Award and Judging CriteriaThe NOESA in the National Capital Area Council

The National Eagle Scout Association (NESA) Outstanding Eagle Scout Award (NOESA) was introduced in 2010, during Scouting’s Centennial year. The award honors Eagle Scouts who have excelled on a local, state, or regional level and is the regional counterpart to Scouting’s national-level Distinguished Eagle Scout Award (DESA). NESA is Scouting’s Eagle Scout alumni organization, founded in 1972.The NOESA does not require recipients to be registered members of the Boy Scouts of America. They are instead Eagle Scouts who have achieved extraordinary success in professional and civic life, and they serve as Scouting’s fi nest examples of good men.The volunteer and professional leadership of the National Capital Area Council (NCAC)aggressively seeks nominees for each year’s NOESA Class. The preliminary selection of all NOESA recipients nationwide is always at the local council level, after which the selections are carefully reviewed and then awarded as national recognitions from the Boy Scouts of America. Local council approval goes through the NESA Committee Chairman—in NCAC this committee is called the “Gathering of Eagles” (GOE)—along with the Council President and the Council Scout Executive. For more information on the Gathering of Eagles, please e-mail [email protected] National Capital Area Council’s NOESA judges select honorees based on the following judging criteria:

• Service to Scouting or within the Scouting community is not the purpose of the award. A signifi cant number of Eagle Scout nominees have noteworthy involvement as Scouting volunteers. Great weight is given to candidates whose nominations refl ect the specifi c NOESA criteria of “achievements outside of Scouting,” “peak of their notoriety,” “prominence at the state or regional level,” “long-term impact” and “cornerstones of the community.” Major state and regional sustained professional achievement at the top of a candidate’s fi eld along with signifi cant “avocational” distinction (which in some cases involves Scouting service) distinguishes selectees from non-selectees.• The award of the NOESA in NCAC should never become an expectation for “super Scouters” or given as a “second Silver Beaver Award.”• Younger candidates are especially welcome, specifi cally addressing the criteria to “elevate the stature of Eagle Scouts in the public’s eye.” However, candidates are not selected because they are outstanding young men who have recently received the Eagle Scout Award. The least number of years between the Eagle Court of Honor and receiving the NOESA, in NCAC, has been twenty years.• Eligibility for the NOESA is described at http://nesa.org/PDF/542-057_WB.pdf. • Neither self-nominations nor nominations by parents are selected, nor are nominations where narrative addresses criteria for the Silver Beaver Award rather than criteria for the NOESA.• Judges select only those Eagle Scouts whom they believe meet all of the criteria and celebrate the outstanding professional and civic achievement of exemplary men.

Glenn Adams was named the President of the National Eagle Scout Association in 2008. During his tenure, NESA has increased its membership over 30% and the total number of scholarships given by NESA has increased from 77 scholarships to over 200 scholarships and the value has increased from $224,000 to over $650,000.

He also created the NESA Outstanding Eagle Scout Award, known as NOESA, which has brought additional prestige and recognition to exceptional Eagle Scouts around the country.

Glenn serves on the National Executive Board of the BSA and serves as a trustee of the National BSA Foundation, Sea Base Committee, National Museum Committee, High Adventure and Outdoor Adventures committees.

Glenn served for four years as the President of Southern Region Area 2/3, which covers 19 councils. He joined Boy Scouts as a youth at the encouragement of his father, along with his three younger brothers. All four of them attained the rank of Eagle Scout.

He has been involved as an adult in Scouting for more than 26 years, serving as a Webelos Den Leader, Assistant Scoutmaster, Scoutmaster and Troop Committee Chairman of Troop 326, Longhorn Council. He has attended fi ve national jamborees, including as a Jamboree Scoutmaster and Vice Chairman of program and sub-camp operations at the 2010 Jamboree. He has served on the Executive Board of the Longhorn Council since 1989, where he has held many positions, including Board President and Council Commissioner. He also serves as a trustee of the Longhorn Council Foundation.

He is a recipient of the Distinguished Eagle Scout Award, the 2012 National BSA Alumnus of the Year Award, Silver Beaver, Silver Antelope, Silver Buffalo and Celtic Cross awards.

Glenn and his wife Melinda have four children – three sons and one daughter. All 3 sons are Eagle Scouts. His daughter is a commissioned professional District Executive with the Heart of America Council- Kansas City, so the family is “all in” on Scouting.

Melinda and Glenn are currently working with the World Scouting Foundation to establish an international scholarship program benefi ting both American Eagle Scouts and Scouts from around the world that want to perform service projects to benefi t their communities and nation.

