PIONEER GUN CLUB – MARCH2014

Well, "The Once In A Blue Moon" Class went off pretty well. We had 6 guys show up, so it

made it worth while. Thanks to Steve Tuttle for working me and working me to even hold

the class. Steve Tuttle really worked hard to make it happen. I'm guessing he was looking for

an excuse to go to the gun store everyday and what he came up with was this special class.

He worked with Steve Brackeen, up at Blue Steel Guns and Ammo in Raytown, to work up

enough guys to even make it possible. Wonder what that average trip cost him??? :) Steve

has a great selection up there and along with Charlie at C.R. Sales & Firearms in

Independence they both really drive a lot of new members our way. Make sure to support

NEW LEAD TRAP CLEANOUT AND LEAD SALE POLICY

AT THE BRICKYARD RANGE

The sale of the lead from the Brickyard bullet trap was discussed at the 9 October 2012 E

board meeting. The new policy for the sale of the lead will be: Any club member who helps

me clean out the trap may purchase up to 300 pounds of lead for their own personal use at ½

the current scrap lead price I get at the re-cycler. Any member who wishes to purchase more

than 300 pounds of lead will pay the full current price of scrap lead on the entire amount. The

next cleanout will be in March 0f 2014. GEO. The sale of lead from the trap has added

several THOUSANDs of dollars to our lead cleanup fund and is the major funding source to the lead fund.

Women on Target Event: The Women on Target Event will be held

on September 20th. The cost is $30.00 per person. This is an Instructional

Shooting Clinic that provides a friendly and fun introduction to recreational

shooting. It is aimed primarily at women that are new to shooting but any

lady may participate. The event will include rifle, shotgun, pistol and

archery. Participants may sign up for any or all of these disciplines. Many

volunteers will be needed to put this event on. If you would be willing to

help, please contact Jack Smart or Connie Baum. Ladies will be able to sign up as soon as we have final approval from

the NRA. There will be a limit of 50 participants.

Priority List: The Executive Board is working on the priority list of projects we need to accomplish in the next 1, 2

and 5 years. If you have any special things you would like to see on this list please contact an Eboard member and let

them know what it is. One thing that is being discussed is an increase in dues with the increase amount put in a dedicated

fund for the improvement of the Brickyard range. The funds would be used to bring sewer and water to the range, pave

the road and eventually build a new range. Please let the Executive Board know how you feel about improving the

Brickyard range and the dues increase.

By-Laws: The executive Board has updated our By-Laws, Code of Conduct and Range Rules. It is on the web site and

included in this newsletter for your review. We discussed it at the February meeting and will also do so at the March

meeting. With input from the members we will continue to update it and hope to have it in completed form for a vote to

accept it at the April meeting. If you have any changes to the current By-Laws please contact an E-Board member and let

your views be known.

Dues: Your dues were due March 1st: There will not be a reminder mailed out so remember the date—it is

the same every year. There is a late fee of $25.00 for dues that are not postmarked on or before March 31. Please

pay your dues on time and avoid the late fee. If your dues are not postmarked on or before March 31st your gate card will

also be shut off and remain so until your dues and late fee are paid. If you are a NRA life member you do not have to

send in proof of NRA membership unless you became a life member during the past year. You do not have to send in a

hold harmless for this year—the one you sent in last year is still good. You do, however, have to send in a completed

renewal form with your dues. Failure to send in your dues, completed renewal form and proof of NRA membership

(if you are an annual member) will result in everything being sent back to you and may result in them being late.

It is your responsibility to get it right the first time. Get your renewal form at one of the ranges, in the newsletter

or from the web site.

Small Berm: Thanks to Rick Lance for constructing the small berm in front of the target frames at the 100 yard line

on Rifle Range #1. Also, thanks to Joe Tapko for putting down the grass seed. The berm was constructed to protect the

target stands that allow the target frames to be easily raised and lowered. Unfortunately, someone thought it would be

great sport to see if they could shoot them up so the berm was needed to protect them. It’s too bad we have members like

that but we do. It will be muddy until the grass gets to growing so please be patient.

Shooting Season: Warm weather is rapidly approaching and many of you are just waiting for the chance to get out

doors and go to the range for some shooting. This is a good time to review the Always Rules of Safe Shooting. 1.

Always keep your muzzle pointed in a safe direction (at the back stop or berm). 2. Always keep your finger off of the

trigger until you are ready to shoot (you are ready to shoot only when you sights are on the target). 3. Always keep your

gun unloaded until ready to use (you are ready to use when the range is safe and you are on the firing line). Always abide

by the rules and no one will be injured and nothing will be shot that you did not intend to shoot.

PPC/Bullseye Building: Work is slowly proceeding on the building. By the time you have read this we will be

ready for the sheetrock. Thanks to Bob Hudson, Richard Muir, Joe Tapko, Bob Harris, Eric Pearson, Terry Wright,

James Smoots and George Monahan for the help they did last month. . Come out and give them a hand with the work.

Signing in: Many people are still not signing in when they come to the range. The range rules state that you must

sign in when you get to the range before beginning to shoot and sign out before leaving. All of your guests are also

required to sign in and out. Please follow the rules. Failure to do so may result in you being asked to leave the range.

Rifle Ranges: Don’t for get to sound the horn and turn on the lights and bells before going down range. Remember you

cannot handle firearms while people are down range and/or the bells and lights are on. These procedures are in place to protect our

members and guests (including you) so please review them and follow them at all times—even if you are the only one on the

range. You never know when someone else will drive up and start handling guns and/or shooting. No one wants to report to your

family that you were shot (or that you shot someone) because the rules were not followed.

Help! Help!, Help! Late last year when we were working on the new building a club member volunteered to help

with the sheetrocking. He stated that when the plumbing, electrical and rough in was done he would bring in a crew and

hang, tape, mud and sand the sheetrock. If you are this member and the offer still stands please contact Jack Smart

immediately. We are ready. If you are the member and you cannot do this please contact Jack and let him know. If you

are any other member and can help with this work please contact Jack Smart or Bob Hudson. We need the help.

Monday Night Trap Shoot: We will begin shooting on Monday nights starting on April 7th. Shooting starts about 5:00

pm and goes until we get tired or run out of shells--usually about dark. Beginning shooters are welcome as are non club members.

Bring a buddy, bring a friend or bring a family member but don't you miss it. We just shoot for fun--no prize money will be given

out. If you don't have a gun someone will loan you one to get started--you furnish the shells. Even if you don't shoot shotguns--not

Work is going on in the New Building We are working Mondays, if you have time,

come on out.

Check with me or Jack to see if we are working that day for sure. I would like to thank

the following people who have given their time to help your club. James Smoots,

I also need to give Rick Lance a big thank you for work he is doing on the road

grading and snow- plowing the ranges clear.

Another person I need to thank is Lynn Hersey. He put up a light at Brickyard

building, at no cost to the club. This is the grandfather of one of the juniors and he is a

club member

Below is a list of jobs looking for someone to step forward and take them on and get them done. You don’t have to wait

for a work day. If you have some spare time, Go do one.

We are nearly done with the interior of the new building. It is plumed, wired and ready for sheet rock. If you are a sheet

rocker we could sure use your help. The bath room will be ready in a week or two.

Jobs that need to be done:

Chalk holes in baffles at McBride

Install culverts at McBride on Archery Range

Paint outside of Brickyard Range.

Clean out silo

Repair roof of Barn

Remove all old fences that are not being used at McBride

Finish cutting trees on berms at McBride.

Hang the door on the west side of the Brickyard.

