OurCommunityisabouttoenterthebusypartofourBud-getSeason.ThebudgetprocessstartedonJuly24whentheBoarddirectedthevariouscommitteechairstopreparetheir2016BudgetRequests.OnSeptember 9theGMwillpresentadraft2016BudgettotheBudgetandFinanceAdvisoryCom-mittee.TheGM’s2016DraftBudgetwillbebaseduponthe2015operatingbudgetyear-to-dateaccruals(willincludeninemonthsofactualand threemonthsofprojections),commit-tee requests, Replacement Reserve items, updated Replace-mentReserveContributionbasedupontheRRStudy,andanycapitalimprovementitemsneeded.TheB&FCommitteewillapprovetheDraftBudgetatitsSeptembermeetingandthenpresentittotheBoardattheSeptemberBoardmeeting. DuringthemonthofOctobertherewillbeacouplework-ingbudgetmeetingsscheduled.Acompletereviewofthepro-posedbudget– lineby line -willbeaccomplishedat thesemeetings. The dates and times of the meetings will be an-nouncedandareopentoallresidents.IfyouareinterestedinhowtheBoardspendsyourmoney,Iencourageyoutoattendatleastone,ifnotall,ofthescheduledmeetings.Thisisyouropportunitytoprovideinputtothe2016budget.Doyouthinkweshouldincreaseordecreasesomeservices?Doyouhavesomecostsavingssuggestionsorsuggestionsforcapitalim-provements? Foryears,TheParkehasoperatedundertheParkingPol-icy that prohibits street parking, however, during the recentmonths,itwasfoundthatthereisnowaytoenforcethenon-street parking rule.The streetswithinTheParke aremain-tainedbyOceanPinesAssociation,whichareunderCountyjurisdiction.While thecurrentOPAdocuments,particularlytheARCGuidelines, specificallystate that there is tobenoparkingonthestreetswithinOceanPines,thereisnowaytoenforcethis“rule”astheroadswereturnedovertotheCountyinthelate1980’s.Becausethestreetsarepubliceasements,we,TheParke,norOPAcanapplyrulesthatprohibitactionsthattheCountyallowsonitsroadswithoutCountyconsent,which does not exist at this time. I am sure that OPA willworktowardsupdatingtheirdocumentstoproperlyreflecttheCountyjurisdictionsontheroads,however,theParkewillnotwaituntilthattime,astheCountylawssupersedeOPArulesatalltimes,andthereforeTheParkerulesmustreflectthatoftheCounty. Therefore,theBoardofDirectorshasvotedtostrikeouttheon-streetparkingprohibitionintheParkingPolicyduringitsAugust26thBoardmeetingas there isnoway toenforcetherule.However,itisthehopesoftheBoardandresidentsofTheParke thaton-streetparkingwill remaina last resortoptionforoverflowparking.PleasecontinuetousetheClub-houseparkinglotasyouroverflowparkingoptionbyobtain-ingamaximum7-dayparkingpassattheClubhouseOffice. Sincethisisthefirstwrite-upforTheParkeBenchthisyearconcerningtheBudgetandFinanceCommittee,itseemsappropriatetooutlinesomeofthechangeswhichhavetakenplaceinitsoperationsinceJanuary.Lastyeareachmemberofthecommitteehadbeenreceivingamonthlyfinancialpacketconsistingofover50pagesoffinancialdatatoreviewpriorto themonthlymeeting,oftenwithlittle timetoaccomplishthereview.InconsultationwiththegeneralmanagerandthepresidentoftheBoardofDirectors,thesizeofthispacketwascutinhalfwhilestillprovidingtheinformationnecessaryforthe committee to do its job. To supplement the official fi-nancialdocuments,anunofficialworksheetwasdevelopedbythegeneralmanager toaid in the trackingandprojectionofbudgetedlineitems.Theworksheetisanongoingbudgetde-velopmenttoolusingpriormonth’sactualsandfuturemonths’projections. This is furnished to each member of the com-mitteewith theofficial financialdocuments. Eachmemberhasbeenassignedportionsofthebudgettotrackandreportonduringthecourseofthemonthlymeeting.Withwellover100budgetedlineitemsbeingtracked,itwasadauntingtasktokeepaccurateminutesduring themeetingand indeedformemberstofollowsectionsofthebudgetforwhichtheywerenotassigned.Toaddressthisproblemeachmemberreducestheiranalysis towritingwhich isemailed to theothercom-mitteememberspriortothemeeting.Thesewritingsarethencopiedintotheminutesafterasummarydiscussionof themduringthemeeting. Asof thiswritingweareentering thebudget formula-tionprocessfor2016.AdraftbudgetwillbepresentedtotheBoardofDirectorsatitsSeptember30meeting.

In the case of theblisterbeetles,itappearsthattheinsectandthepederin-producingbacteriahaveco-evolvedsuchthatinordertogrow,thepederin-producingbacteriarequirethespecificenvironmentwithintheinsect.Workersinthelabhavebeenunsuccessfulinreproducingtheseconditions. HalfaworldawayoffthecoastofJapan,marinescientistsfoundaspongefullofbacteria (anastounding40%byweightofthespongewasbacteria),that,likethebacteriainblisterbeetles,producedaseriesofcomplexchemicalvesicantswhosechemicalstructuresareremarkablylikethatofpederin.Again,thetruesourceofthesechemicalswasfoundtobethesymbioticbacterialivingwithinthesponge.Theworldisaweirdandwonderfulplace.

It’s been suggestedthat the plague of boilsdescribed in the Book ofExoduswasduetonoxiousinsectssuchastheNairobifly pictured above. Thisinsect is a member of aclass of beetles belongingto the genus of Paederus
(blisterbeetles).Althoughtheseinsectsneitherbitenorsting,manyofthespeciesamongtheblisterbeetlescauseseriousproblemstothosewhocomeintocontactwiththem.Theirhaemolymph(sortofaninsectblood)contains a potent vesicant (causing boils –mustard gasof WWI fame was a vesicant). Thus crushing one oftheseinsectsontheskincausesnastyboilsthathealonlywithdifficulty. Asyoumight imagine,mostwould-bepredatorsavoidthisbeetle.
Whatismostfascinatingaboutthisinsectisthatthesourceof this troublesomechemical (calledpederin) isnottheinsectitself,butsymbioticbacterialivinginsidethebeetlethatproducepederin.Thebacteriaarepasseddowntotheprogenythroughthebacteria-contaminatedeggslaidbyfemalesthathavethesebacteria.About10%of female beetles lack these bacteria, and beetles thathatchfromtheireggshavenopederin.Unlessmaleshaveeatenbacteria-contaminatedeggs,theyalsoaredevoidofpederin.Finally,iftheeggsthatarelaidbythe90%ofthe females that contain the nasty vesicant pederin aretreatedwithantibiotics(killingthebacteria),thebeetlesthathatchfromtheseeggsdonothaveanypederin.
Onceitbecameevidentthatbacteriaproducedpederinratherthantheinsectitself,scientistswentafterthetrueculpritbyattemptingtoisolatetheproducingbacteriain