Professionally, Glenn is an entrepreneur and works in the energy business

– mostly unconventional natural gas and oil exploration and development. His company was an early entrant into the fi rst unconventional shale fi eld in the country and he has founded or co-founded several private equity backed companies.

Glenn serves on several other non-profi t boards, including The University of Texas at Austin McDonald Observatory board and the Executive Committee and Board of the Texas Ballet Theater.

Melinda has a long history of volunteerism including Cub Scout Den leader for all three of her sons, which launched their Scouting career. She has served as President of the Trinity Valley School Parent’s Club and Co-Chair of the Trinity Valley annual auction party, which raises hundreds of thousands of dollars for the school. She has also volunteered at Cook Children’s Hospital and is a member of the Jewel Charity Ball which raises millions for the children’s hospital. In addition she is a Sustaining member of the Junior League of Fort Worth.

About the National Eagle Scout Service Project AwardGlenn and Melinda have established the National Eagle Scout Service

Project of the Year – a nationwide competition to identify the top Eagle Scout Service projects in the country and bring greater recognition to the 14 million hours of service provided by these projects each year to our community institutions. Additionally, this award inspires younger Scouts to test their own limits when planning a project. Through the awarding of the Eagle Scout Project of the Year, potential council donors and volunteers discover that Eagle Scouts are committed to improving all parts of their communities, creating engagement and passionate support for our Council.

The Gathering of Eagles’ 2015 commemorative Council Shoulder Patch is designed in honor of the award, in recognition of its role in inspiring Eagles of all ages.

The Distinguished Eagle Scout Award (DESA) was established in 1969 to acknowledge Eagle Scouts who have received extraordinary national level recognition, fame,

or eminence within their fi eld, and who have a strong record of voluntary service to their community. The DESA has gained prominent standing among Scouting

recognitions. Previous recipients include President Gerald R. Ford, several governors and U.S. Senators, military fl ag offi cers, university presidents, chief executive offi cers

of Fortune 500 companies, and nationally known lawyers, educators, and doctors.

Only Eagle Scouts who earned the Eagle Scout rank a minimum of 25 years previously are eligible for nomination. The award is given by the National Eagle Scout Association

upon the recommendation of a committee of Distinguished Eagle Scouts.

Mr. Ellison is Founder and President of Government Relations, LLC – a fi rm dedicated to “Helping Businesses Compete Globally.” He is a nationally recognized corporate executive and a leader of Boards of Directors. The National Association of Corporate Directors (NACD) has designated him a NACD Board Leadership Fellow and previously a NACD Governance Fellow. He

has been a non-executive Chairman of the Board on numerous corporate Boards of Directors. Mr. Ellison has served as the Project Director of a major Federal Government program (recognized with the Bronze Medal for Commendable Service), a Chief Operating Offi cer of a U.S. trade association with extensive international interaction, a chemical industry senior executive, a consultant to multinational companies and entrepreneurs, and an association and industry spokesperson. Since 1988 Mr. Ellison has been appointed and reappointed to a statutory policy advisory committee by successive U.S. Secretaries of Commerce and United States Trade Representatives to provide guidance for the Executive Branch and the U.S. Congress. Additionally, he served on the Federal Government’s “Manufacturing 2040 [year] Task Force.” Mr. Ellison’s international business responsibilities have taken him worldwide to conduct business and to negotiate with governments, trade associations, and businesses.

Mr. Ellison serves on numerous professional and trade associations’ councils and committees. On behalf of industry associations and businesses, he has testifi ed before the U.S. Congress, federal regulatory bodies, and state legislative committees. Mr. Ellison initiated and established the national partnership between the Congressional Award Foundation and the Boy Scouts of America (BSA) to increase opportunities for young people. Most recently, he was Vice Chairman of the Space Council at the Aerospace Industries Association (AIA).

Mr. Ellison received his Baccalaureate degree in Political Science and Economics from Brigham Young University and a Masters of Arts in Administration from the University of Northern Colorado’s Center for Special and Advanced Programs. He was also selected for the Federal Government’s Executive Development Program and graduated from the Environmental Management Institute at the University of Southern California’s School of Public Administration. Mr. Ellison has completed all-but-dissertation towards a Doctorate at the Center for Technology and Administration at The American University in Washington, D.C. He has attended the National Defense University.

He has been recognized by for his lifetime involvement in Scouting. Mr. Ellison has been honored with the Silver Beaver Award, the Silver Antelope Award, NOESA, and a Distinguished Eagle Scout Award (DESA) recipient. He and his four sons are Eagle Scouts. Additionally, Mr. Ellison is active in civic and church responsibilities. He and his wife, Susan, have been married for forty-four years.

