Governance is always an interesting topic. Golf is asimple business – for the player. Ok, some mightnot agree – but in its purest form, the game of golfis simple. And nobody owns the game except thegolfer. It is yours to play as you see fit – in the eyesof 95% of the people playing the game who shootover 100 on a consistent basis. So, why does thegolf industry require over 60 associations to pro-vide the facilities in which the golfer plays, mostlyby their own rules?
The NGCOA Canada is the ideal model for allgolf associations: one voice for the owner whowants a voice. One strong management teamheadquartered in one city and supported withregional directors who reside in the major centersacross Canada with dozens of initiatives to executeon behalf of course operators. All of this accom-plished with only 22 employees across the country.
The regional directors have their own advisoryboard of committed owners who think for the common good of all owners in their area. Some ofthese regional advisors also sit on the nationalboard so there is continuity. There is one strategicplan for the owners’ association and it is planned,executed and reviewed on a semi-annual or morefrequent basis, as required. The national board metin Winnipeg recently and we reviewed the strategicplan for the NGCOA Canada and its variousregions. We reviewed the financials as well as theobjectives for our membership levels, marketing,and operating departments such as the GolfmaxPurchasing Program and the great magazine, GolfBusiness Canada, that we circulate quarterly.
As always, there are disparate views, which we as an executive encourage and manage at a meeting level. It can certainly make for very lively

discussion. As usual, some of the more in-depthdiscussions can occur outside of the boardroom ina more relaxed atmosphere and the good ideasare taken back into the boardroom the next day.When a major issue presents itself, such as thecart and equipment licensing in BC or the drasticchange in the municipal taxation model in Ontario,there are sub-committees formed to handle thedetailed negotiations – each of which reports backto the regional advisory committees and thenational board. While there will always be local,regional, provincial and national perspectives onmany issues, this form of governance ensures thatthere is one final word on many of the challengesfacing owners in today’s golf industry.
It is important to our industry that we have astrong governance model that is executed withopen and committed minds. We look to those ofyou who have not had the opportunity to sitregionally or nationally to put your hand up andvolunteer. It is a job that is much appreciated – theother owners will thank you, and the staff lovescommitted volunteers. It is as rewarding as youwant to make it. So, I look forward to seeing manyof your hands up at Deerhurst!

No Pesticide Ban inBritish Columbia
The Special Committee on Cosmetic Pesticides haspresented its 118-page report concluding there is insuf-ficient evidence to warrant a BC provincial wide ban onpesticides for cosmetic purposes. The Committee hasset a massive precedent for any further discussionregarding restrictive pesticide legislation.
The Committee’s mandate was to examine,inquire, and make recommendations with respect tothe development and implementation of legislativeprovisions regarding “the unnecessary use of pesticidesin British Columbia” and to conduct consultations onthis issue with the public and key stakeholders. The all-party Committee developed an inclusive strategy tolearn about pesticides and pesticide use. It receivedbriefings on the existing regulatory framework,heard presentations from 21 invited stakeholders,and hosted a two-month-long e-consultationthat allowed British Columbians to submit written or video submissions or complete an e-questionnaire.
Throughout the process, committeemembers focused on: understanding the scientific evaluation process that pesticidesare subject to before being registered for salein Canada; learning about the possible healthand environmental effects of pesticides; and devel-oping an understanding of how pesticides are sold,used, and regulated in British Columbia.
Submitters who encour-aged the Committee to recom-mend a province-wide ban basedtheir position on the view thatthe precautionary principle isnot being applied. Those whopresented that a ban is unjusti-fied emphasized the thorough-ness of the scientific processesthe PMRA uses to determinethat pesticides are safe for saleand use in Canada. They alsostressed the important role pes-ticides play in improving thevalue and enjoyment of greenspaces, in controlling invasiveplants, and in supportingforestry and agriculture.
In examining what other jurisdictions have done,the Committee noted that to date no other provinceused an all-party parliamentary committee to investigatethe cosmetic use of pesticides. Also, the Committee’scommitment to understanding pesticide regulation and the work and role of the PMRA appears to beunprecedented.
In order to achieve the goals of reducing pesticideuse throughout the province, and ensuring safe andproper use of approved products by unlicensed appli-cators, the Committee made 17 recommendations thatinclude restricting the sale and use of Commercial-class pesticides, improving enforcement of existing
regulations, and strengthening training and publiceducation related to pesticides use. The
Committee recommended regulatory changesto: bolster retail rules, improve sales moni-toring, and enhance the training of certifiedpesticide applicator and dispensers. TheCommittee also recommended strategiesto increase public knowledge of safe pesti-cide use, to encourage golf courses to fully
embrace the pillars of integrated pest man-agement, and to develop a superior pesti-
cide-return program.The Committee recommendations will protect
British Columbians from unnecessary exposure to pesticides, will provide improved education, will lead tosafer use by unlicensed applicators, and will encourage
the overall reduction of pesti-cide use while providing indi-viduals, businesses and indus-tries with access to the toolsnecessary to enhance theirpersonal green spaces, andcontrol pests and invasivespecies.

Read And Act On Crisis Management 101I just finished reading another excellent issue of GolfBusiness Canada. The article on Crisis Management101 particularly caught my attention. As the ManagingGeneral Agent for the Golfmax Insurance Program forthe past 15 years, I have seen my share of large property and liability losses. While no one can dis-count the importance of proper insurance, the peopleI have all spoken to all agreed that they had no ideahow difficult it would be to deal with a devastatingclaim. One never believes it can happen to you. Thisis an article to read and act on. Defibrillator Worth Every PennyAfter reading ‘Timing Is Everything,’ it reminded methat ten years ago I purchased a defibrillator unitthrough a program called Heart Zap headed up by adoctor in our area. A few weeks later I received a callsaying a golfer had collapsed on the 4th hole. 911 wascalled, I grabbed the defibrillator, jumped on a cartand raced to the location. The golfer as it turned outwas a long-time member of our Club and was having a heart attack. I followed the training and the defibrillator audio instructions and ended up shockinghim 7 times.
Our long-time member recovered, played golf fora few more years and lived an additional five yearsbefore succumbing to other health issues. His wife visited us not long after his passing and thanked usfor the extra time our actions and the defibrillator hadgiven her husband with their family. Although expensive at the time, if I never use the device again,the purchase of the defibrillator was worth everypenny. Dean HarringtonHigh View Golf Course, Powassan, ON
Crisis Management - When Animals AndCustomers Come Together! In a recent raccoon event at my property I learnedthat handling a situation well is not always enough. Iam happy to say my staff acted professionally andmanaged to keep 600 school aged kids safe while afamily of raccoons was discovered cornered and indistress in their midst. Although the young guestswere all protected and the family of raccoons was notharmed by us, I was unprepared for the backlash froma few animal activists who posted inflammatory andsomewhat inaccurate information on Facebook andeven submitted an online letter to the editor in a localpaper.
Fortunately, that misinformation only resulted in3 phone calls by angry readers and after speaking tothem personally and assuring them that the matterwas handled with the utmost care, they were all satisfied with our response. The important reminderof this event is that Crisis Management has twoaspects: dealing with the situation and managing theinformation and perception as a result of the crisis.