Making the trailer frame into a bridge

Install AC in Brickyard: Will require 2 people to lift unit

NRA CERTIFIED PISTOL INSTRUCTOR

CLASS

March 8-9, 2014

LOCATION: The class will be held at the Pioneer Gun Club’s McBride range

located south of Bates City Missouri (see map). The address of the club is 900 NW 1571 Road,

Holden, MO 64040. Class will be held in the shotgun building (first building on your right when

you enter the range).

TIME: The class will meet from 8:00 a.m. to approximately 7:00 p.m. each day. The gates to the club will be open at 7:15 am.

You should plan to arrive by 7:45 am each day so we can start the class promptly at 8:00 am.

WHAT TO BRING: Please bring pencils, pen, highlighter, a three-hole binder (1 ½-2 inches), and hearing and eye

protection. You will also need to bring a sack lunch and drinks since there are no eating facilities near by. If you are a certified

instructor in another discipline (rifle or shotgun) please bring your Trainer Guide with you. Also bring your NRA membership card

and a blank check to pay for your NRA certification fees. The fees for new instructors will be $13.00 for NRA members and $21.00

for non-members. I must turn in your fees with your application to become an instructor after the class. Bring your firearm with at

least 150 rounds of factory ammunition. Dress for the weather. We will shoot rain or shine. There is to be no live ammunition in the

classroom at any time.

COST: Cost of the course is $275.00. To reserve a spot in the class send your check, made out to Jack Smart, to the address at

the bottom of this letter. Be sure to send your completed questionnaire with the registration. There must be at least 5 students for the

class to be held.

February was a frigid month, not much activity at the McBride Range,

and certainly no disciplines being shot, not even any Boy Scout camp

outs.

SO! Just thought I would post some photos of the marksmanship skills

illustrated by the bullet hits on the baffles on range #2. These are all on

the first and second row of baffles in front of the 25 & 50 yard target

frames. Take note, some are screws and difficult to discern from the bullet holes. But if you enlarge the photo it can

be easily identified which are screws and which are bullet holes.

Just an interesting side note for members who are not familiar with these shooting positions.

NRA CERTIFIED PERSONAL PROTECTON IN THE

HOME CLASS

March 22, 2014

Course Goal: To develop in the students the basic knowledge, skills and attitude essential to

the safe and efficient use of a handgun for protection of self and family, and to provide information on

the law-abiding citizen’s right to self-defense. This is a good course for those who have taken the

Concealed Carry Class and want to know “what do I do now”. Students must be able to shoot and

handle a firearm safely.

LOCATION: The class will be held at the Pioneer Gun Club’s McBride range located south of Bates City Missouri (see

map). The address of the range is 900 NW 1571 Road, Holden, MO 64040.

TIME: The class will start promptly at 8:00 am. The gates to the club will be open at 7:15 am. You should plan to arrive by

7:45 am so we can start the class on time.

WHAT TO BRING: Please bring pencils, pen, paper high liter, and hearing and eye protection. Bring the handgun

you would use in personal protection and 150 rounds of ammunition. Bring a strong side hip holster if you have one. If you are

shooting a revolver bring speed loaders if you have them. If you are shooting a semi auto bring at least 2 magazines if you have

them. Note that there is to be no live ammunition in the classroom at any time. You will also need to bring a sack lunch and drinks

since there are no eating facilities near by.

COST: Cost of the course is $100.00. To reserve a spot in the class send your check, made out to Jack Smart, to the address at

Not much has been happening over the winter it's but we are planning to get started on March 1

weather permitting. We shoot a 60 round match which can be shot at 100 yards or 200 yards or 30

rounds at each range for group measurement and score. We also shoot military issue, modified, and

scope matches at 100 and 200 yards for group and score.

There are separate classes for just about any kind of rifle that someone would like to shoot along

with long range handgun. If we don't have a class when your gun would fit we'll start a new class.

22 GAMES AND

COMPETITION

February was a pretty good month for the games and competition, considering how

bad the weather has been. I have paid out $92.00 in prize money the first two weeks,

with one week to go.

I even had 12 dedicated shooters escape to the range on Valentine’s Day night, where Steve Tuttle had a good

Valentine’s Day (He beat both Ken and myself in the pistol phase).

This month will end the .22 games and competition for this season and will end my running the competition. I am

going to retire (again) from being a director of anything. Park Wood will be running the games next year with the help

of Steve Tuttle. They are both capable people and I am confident that the games will continue for many more years to

come. For those that don’t know, I started the games in 2001 after becoming upset with the way another gun range

was running a similar program.

Come on out and help us finish up the season, it is a lot of fun for $5.— and a box of .22 ammo.

PPC Shooters

Wow, the Shooters came out to play in January’s cold weather! Thanks to all who

attended both old friends and new acquaintances. Just 1 indoor match remaining

before we go back to McBride. Our start times are staggered through the morning so

come early or come late. You may participate in the .22 rimfire or centerfire handgun

class. Bring your Brickyard handgun (450ft. lbs. or less), a strong side holster, at least

4 magazines (or 4 revolver speedloaders), 48 to 228 rounds of ammunition, eye and

ear protection.

The March Pioneer PPC Matches –

March 22nd – Brickyard 1200, Unlimited & Duty Gun Match. Registration begins at 8:00am. ($10 fee)

March 29th – McBride Range 7, NRA 1500, Duty Gun & Fun Match. 8:30 registration, 9am Match. ($15 fee)

Pioneer PPC Outdoor Season

Our Outdoor season kicks off at McBride, Range 7, on March 29th and we are planning a pre-season match with a few

twists. Three courses of fire for a $15.00 match fee.

April will see our regular schedule begin with the “Simpson Special” on Saturday the 19th. Most of you know this

match was named for our late Director, Bruce Simpson. There will be no charge for the match per Bruce’s request. On

Sunday, April 27th, we will have an NRA Sanctioned match for Law Enforcement and Civilians. We will be rotating

our NRA Sanctioned matches throughout the summer on Saturdays then Sundays.

NRA Sanctioned 1500, Distinguished and Duty Gun. Match Fees $20.00

NRA Unsanctioned 1500, Unlimited and Duty Gun. Match Fees $15.00

Fees include all courses of fire for the scheduled Match.

Pioneer Gun Club

Standard Operating Procedures

These are the Standard Operating Procedures of the Pioneer Gun Club, Inc., P.O. Box 18546, Raytown, Missouri 64133-8546.

Pioneer Gun Club owns and operates an indoor range and an outdoor range. These ranges are:

Purpose of the Standard Operating Procedure:

This standard operating procedure is intended to provide a consistent and documented set of rules that govern and serve as a

workable method of running the Pioneer Gun Club (here after referred to as the Club) that does not require a by-law change.

All nouns and pronouns that refer to a person (he, anyone, you, your, member, shooter, Director, President, etc.) are used in the

collective form and refer to both males and females.

An Executive Board governs the Club. The Board consists of the following officers: President, 1st Vice President, 2nd Vice

President, Secretary, Treasurer, Range Safety Officer, Division Directors, Members at Large Representatives, The Immediate Past

President and the Membership chairman. These officers are elected bi-annually.

The Board meets the Tuesday before the second Thursday at the Brickyard Range Block House at 6:30 PM. Members may attend,

but may not vote.

Divisions

A Division is an organized shooting activity that is regularly held. It shall be operated for the benefit of PGC members and

guests and may be recognized on a national basis as a shooting activity with regulating rules and courses of fire.

The current active divisions of the Pioneer Gun Club are:

Youth Shooting Division

Pioneer Gun Club shall maintain a Youth Shooting Division. It shall be supervised by an adult member of the organization

who shall be a National Rifle Association (NRA) Certified Instructor. It is composed of three parts: The Junior Club, The

Missouri Pioneers YHEC Club and The Boy Scout Shotgun Venture Crew.

