"The snow expected this weekend will be heavier andwetter than what we've seen this winter," Driscoll said."Because the snow may also be accompanied by somerain, roofs may be at greater risk as the weight ofaccumulated snow and ice increases."

Driscoll recommends clearing snow from a roof if more thantwo feet has accumulated. For those not able oruncomfortable removing snow, Driscoll suggests consultingwith a roofing company or properly insured contractor.

Some other tips include:

Keep all chimneys and vents clear to prevent carbonmonoxide from backing up into the building. Somevents, such as pellet stove vents, may exit thebuilding through a wall and are susceptible to beingblocked by excessive snow buildup on the outside ofthe building;Keep all exits clear of snow, so that occupants canescape quickly if a fire, or other emergency, shouldoccur. Keep in mind that windows should be clearedto allow a secondary means of escape in case theprimary means of escape is blocked by fire. Keepingexits clear also allows emergency workers to accessyour building.

A roof may collapse with little or no warning, Driscoll added,and one common misconception is that only flat roofs aresusceptible to collapse. High roof parapets can accumulatesignificant drifting snow, especially during wind events. Thefollowing warning signs could indicate a roof is in danger ofcollapsing:

Sagging roof steel ­ visually deformed;Severe or new roof leaks;Cracked or split wood members;Bends or ripples in metal supports;Recent cracks in walls, drywall or masonry;Cracks in welds of steel construction;Sheared off screws from steel frames;Sprinkler heads pushed down below ceiling tiles;

Driscoll said property owners should also check roof drainsand gutters and make sure they are clear of snow and ice.

Motorists should also use caution, Driscoll said, as stormdrains may also be covered with snow and ice, obstructingdrainage and causing water to pool on or near roadways. Ifpossible, residents are asked to help shovel street drainsand fire hydrants.

Land use chapter of Master Plantopic of upcoming public hearing

The Planning Board will hold a public hearing on theproposed Land Use Analysis Chapter of the Dover MasterPlan on Tuesday, Feb. 24, at 7 p.m., at City Hall. Thisfollows an earlier Planning Board workshop to review therecently completed chapter.

To help develop land use considerations for Dover, thePlanning Board established a steering committee tooversee the effort. The committee worked with StevenWhitman of Jeff Taylor and Associates, a consultant to theproject.

"It was clear to me from the start that the steeringcommittee wanted this chapter to reflect Dover's currentstate and a possible future that is derived from the visionchapter adopted in 2012," said Steve Bird, City Planner forDover, who served as the staff liaison to the committee.

The land use chapter is required by state statute and givesshape to the community's vision, including input from theDover 2023 sessions. The committee titled the chapter, "It's

About Tomorrow." The theme of the chapter is torecommend land uses that are a good fit for Dover whenthe City celebrates its 400th anniversary.

"The new document includes the most recent data availableconcerning housing, job growth, natural resources,transportation and economic development, all of whichhave an impact on land use within the city," said JerryReese, Land Use Steering Committee Chair. "As with thelast land use document, it is the hope of the committee thatthis document will be a useful tool and guideline for the nextseven to 10 years."

The Land Use Analysis Chapter studies demographictrends, economic activity, and natural resources. Thechapter reviews existing conditions and the proposedlocations, extent, and intensity of future land use. After thechapter documents these conditions, it provides ananalysis, and designates a future land map. This mapdepicts the general locations, types, and intensity of thecommunity's future land use. Finally, the chapter containsrecommendations for the following areas:

Land UseEconomic DevelopmentHousingEnergy

Like the vision chapter, the land use sections form thebackbone of Dover's Master Plan. A master plan guides thelong­term physical development for a community. Similar toa business which periodically reviews its strategic plan,Dover reviews its Master Plan every five to 10 years. Eachreview has a 10­ to 20­year horizon.

The Planning Department believes that because of publicparticipation and numerous opportunities for public input,the vision is reflective of the community's. Based upon thatimportance, the Land Use Analysis Chapter will not just siton the shelf. The chapter takes the visions laid out andbegins to identify recommendations to put thought intoaction.

Dover Listens hosts Cookies andCommunity

Join Dover Listens for an an afternoon of stories,community, and warm cookies on Sunday, Feb. 22, 2015,from 3 to 5 p.m., at the McConnell Center cafeteria.

This session is the first of three "Warm Cookies andCommunity" gatherings and is open to all ages. The firstsession focuses on Dover's past. Come listen to storiesabout Dover's past, or share your own.

