The booklet is organized infour sections that present principles and standards for elementaryand secondary schools, procedures for accreditation of elementary andsecondary schools, lists of approved courses for grades 7-12, andselectetliegal provisions from the Texas. Education Code. Most of thebooklet is devoted to the revised accreditation principles andstandards. The basic ob ctive of school accreditation is to soe that every schoo I in
the State operncs go as to meet minimum standards and at the same timtahligheg a goal of performance that exceeds the minimum requirements.
Erich ircditcd school accepts the responsibility of knowing and cunpvingwith the standards in this bulletin. All standards are intended to bedescriptions of minimiim achievement, abd each school should exceed them
when possible.
Interpretative stritocnts are placed under crest standards. Those statements
are provided to asstst school officials in evaluating school Programs.Schools are not expected to comply with interpretations that are not ap-
plicable to local operations. When conditions warrant, schools may use
alternate interpretations to meet local conditions when, bv so dein
further school improvements are ensured.

1. The board of trustees recognizes the superintendent as its chiefexecutive officer and charges him with the administrative function .
The hoard clearly defines the duties of the superintendentof schools.
The board minutes clearly delineate between the policymaking and appraisal functions of the school boardand the administrative functions of the superintendent.
Official actions or decisions are made only in officialmeetings of the hoard,

2. The superintendent prepares the agenda for meetings of the board oftrustees, makes regular and special reports on school operation, submitsthe budget for consideration and approval, and administers Lhe budgetafter it is adopted.

The Superintendent recommends all employees for action by the boardof trustees. Assignments based on job descriptions are to positionsauthorized by the board.
The superintendent or his designated representativeiS responsible for reviewing the qualifications ofprospective employees, assures the board that theymeet the standards of professional preparation forthe positions authorized and have appropriatecredentials for the assigned position.
2. All employees understand the nature of their duties and, in theperformance of such duties, are supervised by the superintendent orhis designated representatives.
Employees are provided the necessary materials toperform their duties.
Staff members participate in the planned programfor inservice education.
New personnel are oriemtated to the total schoolprogram.
Supervision is provided to coordinate and improveinstruction and to assist teachers.

3. The cooperation of the school staff is sought in formulating andexecuting the educational plans for the school system.
The professional knowledge of the total staff is utilizedin the development and improvement of the instructionalprogram.
The staff participates in educational planning.
The staff is encouraged to submit recommendations forimproving the instructional program.
Teachers are involved in the adoption, selection, andevaluation of instructional materials, supplies, andequipment.

The school plans a program which accommodatessignificant differences in physical, intellec ual,aesthetic, social, and emotional development.

Teachers are aware of the range of learning disabIlItieswhich cause interference in educational achievement,such as problems in rate and patterns of learning,reasoning, language, culture, motivation, attitude,and aptitude.
Individual or small group instruction and remediationare available for pupils with special learningproblems.
Teachers recognize the learning potential of superiorand talented pupils. They make adaptations incurriculum and instruction for pupils whoseintelligence, giftedness, and creativity needrecognition and stimulation.

Each elementary school maintains a balanced curriculum offering, in-cluding EngliSh language arts*, Science, mathematics, Social Studies,lrt, drama, music**, health, physical education, and, if deSired,modern foreign lannuanes. Fach subject is based upon a State descrin-tion and local instructional plans.
The elementary school curriculum is considered to bebalanced when all offerings listed above are includedin the instructional program for every pupil. Theresponsibility for enabling all children to participateactively in a balanced curriculum program which is de-signed to meet individual needs rests with the localschool district-
The daily schedule includes the areas of English languagearts, science, mathematics, social studies, and physicaleducation. The time allocated for instruction in each ofthese areas is determined by results of the needs assess-ment conducted by the local school district (Principle III,Standard 3) and by diagnosis of Individual pupil competen-cies and deficiencies. The daily schedule meets statutoryand accreditation requirements in terms of clock hours(Principle TX, Standard 3).
The weekly schedule includes art, music, drama, and health.A balanced curriculum does not stress one of these areasto the detriment of others in the total program, In addi-tion to being treated as separate subjects, art, music,and drama support all areas of the elementary curriculum.