Junior Club

A. The Junior Club shall follow the NRA Marksmanship Qualification Programs and/or CMP Program.

B. The Junior Club shall maintain membership in the NRA as a Junior Shooting Club.

Missouri Pioneers Youth Hunter Education Challenge Club (YHEC) A. The YHEC club is open to boys and girls from the age of 11 to 18 that will compete in a series of 8 events.

B. The 8 events are: Hunter Safety Trail, Orienteering, Hunter Responsibility Examination, Wildlife Identification, .22

Rifle shooting, Black Powder shooting, Shotgun shooting and Archery shooting.

Boy Scout Shotgun Venture Crew A. This Crew is led by NRA Certified Shotgun Instructors and/or BSA Shotgun Instructors.

B. It is open to any boy or girl of Scouting Venture Crew age.(14--20)

C. The boys and girls learn to trap shoot and compete in various events around the state.

D. They also help supervise the range for any Scout group or other groups that wish to shoot on the trap range.

The Executive Board may add or remove divisions as the need arises.

It is the intent and desire of the Pioneer Gun Club to offer as much as possible, restrict as little as possible and regulate as little as

possible while getting as much enjoyment as possible from our shooting sport while being as safe as possible. It is a difficult task,

but it is possible with your help.

1. Common courtesy rules apply. Always treat others, as you would want them to treat you.

2. Maintain a friendly, cooperative attitude at all times. All members should refrain from the use of profane or abusive

language.

3. Always wear your membership badge while on Pioneer Gun Club property.

4. Do not loan Pioneer membership card, keys or gate cards to anyone.

5. If your gate card fails to work contact the membership chairman.

6. Obey the posted 10 mph speed limit on Pioneer property.

7. Unrestrained pets are not welcome on Pioneer property

8. Take down your targets, clean up your area, pick up your cartridge cases (this includes all brass, steel, aluminum, rimfire

and plastic cases) and leave the range a better place when you leave.

9. The club gate must be closed and locked following entry or exit except during matches, maintenance or other Executive

Board sanctioned events. Turn off the lights, turn down the heat or shut off the air conditioner, and lock and close the doors

to any club building when you leave.

10. Do not engage in horseplay or unruly conduct while at the Pioneer Gun Club.

11. Shooters shall yield use of the range or portions thereof for maintenance, repair or range improvements or other functions

as approved by the Executive Board or second Vice President.

12. Anyone on or near the firing line must wear eye and ear protection when firearms are in use.

13. In the event you choose to challenge the presence of a person you suspect is unauthorized to be on Pioneer Gun Club

property the correct method is as follows: First, present your own membership card and then ask to see his card. If he

cannot produce the card or badge, secure his identification or license number and ask him to leave. Never engage in

physical contact or threats. Call an Executive Board Member and/or law enforcement officials if he refuses to leave or

becomes abusive.

14. All Pioneer Gun Club rules, regulations and applicable Federal, State or Local laws are to be strictly obeyed.

15. Alcohol consumption and firearms do not mix. No person, whether a shooter or spectator, will consume or be under the

influence of any type of alcoholic beverage or illegal drugs. Anyone found on Pioneer Gun Club property under the

influence of alcohol or drugs will be asked to leave the property and will be subject to disciplinary action.

16. Each member is charged with the responsibility and duty to stop any unsafe act they observe as long as their personal

safety is not at risk. Get as much information about the event as possible and report all major violation of these rules to the

Range Safety Officer or an Executive board member. We cannot close our eyes to dangerous, careless or irresponsible gun

handling and shooting practices. Pioneer Gun Club offers instruction in safe and responsible handling of firearms.

17. Wildlife shall not be hunted, molested or disturbed on Pioneer Gun Club property except as approved by the Executive

Board.

18. The Executive Board may make changes, alterations, additions or deletions to the Range Rules or the Standard Operating

Procedures as necessary.

19. Members entering the range are required to print their name in the register before shooting: including the date, time and

number of guests.

A. Members may bring guests, who can legally own and possess firearms, to the range but must be prepared to share the

same firing point. Members are responsible for their guest’s actions. When space is available, your guests may use any

open firing point. However, when Pioneer Gun Club members require the firing point you must share your firing point

with your guests. A Pioneer Gun Club member always has the right to a firing point over a guest. Your guests should

always be in your immediate presence.

B. All guests must sign in and sign a Hold Harmless form each time they come to the range

General Business Meeting Procedures

A. The regular business meetings shall be held on the second Thursday of each month and will begin promptly at 7:00

pm.

B. Any changes to the time or place of the regular meeting by the Executive Board shall be announced in the club

newsletter and on the web site.

C. A quorum shall consist of those members present at that meeting, but not less than 20 members.

Fiscal Management

Fees: Current fees and Dues, as set by the Executive Board and approved by the membership, are:

a. Dues $150.00 per year.

b. Initiation Fee $100.00

c. Dues Late Fee $25.00

d. Gate Card Deposit $10.00

e. Gate Card Replacement $25.00

f. Approval Fee $1,000.00 Any fees or charges less than this amount may be approved by only the Executive

Board. Any amount above this must be approved by the Executive Board and by the voting members at a club meeting.

g. All of these fees may be changed by the procedures set forth in Article IV of the Constitution and By-Laws.

h. Fees for matches or practices are set by the division or match director.

Any requirement or request for funds not involving an emergency situation that exceed $15,000 shall be published in the

organizations newsletter and web site prior to the meeting it shall be voted on.

Guest Fees: It is suggested that guests make a $3.00 donation to the club to help offset range maintenance. The fee will not

apply to immediate family members, active military personnel and those under the age of 18.

Rules for putting fees in Emergency Fund:

Funds will be added to the Emergency Fund by:

1. Putting 20 % of all initiation fees into it.

2. Placing 5 % of funds in the Checking Accounts at the end of the year into it.

3. Donations that are specified for the Emergency Fund into it.

4. Other means as approved by the Executive Board.

Range Rules

Always keep your muzzle pointed in a safe direction.

Always keep your finger off of the trigger until ready to fire.

Always keep your firearm unloaded until ready to use.

1. Anyone on or near the firing line must wear eye and ear protection when firearms are in use.

2. The first person on the range has the responsibility and duty to be sure the area is clear, safe and ready for shooters on the

range that he intends to shoot on.

3. When firing on any range, all shooters must shoot from the same firing line. The first shooter on the range has the right to

establish the firing line.

4. Be sure your firearm, ammunition and targets are all appropriate for the range on which you are preparing to fire. All loaded

firearms shall be handled to ensure that all projectiles, including unintentional discharges, shall directly impact the backstop

or berm.

5. Shooting hours at McBride are from 7:00 am to sunset on Monday through Friday. Shooting hours on Saturday, Sunday and

Holidays are from 8:00 am to sunset. Nighttime shooting is permitted only with the permission of the Executive Board.

6. Members may bring guests to the range but must be prepared to share the same firing point. Members are responsible for

their guest’s actions. When space is available, your guests may use any open firing point. However, when Pioneer Gun Club

members require the firing point you must share your firing point with your guests. A Pioneer Gun Club member always has

the right to a firing point over a guest. Your guests should always be in your immediate presence.

7. The Match Director in charge of a scheduled match shall have complete control of the range during a designated time period.

The decision to allow you to shoot or not shoot on that range is entirely up to the Match Director. During matches additional

rules may apply.