The second session on Sunday, March 1, will focus on the

present day, and the final session in the series on Sunday,March 15, will focus on Dover's future.

Each session will be hosted by Rod Doherty, the formerexecutive editor of Foster's Daily Democrat.

Opera at the Dover Library Feb. 21The Dover Public Library is pleased to host the eighth intheir series of free musical concerts on Saturday, Feb.21, at11 a.m. in the library's Lecture Hall. Seven talented areamusicians, led by Youth Opera Program director and UNHlecturer Melissa Manseau, will perform selections from well­known operas. Some of Melissa's voice students will besinging, accompanied by Minako Merritt on piano. Thisprogram is a great way for families to introduce theirchildren to the wonders of opera in a relaxed setting and it'sfree. The performers enjoy singing for an audience, sobring your enthusiasm and excitement.

Performers are:Audrey Craft has been a student of Melissa Manseau's forseveral years. She loves opera, but also enjoys singingeverything from gospel to Broadway. Her main instrumentis piano. After studying with Minako Merritt for about sevenyears, she graduated from St. Olaf College in Minnesota.She is currently a piano teacher with a growing studio.

Kamerin Hermenau has performed at the SeacoastRepertory Theater and the Ogunquit Playhouse. She has

been singing opera for the past seven years. She recentlyperformed as Maggie in "Lend me a Tenor" and sings withMelissa Manseau's Youth Opera Program. Kamerin isthrilled to educate and inform others about her passion foropera.

Druinn Johnston has been a student of Melissa Manseaufor nine years and previously studied at the BostonConservatory. She lives in Durham and is expecting herfirst child next month.

Soprano Melissa Manseau is delighted to perform again atthe Dover Library. She graduated with a B.A. in musiceducation from UNH and a M.M. in vocal performance fromthe University of Northern Iowa. She has performed withOpera North, Opera by the Bay, Boston Vocal Artists, SaltMarsh Opera, Cape Cod Opera, Bronx Opera, GraniteState Opera and Sarasota Opera. Manseau is the founderand director of Youth Opera Workshop, now in their 13thseason performing opera with singers ages 11­28. She is afull­time Lecturer in Voice at UNH. Melissa's 10­year­oldson Jackson Walsh also performs on stage and film in thegreater Boston area, as well as her husband, SAG actor,Michael Walsh. Pianist Minako Merritt, a long­time resident of Dover, is agraduate of the Musashino Music Academy in Tokyo. Priorto moving here, she taught piano for several years at theKawai and Yamaha Music Schools. Minako teachesprivately now from her home and can be found mostSunday mornings playing at the Christian Science Churchin Dover.

Eric Radcliffe has sung regional opera in the area for manyyears. Formerly a member of the Lakes Region OperaCompany, Eric has performed all over the six state region.Most recently he performed as Joseph in the "Bus StopAtheist" at the Merrill Auditorium. He is excited to beperforming at the library, singing opera for the community.

Anna Woodbury graduated from Boston University with a

bachelor's degree in Vocal Performance. She has been asoloist with the Rockingham Choral Society, and hasperformed as a professional soloist at several localchurches. Anna will soon begin work on her master'sdegree in Music Therapy.

School vacation week fun at theDover Public Library

February school vacation week activities at the DoverPublic Library kick off with a Legos Day in the Children'sRoom on Saturday, Feb. 21. Legos will be available all dayfor creative fun, plus Gordon Lubbers, owner of Bricks 4Kidz, will be here from 10 a.m. to 2 p.m. with speciallyengineered Lego motorized model kits and instructions. At2 p.m., there will be a free showing of "Alexander and theTerrible, Horrible, No Good, Very Bad Day" (PG; 1 hour, 21minutes) in the Lecture Hall.

On Monday, Feb. 23, there will be a free matinee screeningof "Disneynature: Earth" at 2 p.m. This epic adventurefollows three animal families: polar bears, elephants, andhumpback whales, on a planet­wide journey. That eveningat 6:30 p.m., girls in grades 3­6 are invited to join our STEMprogram. Miss Rachel, an engineer, will lead participants inbuilding simple structural designs that are amazingly sturdy.Females are underrepresented in the science, technology,engineering and math fields and Miss Rachel hopes to helpchange that. Of course, boys are welcome to attend too.