National Capital Area Council Gathering of Eagles presentation of the NESA Outstanding Eagle Scout Awards this evening is taking place in the John Wesley Powell Auditorium in the historic and storied Cosmos Club, a Washington institution founded in 1878 by men distinguished in science, literature, and the arts.

History is present in this room. Since its founding, the Cosmos Club has elected to its membership individuals in virtually every profession that has anything to do with scholarship, creative genius or intellectual distinction.

Among its members over the years have been three Presidents, two Vice Presidents, a dozen Supreme Court justices, 36 Nobel Prize winners, 61 Pulitzer Prize winners and 55 recipients of the Presidential Medal of Freedom.

Michael Pocalyko, Distinguished Eagle Scout and last year’s NOESA Class Honoree; Dr. Kevin Marvel, who received the NOESA in 2012; and Judge Craig Iscoe, receiving the NOESA this evening, are Eagle Scouts who are members of the Cosmos Club. Paul D’Andrea, father of Christian D’Andrea, receiving the NOESA this evening, is also a member.

John Wesley Powell, soldier and explorer, ethnologist, and Director of the Geological Survey, was a consummate organizer. He was at the heart of the efforts to start and build the Cosmos Club. His vision was that this place should be a center of good fellowship, a club that embraced the sciences and the arts, where members could meet and exchange ideas, and where vitality would grow from the mixture of disciplines.

Jeffrey S. Berger is the Chief Operating Offi cer of the National Capital Area Council, Boy Scouts of America. Jeff has over 20 years of professional service to the Boy Scouts of America serving in a variety of roles and areas. Past experiences include: COO of the South Florida Council, Assistant Scout Executive of the Nevada Area Council, and CEO/Scout Executive of the Rocky Mountain Council.

One selected achievement highlights his vision and drive to build the long term capacity of the organization: upon arriving at Rocky Mountain Council, the Council had accumulated more than 40 years of operating debt as well as $575,000 in outstanding capital notes. Through building relationships, partnerships, and the recording of a conservation easement to protect the San Isabel Scout Ranch, the long-term accumulated debt was retired and capital notes reduced by 88% during his tenure as CEO. At the same time, the capacity of the camp was increased from 225 to 420 campers per week. Construction of a new shower house, fi ve campsite latrines, vehicle purchases, and new staff cabins allowed this expansion to meet the growing demand for the camp without incurring additional debt for the Council.

Jeff decided on a career in the non-profi t fi eld during high school and sought out the best possible education in preparation for this calling. He attended Missouri Valley College, the birthplace of the American Humanics program, now called the Non-Profi t Leadership Alliance. The Alliance certifi es its graduates with the Certifi ed Non-Profi t Professional (CNP) designation. Jeff graduated Bachelor of Arts magna cum laude with a double major in Non-Profi t Business Administration and Recreation Administration.

Outside of Scouting, Jeff has been an ordained Elder of his church, a board member of Rotary #43, Rotary #43 Foundation President, and a three time Paul Harris Fellow. He is also a member of the Association of Fundraising Professionals, Truckee Meadows Tomorrow, Latino Chamber of Commerce, and other community based groups.

He and his wife Rosmery have been married for 10 years and have one daughter, Isla, named after the location of the BSA’s Florida High Adventure Sea Base.

Dexter Wood joined Hilton Worldwide in April 2009 as Global Head – Business & Investment Analysis. In this role, he oversees the Feasibility & Investment Analysis team operating globally from the company’s offi ces in

Washington, DC, Memphis, Orlando, London, Dubai and Singapore. His team is responsible for Hilton Worldwide’s investment underwriting and fi nancial analyses relating to acquisitions and dispositions, real estate valuation, management and franchise contract valuation, impact analysis, timeshare development and other capital investments.

Dexter also leads a business analytics team focused on economic and industry trend analysis, operations benchmarking, business trend analysis and other analytical initiatives that support many areas of the company including development, asset management, fi nance, corporate strategy and investor relations.

Before joining Hilton Worldwide, Dexter spent more than eight years as Senior Vice President – Feasibility & Strategic Analysis with Host Hotels & Resorts. Prior to his career at Host, Mr. Wood worked for prominent hospitality and real estate consulting fi rms including PricewaterhouseCoopers and HVS International.

Dexter is a graduate of the Cornell University School of Hotel Administration. He is a member of the Advisory Board of the Center for Real Estate Finance (CREF) at Cornell University, and a member of the Hotel Development Council of the Urban Land Institute. He is also an Executive Board Member and Treasurer of the Cornell Hotel Society.