8. To close a firing line, obtain the concurrence of all shooters and declare “Cease Fire – Make the Line Safe”. Before anyone

precedes downrange make sure all firearms are completely unloaded, magazines out and actions locked open. The firearms

should then be placed on the bench with the muzzles pointed down range, placed in the rack or holstered. Firearms should be

placed on the bench or rack so that it is easily verified that the firearm is safe without a need to handle it or otherwise touch

the firearm. Under no condition shall anyone on the firing line touch, handle, adjust, clean or load any firearm while the

range is closed. The use of empty chamber indicators is recommended. The range can be closed instantly with no notice by

anyone when an emergency or unsafe situation is noticed. It shall be the duty of such observer to immediately close the

range by calling loudly “CEASE FIRE”. All shooters on the line shall immediately cease-fire and shall echo the

“CEASE FIRE” command.

9. To open a firing line, be sure all shooters have returned to the single firing line and no one has remained downrange. Then

obtain the consensus of all shooters and declare the range open.

10. When shooting at Brickyard or on the falling plates pistol range limit the muzzle energy to 450 foot-pounds or less.

Magnum cartridges are not restricted on these ranges however, with rare exception, all magnum factory cartridges are in

excess of 450 ft.-lbs. You cannot shoot factory loaded .30 carbine, .357 Maximum, 10 mm, .41 magnum, .44 special, .44

magnum, some .45 long Colt and all .17 caliber cartridges on these ranges. Some 9 mm, .38 super and .45 auto also exceed

the upper limit. All .22 caliber rimfire cartridges and pellet guns may be used. No center fire rifles, BB guns or air soft guns

may be used at any time. No firearm may use a multi-projectile cartridge on these ranges. However, any firearm (such as

Taurus Judge, S & W Governor and similar firearms) that are capable of firing a multi-projectile round may NOT fire a

multi-projectile round, but may fire a single projectile round as long as it falls below the maximum muzzle velocity

requirements. This is by no means a full list of loads that exceed the limit. The shooter bears the full responsibility to be

sure that his load does not develop in excess of 450 ft.-lbs. muzzle energy. The formula for computing muzzle energy in

foot-pounds is:

11. Muzzle Energy (in foot Pounds) = [(Velocity x Velocity)/ 450400] X Bullet Weight (in grains)

12. Shooters shall not be closer than 10 yards when shooting at the falling plates, any metal target or metal backstop.

13. You can only load, unload or handle loaded firearms on the firing line or designated safe area. If you case, uncase, clean,

adjust or handle a firearm anywhere else on the range the muzzle must be pointed in a safe direction with the action open

and magazine out and with no ammunition present. Firearms transported to/from your vehicle will be carried holstered, or

carried unloaded and cased or holstered, or muzzle up with the action open and magazine removed.

14. Handle all loaded firearms to ensure that all projectiles, including unintentional discharges, shall directly impact the

backstop or a berm.

15. No high power rifle may be fired at any metal target on any range. High power is defined as any rifle that produces more

than 1100 ft.-lbs of energy (1400 feet per second with a 250 grain bullet).

16. No centerfire rifles may be fired on ranges 3, 4, 5, 6, 7 or 8.

17. No .17 caliber firearms may be used on ranges 3, 4, 6 or 7.

18. No shotguns may be used on ranges 3, 4, 6 or 7.

19. Buckshot or shells with a shot size larger than 7 ½ or more than 3 dram equivalents or more than 1 1/8 ounces of shot must

be used on range number 5 or range number 8. Slugs or any other single projectile cartridges may be fired on the rifle ranges

(ranges 1 & 2) or ranges 5 and 8.

20. Only hand-operated staplers or pushpins are to be used to attach targets to the backers. Nails or large staples can become

dangerous projectiles when they are struck by a bullet or thrown by a mower and will damage tires or cause injury if

someone steps on them.

21. When you are finished shooting pick up your spent cartridge cases, (this includes all brass, steel, aluminum, rimfire and

plastic cases), remove your targets from the backers and clean up the area. Leave it better than you found it.

22. Place live or misfire ammunition in the containers provided for them. Do not place them in the trash barrels.

23. Fully automatic firearms or attachments to firearms enabling simulated automatic fire are prohibited.

24. Armor piercing and tracer ammunition are prohibited.

25. When using shot shells only conventional shot shells may be used.

26. Shoot only targets directly in front of your shooting position. That is, if you are shooting from bench number 15 you can only

shoot targets on target frame number 15.

27. When shooting falling plates shoot only the bank of plates directly in front of you.

28. Shoot only approved targets. Approved targets are paper or cardboard targets placed in the target frames. Small spinner

targets and smallbore silhouette targets may only be used on Rifle Range # 2 provided they are placed directly in front of one

of the backstops and are shot at with .22 rimfire cartridges only.

29. Do not attempt to fire a questionable or unsafe firearm.

30. The Pioneer Gun Club Inc., its officers and directors will not be held responsible for any or all injuries to any member or

guest arising out of the use of the club’s ranges and equipment. It is the responsibility of each member or guest to conduct

him or herself in a safe manner while using the clubs facilities. It is recommended you read all range signs prior to the use.

31. Other rules may apply during Executive Board approved supervised events.

32. The Executive Board may make changes, alterations, additions or deletions to the Range Rules or Standard Operating

Procedures as necessary.

Additional Range Rules

Applicable to the Brickyard Range

1. The only firearms to be used on this range are:

A. Handguns firing a cartridge that generates 450 foot-pounds of energy or less. Each shooter is responsible to ensure that

their ammunition meets this requirement.

B. Rifles shooting a .22 caliber rimfire magnum, long rifle, long or short cartridge.

C. Air guns powered by compressed air or CO2 firing a pellet.

2. Only paper or cardboard targets mounted in target frames may be used.

3. No firearms shall be discharged outdoors.

4. Archery is only permitted outdoors. Bows may not be shot closer than 500 feet from the west and north property lines

5. Armor piercing or tracer ammunition is never allowed.

6. Use of the target turning machinery is the responsibility of the range or Match Director.

7. No black powder or black powder substitutes are to be used on this range.

8. No shotguns or shot shell cartridges are to be used on this range.

9. No .17 caliber firearms may be used on this range

10. Shooters are to use the exhaust fans when shooting.

11. No smoking indoors.

12. Vacuum the floor after you are finished shooting.

Additional Range Rules

Applicable to the Shotgun Range

1. The power-operated trap shall be operated only by those having the approved instruction and authority to do so.

2. Absolutely no adjustments, alterations, or repairs can be made to the power operated trap machine. Notify the Shotgun Director if

such repairs are needed.

3. Only conventional “clay pigeon” targets are allowed.

4. Keep your action open until it is your turn to fire.

5. All shooters must fire from the same firing line. Normal ATA rules apply.

6. Firearms may only be loaded and fired on the firing line.

7. When it is your turn to fire load only one shell at a time, unless you are shooting doubles.

8. All shotguns must be unloaded with the actions open before leaving the firing line and when moving between stations.

9. Shooters using hand throwers or portable throwers must make sure that all targets go “down range” and that all shot lands in the

normal impact areas.

10. Only shotguns are allowed on this range and they must be 10 gauge or smaller.

11. On the pattern board no steel shot or slugs may be used. Use only lead shot of size 7 ½ or smaller.

12. Only conventional shot shells may be fired on the Shotgun range and they must have a shot size of 7 ½ or smaller, a dram

equivalent of 3 or less and contain 1 1/8 ounces of shot or less.

13. Buckshot or shells with a shot size larger than 7 ½ or more than 3 dram equivalents or more than 1 1/8 ounces of shot must be

used on range number 5 or range number 8. Slugs or any other single projectile cartridges may be fired on the rifle ranges or ranges

5 and 8.

