Application Form for BBCNI’s Christmas Broadcast Appeal 2017

Broadcast Appeals have been part of the BBC’s work in Northern Ireland since 1927 . These short programmes describe the work and support needs of local charities. They are broadcast throughout the year and involve the staff, volunteers and beneficiaries of featured organisations. Appeals are broadcast each month on BBC Radio Ulster and four times each year on BBCNI television. Additional information about Appeal charities is also available on a dedicated section of the BBC’s website. This includes interviews, film features and contact details. All of this activity is supported by a small external advisory group.

Local BBC Appeals programming also includes a cross-platform campaign (across radio, television and online) each Christmas which is focussed on a particular area/theme. This activity is not about fund-raising. Its purpose is to raise awareness of issues and needs and the practical ways in which BBC audiences can both offer and access support. For the last 3yrs, we have used our Christmas Appeal to highlight (and facilitate debate about) issues affecting older people, working with Age NI.

We are committed to ensuring that this large-scale Appeal includes different lead charities and areas of need over time. And we want to build on the learnings and success of our work with Age NI over the recent period. BBCNI would like to focus its 2017 Christmas Broadcast Appeal on loneliness and its effects on people of all ages, backgrounds and circumstances. Our preference is that this Appeal should involve a joint proposal from local charities with expertise in this area and which have the ability to deliver associated advice and activity programmes that will engage/benefit people across the region.

This Appeal should engage, and have relevance for, a general BBC audience. It should describe the symptoms and effects of loneliness, how it might be addressed and the practical support that is available. The Appeal should also highlight the contribution that audience members, groups, organisations and communities can make in helping to address social isolation or loneliness and why this matters. We expect that many of these themes will be explored through BBC news features and reports, but are also interested in other editorial opportunities and ideas. The Appeal will include promotional films for BBCNI television and social media content as well.

All usual BBC Editorial Guidelines will apply to this Appeal and related activities. And there will be due diligence checks on the successful charity/charities and their proposal, including how any joint-working will be managed.

We will be retaining the brand name Playing Our Part for this Appeal and expect that it will run for approximately two weeks from end November 2017. Technical, editorial and broadcast support will be provided by the BBC.

Objectives for BBCNI’s Christmas Broadcast Appeal Describe, and raise awareness of, an identified need within local communities, with a particular

focus on loneliness and its effects on people of all ages, backgrounds and circumstances;

Describe the practical ways in which people can both access and provide support, including the contribution that can be made by individuals, groups and communities;

Direct BBC audiences to Appeal-related activities, advice and support that are available across the region through the work of participating charities and other organisations (where relevant/appropriate);

Engage, have relevance, and provide benefits for, sizeable numbers of people.

Application CriteriaOrganisations must be able to fulfil all usual eligibility requirements for BBC Broadcast Appeals (in terms of their finances, governance arrangements, charity registration and operation on a region-wide basis).

In addition, a BBCNI Christmas Broadcast Appeal proposal/campaign must:

be capable of delivery in agreed terms from end November 2017 and should include a clearly defined message and/or “call to action” – what issues are being highlighted, affecting whom and what are we asking (or encouraging) BBC audiences to do?

describe how need has been identified and what might constitute success from the applicant/sponsor charities’ point of view, including how this might be measured or assessed;

include details of some practical ways in which BBC audiences can get involved (including what form this will take, how it will be managed, co-ordinated and supported and the extent to which involvement will be open to people across the region and from diverse backgrounds);

include details of the staffing and other arrangements that will be in place to ensure that audience engagement with the Appeal is properly supported (which will likely include online resources, guidance notes etc.);

have robust plans in place for evaluation, including the Appeal’s benefits and beneficiaries, its engagement with people across the region, and the assessment of audience impacts in terms of awareness of the Appeal’s themes/message etc.;

involve two or more lead organisations, with relevant expertise and a region-wide infrastructure or presence, and perhaps involving other, locality-specific charities as well as part of a wider grouping;

be capable of continuing (and evolving) over a three-year period, subject to review and assuming a satisfactory outcome in year one, and with whatever adjustments may be required following feedback, evaluation etc.

The successful applicant/s will be expected to enter into a formal Agreement (renewable on an annual basis, subject to the fulfilment of reporting and other commitments) with BBCNI. This Agreement will include a requirement for a detailed evaluation report within 3 months of each Appeal’s completion, using an agreed template.

All proposals should be submitted using the attached application form, together with any additional materials which you feel may be relevant, by 5.00pm on 16 October, 2017.

We understand that it may not be possible for applicants to finalise all of the details of their proposal and joint working arrangements before the deadline for submission, but would expect to see/receive headline terms of agreement between partner organisations and what their respective roles, responsibilities and accountabilities will be in relation to the 2017 Appeal. All of this must be capable of being finalised in the terms described prior to the signing of the Agreement with the BBC and the commencement of on-air activities and support.
