A Community VisionPemberton had a vision to create a gathering space that would reflect the history and culture of the town. In 2009, as part of a Downtown Enhancement Strategy, Council decided to kick start the concept of building a market barn in the downtown core, with beautiful Mount Currie as the backdrop.

The strategy identified costs associated with the Market Barn, including site preparation,

materials, labour and street furniture which would total just over $2 million dollars. But thanks to the support of Whistler Blackcomb Foundation, the community and the assistance of planning and labour of the Timber Framer’s Guild, the vision for the Barn became a reality and was completed in 2014.

With the combination of the Whistler Blackcomb Foundation funding, Timber Framers Guild assistance and community contributions, the barn cost the Village of Pemberton $394,000, and has a valuation of $900,000.

The Power of PartnershipsWhistler Blackcomb Foundation’s generous contribution not only assisted with offsetting material costs of the barn structure, it created a unique and rewarding opportunity for the community to work alongside one another, for a common goal. Meaningful relationships were built between youth and seniors, Councillors and residents, and within the community-at-large.

Due to the significant cash injection Whistler Blackcomb Foundation provided, we were also able to secure assistance from the Timber Framer’s Guild.

Members of the Timber Framers Guild were housed and hosted within the Community, and in turn, provided expertise in structure design, labour and provided training and mentoring for those who were interested in the carpentry trade.

The support from the Whistler Blackcomb Foundation was also the catalyst for support from within the community; Pemberton’s community groups, businesses and individuals jumped on-board with the barn project which resulted in hours of volunteer labour, donations, mentorship & training opportunities.

imagine. We are thrilled by the collaboration that we have experience so far. Part of what

we want for this project is for our volunteers travelling from as far as Germany and the US to experience all that Pemberton has to offer. We know the Pemberton community

will be a big part of this barn raising event.”

Animation of the Community BarnAs the roofing, landscaping, and barn floor surface was being completed throughout the summer/fall of 2014, we were only able to permit limited usage of the space. Date: October 15, 2013 To: Daniel Sailland, Chief Administrative Officer From: Suzanne Bélanger-Project Coordinator Subject: Downtown-Public Outdoor Community Barn Project & Funding Update PURPOSE The purpose of this report is to update the Committee of the Whole on the Downtown Community Barn project as well as seek their recommendation for Council’s support for the application for funding to the Whistler Blackcomb Foundation and the allocation of $75,000 in reserved funding within the 2014 Budget discussions. BACKGROUND In June 2009, Council adopted the Downtown Enhancement Strategy. The Strategy was the product of several downtown working sessions with consultant Michael Von Hausen (MvH Planning and Design) which included the input of many business and community interests. In the summer of 2010, MvH Planning and Design was again hired to complete a detailed Master Plan for Frontier Street, between Aster and Camus in an effort to move the initiatives suggested in the Strategy towards implementation. This document with illustrations and preliminary budgets also included considerable community and stakeholder input. On March 19 of this year, a report was presented to the Committee of the Whole and Council subsequently supported the resolution that Staff be directed to:

Continue to work with the Timber Framers Guild on the proposed Outdoor Community Barn

Initiate a community consultation process Continue researching alternative funding options

CURRENT STATUS As per Council’s Resolution of March 19, 2013, staff has pursued the following initiatives: Timber Framer’s Guild To date, the Timber Framers Guild (TFG) has worked with the Village on refining the design drawings (attached as “Appendix A”) for the purposes of engineering review and to prepare an accurate material list for quote and budget accuracy purposes.

Furthermore, a Letter of Understanding (attached as “Appendix B”) has been signed between the Village and the TFG which summarizes the negotiations-to-date between the two parties, and identifies the process. As per the Letter of Understanding, the Village has until January 15, 2014 to confirm with the TFG that the budget is in place to successfully move forward to a mutually successful project. Community Consultation Village Staff was invited to present the Barn Project to local community groups during the spring and summer of 2014. Community groups were offered to appoint member(s) at their discretion to a Barn Working Group which will be supporting the Village in planning and hosting the TFG and the volunteers in due time. The first working group meeting was held on June 17 in order to update the members on the project timeline and the work done to date. All members were invited to participate and promote the fundraising campaign with their group. The fundraising campaign kicked-off in mid-June. The barn initiative has received to date the support from the following “18” community groups: Pemberton & District Chamber of Commerce, Tourism Pemberton, Rotary Club, Art’s Council, Lion’s Club, Pemberton Stewardship, Royal Canadian Legion, Farmer’s Market Association, Farmer’s Institute, Women’s Institute, Slow Food Cycle, Winds of Change, Cultural Round Table, Lil’Wat Nation and Lil’Wat Cultural Centre, Pemberton Multicultural Network, Village of Pemberton Design Review and Land Use Commissions The support and excitement regarding this project has been outstanding, however, a few concerns were expressed by participants, specifically:

Will the barn affect traffic flow and parking in the downtown area? Staff understand that there will be “growing pains” to improve our downtown. The proposed barn is an open air structure, which could provide covered parking in certain areas if required and when the building is not being fully used. In addition, the Village is exploring other possible solutions, including identifying other properties to accommodate additional parking requirements (i.e. securing Lot 8 owned by BCR Properties on the north end of Frontier Street). The challenge with parking in the downtown is the fact that older buildings were not required to provide parking on site or pay cash-in-lieu and therefore must rely on the public parking lots. The Downtown Enhancement Strategy has addressed the need to expand parking opportunities and certain modifications to the traffic flow that will further improve both pedestrian and vehicular circulation.

