What Are Regulatory Officials Looking For In Electronic CVI?
• Data to be easily exported• Data to be easily searchable for Trace scenarios• Something more than a scanned jpeg or static pdf• Automatic data import is more accurate than
manual data entry
![Page 3: Dr. Alex Turner - Overview of Electronic Health Certification Systems: Passports & Certificates of Veterinary Inspection](https://reader035.fdocuments.in/reader035/viewer/2022070521/58efd5801a28ab527d8b45e9/html5/thumbnails/3.jpg)

mCVI appPros
• Works on any Android device, iPhone or iPad
• Don’t need internet/data connection to make a CVI
• Ability to import/export contacts
• Ability to import Official Animal ID numbers from a spreadsheet
• Automatically sends to State when in data range
• Free• Data is migrated directly into
USAHerds. This capability could be built into SCS as well with funding
Cons• If you don’t have data
connection, you can’t print directly from the app easily
• Animal ID import process has a definite and steep learning curve, which can cause frustration
• Still have accredited vets without smartphone or tablet in the world
![Page 7: Dr. Alex Turner - Overview of Electronic Health Certification Systems: Passports & Certificates of Veterinary Inspection](https://reader035.fdocuments.in/reader035/viewer/2022070521/58efd5801a28ab527d8b45e9/html5/thumbnails/7.jpg)
eCVIFillable pdf file
Pros• Easy to use, nearly no learning
curve• Will work on any computer that
can run Adobe Acrobat Reader• Able to save pre-filled
templates for repeat clients• About 5 minutes faster/page
than paper and pen for the practitioner to fill out
• Free• USAHerds States can upload
the data from dynamic pdf form directly.
Cons• Still need to email the pdf
into the State (and remember to do this within 7 days of the exam)
• Must save correctly, and sign correctly.
• Will not work on mobile devices (since it is a dynamic pdf)
![Page 8: Dr. Alex Turner - Overview of Electronic Health Certification Systems: Passports & Certificates of Veterinary Inspection](https://reader035.fdocuments.in/reader035/viewer/2022070521/58efd5801a28ab527d8b45e9/html5/thumbnails/8.jpg)
VSPSPros• Stores client information
within the system• Don’t have to submit to
State• Can also use client and
patient information for generating an EIA submission form
• Great if you are using a laptop computer or office PC/Mac
• Free
Cons• Takes time to set up and
populate clientele• Takes time to get your ID
verified and approved• Not too user friendly “out of
the box”• No electronic signature is
found on the printed/emailed document, just a blank spot
• Not sent to the State (but information is available for the State to retrieve)
![Page 9: Dr. Alex Turner - Overview of Electronic Health Certification Systems: Passports & Certificates of Veterinary Inspection](https://reader035.fdocuments.in/reader035/viewer/2022070521/58efd5801a28ab527d8b45e9/html5/thumbnails/9.jpg)
Global Vet LinkPros• Web based system can be used
on any device with internet connection
• Also can be used for EIA test form
• Client can access their own documents, eliminating the need to get them copies
• Client information is stored within the database
• Don’t need to send to State• GVL SmartEngine has export
requirements verified for many States
Cons• Fee based service (charge
per CVI and per EIA test)• Needs data connection to
work• CVI are not sent to State
(but are available to the State to search)
• No mobile app, but does have a mobile app to capture horse photos and data to then enter into forms back at the office

• Newer company without history in the industry
![Page 11: Dr. Alex Turner - Overview of Electronic Health Certification Systems: Passports & Certificates of Veterinary Inspection](https://reader035.fdocuments.in/reader035/viewer/2022070521/58efd5801a28ab527d8b45e9/html5/thumbnails/11.jpg)
Vet Sentry & Fort Supply Technologies
Fort Supply Technologies• FastCVI software is able to
build a CVI from cattle record of scanned electronic IDs (LF and UHF RFIDs)
• Software also integrates with their sale barn software for the same goal
• Currently we receive from 2 sale barns in MT.
• Data is migrated directly into USAHerds
Vet Sentry• Web based system• No Colorado users but
Colorado receives CVI from WY, NE and ND using this platform.

Big Picture of Electronic CVI
• Needs to be faster and more convenient for accredited vets• Change will likely come from client demand, and ease of use• Really helps to decrease the number of compliance issues• No one size fits all solution, but find the one (or the combination) that the
vets will use and fits their practice the best• Helps to speed up Traceability to allow for nimble response to disease
outbreaks
![Page 13: Dr. Alex Turner - Overview of Electronic Health Certification Systems: Passports & Certificates of Veterinary Inspection](https://reader035.fdocuments.in/reader035/viewer/2022070521/58efd5801a28ab527d8b45e9/html5/thumbnails/13.jpg)
Equine Passports• A few different
versions, but basically a CVI that is good for 6 months
• Still require a negative EIA test within the previous 12 months.
• Some State initiate through accredited veterinarians, others through horse owners
![Page 14: Dr. Alex Turner - Overview of Electronic Health Certification Systems: Passports & Certificates of Veterinary Inspection](https://reader035.fdocuments.in/reader035/viewer/2022070521/58efd5801a28ab527d8b45e9/html5/thumbnails/14.jpg)
NW States• Agreement between
WA, OR & ID (also honored by CA and MT).
• After initial agreement time expires, required submission of itinerary.
• Low compliance of owner itinerary submission seen by some States.
![Page 15: Dr. Alex Turner - Overview of Electronic Health Certification Systems: Passports & Certificates of Veterinary Inspection](https://reader035.fdocuments.in/reader035/viewer/2022070521/58efd5801a28ab527d8b45e9/html5/thumbnails/15.jpg)
SAHA States Passport• Good in 15 States-AL,
AR, FL, GA, KY, LA, MS, NY, NC, OK, SC, TN, TX, VA, WV
• Different names, (Equine Interstate Event Permit, Equine Event Extension, Equine Interstate Passport Card)
• GVL GoPass offers an electronic solution (need a GVL EIA test and GVL CVI within 30 days of application)
![Page 16: Dr. Alex Turner - Overview of Electronic Health Certification Systems: Passports & Certificates of Veterinary Inspection](https://reader035.fdocuments.in/reader035/viewer/2022070521/58efd5801a28ab527d8b45e9/html5/thumbnails/16.jpg)
6 month Equine Passports• MOA under review for 11
Western States to use EECVI.
• Passports may increase the amount of movements that animal health officials “know” about
• By making it easy for equine travelers, more horse owners would use the tools.
• Does it reduce the role of the veterinarian in health exams?
![Page 17: Dr. Alex Turner - Overview of Electronic Health Certification Systems: Passports & Certificates of Veterinary Inspection](https://reader035.fdocuments.in/reader035/viewer/2022070521/58efd5801a28ab527d8b45e9/html5/thumbnails/17.jpg)
Equine Passport Questions• Will it increase the
numbers of horses that we receive travel information for?
• How will it be enforced?• Who is responsible for
reporting/submitting itinerary?
• How have passport systems performed during disease outbreaks (EHV-1)?