In local Scouting, Dexter has been as an adult leader and currently serves as an Executive Board Member of National Capital Area Council, where he is a three-time co-chair of the annual Hospitality Industry Good Scout Award program. Dr. Mark Cannon has provided innovative leadership in think tank, government, academic, investment and corporate settings, including leading positions in each branch of government. He served as Staff Director of

the Commission on the Bicentennial of the U.S. Constitution (level 1 position), where he created a six-week educational unit on the Constitution that 35 million youth have studied, Administrative Assistant to the Chief Justice of the United States, Director of the Institute of Public Administration in New York, Director of International Programs for IPA, Chairman of the Political Science Department at Brigham Young University, staff for Senator Wallace F. He has mentored hundreds of young people as a member of Harvard Overseers’ Committee to Visit the Law School, chairman of the National Advisory Council at Brigham Young University’s Marriott School of Management, chairman of the American Political Science Association Committee for selection of outstanding dissertation in public administration, and a member of the Inter-American Advisory Council to the Department of State. Mark has received several notable awards, including the Gold Good Citizenship Medal from the National Sons of the American Revolution.

Born in Johnstown, PA, on June 2, 1947, Jim Streilein earned his Eagle as a member of Troop 19 in Johnstown on October 21, 1963. As a Boy Scout, he also earned the Pro Deo et Patria church award, was a Brotherhood member of the Order of the Arrow, worked as a camp staff member for three years, and was selected as a member of the 1964 World’s Fair service group. His commitment to the principles of Scouting did not end there.

A Distinguished Military Graduate of Carnegie Mellon University in 1969, Jim was commissioned in the United States Army as a reserve offi cer, where he served until 1978 and was honorably discharged with the rank of Captain. During his service he attained a Doctorate in Mathematics from Pennsylvania State University and began a 39 year career in government service, 22 years of which were as a Senior Executive Service member. Awards he received include the Presidential Rank Award for Meritorious Executive Service (twice), the Offi ce of Secretary of Defense Exceptional Civilian Service Award, the US Army Exceptional Civilian Service Award, and the US Army Meritorious Civilian Service Awards (twice).

In Scouting, he has served as an adult leader since 1989, including as a Webelos Den Leader, Assistant Scoutmaster, committee member, unit commissioner, chartering organization representative, and twice as a Philmont trek advisor. He has been recognized for his service with multiple position-specifi c leadership awards and the Commissioner’s Arrowhead.

Jim ultimately served as the Deputy Director for the Director of Operational Test and Evaluation (a political appointee), a senior offi cial of the Department of Defense responsible for the real-world testing of new weapons and capabilities. He specifi cally oversaw the testing of net-centric, space-based, and missile defense capabilities for the Department, a broad portfolio of highly diverse and technical systems and technologies that also includes cybersecurity, hypersonic systems, and next-generation space communications. He retired from government service in September 2013 and currently works as a consultant.

Rob Stalzer has over thirty years of local government experience and has served as Deputy County Executive of Fairfax County, Virginia since June 2000. As Deputy County Executive, Mr. Stalzer is responsible for public

works and environmental services, planning and zoning, community revitalization, transportation and code compliance. He serves as liaison to the Fairfax County Park Authority, Economic Development Authority and Water Authority. Mr. Stalzer has led several countywide cross-functional teams focused on community building, environmental stewardship and emergency preparedness. Currently, he is working with the Board of Supervisors and the Economic Advisory Commission to implement the adopted “Strategic Plan to Facilitate the Economic Success of Fairfax County.” Mr. Stalzer provided executive leadership for the West Ox/MPSTOC complex, a $250 million development project involving Fairfax County and the Commonwealth of Virginia. He led the County’s efforts to construct a $100 million public-private mixed-use transit-oriented development project adjacent to the new Wiehle Avenue/Reston East Metrorail station and is involved in several other signifi cant public-private partnership initiatives throughout the County. From June 2000 to September 2012, in addition to his current duties, Mr. Stalzer was responsible for police, fi re and rescue, the 9-1-1 center and emergency management. He led one of two Northern Virginia regional teams deployed to New Orleans in 2005 to assist with the city’s recovery from Hurricane Katrina.

From 1988 to June 2000, Mr. Stalzer served as the Town Manager of Herndon, Virginia and from 1983 to 1988, as the Director of Planning and Zoning for Roanoke County, Virginia. He has an MBA from Syracuse University, a Master’s in Regional and City Planning (MRCP) from the University of Oklahoma and a BA from Clark University. He is a graduate of the Senior Executive Institute of the University of Virginia. Mr. Stalzer has taught numerous graduate level courses at George Mason University and Virginia Tech and is a Professor of Practice in the Virginia Tech School of Public and International Affairs. Mr. Stalzer is a member of the International City/County Management Association, the American Institute of Certifi ed Planners (AICP), the International Economic Development Council (IEDC) and a past president of the Virginia Local Government Management Association.

