What is DOH NURSE CERTIFICATION PROGRAM?

The DOH Nurse Certification Program is a DOH- initiated and supervised system of developing and certifying nurses based on a set of standard wcompetencies in specific specialty areas.

Components:

1. Competency Assessments (Self-Assessment and Workplace Assessments) 2. Competency-based Learning Interventions 3. Accreditation of Providers

Features of the Nurse Certification Program:

- Competency-based development that will be standardized across all hospitals - Assessment of competencies is a major part of the implementation - With level progression: Levels 1-2 – General Nursing; Levels 3-5 – Specialty Nursing - Certification will be based on the competencies demonstrated and applied in the workplace

Who are qualified to join?

- All registered nurses - Self-assessment tools will be available for download at the DOH website; this is where the nurses can assess their readiness for the particular level and specialty that they want to apply to. - Foreign nurses can also avail, provided they first secure a Special Temporary Permit from the PRC

Where to go?

- Assessments are facilitated by the DOH NCP Committee (Sub-Com mittee on Assessment and Certification) and the Hospital DOH NCP Committee of respective specialty area (eg. For Cardiovascular Nursing, proceed to Phil. Heart Center) - Standard Learning Interventions of the DOH NCP are being provided at the following DOH hospitals: PHC, NKTI, LCP, PCMC, EAMC, POC, NCMH, NCH, DJFMH, SLH- Hospitals who wish to become providers of the DOH NCP modules would have to be accredited by the respective Hospital DOH NCP Committee and their trainers to be trained in competency-based development.

How to apply?

Steps in applying for Assessment and Certification

*Application Form and Self-Assessment Tools can be downloaded at the DOH website (www.doh.gov.ph)

a. Nurse Candidates (applicants) shall submit the following to the DOH NCP Office of the respective designated hospitals: 1) Accomplished and Validated Self-assessment Tool; 2) Accomplished Application Form; and, 3) Portfolio or Evidence of Competence.

b. Payment of Assessment Fee at the hospital cashier who then will issue an official receipt.

c. The Hospital DOH NCP Committee assigns 2 assessors per nurse candidate.

d. The Nurse candidate undergoes a series of workplace assessments

e. Assessors submit the accomplished checklist and Assessment Report to the Hospital DOH NCP Sub-Committee on Assessment and Certification for review.

f. Once the candidate is declared as competent, the Hospital DOH NCP Committee prepares a Recommendation Letter endorsing the candidate to DOH for certification

g. If a candidate has been assessed as “not yet competent” in certain competency areas, the Hospital DOH NCP Committee (Sub-Committee on Assessment and Certification) advises the applicant on the availment of appropriate learning interventions.

Steps in availing DOH NCP Learning and Development Interventions

a. Nurse candidates shall proceed to the DOH NCP Office of the designated hospital and present their accomplished self-assessment tool or Assessment Report (for those with prior assessment). b. The Hospital DOH NCP Committee (Sub-Committee on Learning and Development) then recommends available learning interventions that would address the competency gaps.c. Corresponding payments for the selected courses or modules are settled by the candidate to the hospital cashier who then issues an official receipt. d. Upon completion of the learning intervention, trainees undergo an assessment of the competencies set to be addressed by the particular learning intervention.

Once assessed, the Hospital DOH NCP Committee issues a Certificate of Completion which indicates the competencies gained from the particular course or module taken

DOH NCP designated hospitals will be facilitating the following processes: assessment and certification of nurse applicants, conduct of learning interventions, accreditation of learning providers and training of assessors.
