1. The Program1.1. BackgroundAlthough the number of persons suffering from hunger has slightly decreased (870 million people worldwide in 2012), the situation still remains concerning. Malnutrition is an offence to human rights and dignity. Africa is the only continent where chronic undernutrition has grown over the past twenty years, reaching 239 million people in 2012.Agricultural national and international policies mainly unfavourable to family farming as well as insufficient agricultural budgets are major causes for hunger along with conflicts, climate hazards, soils impoverishment or crops conservation. Due to trade liberalisation in agricultural products and the concentration of production in large farms in the North and in the South, the share of imported food has increased. In addition, food price volatility affects both urban and rural population. Poor urban people in Southern countries used to benefit from relatively low prices thanks to importations, but malnutrition is still rampant. The 2008 “hunger demonstrations” that occurred following a sharp increase in food prices, aggravated by speculation on international markets, acted as a reminder that the social peace gained in cities at the expense of farmers is fragile.Conflicts, climatic hazards, soil erosion or poor crop preservation are well-known causes of hunger. Other threats are now further weakening production conditions: the reduction of biodiversity, pressure on land and water resources, climate change.Hence West African farmers and their organizations have therefore a four-fold challenge to take up with their partner associations: reduce malnutrition, ensure a decent income for farmers, address the need for sustainable management of natural resources and influence public policies at a national as well as an international scale.Faced with the rapid growth of cities and with an increasing demand from urban consumers that transform rural-urban configuration, family farms must strengthen their ability to feed the towns with local production.To support them, the Fondation de France and the Comité Français pour la Solidarité Internationale joined forces in 2009 to launch a new program for strengthening family farming in sub-Saharan Africa. In 2010 this program focused on West Africa.This program is supported by Fondation JM.Bruneau which is under the aegis of Fondation de France, Fondation L’Occitane and Fondation Ensemble.

1.2 ObjectivesThe general objective is to promote local initiatives aimed at reinforcing access to food through a viable and sustainable family agriculture in Africa and to share their achievements on a wider scale.The specific objectives are to:1. improve and secure production, processing, preservation and marketing of farm produce and ensure that poor urban consumers have access to it through concrete and innovative actions;2. share among local, national and international actors the knowledge acquired from tangible actions supported under this program, and draw overall lessons.

1.3 ModalitiesIn order to fulfil those objectives, the program will provide support to actions aiming at promoting family farming in West Africa. This is the purpose of this call for proposal.This program is however more than just a grant-giving process. Fondation de France, Fondation JM.Bruneau, Fondation Ensemble, Fondation L’Occitane and CFSI are offering to selected projects an opportunity to share the knowledge they acquired through their concrete actions with local, national and international actors, so that they can draw global lessons. That means collecting information on the conditions of technical, social or political success. This learning process is implemented on a specific topic, which is defined by the program steering committee. Since 2010, this process is focused on the topic “Feeding cities through local production”. It aims at demonstrating that a sustainable family farming is able to feed West African cities while allowing farmers to live from their work with dignity. The objective is to reach a scale-up change: on the one hand, by replicating interesting and innovative initiatives and, on the other hand, by influencing public policies through advocacy.

Applicants who can contribute to the selected topic will be required for to actively participate in the process, through involvement in web-based discussion groups or phone interviews, for example.

2. Eligibility criteria: the conditions for applying for a grant

2.1. Eligibility of applicants and partners

2.1.1 Eligibility of applicantsTo qualify for a grant, applicants must:

be non profit legal entities: West African farmers’ organizations, West African NGOs, “support NGO’s” active in West Africa or in Europe (provided they work together with local partners), training or research organizations;

Public institutions other than mentioned above, as well as local authorities, are not eligible. be registered as an organization for more than one year; have previously conducted action projects in the area of food and agriculture; present a project in partnership that includes at least one West African and one European

organization. The partnership must be formalised and exist prior to the project for which the grant is requested;

NB: the objective of such a partnership must focus on the promotion of family farming between European and African organizations. The project has to be collectively designed, as well as the role and contribution of each partner. be based in Europe or in West Africa.