Additional Range Rules

Applicable To the Rifle Ranges

1. Back your vehicle up to the firing line shelter.

2. To CLOSE the rifle range and make it safe to go down range to the targets the following procedure shall be followed.

a. Obtain the concurrence of the other shooters.

b. Turn on lights and bells.

c. Sound horn one long blast. All firing shall then cease and all firearms shall be made safe as described in the Rules for All Ranges.

d. Visually confirm that all shooters have cleared their firearms and have stepped back from the bench before anyone goes

down range.

3. To REOPEN the rifle range and resume shooting, the following procedures shall be followed.

a. Be sure that everyone has returned behind the firing line.

b. Visually confirm range conditions are safe and get a concurrence of all other shooters to resume shooting.

c. Turn off lights and bells.

d. Sound two blasts of the horn.

e. The range is now open for firing.

4. 50 BMG cartridges may only be used on positions 1-4 of the 200-yard range.

5. Shotguns firing slugs may be fired on these ranges.

6. On range # 1 shooters may shoot offhand, prone, kneeling, or sitting in front of the firing line and on the concrete on positions 1-

4 provided there are no shooters on benches 1-12.

7. On range # 2 shooters may shoot offhand, prone, kneeling or sitting in front of the firing line but on the concrete on the far right

four positions provided there are no shooters to their immediate left.

8. Shooters may always shoot offhand, prone, kneeling or sitting on either range if they are behind the firing line.

Additional Range Rules

Applicable to Black Powder Usage

1. Treat black powder and black powder substitutes with extreme care and caution.

2. Open powder containers are not allowed on the firing line.

3. Load a muzzleloader behind the firing line but do not prime or cap it until you are on the firing line and ready to fire.

4. Never shoot across or near an open powder container.

5. Absolutely no smoking in the area.

6. All muzzleloaders must be discharged or unloaded before leaving the firing line.

7. Do not bring excessive amounts of powder to the range and bring minimum amounts to the firing line.

8. The range may be closed by a consensus of the shooters. However, no one may proceed downrange until all hot loads have been

discharged or unloaded.

Additional Range Rules

Applicable to the Archery Range

1. No broad-heads (hunting tips) are to be used on outdoor targets unless specified. Target style heads only.

2. Shooting is to be at target faces only (paper targets) on hay bales or approved back stops. There is to be no shooting at any

object or animal (3-D targets exempt) Destroying any hay bale to retrieve a buried arrow or bolt is forbidden.

3. No archer is to have an arrow in his/her bow unless they are in a proper shooting position and the range is clear.

4. Archers may practice at any distance where targets are located, but must fire from a common firing point.

5. When searching for a lost arrow, stand your bow crossways in front of the target to indicate that someone is downrange.

6. When arriving at a target and seeing a bow standing in front of the target, hold your position. Someone is searching for a

lost arrow. Do Not Shoot.

7. No member of a shooting group is to step forward of the position until all members have completed shooting at that

particular range.

8. The range is open to all members at all times except during an organized shoot. During these times the ranges are for only

those participating in the event.

9. Shooters should not break or remove vegetation except where growth is interfering with shooting at a proper target from a

ground stake (marker). Shooters are encouraged however to keep the ranges clean by removing possible tripping hazards

and debris while using the ranges.

10. Be sure the gate to the range is closed when you enter or leave the range.

Emergencies.

In the event of an emergency take charge of the situation.

Render first aid, if necessary, to the extent that you are trained.

Contact the appropriate emergency personal (Fire Department, EMT or Police):

Use the land line phone at each range:

At Brickyard it is on the South wall by the East door.

At McBride it is in the main club house on the North wall.

The address and phone number of each range is by the phone.

From a cell phone 911 will not know where the problem is and it will be necessary to provide the address of the range.

Dial 911 and give them the address of the range.

McBride Range address is 900 NW 1571 Road, Holden, MO 64040.

At either range make sure that someone is at the gate to let the emergency personal in.

Take notes and write a report of what has occurred. Give the report to the Safety Officer or an Executive Board Member.

The Bottom Line

A Pioneer Gun Club shooter is a good neighbor to his fellow shooters on the range. He is cooperative and understanding of others

usage of our range. By mutual cooperation, we may all maximize the usage and enjoyment of the facilities to the fullest, both for our

individual benefit as well as the benefit of all shooting sports. It’s possible that we can all work and grow together and continue as a

long-lasting association. If we don’t, we will hear “It’s no longer possible” to enjoy the sport of shooting.

Please retain and read these rules and regulations of safety and courtesy as often as needed. Your cooperation in these instructions

will insure that each time you visit the Pioneer Gun Club, all members along with their guests and family will have an enjoyable and

memorable visit. The Pioneer Gun Club is truly a unique organization. Since 1940 the Pioneer Gun Club has offered tradition based

on family, fun and friends.

ARTICLE I

Name

The name of this organization is the Pioneer Gun Club, Inc. All property and assets are to be held in the Club’s name.

ARTICLE II

Objectives

The objectives of this organization are to provide legal residents of the United States of good repute the opportunity to receive

education and training in marksmanship, safe and efficient handling of small arms, to encourage lawful ownership of firearms,

provide a place to practice safe shooting and marksmanship skills and to promote the 2nd amendment.

ARTICLE III

Membership

Any Legal Resident of the United States over the age of 18, that can legally own and possess firearms, may become a member of the

Pioneer Gun Club by:

1. Submitting an application form to the Executive Board through the Membership Chairman.

2. Payment of current dues and initiation fees.

3. Passing a criminal background check.

4. Showing proof of current membership in the National Rifle Association.

5. Submitting two letters of recommendation or submitting a letter of recommendation from a current member in good standing.

Letters of recommendation should attest that the person is of good character, responsible and practices safe firearm handling skills.

6. Signing this statement on the application: I certify that I am a legal resident of good repute and lawfully able to handle firearms. I

am not a member or any organization or group having as one of its purposes the overthrow by force or violence the government of

the United States or any of its political subdivisions. I have never been convicted of a felony or crime of violence and that if admitted

to membership I will abide by all Club rules and fulfill the obligations of good sportsmanship and good citizenship.

8. Taking a tour of both ranges.

9. Taking and passing a test on the Range Rules, Standard Operating Procedures and By-Laws.

10. Being accepted by majority vote by all but 5 members at the next regular meeting.

Membership begins March 1 and expires at the end of February the next year.

Membership information shall be kept confidential.

A member of the Club shall not, solely because of such membership, be personally liable for the debts, obligations, or liabilities of

the Club

Members in the active armed forces that do not currently reside in the immediate area and that have not relinquished their

membership are to be carried on an inactive list. Effective at the date of their honorable separation from the service, they may

renew active membership within one year by payment of the current annual dues, going through a short orientation, passing a short

test and passing a criminal background check.

Upon the death of any member, the balance of any dues, fees, charges, contributions, purchases and receipts of the Club of any

kind from said member, previously paid, shall revert to and becomes the property of the Club

Neither the membership in the Pioneer Gun Club nor any rights of the membership may be transferred for value or

otherwise.

Automatic Termination

1. The membership and all rights of membership shall automatically terminate upon non-payment of dues.

2. Expiration of the membership year for which the member has paid membership fees and dues

3. Conviction of any crime that removes the member’s ability to own and use firearms.

Spousal Membership: The spouse of an existing member, living at your home, may join the Club by following the same

requirements as a regular member except for paying half the initiation fee and one half of the dues amount. The full member

spouse may sponsor the other. A separate gate card and club key shall be issued

Upon separation (death or divorce) the spousal member shall finished the full year of membership that the dues were paid for, but

the following year if they wish to remain a member shall be required to pay full membership.