Rob’s wife Cathy is the reading specialist for Lowes Island Elementary School. His sons, Tim and Matt, are both students at Northern Virginia Community College. Tim earned his Eagle Scout as a member of Troop 51 in Herndon.

Tony Clark serves as a Commissioner on the Federal Energy Regulatory Commission. FERC is the independent regulatory agency that oversees the nation’s energy markets and infrastructure.

Commissioner Clark formerly served as a member of the North Dakota Public Service Commission, most recently as its Chairman. The offi ce is a statewide elective offi ce, and Commissioner Clark was fi rst elected to the PSC in 2000. While at the North Dakota Commission, Commissioner Clark held the PSC portfolio on electric generation and transmission and was active in state and regional efforts to develop North Dakota’s vast energy exporting potential and to provide affordable, reliable energy to consumers. In his 12 years at the Commission, he oversaw regulatory proceedings that permitted more than $5.5 billion in new investment in North Dakota through expanded wind, coal and oil and gas infrastructure.

In 2010, Commissioner Clark was elected by his peers across the nation to serve a one-year term as President of the National Association of Regulatory Utility Commissioners (NARUC), and led association efforts on matters of importance to the regulatory community and America’s utility consumers. He is a past Chairman of the NARUC Telecommunications Committee and has testifi ed multiple times before Congress on matters related to telecommunications and energy.

Prior to his election to the PSC, Commissioner Clark was North Dakota’s Labor Commissioner, serving in the cabinet of then Gov. Ed Schafer. He is a former state legislator, representing Fargo in the state House of Representatives.

Commissioner Clark graduated, with honors, from North Dakota State University and he holds an MPA from the University of North Dakota.

Having attained the rank of Eagle Scout in his youth, Commissioner Clark has maintained his involvement with and support of the Scouting program. He is a past Chairman of the BSA Frontier Trails District, Northern Lights Council, and a past Cubmaster of Pack 180, Bismarck, ND. Christian D’Andrea is a documentary TV producer/director, making the kind of TV that he thinks Mark Twain would make if he were alive today... and in the TV business. D’Andrea likes to tell American stories that sing

the unsung, with a special focus on the inspirational characters that might get left behind or forgotten by the mainstream. America is a patchwork quilt, and D’Andrea believes stories are its stitching.

He has been a lit agent at ICM, a VP of Production at Miramax-based A Band Apart, a consultant and creative director on projects for Fortune 500 fi rms with a focus on re-animating cultural traits that improve ethics and enhance performance, a professor of documentary fi lm, and Executive Producer/creator on shows ranging from HALO FREEFALL WARRIORS for Discovery, to SIT STAY STYLE for Fine Living. He’s sold original TV concepts to Fox and CBS, and co-wrote SHERLOCK HOMEBOY, a feature screenplay bought by Universal. He’s director, executive producer, and creator of the hit series “Hurricane Hunters” for The Weather Channel.

With his brothers (who are also Eagle Scouts), he created a healthier performance nutrition bar for the troops, Soldier Fuel™, which is now featured in the U.S. Special Operations Forces Nutrition Guide. They donate time and money to multiple pro-Soldier charities, including Ride 2 Recovery. And he also pioneered the campaign to remove dangerous trans fat from military food. His efforts so far have resulted in reducing the amount of dangerous trans fats being pumped into Soldiers’ arteries by 16 metric tons a year.

It’s becoming apparent that some of the startups he launches also feature that curious hallmark... of feeling like something Mark Twain would do. For example, while exploring a story in Southern Mississippi, he discovered an unusual artisan soap pioneer, and is now partnered with her to launch a new line of the world’s most rugged soap products, designed for outdoorsmen and women (SoldierSoap.com). And in an effort to add some positivity to the appiverse, he and his brother Mark are creating the free app God’s Tweets (GodsTweets.com).

On summer afternoons, he can be found near the Washington Monument leading the Harvard Alumni Softball Team in its quest to “turn recreational summer softball into a hyper-competitive bloodsport.”

Christian D’AndreaFounder Soldier Fuel Bars

Nathan Sheets was confi rmed by the U.S. Senate in September 2014 to serve as the Under Secretary for International Affairs at the U.S. Department of the Treasury. In this position, he serves as the senior offi cial responsible for advising the Secretary of the Treasury on international economic issues.