How will the Village maintain the area and the building?

Public Works has maintained the lands in the past and will continue after the barn is constructed. Cost recovery mechanisms that include collecting fees for renting out the barn space, as per the Village Park “Park Permit Use”, would be applied to the ongoing operation costs. The Finance Department will include this community space as part of the asset management plan and will budget accordingly.

Can we afford to build the barn?

To date we anticipate the new community space to be built 100% through community/stakeholder contribution. This said the Village of Pemberton may need to back stop a minimum of $75,000.00 in advance of raising the funds through other initiatives in order to secure more substantive grants that are available for 2014.

Will the barn space compete with the existing Community Centre space? The Downtown Enhancement Plan is promoting additional outdoor community gathering space to create vibrancy in the Village core centre. Staff believe the space is complimentary to the current uses at the Community Centre and given the nature of the space, that there will not be direct competition (i.e. most of the Community Centre uses require indoor (four season) space and/or rooms with limited external distractions).

Is this initiative being rushed? The plans are in place, the community is supportive, the TFG organization wants to join our efforts, and the fundraising campaign is on. The support of the TFG represents a major contribution that remains available for 2014. The Village continues to work toward being able to benefit from this support and thus is hoping to have funding confirmed by the end of 2013.

IMPACT ON BUDGET & STAFFING Budget - The Timber Framers Guild organization, with their expertise and project management skills offers the Village a tremendous opportunity in significantly reducing the cost by removing many of the labour costs associated with the project. Hosting of the volunteers during the event will be done 100% by the community. The project’s construction cost is estimated to be as follow:

It is anticipated that the funding will be provided by the business community and stakeholders together with the support of the Whistler Blackcomb Foundation. It is the intent that the project will be built by the community for the community. Staffing – At this time the project coordination is being done by in-house Village staff together with the TFG and the working group members and associations. The Corporate Services Department has assisted in funding application and communications. These efforts will need to continue and time allocations recognized through the completion of the project. In the future, the Building department will contribute with building permit(s) approvals as well as assisting with safety issues if needed during the construction phase. The Public Works Department would be requested to allocated an estimated 140 hours of staff time (existing or contract base) to help with the construction site needs (i.e. site preparation, general supervision, clean up etc.). Again this allotment needs to be recognized in the staff allocations and annual work plan of the department. DISCUSSION With the support of 18 Community Groups, the excitement to make this project go-ahead for 2014 has been building. The Finance Department is advising that many projects are scheduled in the coming year(s) (Friendship Trail Bridge, recreation facilities etc.) and that the barn project needs to be included in the 2014 budget discussion starting this month in order to prioritize up-coming initiatives. Should the funding request to the Whistler Blackcomb Foundation be successful, the reality of achieving a key initiative of the Downtown Enhancement Plan and the Frontier Street Master Plan could become a reality. The Community Space would be an asset to the community for years to come. However, some funding is not yet confirmed to date (from community contributors) and therefore in order to commit to the barn raising by the January 15th deadline; Village staff would need to receive the support from Council in allocating $75,000 (2014 Budget) to the project as reserved funding. Every effort would be made to have the reserved funding released as the additional external funding through the above noted initiatives is achieved. This report identifies two options: first the continued support of the project and the funding applications and reserved funding; and second the postponement of the project. Should the barn project be postponed, the momentum in the efforts done to date (TFG commitment, community support, working group, raised funds etc.) may be lost. Therefore, pursuing Option 1 may be the pro-active choice to improving the downtown core. Option 2 would have to be considered should no additional support or funding be received.

This document summarizes the negotiations-to-date between the two parties, and identify the process for moving forward to a mutually successful project.

This will be a fantastic event for building community enthusiasm, and providing a unique educational opportunity. The TFG has many Members in British Columbia and they will form the nucleus of the volunteer effort of building, dedicated to the project because of the community spirit expected and the educational offerings of the program. Other volunteers will come from the US and probably further international to participate. As with most of our building projects - the effect on community will be much deeper and long-lasting than the actual building event; our partners typically experience a boost in "community building" greater than the value of the physical structure built.

The Village of Pemberton acknowledges that this is not a "typical" building project, and that partnership with the TFG will involve additional energy on part of the community and Village staff - but will also realize significant intangible additional benefits. The non-profit partnership usually generates important contributions from the community and local individuals to drive down costs for the structure.