ARTICLE IV

Dues and Fees

1. Annual dues, all fees (initiation fees, late fees, other fees) and special assessments shall be set by the Executive Board and

approved by the general membership at the annual meeting, a regular meeting or at any special meeting called for the purpose

of setting these fees.

2. Dues shall be prorated on new memberships from March 1st to end of February of each year.

3. Annual dues are due and payable March 1st of each year.

4. Dues paid after March 31st of each year shall incur a late fee and the member’s gate card shall be turned off until dues and late

fee are paid in full. If annual dues are not paid by May 31st the person may be dropped from the club.

ARTICLE V

Property

1. No real estate may be bought or sold unless approved by the following method:

a. The Executive Board will make a recommendation to buy or sell a property.

b. The membership of the club will be notified of the recommendation.

c. The proposal will be discussed at the next two (2) club meetings.

d. The club will vote on the recommendation at the end of the second meeting.

e. It will take a two thirds (2/3) majority of votes cast to buy or sell the property.

2. Equipment/supplies may be sold by a simple majority vote of Executive Board members who vote at an Executive Board

meeting.

3. Sale of any items shall benefit the Club without personal gain to any member

4. No property or equipment of the Club shall be used for the personal monetary benefit of any person or member.

ARTICLE VI

Meetings

Annual Meeting: The annual meeting of the organization shall be held on the second Thursday of August each year. If the annual

meeting does not take place at the time fixed it shall be held at a reasonable time thereafter and the officers shall hold over until

their successors shall have been elected.

Regular Meetings: A regular business meeting of the organization, for the transaction of ordinary business, shall be held at such

time and place as may be fixed by the Executive Board. Members shall be notified in advance by the regular monthly newsletter

and web site.

Special Meetings: A special meeting of the organization may be held at any time upon the call of the President or upon the call of

the Executive Board, or upon the demand by any club member in writing, stating the objective of the proposed meeting, and signed

by not less than 20% of the members entitled to vote.

Notice of the time, place and objective of the special meeting shall be given to all officers and members in good standing, not less

than seven days prior to the date fixed for the holding of the meeting. The Executive Board shall fix the place of such special

meeting.

Any meeting requiring the participant to identify himself as a Pioneer Gun Club member shall be a special Pioneer Gun Club

meeting.

Quorum: Twenty members of the Pioneer Gun Club shall constitute a quorum at any regular, annual or special meeting.

ARTICLE VII

Communication

The official form of communication of the Pioneer Gun Club shall be through the newsletter and the club website.

ARTICLE VIII

Executive Board

The Executive Board shall manage the affairs, finances and general supervision of the activities of the Pioneer Gun Club Including

the Range Rules and Standard Operating Procedures. The Executive Board shall consist of the Officers the Pioneer Gun Club, the

Members at Large Representatives, the Immediate Past President and the Directors of each active shooting division. Members of

the Executive Board must be club members in good standing.

OFFICERS:

The Officers of the club shall be: President, 1st Vice-President, 2nd Vice-President, Secretary, Treasurer, Membership Chairman

and Range Safety Officer.

DIRECTORS:

The divisions are the club’s active shooting groups led by an elected director.

MEMBERS AT LARGE REPRESENTATIVES:

There shall be two Representatives of the membership at large who do not represent any shooting division.

ARTICLE IX

Election of Executive Board:

1. The Officers of the Pioneer Gun Club and the Members at Large Representatives shall be elected by the majority vote of

votes cast by secret ballot at the annual meeting of the organization, in odd numbered years, and hold office for 2 years or

until their successor is elected.

2. The Division Directors shall be chosen by that division. They shall be approved of by the general membership by the

majority vote of votes cast by secret ballot at the annual meeting of the organization and hold office for 2 years or until

their successor is elected. In the event that a Director Candidate is not approved by the membership the Division shall

choose another Candidate to be voted on by the membership as soon as possible. Each Division shall have an Alternate

Director who shall serve when the Director is unable to. All Divisions shall have a representative at the Executive Board

and Club Meetings.

3. Meetings of the Executive Board shall be held monthly prior to the regular meeting. Special meetings shall be held at any

time on call of the President. Ten (10) members shall constitute a quorum of the Executive Board. The meetings are open

to any member of the Pioneer Gun Club.

Procedures for Election of the Executive Board

1. Nominations for all positions will be taken at the June general club meetings. The ballot will be set after the June meeting.

2. At the July meeting the candidates will have the opportunity to speak and give the club their qualifications and platform.

They will submit these in writing to newsletter editor to be put on the web site and included in the August newsletter.

3. The vote will be taken at the August meeting.

4. There shall be no write in candidates

ARTICLE X

Duties of the Officers

President: The President shall preside at all meetings of the organization and of the Executive Board, casting the deciding vote in

case of a tie. He, with the consent of the Executive Board, will form or dissolve all special committees as needed. He shall be a

member ex-officio of all regular and special committees and shall perform all such other duties as usually pertain to this office.

The President shall also be the legally recognized President of the Pioneer Gun Club, Inc.., which is a registered non-profit Missouri

Corporation, and shall also be the executive head of the corporation. He shall enforce the provisions of the Corporation’s by-laws,

and the will of the executive board.

First Vice-President: The First Vice-President shall perform the duties of the President in his absence or at his request and upon

the Secretary’s or Treasurer’s inability to perform his duties shall assume the duties of either or both of these officers. The First

Vice-President shall be a member of the audit committee.

Second Vice-President: The Second Vice-President shall oversee the duties of range maintenance and repair of the club property.

He shall contract no bills without the authorization of the Executive Board. The Second Vice-President shall perform the duties of

the First Vice-President in his absence or at his request.

Secretary: The Secretary shall conduct all official correspondence pertaining to the organization. He shall notify all members of the

Executive Board of all meetings and shall notify all club members of regular, special and annual meetings as required in Article V.

He shall keep a true record of all meetings of the Executive Board and of the organization and shall be the custodian of the club’s

records. These shall be stored in a safe place in the main club house at the McBride Range.

Treasurer: The Treasurer shall be responsible for all funds and securities of the Pioneer Gun Club. He shall deposit all monies

intact in a bank approved by the Executive Board under the name of the Pioneer Gun Club Inc. The Treasurer, in amounts

determined by the Executive Board, will establish interest-bearing accounts. The Executive Board shall determine the rules for

adding or removing funds from these accounts. The Treasurer shall pay all bills in a timely manner and shall submit club financial

records to the accountant as necessary for tax purposes. With the exception of utilities, insurance, taxes, emergency repairs and

mortgage payments the members shall approve any expenditure in excess of the amount determined under the procedures set forth

in Article IV. The Treasurer shall maintain all financial records as prescribed by the Executive Board and shall present a financial

report at the monthly business meeting. Financial records of the club shall not be published or released to the public.

Range Safety Officer: The Range Officer or his designee shall oversee firing line activities. He shall have the authority to enforce

all range rules with regards to safety, firearm usage and proper conduct of shooters. He shall inspect the ranges regularly and report

to the Executive Board any problems with safety or need for maintenance. He shall have the authority to appoint and train assistant

range officers as the need arises. He shall contract no bills without the authorization of the Executive Board.

Membership Chairman: The Membership Chairman shall collect dues and initiation fees and turn such funds over to the treasurer.

He shall accept applications from prospective members and take their fingerprints and have a background check done on them. He

shall conduct an orientation of prospective new members which shall include a review of the Standard Operating Procedures, the

Range Rules and By-Laws of the Pioneer Gun Club, a safety briefing and information on the operation of the various ranges and a

test over this material. He shall contract no bills without the authorization of the Executive Board.

Division Directors: Each Divisional Director shall represent the interests of his division as well as serving on the Executive Board.