Career education, drug education, and safety educationare integrated into all areas of the program. The in-clusion of modern foreign languages and industrial artsin the elementary curriculum is encouraged. Bilingualeducation is made available in the elementary curriculumfor children whose home language is a language otherthan English (Standard 8).
Local instructional plans are in wrItten form. Theyspecify goals and objectives; describe procedures fordiagnosis, prescription, and evaluation in terms ofindividual pupil progress and curriculum balance; andprovide for cooperative planning by professional andnonprofessional staff members.
Citizenship, conservation of natural resources, understanding of thefree enterprise system, and safety are taught as a part of theinstructional program.
Citizenship, conservation of natural resources, under-standing of the free enterprise system, and safety arecorrelated with instruction in science, social studies,art, and other subjects.
Teaching guides in each grade include ins ruc-tion in citizenship, conservation, and safety.
Pupils show pride in their school, community,and country.
The United States and Texas flags are displayedproperly and the Pledge of Allegiance is givenon appropriate occasions. Holidays are observedwith understanding.
Documents of historical significance are usedeffectively in instruction.
Pupils respect and abide by the laws of the com-munity, state, and nation.
Instruction on the essentials and benefits of thefree enterprise system is included in the socialstudies and, when appropriate, in other subjectssuch as business education and vocational education.
Conservation instruction includes study ofmethods aPPlicable to soil, water, forests.minerals, and wildlife.
Safety instruction is coordinated by aprofessional staff member.

The school has a planned bilingual instruction program for childrenwhose home language is a language other than English. Both thechild's home language and English are used as mediums for instruction.
The bilingual program consists of the following components:
The basic concepts initiating the child intothe school environment are taught in thelanguage brought from home.
Language development is provided in the child'shome language.
English is introduced and developed in accordancewith the child's linguistic capabilities.
Subject matter and concepts are taught in thechild's home language.
Specific attention is given to development inthe child of a positive self-concept, confidence,identity with his cultural heritage.
Children of limited English-speaking ability are givenfirst priority in the bilingual program. For greaterenhancement of the tota& program, however, all childrenat all levels may be included.
Bilingual programs are recommended for the years K-3as a minimum, and should continue beyond the thirdgrade for those children needing it.
9. Each accredited secondary school (grades 7-12) makes available to pupilsthe following subjects based upon State description of courses and localcourses of study.

Mathematics (six years) including one year of Algebraand one year of Geometry

Schools desiring to develop courses not in the"List of Approved Courses, Grades 7-12" submita course description to the Division of SchoolAccreditation, Texas Education Agency, forapproval to teach such a course, and submit anevaluation at the close of the year.
Credit for a course not included in the approved list butgiven individual approval by the Division of School Ac-creditation may be used in the minimum IS units requiredfor high school graduation under two conditions:
if the course has been approved and taught once; andif the evallation report submitted at the close ofthe course justifies its continuation and specifieshow it will be used in meting graduation requirements.

The methods, techniques. and procedures employed by teachers conform tothe maturity, needs, and abilities of the pupils and to the requirements ofthe subject. Teaching supplies and equipment of ueteptable quality, quan .tity. and variety are provided by the school st stem and used in the class-rooms.