Previously, Mr. Sheets worked as Global Head of International Economics at Citigroup, a position which he took up in September 2011. In that role, he provided economic and fi nancial insights to the fi rm’s institutional clients around the world and helped lead Citi’s team of economists. He also appeared regularly on CNBC, Bloomberg TV, and CNN International. His research projects focused on global themes, with a particular emphasis on the role of the United States in the world economy.

Mr. Sheets worked previously at the Federal Reserve Board for 18 years in a variety of positions. From September 2007 to August 2011, he served as Director of the Board’s Division of International Finance and as one of three Economists to the Federal Open Market Committee (FOMC). He advised the Committee on macroeconomic and fi nancial developments in foreign economies, as well as on the outlook for U.S. trade, the dollar, and global commodity prices. He also played a key role in the Fed’s swap line program with other central banks during the fi nancial crisis. Mr. Sheets represented the Federal Reserve at a range of international meetings and was a member of the Committee on the Global Financial System (CGFS) sponsored by the Bank for International Settlements. From 2006-07, while on leave from the Board, he served as a Senior Advisor to the U.S. Executive Director at the International Monetary Fund.

Mr. Sheets has published research in the Journal of Money, Credit, and Banking, the Journal of International Money and Finance, the Journal of International Economics and the Review of International Economics. He received his B.A. in economics from Brigham Young University in 1989. As a recipient of the National Science Foundation Fellowship, he completed his Ph.D. studies at the Massachusetts Institute of Technology in 1993. Mr. Sheets is a member of the Council on Foreign Relations.

Donald R. Forest became Chief Operating Offi cer of the Aerospace Industries Association (AIA) in March, 2008. As COO of AIA, he is responsible for the association’s day-to-day program and policy operations and works extensively with CEO Marion Blakey, AIA’s Executive Committee and its Board of Governors and senior industry leadership in the membership to manage and implement AIA’s strategic plan. Forest also serves as President of the National Center for Advanced Technologies (NCAT), a non-profi t research and education foundation affi liated with AIA that oversees the NextGen Institute and programs to advance America’s defense industrial base.

Don has more than 30 years of domestic and international experience managing government and private sector programs and initiatives. Prior to joining AIA, Forest assisted a number of multinational corporations, associations and other organizations to achieve their business objectives in East Asia. Forest was vice president and chief representative of Citigroup CitiInsurance in China from 2001 through 2005, where he developed and executed a market entry strategy for the company. From 1999 to 2001, he worked in a similar capacity in China for Aetna International. From 1984 to 1999, Forest served with the Commerce Department’s International Trade Administration. As Senior International Economist and Director for China and Hong Kong and as counselor and Executive assistant to the Under Secretary for International Trade, he was instrumental in advancing U.S. trade interests for manufacturers and service providers alike and coordinating the overall operations of ITA.

Forest has been a strong supporter of U.S. industry associations globally and has held leadership positions with the American Chamber of Commerce in China, including co-chairman of its Public Policy Development Committee. A former presidential management fellow, Forest has a bachelor’s degree from Clark University in Massachusetts and a master’s degree in Public and International Affairs from the University of Pittsburgh. He also studied Mandarin at East China Normal University in Shanghai, PRC. Forest is a member of Phi Beta Kappa.

Deon Kirk Shaffer has been an airport executive, lawyer, and regulator – sometimes simultaneously – for the past thirty years. He has managed a regional system of airports in Tennessee; represented the world’s largest

airline, rental car company, defense contractor, supermarket chain, and private hospital operator in connection with their aviation interests; and been the chief federal regulator of airports across the United States.

After serving as General Counsel and Executive Assistant to the President of the Metropolitan Nashville Airport Authority, Mr. Shaffer was appointed FAA Associate Administrator for Airports by President George W. Bush. He routinely testifi ed before Congress, and aviation industry groups; led a staff of over 500 employees; and administered federal programs totaling more than $22 billion, achieving no adverse audit fi ndings in the process. He has authored federal aviation statutes and regulations impacting airport noise mitigation, disadvantaged business enterprises, and airport fi nance and was the federal government’s fi nal decision maker on matters of airport regulatory compliance. He now practices law and provides expert analysis and counsel in Washington, D.C.

Kirk holds a BS from the United States Military Academy at West Point; a Doctorate of Jurisprudence from The University of Texas at Austin School of Law; and the equivalent of a Masters of Law degree from the Judge Advocate General’s School of the U.S. Army. He served as an infantry platoon leader and judge advocate for over thirteen years in the 82nd Airborne Division, the 101st Airborne Division (Air Assault), the 1st Cavalry Division, and the U.S. Army Criminal Investigation Command. Among other awards and decorations, he earned the Ranger tab, senior parachutist wings, and the air assault badge and was jumpmaster qualifi ed.