Each Director shall be responsible for and accountable to the general membership for all funds collected by the Division for the use

and promotion of the Division’s activities. An accounting of all funds received and dispersed or held shall be reported to the

Treasurer monthly.

Multiple Offices: No Executive Officer Position may be combined with another. A member may hold an Executive Office

Position and a Director Position or a Members at Large Representative concurrently, but shall have only one vote at any

Executive Board Meeting, Special Meeting or General Meeting on any motion.

Vacancies: The Executive Board shall temporarily fill any vacancy, except President, on the Board until a special election is

held.

Liabilities: No Member of the Executive Board or member of this corporation shall be personally liable for the debts, liabilities

or obligations of the corporation

Resignation: Resignation of an officer does not relieve them of any financial responsibility they may owe the Club.

ARTICLE XI

Voting

1. All votes on business of the Club shall take place at the regular, annual or special meetings

2. There shall be no mail-in (email or postal) voting.

3. There shall be no Proxy or cumulative voting.

4. Early voting will be allowed under the following conditions:

a. For the general election or a special election for Executive Board members.

b. For the purchase or sale of real estate.

c. For any capital expenditure over the amount of (amount set by procedures in Article IV).

d. Amendments to the By-Laws.

e. Notification of the election shall be made at club meetings, the web site and newsletter for two (2) months before the

election.

f. Members will have at least three (3) opportunities to pick up ballots in the month before the election.

g. The member must pick up the ballot in person by showing a current club membership and a picture ID.

h. The member will vote at that time and place the ballot in an envelope. He will seal and place the envelope in a

sealed box that will be opened at the election.

ARTICLE XII

Disciplinary Action

Charges

Violations of the Standard Operating Procedures, Range Rules or By-Laws, unsafe or belligerent conduct or actions, destruction

of club property, theft, misappropriation of Club funds or property, loaning Club ID cards, gate cards or keys to other persons,

physical violence or threat of physical violence against another member or other actions injurious to the interest or welfare of the

club may result charges being brought against the member.

1. Any member in good standing may bring charges against any other member. The charges shall be in writing, clearly

stating the facts relied upon and accompanied by all affidavits or exhibits, which are to be used in their support.

2. Such charges shall be filed with the Secretary who will immediately notify the President. The charges will be heard at

the next meeting of the Executive Board after the member has been notified.

3. The Secretary will give not less than two weeks’ notice of the meeting to each member of the Executive Board, the

accuser and accused.

4. Such notice shall be given in writing to the accused and the Board and will include a true copy of the charges and

supporting affidavits and exhibits. The notice shall be given by registered or certified mail sent to the last known address

of the members shown on the Club’s records

5. The Executive Board shall have the authority to suspend, expel or otherwise discipline a member found guilty by a

majority vote of the votes cast, provided there is a quorum present.

6. Any member who has been expelled or suspended may not enter onto or use any of the Club’s facilities. A person found

using Club’s facilities under these conditions may be charged with criminal trespass.

7. An expelled member my not reapply for membership.

Appeals

1. Any member disciplined by the Executive Board may appeal the decision to the membership. Such appeal shall be in

writing to the Secretary within 15 days of the decision. The secretary will notify the President of the appeal.

2. The President shall act upon the appeal at the next regular Club meeting following notification by the Secretary to all

members in good standing.

3. At a meeting of the Club membership, the Secretary will read the original charge, the supporting affidavits, and will read

the minutes of the meeting of the Executive Board at which the charges were heard and action taken.

4. A hearing will be given to the accuser and accused.

5. A vote will be taken by closed ballot. Two-thirds (2/3) of the club members present and voting will be required to reverse

the action taken by the Executive Board.

6. If the Executive Board’s decision to discipline a member is upheld the penalty will be enforced.

7. If the Executive Board’s decision to expel the member is up held the member shall forfeit his membership in the club and

will receive a refund of all unused dues and fees.

ARTICLE XIII

Amendment to the By-Laws

1. Proposed amendments to the By-Laws must be presented to the President in written form at a regular meeting by any member

is good standing.

a. It shall be read but not discussed at that meeting.

2. The Secretary shall notify the membership of such proposed amendments prior to the next regular meeting stating the time and

place of such meeting.

a. The notice shall be in the Club newsletter and on the website.

3. The next two regular meetings following the publication of such proposed amendments shall be designated as the discussion

meetings for the proposed amendments.

4. Following the final discussion of the proposed changes the President shall call for a vote of those members in attendance at that

meeting. A two-thirds (2/3) majority of members voting shall be necessary to pass it.

a. If passed, amendment(s) shall take effect immediately.

b. Any by-law amendment or any motion (amended or not) voted down may not be presented again for one year.

ARTICLE XIV

Emergency Fund

1. Pioneer Gun Club, Inc. will maintain an emergency fund with the amount to be determined by the methods set forth in

Article IV.

2. An emergency is defined as “an unforeseen happening or state of affairs requiring prompt or immediate action”.

3. Funds can only be withdrawn from it in the case of an emergency that cannot be met by regular club funds.

4. Removal of funds for an emergency requires approval of two thirds (2/3) of the members voting at an Executive Board

meeting and the approval of two thirds (2/ 3) of the general membership voting at a special called meeting.

5. If the emergency is such that the funds must be withdrawn immediately it will take a two thirds (2/3) majority of the entire

Executive Board to allow withdrawal. This vote will be in writing and may be done by email with the vote recorded by the

secretary.

6. Notification of the special called meeting shall be made at least two (2) weeks before the meeting.

7. Notification of the meeting shall be made through the club newsletter and/or the web site.

8. Pioneer Gun Club, Inc. will replace any withdrawals from the emergency fund within a reasonable amount of time as

determined by the Executive Board.

9. After the Emergency Fund reaches the amount determined by the procedures in Article IV a two thirds majority voting at a

meeting of the Executive Board with approval of two thirds of the general members voting at a special meeting may decide

to increase the amount and in the rules for doing so or to stop contributing to the fund at that time.

ARTICLE XV

Lead Recovery Fund

1. Pioneer Gun Club, Inc. will maintain a Lead Recovery Fund with the amount to be determined by the methods set forth in

Article IV.

2. The purpose of the fund is to accumulate enough money to recover lead at either range.

3. Funds will be deposited in the fund by:

a. Collecting $5.00 from each member’s dues each year.

b. All NRA refunds each year.

c. Collecting $0.50 from each shooter at events.

d. All money collected from the sale of scrap lead.

e. All donations that are specified for lead recovery.

f. Other funds as directed by the Executive Board and approved by the membership.

4. At least $3,000 will be added to the lead recovery fund each year until the club can afford to reclaim the lead.

5. When recovery has been made the money in the fund will be replaced as quickly as possible so that recovery may be done

again at a later time.

ARTICLE XVI

Dissolution of the Club

1. In the event the club ceases to function, and upon payment of all due bills, taxes and other financial obligations, the residual

monies derived from the disposition of the physical assets of the Club shall be placed in the Club’s bank account until such time

as the re-establishment of the Club occurs.

2. The Officers of the Executive Board shall oversee these funds and to act upon them as necessary to reestablish the club.

3. If such reestablishment of the Pioneer Gun Club fails to occur those remaining funds shall be secured by the Officers of the

Executive Board for the purpose of training young shooters, promoting the shooting sports or preserving the Second

Amendment.

4. Officers of the Executive Board may not receive any compensation for their services.

ARTICLE XVII

Audit Committee

The Executive Board shall form a standing Audit Committee. It shall consist of no less than 2 and no more than 4 general club

members and the First Vice-President. The Audit Committee shall perform a financial audit annually and make a report of findings

to the Executive Board and the general membership. In the event of any major discrepancies in an audit the committee shall select

an independent Certified Public Accounting firm to do an independent financial audit. This firm shall make a complete report to the

membership as soon as the audit is completed.

