J R Parmar has completed his second and third year B.A. in the Rajkot University and the
Saurashtra University has conferred upon him the graduation certificate.

Shri J R Parmar has completed his graduation in the following pattern.10+3+2 (10+3 years
Diploma Engineering + second and third year B.A). As per the prevailing rules in LIC those
employees who have completed their graduation in the following pattern may only be treated as
graduate 10+2+3
Shri. Jigar Parmar has completed his graduation as per the directives issued by the Education
Department of Gujarat Govt. which LIC management does not consider.
So, we request you to kindly take up the matter with the appropriate authority with
recommendation for the amendment in the pattern for completion of graduation.
35. As per rule of LIC to clearance vigilance case in stipulated time:- Vigilance Case NO-1347,
Shri. K S Gohil, AAO, SR NO-199968, CBO NO-13/857 Shri K S Gohil is a 26th batch Direct
Recruited Officer. When he was posted at Jambusar Barnch under Vadodara D.O. there was a
case of missing O.Rs in Branch on 03-05-2014 when he was on sanctioned leave from 01-05-
2014 to 04-05-2014. Even though his explanation in the same case was called for by the
management of Vadodara D.O. 29-03-2017 which was received by Shri Gohil on 19-04-2017
and the reply of the same was given by Shri Gohil on 25-04-2017 requesting the management to
provide him the necessary documents to enable him to give his explanation to the utmost
satisfaction of the management. But to the utter surprise, the management of the Vadodara D.O.
provided him the necessary documents vide their letter dated 15-01-2019 i.e. after elapsed of
nearly two years.
The consequences faced by Shri Gohil due to prolonged and delayed inquiry proceeding are
(i) He was not considered eligible for job rotation.
(ii) Local management did not issue him an employer’s certificate for availing housing loan.
(iii) He may not be considered fit for further promotion.
(iv) He has been facing stress and mental harassment.
Sri K S Gohil was not apparently involved in this case, he is innocent. Kindly exclude from the said case
at the earliest.
36. Non implementation of CO Cir 1990 Nearest to native posting on promotion / transfer in case of
SC/ST Employee.
37. 2 (Two) Assistant are waiting for inter division transfer from other division to Surat division
must be considered. The respective Division have already agreed to relive their assistants. But
Surat division has not affected the transfer. Special attention to be given to other division

2. Pension payment to Smt. Urmila Devi Sweeper SR No. 226023 has not been done till date, who
is retired on June 2017. Pension payment should be made at the earliest.
3. Sri Manoj Kumar SR No. 237760 terminated Dev. Officer B.O. Kushinagar under Gorakhpur
Division should be reappointed in the cadre of Asstt. on completion of 7 year service.
4. In Manduadih Branch, Varanasi Sri Subhash Chand Bose HGA SR No. 220329 has transferred a
policy to East Central Zone, Patna DO-2 Danapur Branch (51-D) as rules of the Corporation,
later on a policy loan is taken on this policy at Danapur Branch. Policyholder is denying for
taking this loan. This year this policy is being transferred to NCZ with loan. A letter is given to
Sri Subhash Chandra Bose for 1 decrement. As he has completed all process as per Corporation
rules and regulations, he should be given clean chit in the matter.
5. Reappointment of Sri Avinash Vimal, Dev. Officer, SR No. 232934 Billhaur Branch, DO
Kanpur as he has serve Corporation more than 9 years.
6. MEDICLAIM SCHEME (NCZ) - Due to delay in sanctioning cashless mediclaim, treatment
does not start by Hospital in time, also claim settlement by TPA is delayed. Many time less
amount is sanctioned. Kindly resolve all issues relating to TPA.

RM (P&IR), South Zone on the appeal due to his brother Shri G. Thiyagarajan who was
employed in a Private company. His earnings were very less to meet the means to end right
now. Now G. Thangaraj is unemployed also.
Now the family is very much need of an employment to take care of himself and his sister.

