The budget process started on July 24 when the Board directed the various committee chairs to prepare their 2016 Budget Requests. On September 9 the GM will present a draft 2016 Budget to the Budget and Finance Advisory Com- mittee. The GM’s 2016 Draft Budget will be based upon the 2015 operating budget year-to-date accruals (will include nine months of actual and three months of projections), commit- tee requests, Replacement Reserve items, updated Replace- ment Reserve Contribution based upon the RR Study, and any capital improvement items needed. The B&F Committee will approve the Draft Budget at its September meeting and then present it to the Board at the September Board meeting. During the month of October there will be a couple work- ing budget meetings scheduled. A complete review of the pro- posed budget – line by line - will be accomplished at these meetings. The dates and times of the meetings will be an- nounced and are open to all residents. If you are interested in how the Board spends your money, I encourage you to attend at least one, if not all, of the scheduled meetings. This is your opportunity to provide input to the 2016 budget. Do you think we should increase or decrease some services? Do you have some cost savings suggestions or suggestions for capital im- provements? At the October Board meeting, the Board will present the Draft Budget to the homeowners association. A budget pre- sentation is scheduled for the November Java Hour. The Final Budget will be approved at the November 18 Board meeting. Remember: all meetings – the Board of Directors and the various advisory committees - are open meetings. Don’t miss your opportunity to question, provide suggestions, or under- stand our budget process. Attend a meeting! I am sure that OPA willworktowardsupdatingtheirdocumentstoproperlyreflecttheCountyjurisdictionsontheroads,however,theParkewillnotwaituntilthattime,astheCountylawssupersedeOPArulesatalltimes,andthereforeTheParkerulesmustreflectthatoftheCounty. Sincethisisthefirstwrite-upforTheParkeBenchthisyearconcerningtheBudgetandFinanceCommittee,itseemsappropriatetooutlinesomeofthechangeswhichhavetakenplaceinitsoperationsinceJanuary.Lastyeareachmemberofthecommitteehadbeenreceivingamonthlyfinancialpacketconsistingofover50pagesoffinancialdatatoreviewpriorto themonthlymeeting,oftenwithlittle timetoaccomplishthereview.InconsultationwiththegeneralmanagerandthepresidentoftheBoardofDirectors,thesizeofthispacketwascutinhalfwhilestillprovidingtheinformationnecessaryforthe committee to do its job. To supplement the official fi-nancialdocuments,anunofficialworksheetwasdevelopedbythegeneralmanager toaid in the trackingandprojectionofbudgetedlineitems.Theworksheetisanongoingbudgetde-velopmenttoolusingpriormonth’sactualsandfuturemonths’projections. This is furnished to each member of the com-mitteewith theofficial financialdocuments. Eachmemberhasbeenassignedportionsofthebudgettotrackandreportonduringthecourseofthemonthlymeeting.Withwellover100budgetedlineitemsbeingtracked,itwasadauntingtasktokeepaccurateminutesduring themeetingand indeedformemberstofollowsectionsofthebudgetforwhichtheywerenotassigned.Toaddressthisproblemeachmemberreducestheiranalysis towritingwhich isemailed to theothercom-mitteememberspriortothemeeting.Thesewritingsarethencopiedintotheminutesafterasummarydiscussionof themduringthemeeting. Asof thiswritingweareentering thebudget formula-tionprocessfor2016.AdraftbudgetwillbepresentedtotheBoardofDirectorsatitsSeptember30meeting.