Anticipated Schedule Conceptual design exists now by TFG {designer - Mike Beganyi). Fund raising and community commitment for project, remainder of 2013 and spring 2014. Final partnership Contract (Go/ NoGo) date January 15, 2014. Acquisition of logs, milling - early 2014. Completion of building plans January 31 , 2014. Completion of logistics & on site event planning April 2014. Summer 2014 frame cutting & installation event.

Financial Expectations Estimated budget = $257,000 for partnership project. Includes $99,000 allowance for timbers supplied. TFG will assist all efforts to generate donations and other contributions to project. Contract will specify project milestones including payment schedule. Pre-Contract funding may be needed to complete design for permitting and EOR. Contract will include escape I delay clauses for Pemberton in case of funding difficulties. Village understands that TFG (as non-profit) must collect for all expenses as incurred (or prior).

Both parties acknowledge the honest and forthright manners of the other to date in developing this project, and commit to continue with a high level of communication and diligence to make the project a reality. The Village honors TFG efforts at development and design, and agrees not to use the existing information for any other project. TFG agrees to release the concept CAD model to the Engineer of Record and to work with him/her to provide a neutral assessment of the project.

TFG consents to the use of Guild name and logo to promote the project. Village of Pemberton consents to TFG reporting to Guild members, and on website that partnership with the Village of Pemberton on this project is in development and may take place summer 2014.

The Pemberton Downtown Community Barn

Pemberton would like to raise funds to construct a Community Barn in its downtown core. The Pemberton Downtown Community Barn will provide a much-needed central space for community gatherings, and will be built in traditional barn-raising style. It will bring together all ages and serve to promote our rich pioneer and farming heritage, our budding arts and cultural sector, our youth, and enhance of downtown district.

Addressing a community need

The idea of the Pemberton Downtown Community Barn began in 2009, when community groups and businesses worked with a design consultant to develop the Downtown Enhancement Strategy. The Strategy was adopted by the Village of Pemberton Council and in 2010, considerable community engagement resulted in a Frontier Street Master Plan, which addressed the need for a public outdoor community space in the form of a structure with exposed post and beam construction, inviting residents and visitors to gather and participate. The Pemberton Downtown Community Barn was also a priority action item in the 2010 Official Community Plan update.

The community requires a gathering space that provides shelter from the elements to host:

The ever-growing Farmers Market Special Events (i.e. Slow Food Cycle, Winterfest, IRONMAN, etc.) Film/Theatre/Cultural Performances Art Displays Community Space for Events (i.e. Barn Dances, picnics, fundraisers, etc.) Summer Camps Music Festivals Memorial Services

Pemberton is nestled in the foot of Mount Currie, which will provide a stunning backdrop to all of these activities. It will enliven the entrance to the downtown core and provide a free, outdoor meeting space. The Pemberton Downtown Community Barn will offer a glimpse of our pioneer history and a sense of arrival in our community, and go hand-in-hand with the renovated and historical Train Station building, which will, once complete, offer amenities for travelers and visitors including wifi connections and washrooms.

Project elements

COMMUNITY ENGAGEMENT & SKILL-BUILDING

Barn raisings were common in rural North America in the 18th and 19th centuries. The idea was that a barn – a staple for housing farm animals and storing supplies – was too much work and expense for one family to handle, so other families were invited to help. This favour was returned in time throughout the community.

In 2012 the Timber Framers Guild, a non-profit organization dedicated to promoting the benefits of timber frame structures accepted Pemberton’s invitation to help build the Pemberton Downtown Community Barn. The Guild proposes to lead a ten-day barn raising event in the spring of 2014, offering volunteer opportunities to participate in the educational timber frame construction workshops while the event is being held. The barn, designed as a 50’ x 150’ exposed timber frame structure will use century-old techniques combined with modern structural integrity. The timber framer internship opportunities will attract local carpentry enthusiasts, as well as eager participants from all over the world.

Up to 45 trainer and intern volunteers (including local students) will gather on Frontier Street during the event to participate in the workshops and barn building, and at night, will be housed in local homestays and an event campsite with food and music provided by the community. International and local media will be invited to participate.

A Working Group has already been convened, consisting of interested citizens and members of the Rotary Club of Pemberton, Pemberton Farmers Institute, Pemberton Farmers Market Association, Lil’wat Nation, Lil’wat Cultural Centre, Pemberton Arts Council, Stewardship Pemberton, Pemberton Multicultural Network, Cultural Roundtable, Lions Club, Winds of Change, Women’s Institute, Cultural Roundtable, Winds of Change, Royal Canadian Legion, Slow Food Cycle Sunday, Village of Pemberton Design Review and Land Use Commissions, Pemberton & District Chamber of Commerce, and Tourism Pemberton. The group will assist in making this event unforgettable for years to come by planning and working the venues while hosting the event.
