– Key questions…– What are the reasons for the enterprise
deficit in Doncaster and how far does this relate to enterprise culture and the quality of business support?

– Are there any property constraints to business start and business growth?
– Key is evidence base…

– An analysis of the successful round 1 LEGI bids demonstrates their remarkable similarities. Each sets out to achieve “pervasive enterprise” that addresses 3 LEGI requirements to:
– Increase total entrepreneurial activity among the population in deprived local areas (e.g. outreach, person centred, VCS role, active labour market policy);
– Support the sustainable growth – and reduce the failure rate – of locally owned business in deprived area (e.g. micro firm support, connection to opportunity).
– Attract appropriate inward investment and franchising into deprived areas (e.g. franchises [market maker], under-served markets, image, and workspace).
