Many Americans seem to lack the understanding nee live suet essfully withinour legal system cr to utilize the democratic process in order to improve it Americansincreasingly respond to public crises with confusion, frustration. violence or (perhapsworst of id!) apathy, While there vire many theories as io the causes of this complexand disturbing situation, one fact stands out: For too long an operative understandingof low and the legal system has largely been available only to those who had a lawschool education. Yet the law permeates the daily lives of all of us. Every consumerpurchase. lease, divorce, petty crime or traffic violation brings the citizen into contactwith the law. Everyone cannot attend law school. However, aspects of legal training,including the development of analytical skills and the capacity for clear thinking. canbe modified and adapted for use in elementary and secondary education.

Recognizing this urgent need the ABA established the ipecial Committee on YouthEducation for Citizenship. YEFC is supporting the creation and improvement ofinterdisciplimiry programs in communities throughout the country. We are not,however, establishing a proprietary interest in any curriculum FlAn toriuls,teacher-training institutes or project models. Our function is entirely facilitative.Through the distribution of this Directory of Law-Related Educational Activities, whichlists approximately 175 projects, WO hope in stimulate interest and encouragecoordination in this field. Soon, we will also publish a bibliography of curriculum andteacher-training materials. In addition, YEFC is providing coordination for all projectsin this field and serving as a national clearinghouse for information. Finally, memberscif YEFC staff spend a portion of their time in the field consulting with communityleadership including the organized ha r, school authorities and law enforcementagencies in the development of local programs

Introduction Interest in law-related citizenship education has grown enormously in the past fewyears. Teachers, lawyers, school administrators, judges. law enforcement officials andother concerned citizens have joined together in communities throughout the UnitedStates to develop new approaches to teaching about law, legal institutians andcitizenship. Many of those actively involved in this important and growing field haveexpressed interest in learning about other projects and despair at the current lack ofcoordination among them. While every community must respond to its own uniqueneeds and interests, we believe that needless duplication of effort can be reduced andnew projects stimulated by making available the information that follows on activitiesin this field.

This Directory could not have been published less than six months after the YEFCstaff was assembled without the help of many ether groups and individuals. Manyof the projects described below responded to the "Survey of School-Related Lawand Citizenship Projects- jointly undertaken by the Special Committee on YouthEducation for Citizenship and the Constitutional Rights Foundation with thecooperation of the American Association of Law Schools through its President, Prof.Richard Maxwell. This Survey was designed to provide data for the study oflaw-related citizenship education projects undertaken by Vivian Monroe, ExecutiveDirector of the Constitutional Rights Foundation, under a Ford Foundatiori grant.We gratefully acknowledge the substantial assistance which Ms. Monroe and the staffof the Constitutional Rights Foundation have provided if: the preparation of thisdirectory. In addition. we have received the cooperation of many others. Any list offriends and colleagues who helped is bound to be incomplete. Virtually all of the majorprojects listed in Section II below have assisted in developing this directory. Within ourstaff, Norman Gross undertook the greatest share of responsibility for the preparationof the Directory and deserves much credit for its prompt publication. Ann Kearney andJeanne Wilson managed cheerfully to type many revised drafts and demonstratedconsiderable editing skill as well.

The description of projects includes information compiled under the followingheadings:

"Administrative" staff includesonly those who are paid in whole or part to administer the project.StudentsTwo items of information are includes: The number of studentsreached by the program during the last academic year a : :d the grade levels forwhich the project is conducted.SponsorsThe organizations which initiated and/or actively support theprogram.MSSources of funding (if any).

These projects range from one that is funded at over a half million dollars. serving theentire state of California, to others in small towns, operating without money oradministrative staff. Obviously we have more infermation on some than on others. TheDirectory also includes a special section on projects of general interest. These projectscan provide you with services or information to help initiate or expand your ownprogram. Finally, we have included a cross-reference to bar association a.:tivities.

Our apologies in advance for those we have left out and those whose entries are notcurrent or complete. We will make it up to you in the second edition if you keep usinformed of your progress. For this purpose, a special form is included in the back ofthe directory. If you can provide us with information on more than one project, kindlyduplicate the form and send us a separate copy for each project. We will happilyprovide you with more forms if necessary.

II. Some Projects of General InterestThe following projects can formally or informally provide assistance in your efforts todevelop an effective and comprehensive law-related educational program.