PROCEDURES FOR ACCREDITATION
1. Self-Evaluation. Each local school system, through its own initiative,determines whether or not it wants to be accredited by the State Depart--spent of Education. When it decides to become accredited, it automat-ically accepts the responsibility of meeting at least the minimumstandards prescribed for accreditation. The initial responsibility,therefore, for meeting the standards for accreditation rests with thelocal school officials. Consequently, self-evaluation is the first stepin the evaluative process. Each accredited school system shall estab-lish and maintain in its own way a system of self-evaluation.
2. State _Evaluation. In addition to the self-evaluation done by localschool systems, the State Department of Education shall also evaluateprograms in accredited school systems. State evaluation shall be Con-ducted in accordance with the following procedures:
Each accredited school system shall file with the State Departmentof Education annually an official accreditation report.
Representatives of the State Department of Education shall conduervisits periodically to all accredited school systems for the pur-pose of evaluating the operation of the accrediting standards ineach school system. These visits shall be under the direction ofthe Director of School Accreditation.
The Director and staff of the Division of School Aocreditation,working under the immediate supervision of the Assistant Commis-sioner for Instruction, shall appraise periodically each accredItedschool system on the basis of information secured through visits,reports, and other reputable sources. The Director shall compile 4report of the findings, including recommendations for follow-upaction on any school system which is not meeting accreditingstandards. This report shall be submitted to the State Commissionon School Accreditation for its review and recommendations. Thereport, accompanied by the Commission's recommendations, shall besubmitted to the Commissioner of Education. The Commissioner shallsubmit the report, together with his recommendations and recom-mendations of the Commission, to the State Board of Education forfinal action.
State evaluation of accredited school systems shall be made in afair and impartial manner, and the schools shall be given fullopportunity, commensurate with their ability, to meet in full thestandards for accreditation. When it is clearly demonstrated thatschool systems are not meeting substantially the standards, thenthe Director, together with his staff, shall recommend action asfollows:
For a slight variation from standards, the school will be"advised" and will be requested to make corrections.
For a continued or a more serious violation, schools will be"warned" and given one year to make corrections.

For persistent or very serious vio ations, schools will losetheir accreditation.
The State Commissioner of Education is authorized in an emergencyto suspend temporarily the accreditation of a school system, or toplace a school system on probation, for the duration of the emer-gency, when such action is necessary in order to preserve the spiritand intent of the accrediting regulations of the State Board ofEducation. Any such action by the Commissioner shall be subject tothe review of the Board and may be appealed to the Board by theschool district involved, and the Board's decision shall be final.
State Commission on School_Accreditation. An advisory commission onschool accreditation is authorized in order that all accredited schoolsystems may have the opportunity, through their representative, toparticipate in the planning and operation of the accrediting program:
The name of the commission shall be the State Commission on SchoolAccreditation.
The Commission is composed of twelve (12) members: two State Boardof Education members, two school superintendents, two school prin-cipals, two classroom teachers, two school board members, and tworepresentatives from colleges or universities.
Each member is appointed by the State Commissioner of Educationsubject to confirmation of the State Board of Education for a termof three years. Initial terms were established by lot with theterms of four members expiring each year.
The purpose of the Commission shall be:
To receiv -.he reports of the Director of the Division ofSchool Accreditation concerning the status of accreditationin individual schools and to make recommendations to the Com-missioner and o the Board concerning action to be taken.
To hear complaints from any school that is not sat sfied -iththe rulings and recommendations of the Director of SchoolAccreditation.
To make recommendations to the Commissioner of Education andthe State Board Of Education concerning standards for schoolaccreditation and policies for applying these standards.
To Advise the:staff of the Division of School Accreditationconcerning application of standards to the school systems ofthe State and"-deVelopment of new materials relating to schoolaccreditation.
In the event any school system is not satisfied with the rulingsand recommendations of the Director of School Accreditation, theschool system may avail itself of the following procedures:
Arrange with the Director for a visiting committee composed ofpersons who are not residents of the school district involvedfor the purpose of having the committee evaluate the school

system in terms of accreditation standards. The report ofsuch a committee shall be considered by the Director, theCommission, the Commissioner, and the Board in their delibera-tions on the accredited status of that school system.
Any recommendations of the Director affecting the accreditedstatus of any school system may be appealed by the schoolsystem. In the event of such an appeal, the school systemshall be afforded a hearing before the Commission. The Com-mission shall submit its recommendations on the appeal to theState Commissioner of Education who shall make a decision withrespect to the-appeal after having afforded the school systemthe opportunity of a hearing. The decision of the Commissionermay be appealed to the Board.