(e) Zonal Manager Western Zone is not following the LIC of India Recruitment ( of Class III and Class IV Staff ) Instruction, 1993. Association should be apprised about the why Management not recruited Class III and Class IV, Specially Sweepers as per the Central office Circular no. ZD/2/1993, issuing Deptt. M&R Desk, dated 25th February 1993, Re:- LIC of India Recruitment ( of Class III And Class IV staff) Instruction 1993.We are requested to you start recruitment the Class III & Class IV need-base category and provide work environment and pleasant surroundings to the employee to create healthy atmosphere and work culture.
(f) LICHFL interest Rates and subsidy.
At present LICHFL is sanctioning the housing loans @ 9.75%. to the LIC Employees This interest rate is old. But as on date the housing loan interest rates in the market are up to 8.25%. In some cases under certain schemes LICHFL is also sanctioning the loans @ 8.25%.
(g) As per the existing scheme of housing loan to LIC Employees the cadre loan is @ 5.00 % and extended cadre loan is @ 8.50%.
(h) For cadre loan the subsidy is given in the salary @ 4.75% and for extended cadre loan @ 1.75 %. This subsidy is given in salary and it is directly increasing the taxable income.
(i) Due to the subsidy the benefit of housing loan interest up to Rs. 2 lacs is not getting fully. Because due the subsidy the taxable income is increasing. To overcome this anomaly. The LICHFL interest rates should be reduced to 8.25% as per the market rate.
B) The EMI should deducted considering the interest of 5.00 % for cadre loan and 8.25 % for extended cadre loan. C) The subsidy amount should be directly added to the EMI amount while remitting to the LICHFL without giving in salary of employees.
In this way the exact EMI will be deducted from salary of employees & the taxable income will not increase. Also the benefit of housing loan interest up to Rs. 2 lacs will get to the employees.

language Question paper for written test should be provided in Hindi/Marathi and English language.
(l) Concession should be there in COST RATIO of Development Officer who belongs to SC/ST category on permanent basis.
(m) Concession should be there in FEES of SC/ST candidate for IRDA Examination, and there should be 10 % relaxation in MARKS for the candidate who belongs to SC/ST category for IRDA Examination
(n) Accumulation of Sick leave should be continued for every year of service till retirement without any ceiling.
(o) New promotion policy for promotion of Class I officers (upto DM Cadre) should not be introduce in LIC of India as which is against the interest of SC/ST officers.
(p) Eapar_:-We observed that the finalization of Eapar is not done. Association should apprise why this was not done well in time. C.O. W R Wanere SBM Kothrud Branch. Just to humiliate Sri, Wanere, he was not called for the conference. From BO 94B Solapur, all the outgoing and incoming marketing officials in the cadre of ABMS and BM are invited, the de-
rotating officer in AO cadre was also called, but Pune II DO management felt allergy of Sri. W R Wanere and he was neglected. In the said conference, the high performing marketing officials were honored with the hands of Zonal Manager, and gift voucher of Rs.7000/-. However Sri Wanere was kept aside for the benefit of the conference, where he has achieved the target on five counts with Rs.32.60 Cr. TFPP, but the humiliation kept him aside and has to forgo the honor by the hands of ZM. He still has not received the gift coupon of for which he is qualified.
(w) We request to you verify the above injustice and suitable action taken against the responsible officers and Rs 7000 gift coupon hand over the Sri Wanare by SDM Pune II.

(y) Disagree the e-Apar. Referral Board without inquiry decision updated in same rating in January 2020. This is gross injustice.

The Association has observed that maximum injustice is being done by the General Category Officers at the time of filling the confidential report of the officers of SC/ST communities. (ii) Our Association demands to ensure the implementation of all circulars related to SC/ST matters in all Division.