ABA SPECIAL CONCMITIME ON YOUTH EDUCATION FOR CITIZENSHIP

The ABA Special Committee on Youth Education forCitizenship was established in 1671 to provide coordi-nation for groups interested or involved in law-relatededucation, and to serve as a national clearinghouse forinformation regarding curriculum materials, teacher-training and other law-related activities. This Directory,its Working Notes for Bar Associations and abibliography of available curriculum and teacher-trainingmaterials (to be published soon), is part of this effort.Through the ABA network of over 300 state and local barassociations, with extensive formal and informal contactswith the ABA and its 158,000 members. YEFC is helpingto establish community support in these programs. Insome communities lawyers have also been extremelyvaluable in securing needed funds, participating in

The Constitutional Rights Foundation has been sponsoringconferences, workshops and institutes for students,teachers, law enforcement personnel and other membersof the community since 1963. These include teacher/stu-dent conferences on "Schools and Democracy,- "Crim-inal Procedure" and "Youth and the Police," 18 StateCollege Summer Workshops and 4 statewide LeadershipTraining Workshops, as well as 6 Weekend CampSeminars for students from 6 Los Angeles High Schools. Arecently initiated CRF program, An Introduction to theAdministration of Justice," enabled teachers to spend 10days in the field, not an tours, actually working withpolice, judges, district attorneys, public defenders, paroleand probation officers, and field consultants from theDepartment of Community Services while they carry out

teacher-training, serving as a reservoir of legal expertise,and assisting in special classroom experiences and fieldexcursions. YEFC also provides members of its staff andother leaders in the field as consultants for interestedgroups throughout the country. Since the demand for suchassistance, is great, YEFC is producing a film to indicatethe variety of ways in which lawyers and educators cancooperate in devgloping programs suited to theircommunity's unique needs and interests. This film will bedesigned for use in connection with printed material and"live" discussions. YEFC is also working in conjunctionwith some of the projects listed in this section and othersin the field to improve and amplify existing programs andto produce innovative methods and approaches inlaw-related education.

The CRF staff, also well-known forits expertise in the area of simulation games, role playand intergroup relations, provides limited consultingservices to interested groups throughout the countrywithout charge, under a grant from the DanforthFoundation.

Initiated by the State Bar of California in 1970, Law In AFree Society is in the third year of a six year programdesigned to develop a comprehensive K-12 rerriculurn inlegal and political education throughout in. Californiapublic schools. Utilizing a network of coordinated regionalcenters, LIFS is basing its curriculum upon eightconcepts: authority, justice, freedom, participation,diversity, privacy, property, and responsibility. Casebooks, guidelines for the development of lesson plans,sample lesson plans and in-service guides have beenprepared in these areas. (Some of these are presentlyavailableall will be published by March, 1973). Over

NATIONAJ, CENTER FOR LAW-FOCUSED EDUCATION

The National Center for Law-Focused Education provideslaw projects throughout the nation with a variety ofservices, including intensive four-week summer teachertraining institutes. These institutes have been conductedannually since 1960 and are complemented throughoutthe year with staff and material assistance in the conductof project in-service training programs. Teams instructedin the institutes have come from Atlanta, Boston. Chicago,Cincinnati, Dallas, Los Angeles, St. Louis, Seattle, andIllinois. Instruction has included both the substantive andmethodological aspects of law-focused education. Centerstaff, including specialists in both elementary and second-ary education, provide orientation programs as well asorganizational and staff training to interested groupsthroughout the United States. Services offered include a

100 educators, lawyers and law enforcement personnelhave served as instructors in their 30 and 60 hourin-service programs for teachers. The participation ofthese individuals is part of LIFS' endeavors to involvemembers of the community as supervisory and resourcepersonnel in its program. Detailed evaluation proceduresare being developed to test its materials, techniques, andapproaches and to measure the teachers' ability to usevarious analytical frameworks in dealing with complexissues. Also members of the LIPS staff are available on alimited basis_ as consultants to interested groups.

The Tufts Lincoln Filene Center for Citizenship and PublicAffairs has been developing curriculum materials andinnovative approaches in citizenship education since1956. Current programs at the Center include "FutureShock and Civic -Arts for IntergroupRelations Education," "Law and the Social Studies,". and-Polities 18" as well as their continuing efforts towardsimproving social studies materials and curriculum,During the past summer, they conducted four institutesfor teachers in the areas of politics, economics andgovernment, the Boston Flexible Campus Program andintergroup relations. The Center has an extensive libraryof instructional resources for both teachers and students.These resources include programs on the Dimensions ofCitizenship (Effective Citizenship: Upton Sinclair and theJungle; Citizenship Denied: Diary of a Young Girl;

Citizenship Affirmed: The Story of Frederick Douglas;Civil Disobedience: A Higher Low?), Urban Problems andProspects (The Police: Fact and Fiction; Welfare: A Wayof Life?), The Law and Citizenship (Lessons in Conflict:Legal Education Materials for Secondary Schools; CivilLiberties: Case Studies and the Law; Law in the SocialStudies, Grades 3 through 7), and Current Affairs(Protest; Due Process of Law; Politics). They also havefilms and other audio-visual aids in these areas. ItsIntergroup Relations Curriculum A Program forElementary School Education (Volumes I & II) is especiallyhelpful since it can easily be incorporated into anelementary school laW-related education program. Thecenter also provides consulting services to interestedgroups throughout the country.