Sec. 209 IHMUNIZATION
No person may be admitted to any elementary or secondary school orinstitution of higher education unless he has been immunized againstdiphtheria, rubeola, rubella, tetanus, poliomyelitis, and sm- lpos,except as provided in Subsection (c).
(b) Subje _ to the provisions of :Subsection (c) the State Board of Health
may modify or delete any of the immunizations in Subsection (a) or mayrequire immunizations against additional diseases as a requirement foradmission to any elementary or secondary school or institution of highereducation.
(c) No form of immunization is required for a person's admission to anyelementary or secondary school or institution of higher education when
person applying for admission submits to the admitting officialeither of -he following:
(1) an affidavit signed by a doctor who is duly registered andlicensed tinder the Medical Practice Act of Texas, in which it isstated that, in the doctor's opinion, the immunization requiredwould be injurious to the health and well-being of the applicantor anv member of his family or household; or
(2) an affidavit signed by the applicant or, if a minor, by hisparent or guardian stating that the immunization conflicts with thetenets and practice of a recognized church or religious denomina-tion of which the applicant is an adherent or member; provided, how-ever, that this exemption does not apply in times of emergency orepidemic declared by the Commissioner of Health.
(d) The State Department of Health shall provide the required immuniza-tions to children in areas where no local provision exists to providethese services.
(o) A person may be provisionally admitted to an elementary or secon-dary school or institution of higher education if he has begun therequired immunizations and if he continues to receive the necessaryimmunizations as rapidiv as is medically feasible. The State Departmentof Health shall promulgate rules and regulations relating to the pro-visional admission of persons to an elementary or secondary school orinstitution of higher education.
Sec. 13.902 PLANNING AND PREPARATION TIMM
._(a) Public schools shall be taught for not less than seven hours eachday including intermissions and recesses. Each teacher actively engagedin the instruction of children shall have at least one period of not lessthan 45 minutes within the scheduled school day for planning and prepa-ration.

Sec. 16.04 AGE LIMITS FOR FOUNDATION SCHOOL BENEFITS (KINDERGARTEN)
Begin ing with the scholastic Year 1973-74, any child in this sta eover 5 and under 21 Years of age at the beginning of the scholastic year,who has not yet graduated from high school shall be entitled to the bene-fits of the Basic Foundation School Program for the ensuing school year.Such eligible child shall be admitted tuition-free to the public schoolof the district in which he, his parent= or legal guardian resides.
(b) Notwithstanding the provisions of Subsection (a) of this section, theprogram of preschool education shall be extended first to 'educationallyhandicapped' children as preparation tor the regular school program in ,
which such children will participate in subsequent years. For purposes ofthis section, a child is 'educationally handicapped' if he cannot speak,rend, and comprehend the English language or if he is from a family whoseincome, actiording to standards promulgated by the State pbard of Education,is nt or below a subsistence level. The program shall frielude an apprecia-tion for the cultural and familial traditions of the child's parents andalso an awareness and af,preciation of the broader world in which the childmust live; assist thi Id in developing appropriate language skills; pre-pare Ole child to parti ipate in the world of his peers and the broadercultural stream into whi-% he will progressively move as he matures; be-gin the development of tla) mental and physical skills and cooperativeattitudes needed for adeqrate performeince in a school setting; and beginthe development of his unisue character and personality traits.
(c) The benefits of this program for preschool --ducation may be extendedon a first priority basis to 'educationally handicapped' children on afull day program school year basis.
(cl; Provided, hocr, for the school years beginning 1973-74, andthrough 1976-77 inclusive, a public school kindergarten program shall beoffered on a one-half day basis for all other eligible children who becomefive (5) years of age on or before September 1 of the scholastic year.Such kindergarten program(s) shall be operated on a one-half day basis forFoundation School Program unit eligibility allotment purposes beginningthe school year 1973-74. Provided further that any school district maychoose to operate a full dav program for the first half of the school yearfor one-half, approximately, of its kindergarten children and operate afull day program the latter half of such year for the remainder of itskindergarten children.
(e) Beginning with the school year 1977-1978 and thereafter, schooldistricts may choose to operate kindergartens on a full day basis forFoundation School Program unit allotment eligibility purposes. Providedfurther that any school district may choose to operate a full day programfor all its kindergarten children for one semester only.
(f) A scholastic is a student in average daily a___ dance within theage limits prescribed in this section.