2.1.2. Eligibility of partners The partners must be non-profit legal entities: West African farmers’ organizations, West African

NGOs, “support NGO’s” active in West Africa or in Europe (provided they work together with local partners), training or research organizations;

Public institutions other than mentioned above, as well as local authorities, are not eligible as “main partner”. Local authorities can be part of the “other partners”

The partners take part in defining and/or implementing the project; The European organizations’ partners must play a dominant role in implementing the proposed

project (they must not be acting merely as intermediaries). Beneficiaries of the action cannot be partners.

2.2. Eligibility of projectsThe projects must take place in a West African country (Benin, Burkina Faso, Cap Verde, Côte d'Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, Togo). The program supports projects addressing one or both of these themes:

Feeding cities through local production: how can local family farming supply urban markets and feed cities? How can it compete with imported products? How can the rural population live decently from family farming activities? How can producers and consumers cooperate for mutual benefits?

Agriculture and environment: can family farming produce enough in a sustainable manner? How can family farming adapt to global warming? How can it contribute to preserving natural resources and biodiversity?

Within the framework of these two themes, the program provides financial support for the following actions:

Improvement and diversification of family farming, the processing and marketing of family farmed produce

Management of natural resources in a sustainable manner, in connection with family farms; Strengthening family farming organizations. Defence and promotion of family farming among the consumers and decision makers; Capitalisation upon innovations addressing family farming development; Better attention to gender issues and support to women farmers.

The projects must be designed and implemented in a participative manner with the concerned stakeholders: reciprocity in action and learning, sharing responsibilities and common values, etc.Projects can last several years (until three years).Projects must start at the latest on December 31st, 2013. They may have started before the submission date but only the expenses done after January 1st, 2013 can be funded by the program.

2.3. Eligibility of resources and expenditure

2.3.1 ResourcesApplicants and their partners must provide at least 20% of the project’s resources. Contributions in kind (volunteer work, in-kind donations such as premises, equipment, services, etc.), are not accepted as co-financing. Our contribution will range between €10,000 and €15,000 per year (or a maximum of €50,000 in the case of a three-year project).

2.3.2 Expenditure all expenses necessary for the project’s implementation, after January 1st, 2013 accountable expenses, evidenced by receipts, bills, etc. the cost of purchasing equipment, consumables, office supplies and services, as well as staff

travel expenses and per diem living expenses project-related staff costs indirect costs (administrative costs of the association and its partner)

Be careful! Projects aimed solely at purchasing equipment or inputs cannot be financed under this program.

3. Application procedure

3.1. Submitting an application

3.1.1 Grant application fileApplications must be submitted in the model format (see below) to be completed (using Word, with the budget in an attached Excel sheet, handwritten applications will not be accepted). The application may be in French or English, but if in English it must be translated. The budget must be in Euros. Lines may be added to the application, but the total document should not exceed 20 pages. Kindly pay attention not to remove items and format the document in order to save paper.

3.1.2. AppendicesThe following supporting documents must be available at the time of application and will be requested in May 2013 from all shortlisted candidates. They must be scanned by the applicant and sent by email, in several batches if necessary since no file may exceed 4Mb.

partner which is included in the proposal). A Memorandum of Understanding or equivalent will also be accepted.

3.1.3. How and when to apply?The completed applications must reach us before Thursday 28 March 2013 included. We will not examine any incomplete or late application. Applications must be sent by email only in a single email to [email protected]. They must include:

the Word file attachment with the grant application the Excel file attachment with the organization’s budget and the project budget a letter or email of commitment from the main partner in the project.

