DPac + nM Mainstreet 2012
the DPac studio encourages broad-based thinking about urban design and planning. AsLandscapeArchitectsandArchitectswecollaborateinaprocessofresearch,communityparticipation, urban and site inventory, analysis, programming,siteplanning,designandrecommendationsforprojectimplementation. Wetacklethedesignprocessatmultiplescalesasweconsiderregionaltrendsandcharacteristics,transportationissues,economicconditions,uniquedevelopmentandarchitecturalpatterns,localhistory,communityclimate,andcommunitygoalsviathestakeholders.
Thisyear(2012),theStudioreturnedtotwopreviousDPACcommunities—DoñaAnaVillageanddowntownLasCruces.Addressingthesecommunitiesconcurrentlythistimepresentedtheopportunitytoconsiderhowtheyareconnectedand the context they share.
IncooperationwiththeNewMexicoMainstreetProgramandlocalcommunityorganizations,DPACstudentsheldconversationswithlocalstakeholders,studiedthecommunitiesandtheirlarger context (in person and through secondary sources) to identify assets and challenges, and uncover strategies that build upon the region’s history and existing strengths, preserve and restorevaluableecologies,makethemostofscarceresources(water),andmakeplacesthataresaferandmorecomfortableforresidents,businessowners,andvisitorsalike.

DoñaAnaVillagemaintainsastrongconnectionto its spanish colonial past and agricultural traditions. on the other hand, las cruces is theurbanhubofSouthernNewMexico—acrossroadsbetweennorthandsouth,eastandwest,indigenouspeoplesandpioneers,cowboysandconquistadors.Neverthelessthesecommunitiesareinterconnectedandinterdependent.
DoñaAnaVillagehoststhemostintactstretchofhistoricElCaminoReal,culminatinginthe cherished historic church, our lady of Purification.SinceourfirstDPACprojecttherein2001,acentralchurchplazahasbeenre-created and a cluster of original adobes are beingrestoredforcommunityuse.Yet,thevillageis also one of 37 huD-designated colonias in DoñaAnaCounty,reflectingdisproportionatelevels of poverty, underdeveloped infrastructure, andsubstandardhousing.CannewdevelopmentintheVillagecorehelpsupporteconomicdevelopment,whilestillmaintainingaquietcharmforresidents?
las cruces has experienced a high rate of populationgrowthinrecentyears,duelargelyto its attraction for retirees. nonetheless, the traditionaldowntownandMainStreetstillstruggle to attract business and visitors, even as theyworktocorrectthelongtermeffectsoftheirurbanrenewalerapedestrianmall.CanMainStreetbecomehometotheCity’scelebrations,by developing an arts and culture District and newpublicspaces?

Byfocusingonthecreationoftrailsandnodes,wehopetoprovideenhancedconnectionsbetweenindividualcommunitiesintheMesillaValley;betweencommunitiesandtheRioGrandeRiver;betweenDoñaAnaandLasCruces;betweenLasCruces’historicneighborhoods;andbetweenMainStreetLasCrucesandNewMexicoStateUniversity.Wehopetocreateclearerpathwaystotheseresourceswhilerecommendinggrowingtheindustry to support recreation through the creation of retail stores, bike sheds, bike rentals and places forrefreshmentandentertainmentalongwalkableand bikeable trails.
DowntownLasCruceswillprovidebikeandtrailresourcesaswellasrestaurantandentertainmentvenues along Main street and in the proposed Plazaspace.Theblockthatcurrentlyholdsthe
OldCityHallwillberedevelopedintoamulti-usepark.Theserecreationalandentertainmentspacesaimtoprovidereasonsfortourists,collegestudents and people of all ages and abilities in the localcommunitiestocometotheHistoricDistrictofDoñaAnaandMainStreetDowntownofLascruces, and increase the vitality of these spaces.
Doña ana’s historic District and Main street las Cruceswillserveastwonodes/destinationsalongatrailbasedonElCaminoRealandasecondtrailbasedalongtheregionalacequiasystem.ThehistoricbuildingsinDoñaAnawillbedevelopedasacaféinconjunctionwithitscommunitykitchen,abikeandtrailresourceandanentertainmentspaceforpassersbyandthelocalcommunity.

illuMinating the hyDro-lanDscaPeInsouthernNewMexico,thecombinationofinfrequent and intense precipitation leads to an abundanceofwaterqualityissueswithintheregion. the village of Doña ana and the city of las cruces are uniquely positioned to address issues regardingwaterqualityandmanagementintheregion.Bystudyingandanalyzingregionalagents,acreativeandeffectivemanagementplancanbeimplementedtoreducetheenvironmentalimpactofdevelopmentintheregion.Theplandetailedin this project explores a variety of strategies for addressingwaterqualityissueswithinthecorridor.
watershed Management Doña ana’s rural context lends itself to a restorative approachmanagementplan.Becausethevillageissited along the DoñaAnaArroyo,thevillagesuffersfromseriouserosion issues that contribute to the rapid incising of tributary and soil loss. the proposed managementplanseekstoreducetheeffectsof
intenserunoffthroughoutthesitewithaplanthatstrategically uses vegetation and other natural mediumstoreducethewatersvelocity,allowsuspendedsedimenttodropfromthetributariesload,allowwaterinfiltration,andremoveanypollutantsthatmayhaveenteredtheflowofwaterfromupstream.
Circulating InfrastructureThesitelocatedtothenorth-westofthechurchandplazahaspotentialfarbeyonditscurrentuseasadetentionpondandoverflowparkingareaforeventsandfestivitieswithinthevillage.Thedesignproposalseekstoremediatesomeoftheissuesthecommunityhasstatedwhileacknowledgingthe function of the site and creating a pleasurable experienceforthecommunityandvisitors.
watershed Management Strategies-Weirsandbafflesareusedtocausethetributariestomeanderthatflowthroughthe site. - Detention ponds are used to reduce thewater’svelocity,allowittostopandpoolinspecificlocations.-Additionally,thedetentionpondsallowthewatertoinfiltratethesoil.- the detention pond also serves as a waterfalltocelebratetherarerainfalleventsandwheninactive,serveasmuralsandaclimbingwalltoprovideanaesthetic and recreational experience for thecommunity.