In addition to his professional undertakings, Mr. Shaffer is a private pilot, avid wingshot, classical pianist, church musician, and frustrated chef. His support for numerous charities includes being the fi rst president of The Heart Gala in Nashville to raise over $1 million for the American Heart Association in one year. He and his wife Dana, an attorney who is the Deputy Managing Director of the Federal Communications Commission and member of the Senior Executive Service, have an adult daughter, an Eagle Scout son, and two grandsons.

Anthony Romanello has made his career serving local governments in Virginia. He worked for the City of Richmond in various roles from 1992 – 2000 including four years as Assistant to the City Manager. He was Town Manager of West Point from 2000 to 2003. From 2003-2007, he was Deputy County Administrator for Stafford County, Virginia. On January 1, 2008, he became Stafford’s sixth County Administrator.

As the County Administrator, Anthony is responsible for the overall administration of the county government. This offi ce executes the policies of the Board of Supervisors and is responsible for the day-to-day operations of local government. As county administrator, Anthony manages the operations of all county departments responsible to the Board of Supervisors, advises affected parties of Board actions, ensures county compliance with state and federal regulations, prepares recommendations on issues for presentation to the Board of Supervisors, develops and administers fi scal plans, and advises the Board of the Supervisors of the county’s fi nancial condition.

During Anthony’s tenure as County Administrator, the County has continued to lead the Commonwealth of Virginia in job and business (by percentage of growth), provided funding for public safety’s new radio communications system, opened a 311 Center for citizens to call with non-emergency questions, and secured funding for the Sheriff’s Offi ce to add staff for courthouse security and its 911 Emergency Operations Center.

Anthony has a Bachelor of Arts in History and American Government with a Minor in Religious Studies from the University of Virginia and a Master of Public Administration from Virginia Commonwealth University. He is a credentialed manager through the International City/County Management Association (ICMA).

Robert Heaton is an experienced executive who has served in senior fi nancial and operational leadership positions across multiple industries and organizations, both in the private sector and now in the non-profi t arena.

Mr. Heaton currently serves as the Chief Financial Offi cer (CFO) of AFP and AFP Foundation, non-profi t organizations involved in the education about and advocacy for economic freedom. As CFO, Mr. Heaton oversees the fi nance, accounting, human resources and technology functions.

Before joining AFP and AFP Foundation, Mr. Heaton spent six years as CFO of Avendra, the leading procurement and supply chain services company in the hospitality industry. During his time at Avendra, he was part of a team that signifi cantly increased revenue, profi t and enterprise valuation. While there, his responsibilities expanded to include data management and customer and supplier analytics.

For the prior seven years, he served as CFO of WorldWide Retail Exchange, a technology company servicing the retail space. During his tenure, he helped lead a merger with a competitor to form Agentrics. After overseeing the integration of the merged entities, Mr. Heaton returned to the CFO position of the merged entity and was instrumental in orchestrating a joint venture with an international competitor.

Mr. Heaton began his career at Target’s headquarters. He held several fi nancial and operational positions over thirteen years there. During his tenure at Target, he led Target’s import operation, competitive pricing and merchandising fi nance functions. His last position at Target was as Vice President of Financial Planning and Analysis, leading Target’s long-term planning, budget development, forecasting and capital planning functions.

He holds an MBA from Brigham Young University (BYU), where he graduated in the top 10 percent of his class. He also holds BS/BA degrees in Accounting and Chinese from BYU, where he graduated with Magna Cum Laude honors.

Outside his professional credentials, Mr. Heaton is an active member of the Church of Jesus Christ of Latter-day Saints, where he has held several leadership positions over the course of his adult life.

Craig Iscoe has been a Judge on the Superior Court of the District of Columbia since he was nominated by President George W. Bush and confi rmed by the Senate in 2003. He is an adjunct professor at Georgetown University Law Center and George Washington Law School, teaching courses in trial practice and evidence, sentencing, and judging. In addition, he has trained judges internationally for the Departments of Justice and State and the American Bar Association. Judge Iscoe has presided over criminal, civil, and family court matters, and served as Presiding Judge of the Superior Court’s East of the River Community Court, which focused on alternatives to incarceration for offenders in the most impoverished areas of the District.