there from the last 12 years .It has been reported by co that his brother is gain full employed
where as his brother is working with karyana shop (grocery shop).
63. It is observed that temporary peons have been recruited. They are working regularly for more
than Five year and they have not got any increment, concurrencies or other benefits etc .Most of
these candidates are from SC/ST community. You are requested make an Arrangement for the
regular employment like the peons recruited in the Past. Co has given in minutes that it pertains
all employees issue our Association has legitimate right to raise such issues.
64. It has been observed that in Chandigarh Division some SC/ST employees/ Officers has been
penalised due to the mistake of Efeap module, even some employees/ officers has been given
feedback to SDC Pune that they have sought the clarification from DO (IT) Chandigarh, but
unnecessary letters have been issued to Cashiers without their fault.
65. Sh. Malkit Singh RC BO Morinda met with an accident on 13.01.2000 at Gharuan while he was
on duty to Divisional Office, Chandigarh to bring the stationery for BO Morinda. He was
seriously injured and was admitted to PGI Chandigarh. Due to this accident he was permanently
disabled by 22%. You are requested to promote him in the cadre of Assistant without any test
keeping in view the accident on duty and disability due this accident. It is pertinent to mention
here that in a same type of case more than 50 lakh has been paid as salary along with the other
benefits through court of law.
66. It is informed by the management that the work of housekeeping has been outsourced. We have
to inform you that all these people who are working as sweepers & security guards in Division
and branches are from the SC/ST community and they are paid small amount. You are requested
to recruit the regular sweepers/ security guards to avoid the exploitation of these down trodden
people in the hands of the Contractors. It has been observed previous vendor SISSA SECURITY
has not paid the salary of three months.
67. In absence of sufficient number of policies the Development Officers specially belongs to the
SC/ST community are not in a position to save their service and in coming days most of the
development officers will be terminated by the Corporation due to their high cost ratio. Under
the circumstances the existing service norms in this cadre should be relaxed - 1. Number of lives
2. Number of qualifying agent 3. Amount of first year premium should be relaxed by 25%.
68. It has been observed that there is long span of period for the promotion of AO to ADM. In the
last wage revision two additional increments had been granted to DM cadre but ADM & AO
cadre had been ignored. As per the principle of natural justice at least two increments more be
given to AO cadre.
69. Our association strongly protest the co circular issued on ref/Per/ER-Disc/2015/cir.210
dated19.11.2015.which is against the employees/officers as well as corporation. This circular
may be withdrawn immediately.

70. It has been observed that Sh. Sham Lal (Mgr) B& AC who is ADM of batch no. 2008 and he has
not been promoted, some senior officers has spoiled the ACR. Whereas 2008 batch’s the people
has been promoted from ADM TO SDM cadre .therefore You are requested to please make an
arrangement that he may be promoted he has already suffered a lot as he belongs to St category.
71. We are heartily thankful to higher management for granting furniture advance to class 1
employees our association has class less association therefore you are requested to please grant
the furniture advance to class 2,3 and class 4 also.
72. It has been observed that in all SSO’s there are two or maximum three officers working one
officer deputed for cash counter another branch officer for keying the NB data the branch
manager can utilized full time in marketing activity. Now our corporation has recruited the
assistants there we can depute one assistant for cash counter so that maximum time of BM can
be utilized. Whereas 50% NB business procured from SSO’s.
S.C.Z. (Karnataka Region)
73. Sri V M NIRANJAN, AO S.R.NO.507997, CRM Department Divisional Office Mysore, he
belongs to 2002 batch of AO’s and he is in the all India seniority list within 20. He has been
contributing his best to the Corporation and got the earlier promotions well within time.
However, from AO to ADM, he has not been considered till date. We request you to look into
this great injustice being done to Shri V M NIRANJAN and his representation for promotion in
this round is also not considered. So far we are not getting any justice from the Central Office.
Now at least the association wants to know the valid reasons for not giving Promotions to Shri V
M NIRANJAN. He is virtue of Retirement in the Month of Aug'2020. Hence Association
demand protecting the ADM Scale.(Principal-Natural justice).
74. Smt. VALARMADHI, S.R.NO.551814, AO-EDMS-DIVISIONAL OFFICE-II, ANGALORE:
This Officer belongs to 2005 batch ADMN.OFFICER and she has been missing her promotion
during the previous Five Years, She has submitted her representation to reconsider her
promotion to the cadre of ADM. We request you to look into the issue and ensure justice is given
to her.
75. To discuss posting should be avoided of SC ST Employees Atrocity Prone Areas:- State
Government have identified and listed out the atrocity prone areas under the SC/ST (Prevention
of Atrocity Act 1989). The same was notified by the Ministry of Social Justice and
Empowerment, Govt. of Karnataka, and also LIC of India central office had also issued a
circular on 05.11.1990 and the above subject association demanding to stop posting of SC/ST
officer and employees where caste Atrocity prone areas but the circular is not implemented.
76. Shri. Shamanna Branch Manager, Hosadurga Satellite office under Shimoga Division Due
to his personal problem (Back pain) he is not interested to continue in marketing, we request to
Zonal management derotated to administrative side. Last Quarterly meeting we demanded the
same, still he is as working as AO without derotation order, he is continued as AO.

General Category AO cadre officers which is against the staff regulation of LIC of India. It is
requested that the AO cadre officers should be removed and AAO PA cadre officers should be
given appointment at the post of PA to SDM/ZM.

Officers working in the Corporation.