3. 50 BMG rifles may only be fired from benches 1-4.

4. When a cease fire is called completely unload your firearm, remove the magazine, leave the action open, place the firearm

on the table and step back from the firing line.

5. Do not handle any firearms when the range is closed.

6. Firearms are to have the actions open and magazines out until the range goes hot or the ready to load command is given.

7. Anyone who sees something unsafe shall call Cease Fire immediately. Everyone on the range should echo the command.

8. Handle all loaded firearms to ensure that all projectiles, including unintentional discharges, shall directly impact the

backstop or backstop.

9. When finished shooting remove your targets and pick up all trash and put the trash in the trash barrels.

10. Pick up your empty cartridge cases/wads. This means all steel, aluminum, rimfire and plastic cases.

11. No armor piercing or tracer ammunition is allowed,

12. Every member has a duty to stop any unsafe act they observe and to report all violations of the rules to the Range Officer or

the executive board.

13. Shoot only targets that is directly in front of your shooting bench.

14. Shoot only approved targets—no bottles cans etc.

15. Fully automatic firearms or attachments to firearms enabling simulated automatic fire are prohibited.

16. Leave the range better than you found it.

17. Shooters may shoot offhand, prone, sitting or kneeling in front of the firing line and on the concrete on positions 1-4

provided there are no shooters on positions 5-12.

Other rules may apply during Executive Board approved supervised matches and practices.

executive board.

12. Fully automatic firearms or attachments to firearms enabling simulated automatic fire are prohibited.

13. No armor piercing or tracer ammunition may be used.

Falling Plates Range

Range 6

1. Always keep your muzzle pointed in a safe direction.

2. Always keep your finger off of the trigger until ready to fire.

3. Always keep your firearm unloaded until ready to use.

The only firearms to be used on this range are:

1. Handguns firing a cartridge that generates 450 foot pounds of energy or less. Each shooter is responsible to ensure that

their ammunition meets this requirement.

2. Rifles shooting a .22 caliber magnum, rimfire long rifle, long or short cartridge.

All shooters must:

1. Shoot standing directly in front of the plate rack.

2. Shoot from the same firing line.

3. Handle all loaded firearms to ensure that all projectiles, including unintentional discharges, shall directly impact the

backstop or berm.

4. Eye and ear protection must be worn by anyone on or near the range.

5. Be at least 10 yards from the plate rack.

6. Shoot only approved targets—no bottles, cans etc.

7. Pick up your empty cartridge cases/wads. This includes steel, aluminum, rimfire, paper and plastic cases.

8. Return all tables and chairs to the shelter at the back of the range.

9. Leave the range better than you found it.

10. Fully automatic firearms or attachments to firearms enabling simulated automatic fire are prohibited.

11. All spectators must be behind the firing line and wear eye and ear protection.

12. Every member has a duty to stop any unsafe act they observe and to report violations of the rules to the Range Officer or

the executive board.

13. No fully automatic firearms may be used.

14. No armor piercing or tracer ammunition is allowed.

15. When a cease fire is called completely unload your firearm, remove the magazine, leave the action open and place the

firearm on the table and step back from the firing line or unload the firearm and put it in a holster.

15. Return all tables or chairs to the shelter at the back of the range.

16. Leave the range better than you found it.

Shotgun Range Rules

1. Always keep you muzzle pointed in a safe direction.

2. Always keep your finger off of the trigger until your sights are on the target.

3. Always keep your gun unloaded until ready to shoot.

1. Carry your shotgun to and from the firing line and between shooting stations with the action open and muzzle pointed up or

down toward the ground.

2. Keep your action open until it is your turn to shoot.

3. Load only on the firing line when it is your turn to shoot.

4. Load only one round at a time unless you are shooting doubles.

5. Any conventional shotshell used must have a dram equivalent of 3 or less, shot size of 7 ½ or less and 1 1/8 ounces of shot

or less. All other shotshells must be used on other ranges.

6. Only lead shot may be used on the pattern board.

7. Only conventional “clay pigeon” targets may be used.

8. Eye and ear protection must be worn by anyone on or near the range.

9. Only shotguns of 10 gauge or smaller may be used.

10. Shooters using hand throwers or portable throwers must make sure that all targets go “down range” and that all shot lands

in the normal impact area.

11. All shooters must fire from the same firing line. Normal ATA rules apply.

12. Pick up your empty shot shell cases, boxes and other trash and place it in the trash barrels.

13. Picking up missed targets is only allowed when both trap ranges are shut down.

14. Leave the range better than you found it.

15. Be safe at all times. Remember, safety depends on you!

Archery Range Rules

1. Use only target points. No broad-heads (hunting tips) are to be used on outdoor targets unless specified. Target style heads

only.

2. Shooting is to be at target faces only (paper targets) on hay bales or approved back stops. There is to be no shooting at any

object or animal (3-D targets exempt) Destroying any hay bale to retrieve a buried arrow or bolt is forbidden.

3. No archer is to have an arrow in his/her bow unless they are in a proper shooting position and the range is clear.

4. Archers may practice at any distance where targets are located, but must fire from a common firing point.

5. When searching for a lost arrow, stand your bow crossways in front of the target to indicate that someone is downrange.

6. When arriving at a target and seeing a bow standing in front of the target, hold your position. Someone is searching for a

lost arrow. Do Not Shoot.

7. No member of a shooting group is to step forward of the position until all members have completed shooting at that

particular range.

8. The range is open to all members at all times except during an organized shoot. During these times the ranges are for only

those participating in the event.

9. Shooters should not break or remove vegetation except where growth is interfering with shooting at a proper target from a

ground stake (marker). Shooters are encouraged however to keep the ranges clean by removing possible tripping hazards

and debris while using the ranges.

10. Be sure the gate to the range is closed when you enter or leave the range.

11. Other rules may apply during Executive Board approved supervised matches and practices.

Cowboy Action Safety and Range Rules

1. Always keep your muzzle pointed in a safe direction.

2. Always keep your finger off of the trigger until ready to fire.

3. Always keep your firearm unloaded until ready to use.

1. Every shooter is responsible for their safety and the safety of others on the range.

2. Always follow the instructions of the Range Officer.

3. Eye and ear protection must be worn by anyone on or near the range.

4. This is a “Cold” range at all times unless you are on the firing line.

5. All handguns are to be holstered unless you are on the firing line or at the loading or unloading tables.

6. Maintain muzzle control at all times. Do not break the 170 degree rule.

7. Dropped guns, loaded or unloaded, will be retrieved by the Range Officer and the Stage ends.

8. Firearms are to only be loaded when instructed to do so.

9. All long guns are to be stored open. Actions are to remain open unless on the firing line or at the loading or unloading tables.

10. Dropped rounds are “dead”. Do not pick up dropped rounds

11. Show all guns “clear” at the unloading table before leaving the firing line.

Brickyard Range Rules

1. The only firearms to be used on this range are:

A. Handguns firing a cartridge that generates 450 foot-pounds of energy or less. Each shooter is responsible to ensure

that their ammunition meets this requirement.

B. Rifles shooting a .22 caliber rimfire magnum, long rifle, long or short cartridge.

C. Air guns powered by compressed air or CO2 firing a pellet.

2. Only paper or cardboard targets mounted in target frames may be used.

3. No firearms shall be discharged outdoors.

4. Archery is only permitted outdoors. Bows may not be shot closer than 500 feet from the west and north property lines