Sec. 21.102 PAT 10TISM
The daily program of every public school shall be so formulated by theteacher, principal, or superintendent as to include at least 10 minutesfor the teaching of . intelligent patriotism= including the needs of thestate and federal governments= the duty of the citizen to the state, andthe obligation of the state to the citizen.
Sec. 21.103 TEXAS HISTORY
The history of Texas shall be taught in all public schools in and onlyin the history courses of all such schools. The course shal: be taughtfor not less than two hours in any one week. The commissioner of educa-tion shall notify the different county, city, and district superinten-dents as to how the course may be divided.
Sec. 21.1031 INSTRUCTION IN FREE ENTERPRISE SYSTEM
(a) All public high schools shall give instruction on the essentials andbeneits of the free enterprise system. Instruction shall be given inaccordance with the course of study prescribed by the State Board ofEducation for at least one semester or quarter, equal to one-half unit of
credit. The State Board of Education shall prescribe suitable teachingmaterial for the instruction.
(b) As used in this secti=n 'free enterprise' means an economic systemcharacteriged by private or corporate ownership of capital goods, byinvestments that are determined by private decision rather than by statecontrol, and by prices, production, and the distribution of goods thatare determined in a frde manner.
This act applies be- nning with the 1974-75 school year.
Sec. 21.104 PHYSIOLOGY AND HYGIENE
All textbooks on physiology and hygiene purchased in the future for usein the public schools of this state shall include at least one chapteron the effects of alcohol and narcotics. Although physiology and hy-giene must be taught in all public schools, any child mny be exempted,without penalty, from receiving instruction therein if his parent orguardian nresents to the school principal a signed statement that theteaching of disease, its symptoms, development and treatment, and theviewing of pictures or motion pictures on such subjects conWct withthe religious teachings of a well-established church or denominationto which tho parent or guardian and the child belong.
See. 21.106 CONSTITUTION
All public free high schools in this state shall teach and require acourse of instruction in the constitutions of the United States and theState of Texas. The course shall be a combined course in both constitu-tions, and shall be given for at least one-half hour each week in theschool year or at least one hour each week for one-half of the schoolyear, or the equivalent thereof. The Central Educat on Agency shall develop curricula and teachingmaterials for a unit of study in consumer education. The unit shall in-clude study af installment purchasing, budgeting, and price comparison.

21.431 STLINC.LAL EDCCATION STATE POLICY
The lOgislature finds that there are large numbers of children in the statewho come from environments where the primary language is other than English.Experience has shown that public school cla8ses in which instruction is

a compensatory program of bilingual education can meet the needs of thesechildren and facilitate their integration into the'regular school curric-ulum. Therefore, pursuant to the policy of the state to insure equaleducational opportunity to every child, and in recognition of the educa-tional needs of children of limited English-speaking ability, it is thepurpose of this subchapter .to provide for the establishment of bilingualeducation programs in the public schools and to provide supplementalfinancial assistance to help local school districts meet the extra costsof the programs.

(a) The gover ing board of each school district shall determine not laterthan the first day of March, under regulations prescribed by the StateBoard of Education, the number of school-age children of limited English-speakinn ability withi- the district and shall classify them according tothe language in which .ney possess a primary speaking ability.
(b) Beginning with the 1974-75 scholastic year, each school districtwhich has an enrollment of 20 or more children of limited English-speakingability in any language .assification in the same grade level during thepreceding scholastic year, and which does not have a program of bilingualinstruction which accomplishes the state policy- set out in Section 21.451of this Act, shall institute a program of bilingual instruction for thechildren in each languaee classification comnencing in the first grade, andshall increaxe the program by one grade each year until bilingual instruc-tion is offered in each grade up to the sixth. The board may establish aprogram with reapect to a language classification with less than 20children.