the cyclery Brew PuB + Bike shoPthere is a unique opportunity in las cruces to drawthecommunitytogetheroverrecreationactivities,andenjoymentofthebeautifulnaturalenvironment.DowntownLasCrucesisinthecenteroftheseactivitiesandwillbeafocalpointfortheexistingandproposedtrailsystems.Theprojectwillwelcomethecommunityandcreateagatheringplacethatwaslostafterurbanrenewalaswellasprovidemuchneededconnections.
TheCycleryisdesignedasaretrofitforacity-ownedbuildingthatwillbecomeahubforexistingand proposed trails. the principle design concept istoprovidedowntownaplacewherefamiliesandtrailuserscangather,arooftopviewtotheOrganMountains, bike and canoe rentals, and a place that canhouseeventssuchasweekendworkshops,specialfestivities,summermovienights,andraces.
TheproposedbiketrailfromdowntowntotheRioGrandewillenhancedowntown’sconnectiontotherest of the city. the trail goes through the historic AlamedaDepotNeighborhood,toHadleyStreet,and on to the river.

illuMinating the hyDro-lanDscaPeInsouthernNewMexico,thecombinationofinfrequent and intense precipitation leads to an abundanceofwaterqualityissueswithintheregion. the village of Doña ana and the city of las cruces are uniquely positioned to address issuesregardingwaterqualityandmanagementintheregion.Bystudyingandanalyzingregionalagents,acreativeandeffectivemanagementplancanbedevelopedandimplementedtoreducetheenvironmentalimpactofdevelopmentintheregion.the plan detailed in this project explores a variety ofstrategiesforaddressingwaterqualityissueswithinthecorridorestablished.
Streetscape InterventionBecause of las cruces urban context, the developmentoflargeswathsoflandforthepurposeofremediatingandfilteringthewaterisunfeasable.DowntownLasCrucesisalsonotedas a non-point source pollutant area. thus, the mostpracticaldesignstrategyistousetheexistingstreetcorridorstointerrupttheflowofwater,andserveasalivingfilterbetweenurbansurfacesandnaturalsystemsthatflowthroughtheregion.Aswatermovesoffroofs,parkinglots,andstreets,sidewalkscouldbedesignedtoallowthewatertobefilteredbyphyto-remediatingplants.
Design Strategies • Usecurbcutstoallowstreetsurfacewaterto
enterswalesalongthestreets,tobecleanedofnon-organic pollutants and hydrocarbons that have built up on the roads surface.
• Partitioningaportionofthesidewalk,diggingswalesintothesidewalks,andcoveringthemwithmetalgratestoallowsurfacewaterfromroofs and other surfaces on city blocks to be cleaned,withthepotentialforinfiltrationbeforemovingfurtherdownstream.
• using different types of vegetation on the primaryslopedirectionoftheeast-westaxistohelpwithsoilstabilizationandhydrauliccontrol.
• using vegetation on the north-south axis asabuffertoremovepollutantsfromthestreets,beforeithasthechancetomovefurtherdownstreamwithasuspendedloadofpollutants.

convergenceThe Parking Lot DilemmaParkingisanessentialrequirementforasuccessfulcommercialspacetothrive;howeveritscommonimplementationisextremelydetrimentaltotheenvironmentandconsumesexcessiveamountsof real estate. a parking structure should provide adequateparkingwhilereversingitsenvironmentalimpactstothatofapositiveinfluence.Thegoalofthisprojectistorethinkthedemandofhigh-densityparkingandfindabettersolution,onethatwillpromotepositiveenvironmentalconditionsandatmospherewhilesimultaneouslypromotingeconomicdevelopment.
Project DirectionShort-termprojectdirectionistorevisitexistingparkinglotsandtransformthemintogreenspaces;inordertocounteractthecurrentnegativeenvironmentalimpactsandcreateenjoyablespacesforincreaseddowntownusage.Therepurposingofexistingparkinglotswillbeimpossiblewithoutaddressingtheneedofparking,whichwillbedonebymulti-levelparkingstructuresstrategicallypositionedarounddowntown.Theywillbesituatedstrategicallytoretainparkingconveniencewhilefuelingfurthereconomicdevelopmentdowntown.
Long-termdirectionistheeventualredevelopmentofthesenowavailablegreenspacesintomixed-usecommercial/retailspace,greatlyaidingtherevitalizationeffortsofdowntownLasCruces.