On Tuesday, Feb. 24, join us for a fascinating programabout Marine Mammals by docents from UNH's Sea GrantSea Trek Program. A 2 p.m. session is tailored for pre­K tosecond graders and a 3 p.m. session will welcome thirdgraders and up. If families want to be in the same timesession, that's fine too ­­ our goal is to keep the activities tosmall groups. The docents will illustrate the characteristicsand physical and behavioral adaptations of a variety ofmarine mammals. Through hands­on activities, children willthen explore the similarities and differences betweenmarine and land mammals, and the special adaptations thatallow for finding food, breathing, and staying warm in theAtlantic sea water.

On Wednesday, Feb. 24 at 10 a.m., Miss Tina will conducta winter wildlife­themed drop­in story time in the LectureHall. All ages are welcome to attend.

On Thursday, Feb. 25, the Seacoast Science Center'sMarine Mammal Rescue Team will be here at 2 p.m. to talkabout their efforts to help stranded, injured or diseasedseals, whales, porpoises and dolphins along the NHseacoast. Their "Save a Seal" program will help childrenlearn about native Gulf of Maine species and what to do ifthey spot an animal washed up on a beach. Afterperforming a mock rescue, children will earn a special "Sealof Approval" for participating.

On Friday, Feb. 27, educators from York's Center forWildlife will be at the library at 10 a.m. presenting their newprogram, "Winter Wildlife Adaptations". Their animal

assistants will include an assortment of live raptors, reptilesand mammals, so be prepared to be amazed and see somelocal wildlife up close.

All week long, children of all ages are invited to make a"Polar Bear" at the Creation Station in the Children'sRoom. All materials will be provided.

Wrapping up Wildlife Week will be a showing of "Big Hero6" (PG; 1 hour, 22 minutes) on Saturday, Feb. 28 at 2 p.m.in the Lecture Hall. None of the library's School VacationWeek programs require pre­registration and each programis offered for free.

Dover schools, UNO Pizzeria kickoff 'Get Brighter Dover'fund­raiser

The Dover School District and UNO Pizzeria & Grill havelaunched the "Get Brighter Dover" fundraiser, along withCCS Presentation Systems New England and Epson. Theprogram will help improve public education and giveteachers and students more access to cutting­edgetechnology.

From March 2, 2015, through April 17, 2015, UNO Pizzeria

& Grill located at Indian Brook Road on theDover/Somersworth line will host the "Get Brighter Dover"fundraiser for all schools in the Dover School District. Toparticipate, guests of UNO who present a fundraiser ticketwith their order will automatically give 20 percent of theirtotal bill to the school of their choice through UNO'sgenerous donation. The funds raised from this program willallow the Dover School District to further enhance itscurriculum and supplies. The school that raises the mostfunds at the end of the program will receive an EpsonBrightLink 575Wi interactive projector, including installationand training, donated by Epson, CCS New England andUNO. The value of this prize is $4,000.

The Dover School District sees tremendous value increating technology­rich schools and hopes to eventuallyinstall Epson projectors in all classrooms. The winningschool will be announced on April 30, 2015. A "Get BrighterDover" Celebration Party will be held in mid­May 2015 atUNO Pizzeria & Grill to celebrate the winning school andthe success of the program. Feb. 20, 1725 ­ The bloody fight with the Indians by Capt.John Lovewell and his men, at the pond in Wakefield whichhas ever since gone by his name took (Lovell Lake) place atthis time. On the 24th, the brave company with the scalps ofthe enemy ten in number, stretched on hoops, and elevatedon poles, entered Dover in triumph, and proceeded thenceto Boston, where they received the bounty of 100 poundsfor each scalp.

Feb. 22, 1754 ­ Petitions for a new parish in Dover, by thename of Somersworth, were presented again this year, andthe Assembly appointed a committee "to take a view ofsuch part of Dover as may be necessary in order to judgewhether the prayer of the petition ought to be granted ornot, and make report thereof as soon as may be, thepetitioners to be at the cost and charge thereof."

Feb. 21, 1843 ­ Died, Nathaniel W. Ela, aged 77, for nearlyhalf a century the keeper of a well­known hotel (Ela'sTavern) on the Landing.

