It consists of six sections: general information on all schools, schools in the national schbol lu-nch program, schools with other and no flood service, schools in low income areas, schools in the school breakfast program, and schools in the special milk program. Numbers of schools and of children'are shown by elementary and secondary grades and by a combination of both. A 44.5 percent gain in the number of schools included in this survey is accounted for by the inclusion of many private schools which were not reported during the previous years. Since the report does not specifically separate public schools from private schools for the two years, comparisons between 1972 and 1973 are not made. Although the large increase in the number of schools not offering a food service program to their students may be attributed to the inclusion in the tabulation for 1973 of many private schools which do not have ,food service, the total number of children with access to a lunch program increased from 1972 to 1973. Over, 77 percent elementary school children, 86.7 percent secondary, and 88.5 percent children in low income area schools have access to the National Schools Lunch Program. URBAN SCHOOL FEEDING SURVEY

INTRODUCTION

. I

IThe annual Urban School Feeding Survey is a collection of data on schoolfood service bperations in cities with populations of-lompo persons andover. The data in this survey'come from reports submitted by 152 UnitedStates cities and are based on school food service activity during themonth of Marc h 1973.

`There wer 9,485 schools included in this year's survey, an increase of6/004 schocts from the March 1972 tabulation. This 44.N gain in thenumber of schools is accounted for this yearby the inclusion of manyprivate schools9 which were not reported during the previous year. Sincethe repbrt'doet not specifically separate public.sehools from private

. schools for the two years, it was not feasible to-make comparisonsbetween 1972 and 1973. However, -Chart I does show the relative proportionof various food service programs as a function of total average dailyattendance for both 1972 and 1973. The large increase in the number ofschools not offering a food service program to their students maY beattributed to the inclusion in the tabulation for 1973 of many privateschools which have no food service. It should be noted/however, thatthe total number'of children with access to a lunch program did increasefrom 1972 to 1973.

Availability and Utilization of Programs

The Urban School Feeding Survey for 1973 shows that lunch programs wereavailable to 85.6% of the school children-in cities with populations of100,000 persons or over. The National School Lunch Program (NSLP) wasoffered to over 80.8% of the school children in these cities. Over77.0% of,the eleMentary schoo children had access to the NSLP as'compared to 86.7% of the chi n in secondary schools. National School'Lunch Program availability v ied by region as shown in Chart II.

Almost one-third ofthe children in the survey this year attendedschools located in 1614 income areas of their cities. The NationalSchool LUnch Pragrarlwas offered by 84.1% of the schools in low incomeareas an compared to 65.3% of the schools in other areas. The NSLPwas available to 88.5% ofNthe children in low income area schools,while 77.0% of the children\ in other areas had access to the NSLP.Besides being more likely to have the NSLP in their schools, childrenin low income areas also participated in the lunch program at a higherrate th :ui other children. The 'survey indicates that 61.8% of thechildren iriklow income area school;; roceived lunches in the NSLP asopposed to 47.1% of the children in other NSLP schools.. One reason for the higher NSLP.participatibn rate in low income areaschools than other schools may-be that most of the lunches were served.free or at a reduced price, to the students. Low:income area NSLPschools served 76.0% of their lunches free or at a reduced price, while-other schools served 45.5% free or reduced price lunches.

9The SpeCial Milk Program was made available to over 75.0% of the children

attending surveyed schools. The program was equally accessible to

children attending both elementary and secondary schools.

Some 1,293 schools surveyed offered lunch service other than the National

School Lunch Program to their students. These schools were attended by

4.8% of the total children surveyed. In these schools 53.8% of the children

participated in the lunch service as compared to a participation rate of

inCWSLP schools. The only real difference between elementary and

secondary schools was in the rate of participation by students in the two

types of lunch service. In elementary schools, children attending NSLP

schools showed a higher rate of participation than did children partici-

pc,iting in lunch programs in other schools. an secondary schools the

situation was reversed with children attending schoolb with non-NSLP lunch

programs participating at a higher rate than children in NSLP schools.

This may be due to the large number or 4 la carte lunch programs in

secondary schools. Most of thechildren attending the surveyed school

As Chart VI illustrates, 94.3% of the secondary school students had accessto a lunch program of some kind in their schools. In elementary schoolshowever, only 80.0% of the students had a lunch program available to them.This may be due to the halfday sessions in many elementary schools.