Much of Judge Iscoe’s legal career has been devoted to public service. Before becoming a Judge, he spent several years prosecuting criminal cases as an Assistant United States Attorney for the District of Columbia, concentrating on fraud and public corruption. He also served for four years as Associate Deputy Attorney General under then-Deputy Attorney General Eric Holder, focusing on national security and white collar crime. Early in his career, he had positions at a public interest organization, a major law fi rm, and the Federal Trade Commission.

Judge Iscoe has long been active in the Boy Scouts. He learned much about hiking, camping, canoeing, and leadership with Troop 399 in Austin, Texas where he earned his Eagle and was inducted into the Order of the Arrow. More recently, he served for eight years as Scoutmaster and Venture Adviser, and two more years as Eagle Adviser, of Troop 52, in Chevy Chase, MD. He continued as Scoutmaster well after his sons were in college. During his tenure, the Troop had 60-70 members, many of whom stayed through high school graduation.

Judge Iscoe earned his B.A. in Psychology in the Plan II Honors Program at the University of Texas. He earned his J.D. from Stanford Law School, and an LL.M. from Georgetown. He has been married for 31 years to Rosemary Hart, a senior attorney at the Justice Department, and they are the parents of two sons, both Eagle Scouts.

The Honorable Robert R. King became the Special Envoy on North Korean Human Rights Issues with rank of Ambassador in November 2009 after nomination by President Barack Obama and confi rmation by the U.S. Senate. He is involved in the formulation and conduct of American policy on human rights and humanitarian issues with the Democratic People’s Republic of Korea, including representing the United States at sessions of the United Nations Human Rights Council in Geneva and at the Third Committee of the UN General Assembly in New York. Since the U.S. does not maintain diplomatic relations with North Korea, his offi ce is located in Washington, D.C., but he travels extensively to Asia and Europe in carrying out his responsibilities.

Ambassador King is a native of Wyoming, where he received his Eagle Scout Award. He holds a bachelor’s degree in political science from Brigham Young University and a Ph.D. in international relations from The Fletcher School of Law and Diplomacy at Tufts University. For 24 years he was chief of staff to Congressman Tom Lantos (D-California). During much of that time he was also a member of the staff of the House Foreign Affairs Committee, including eight years (2001-2009) as Democratic Staff Director of the Committee. Earlier he was Assistant Director of Research at Radio Free Europe in Munich, Germany, and as a White House Fellow he was a member of the National Security Council Staff in the Carter White House (1977-1978).

In addition, King has been an adjunct lecturer in international relations at Brigham Young University’s Salzburg program, University of Southern California’ German Master’s program in International Relations, American University, and New England College. King is the author of fi ve books and some 40 articles on international relations topics.

Ambassador King received the Knight’s Cross Order of Merit of the Republic of Hungary, and he is a member of the Council on Foreign Relations. He served a mission for the LDS Church in New England. King and his wife Kay are the parents of three sons, all of whom are Eagle Scouts, and he has 11 grandchildren, fi ve of whom are currently Cub Scouts.

Mark Johnston has served in various capacities to help communities solve vexing challenges, especially homelessness. He has his own consulting company, assisting communities in confronting and ending

homelessness. He is also the newly appointed volunteer Chair of the Advisory Committee on Veteran Homelessness for the Secretary of the US Department of Veterans Affairs.

He retired from the Federal government in 2014 where he had a distinguished 31-year career and was given the Meritorious Award for Outstanding Service and Leadership. Mark was instrumental in creating and implementing the Federal policies and programs to house homeless persons. He has spoken at local, state, national and international conferences and been interviewed by the media throughout his career. He has also testifi ed before Congress many times.

Mark served in various leadership capacities, including the Deputy Director of the US Interagency Council on Homelessness. At the US Department of Housing and Urban Development (HUD) he was the Deputy Assistant Secretary and was appointed by the President to serve as Acting Assistant Secretary, overseeing a portfolio of over $7 billion and 10,000 grants assisting every city in the nation and benefi tting millions of citizens. Among many formal recognitions for his service, Mark was given the National Service to America Medals in 2012 for his efforts to reduce veteran homelessness nationwide.

Mark is also a volunteer. For many years as a Senior Fellow for the Partnership for Public Service he trained managers across the Federal government on how to improve performance. He is a volunteer Commissioner for the Salt Lake County Housing Authority. He helps house homeless persons in his community and has been very involved in his local congregation of the Church of Jesus Christ of Latter-day Saints.

Mark received his Bachelors degree in Public Policy from Brigham University and a Masters in Public Administration from Indiana University. He began his career as a Presidential Fellow.

Mark and Lynne Johnston just celebrated their 30th wedding anniversary. They are the proud parents of four sons (Oliver, Easton, Pierce and Spencer), all Eagle Scouts, and daughter Ann.