Feb. 26, 1864 ­ Sarah Low of Dover, serving as a nurseduring the Civil War, writes: "On Monday morning at 9o'clock Mr. Hall, (Daniel Hall, Clerk of the SenateCommittee on Naval affairs, later Captain, Major andColonel) Miss Lowell and I accompanied by a soldier,carrying a carpet bag and valise, left Armory Square

Hospital and turned our steps toward the station. The carsmarked military railroad­U.S. and the guard at each carmade us realize where we were going. It took some time toshow our passes and get them approved to establishourselves. We were to spend 2 nights near the front asguests at the Headquarters of the 2nd Corps. It may seemstrange to those at a distance that they should wish to havea party when the time for a battle cannot be a great way off,but when we were there it seemed rather as if they hadinvited their friend for the sake of seeing them once more. Ittook about six hours to reach our destination by train. FromWashington we went through Alexandria, Manassas,crossed Bull Run and on to Rappahanach station. Fourmiles further we stopped at Brandy, and rode byambulance 4 miles further still over recently made roads tothe 2nd Corps Head quarters, surrounded by officers andsoldiers on horse back galloping in every direction. Therewere parties of soldiers who had come from neighboringcamps to see the arrival of this large group. I wish youcould have seen the party leave the station. It was thegayest scene of confusion I have ever seen. Along theroute we saw the remains of long train that had been burnt,some by rebels and some by the union men. The groundnear the train was burned black. We could see from thetrain the house where Beauregard had his head quarters.We passed miles of bent rails taken up by the rebel inMeade's retreat last autumn. On we went through fencelesscountry that would have seemed an uninteresting plain if ithad not been for the associations connected with it and theremembrances of the weary feet that passed over it. Wesaw an unburied horse lying on the ground and sometimesa half eaten one and multitudes of carrion (carcass) fedcrows, We could see regiments encamped on every littlehill. On arriving at camp we were received by Captain(Andrew) Young and Colonel Batchelder. Their quarterswere made available to us and other guests and a new tentwas pitched for them. The landscape with rolling hills wasbeautiful. The whole encampment was extremely neat andattractive with fences and roads that were kept swept 3times a day. The house we stayed in was a queer one andprobably the house of a negro overseer. Everything lookedcomfortable and pleasant. A bedstead had been made forus after our arrival, two bales of new blankets opened,

straw was put on the bedstead, then blankets and blanketsfor pillows and covering. We had dinner after looking afterthe mules and horses then went in to dress for the partythat evening, Five of us dressed in one room. The hall wasdecorated with regimental flags. Some of which were inshreds and some very brilliant new ones belonging toregiments just returned from furlough. The party was thegreatest occasion and I had one of the best times I everhad. There are very few line officers here, they are most allgenerals with their staffs. General Meade, General Berryand Generals Sedgewick, Wright, Humphreys and Webb.We saw nearly all the Generals of the Army of thePotomac. General Kilpatrick is as ill looking a man as I eversaw. We watched a long conversation between Meade andKilpatrick as they stood apart from all others. They wereevidently describing movements. The next day Miss Lowell,Lucy (Hale), Captain Young, Mr. Hall and I accompanied bythe medical director of the corps went to visit the Corpshospital. They could take such good care of the men thatthey had not sent up those wounded at Mine Run 2 or 3weeks ago. We then drove off to the review which was heldseveral miles distance, in Stevenburg. As we were riding toreview a soldier rushed out from some quarters and caughthold of our ambulance. He proved to be an old patient ofmine. He got up and rode some way with us. We could seeon the hills where the rebels were encamped. With a spyglass you could see their earth works and camps. They saidthat the rebels had undoubtedly seen the review that day.General Meade reviewed the corps. The Generals andladies and gentlemen rode on horseback all along the line,in front then in the rear. Vice president Hamlin seemed tobe taking a nap on his horse. We were very muchentertained with his dancing the night before. "When wereturned (from the review) we soon had dinner, after whichMiss Lowell, Lucy and I walked off to call on the 20thRegiment. Miss Lowell's brother, Colonel James, belongedto this regiment. In the evening we had several callers andat a late hour went to bed wondering if there would not be araid and thinking as the canvas of the tents flopped in thewind that perhaps rebels had come." The next morningMiss Lowell and I got up at 6.30 and took an ambulance tothe train with Mr. Hall at 8 to return to Washington. CaptainYoung and Colonel Batchelder had done everything to

Feb. 23, 1917 ­ It is reported that the City of Dover's StreetDepartment has spent $129 per inch of snow in snowremoval operations after a recent storm that dropped 10inches of snow on the City.

Online vehicle registration renewal is easy, safe andsecure. You can register online by providing a PIN numberor your license plate number. Your PIN number is providedby the City of Dover and can be found on your renewalnotice.

For your convenience, you can now pay for motor vehicleregistration by credit card.