DDSAF13 is the code for the Call for Projects (from the French Dossier Demande Subvention Agriculture Familiale 2013, meaning “file for grant application: family agriculture 2013”). This is common to all applications and must be placed first;

The acronym (or full name if composed of fewer than 12 characters) must be that of the applicant organization (for example “FDF” for “Fondation de France”);

The country is where the applicant’s headquarters are located (for example DDSAF13_CFSI_France.doc)

The letter from the main partner in Word or pdf format should have the partner’s name (or acronym) after that of the applicant, as follows:

The applicant must have an email address.An acknowledgement of receipt will systematically be sent to the applicants, at the latest 5 days after receiving the application forms. 3.1.4. Letter of commitment from the main partnerThis Call for Projects is reserved for partnership-based actions between at least one West African and one European organization. This partnership must be a formal one and pre-date the project for which the grant is being requested.A letter of commitment from the main partner is mandatory and should be sent with the initial application file. The letter may be scanned and sent as a PDF file, or as a copy of an email to the applicant. This letter is a commitment of both partners (applicant and partner) to Fondation de France and CFSI to play an active role in the project for which a grant is being requested.It is mandatory for the letter from the principal partner to state:

the title or goal of the project for which the grant is being requested; the project’s location; the date when the partnership with the applicant began; the partner’s involvement in the project: role of each partner in defining, implementing and

monitoring it, financing plan of the project and contribution of each partner; the date of the letter or email; the identity and title of the signatory (full name and job in the organization).

MOUs or similar documents will also be accepted.

3.2. Selection procedureThe applications will be examined by the program’s secretariat, run by CFSI. The person in charge of the project at the applicant organization must be reachable by email and telephone (land line or mobile) in case the examining body has any questions. Please confirm receipt of all emails. The selection committee will evaluate projects according to the following criteria.Quality criteria: the quality of the project, its relevance and its impact on family farming and on access to food in

towns and cities; its feasibility: relevance of project’s budget and action plan; consistency between planned

activities and expected results; budget/financing consistency; measures to ensure the continued benefits over the long run.Innovation criteria:Innovative nature of the project regarding one or several of the following items: preservation of natural resources and of biodiversity; adaptation to climate change; marketing methods, rural employment and creation of economic activities; participation of citizens in local governance and participation of family farmers in the

“production-processing-preserving-marketing” chain management; facilitation of skill-based partnerships, at local and international level.

4. Decision to support the projectA jury will meet in June 2013 to propose the amounts to be distributed to the International Solidarity Committee of Fondation de France and the executive committees of CFSI, Fondation Ensemble and Fondation L’Occitane, which will meet in July to make their final decision. Applicants will be informed of the decision by email only (no replies will be given by telephone) in the second half of July 2013. Successful applicants will receive their grants in several instalments. The modalities will be specified in along with the approval letter.

5. Follow-up: progress reports, control and communicationSuccessful applicants undertake to submit technical and financial progress reports to the examining body in accordance with the schedule sent to successful applicants along with the grant acceptance notice. The report will contain qualitative and quantitative data about the project’s execution, as well as data about the beneficiaries of the grant and details of expenditure.The grant must appear in the organization’s accounts, a copy of which will be requested.The applicant and it(s) partner(s) commit themselves to actively participate in the experience-sharing process put in place by Fondation de France and CFSI as part of this program (participation in meetings, seminars, sharing sessions, writing notes, articles etc. ).

This program is more than just a matter of financing. Special attention will be paid to how each project is executed, and how the experience gained from it is shared and communicated to the media and donors in such a way as to draw attention to and support for the cause of family farming as a way of combating hunger.Fondation de France, Fondation JM.Bruneau, Fondation Ensemble, Fondation L’Occitane and CFSI reserve the right to publish and disseminate any information that may contribute to achieving this goal. They may also publish all information relative to the projects they finance under this Call for Projects in order to inform donors. By accepting a grant from Fondation de France, Fondation JM.Bruneau, Fondation Ensemble, Fondation L’Occitane and/or CFSI, the beneficiary organization agrees to provide any information relative to its project to persons authorised by Fondation de France, Fondation JM.Bruneau, Fondation Ensemble, Fondation L’Occitane or CFSI for the purposes of assessment, audit or oversight.
