Government ambitions and constraints • Achieve an economic growth rate of 7 to 8% per year
• Reduce the incidence of poverty to 30% by 2010 instead of 49% in 2004
• But the poverty rate fell by only three points currently at 46%
• Deteriorating economic situation, resulting from the 1980 advent of structural adjustment programs (SAPs)

• The effects of democratization misunderstood
• Political instability in regional
• Even poverty in the country
• The effects of the impact of the economic and financial crisis
• This creates a poisonous atmosphere in these institutions, effectively compromising their normal functioning.