OurSeptemberspeaker isfrom Atlantic General Hospital and willdiscusshealthissuesinvolvingtheheartandstrokes.InOcto-berwehaveinvited“Wor-Wic”CommunityCollegetodiscusstheclassestheyhaveavailableespeciallytargetingseniors.InNovemberwewillpresenttheParkeBudget.InDecemberwehavetheMSO(Mid-AtlanticSymphony)andtheArtLeagueofOceanCity.Ifyouhaveanysuggestionsontopicsorspeak-ers,wewouldlikeyoutobringthemtoourattentionorjustcometooneofourmeetings.Wearealwayslookingfora“fewgoodresidents”tosup-portourcommitteeortojoinus.Wehaveaversatilecommit-teemadeupof technicalandtotallynon-technicalresidents.OurcommitteeisinvolvedwithbringinginthemonthlyJavaHour speakers, with preparing the community Resident Di-rectory,welcomingnewresidents,maintainingtheClubhouselibrary,andsupportingourParkeHappeningswebsite.Thereissomethingforeveryone.WemeetthefirstWednesdayofthemonthat1pminthecard room. Wehaveanopenforumfor residentsat thebe-ginningandattheendofourmeetings.Welookforwardtoresidentparticipationatallofourmeetingsandwelcomeallfeedbackandsuggestions.
AttheCovenantsCommitteemeetingonAugust5thesignageinthepoolareawasrevised toreflectchanges thathavebeenmadetotheBylawsandthePolicyonHOAActivitiesandClubhouseUsageover the last twoyears. Oneof the recentchangeswas theBoardofDirectorsvotedtoextendthetimethatchildrenun-dertheageof18couldbeinthepoolwithadultsupervision.Thosetimesarenow1to4pmeveryday.TheBoardhaspassedthelatestrevisionofthePolicyonHOAActivitiesandClubhouseUsage.Includedinthisrevi-sion is the closing of the Clubhouse on the following holi-days:Easter,MemorialDay,IndependenceDay,LaborDay,Thanksgiving,ChristmasDayandNewYearsDay.ThenextCovenantsmeetingwillbeonWednesday, Sep-tember 2,at9am.Allresidentswelcome.

In the case of theblisterbeetles,itappearsthattheinsectandthepederin-producingbacteriahaveco-evolvedsuchthatinordertogrow,thepederin-producingbacteriarequirethespecificenvironmentwithintheinsect.Workersinthelabhavebeenunsuccessfulinreproducingtheseconditions. HalfaworldawayoffthecoastofJapan,marinescientistsfoundaspongefullofbacteria (anastounding40%byweightofthespongewasbacteria),that,likethebacteriainblisterbeetles,producedaseriesofcomplexchemicalvesicantswhosechemicalstructuresareremarkablylikethatofpederin.Again,thetruesourceofthesechemicalswasfoundtobethesymbioticbacterialivingwithinthesponge.Theworldisaweirdandwonderfulplace.

It’s been suggestedthat the plague of boilsdescribed in the Book ofExoduswasduetonoxiousinsectssuchastheNairobifly pictured above. Thisinsect is a member of aclass of beetles belongingto the genus of Paederus
(blisterbeetles).Althoughtheseinsectsneitherbitenorsting,manyofthespeciesamongtheblisterbeetlescauseseriousproblemstothosewhocomeintocontactwiththem.Theirhaemolymph(sortofaninsectblood)contains a potent vesicant (causing boils –mustard gasof WWI fame was a vesicant). Thus crushing one oftheseinsectsontheskincausesnastyboilsthathealonlywithdifficulty. Asyoumight imagine,mostwould-bepredatorsavoidthisbeetle.
Whatismostfascinatingaboutthisinsectisthatthesourceof this troublesomechemical (calledpederin) isnottheinsectitself,butsymbioticbacterialivinginsidethebeetlethatproducepederin.Thebacteriaarepasseddowntotheprogenythroughthebacteria-contaminatedeggslaidbyfemalesthathavethesebacteria.About10%of female beetles lack these bacteria, and beetles thathatchfromtheireggshavenopederin.Unlessmaleshaveeatenbacteria-contaminatedeggs,theyalsoaredevoidofpederin.Finally,iftheeggsthatarelaidbythe90%ofthe females that contain the nasty vesicant pederin aretreatedwithantibiotics(killingthebacteria),thebeetlesthathatchfromtheseeggsdonothaveanypederin.
Onceitbecameevidentthatbacteriaproducedpederinratherthantheinsectitself,scientistswentafterthetrueculpritbyattemptingtoisolatetheproducingbacteriain
