DearFellowScouter,

ThisyearatourNationalCouncil(Helix,DublinCityUniversity)onthe14thApril,theopportunitytoelectaChiefScoutiswithinyourhands.IamwritingtoyoutoseekyourvoteatthatNationalCouncilforasecondtermasyourChiefScout.

Many people in Scouting have differing perceptions of the role of Chief Scout like “a CompanyChairperson”,a“PresidentoftheAssociation”orperhapsthemoralcompassofScoutingIreland.WhilemanytraitsandcharacteristicsarerequiredtofullfilltheofficeoftheChiefScoutIamconvincedmore thanever that the connectionbetween you themembership and theChief Scout is vital and IwishtocontinuevisitingandsharingthegreatstoriesofScoutingIreland.While it is a challenging, but rewarding role, it is an opportunity to guide and drive our Associationforward,whilstsupportingscoutinginmeetingtheneedswithinallourcommunities.

My Scouting ethos and positive experiences are ones which I believe have given me a greatunderstandingandgroundingfortheroleofyourChiefScout.SincejoiningScoutingintheseventiesattheageof11with46thDublin(IrishWheelchairAssoc)agroupinwhichIamstillamember,Ihavehadtheopportunitytotakeupmanyleadershiproles.Over the years I have met many scouters through my appointment as leader trainer on theirwoodbadgetrailandcontinuetoenjoyrecallingourexperiences.OverthemanyyearsofmyownjourneyIhavehadalifetimeofScoutingopportunitiesandmemories.From my role as Camp Chief 2008 to a project lead for World Special Olympics, From ProvincialCommissioner to a World Scout Jamboree programme lead in 2011. As former InternationalCommissioner I have led many contingents to World Conferences and Jamborees thus connectingScoutingIrelandandtakingourplacewithintheWorldScoutingMovement.

WehavearichheritageandstrongtraditionsineachofourGroupsandCountiesthatcometogethertoformaproudScoutingIreland.AswemoveforwardinScouting,wecanrememberthepastbutmustchallengeourselvestomeettheopportunitiesofthefuture.The decisions that affect our young people foremost, should happen in our local Scout Dens andmeetingplaces throughout the islandof Ireland. Each ScoutGroup is at adifferent stage in its owndevelopmentandthisisanimportantconsiderationwhensupportingScoutGroups.

IfIamre-electedasChiefScout,Iwillgivemyall,toensurethatweharnesstheskillsthateachofusbringstoScoutingandlistentotheviewsandissuesoflocalScoutsandScouters.EachofthestructureswehaveinScouting,atCounty,ProvincialandNationallevelaretheretosupportlocalScoutingandIwillmakesurethatthisisalwayskepttotheforefront.ThankYoufortakingthetimetoreadmyvisionfortheroleofChiefScoutandIwouldaskyoutocirculatethistoyourfellowScouters.

Eoghan Calnan Nominee for Communications Commissioner 2018 - 2021  

EXPERIENCE 

Scout, Venture Scout, Rover Scout — 5th Cork, The Lough September 2005 - Present: I joined the Lough Scouts as a group that had about 10 - 15 youth members in two sections. Over the years I’ve seen it flourish into a group with five sections and waiting lists in the younger sections all due to a very dedicated and able team of Scouters. 

County Youth Rep & ACPC — Lee Valley Scout County October 2010 - February 2017: I initially got involved with the county when I was elected as a Youth representative for Venture Scouts in 2010. This involved organising some county events and eventually to joining the county team as ACPC for Venture scouts for a short term before Leaving Cert became a priority. In 2015 I joined the team once more as ACPC for Cub Scouts where I organised several county activities before taking a step back to focus on final year in college. 

Communications Team Member — Scouting Ireland January 2012 - Present: I joined the Communications team having read an open call in InsideOut. Through my time in the communications team I’ve been involved in just about all aspects of the team including: 

● Graphic Design (Posters, Identity, Badges, Booklets etc…) ● Web Design & Maintaining Scouting Ireland Servers ● Strategy Design & Implementation ● Liaising between National Teams, National Office and Consultants 

to develop scouts.ie ● Photography (Events & Cataloging) ● Video Production 

Programme Scouter — 5th Cork, The Lough May 2012 - Present: As soon as I turned 18 I had my Adult Application forms already sent and I registered as a Scouter. I spent time with the Cub and Scout sections often using my experience as an outdoor pursuits instructor to work on adventure skills in each section but generally being involved in all aspects of the Cub Section and helping out with Scouts. 

When I started studying in Limerick I cut down my involvement as a scouter in the group. Weekly meetings are more rare and I’ve moved more as a “consultant scouter” to go Sailing, Kayaking or Mountaineering on weekends with all sections from Beaver Scouts through to Rover Scouts.

• Effectivecommunication&personalcontactwithCountiesandGroups:Unfortunatelyforthefirst14monthsofmytermitwasheavyinvolvedindealingwithAdultmatters.TheseweretackledinadirectbutScoutlikemanner.WhileScoutersmaynothaveagreedwiththeoutcome,theydidrecogniseandappreciatetheapproachandalldecisionswereclearlyexplained.Ibelievethatoverthepast3years,inconjunctionwithalloftheCountyCommissioners,thatwehavedevelopedaneffectivesupportstructureforboththeCountyCommissionersandtheirrespectiveCountyTeamswhichhascontributedtotheGroupsandScouterscontacttheProvincialTeamdirectlyforadviseandsupport.ThesupportsystemhasalsoextendedtoGroupsasandwhenthiswasrequiredorrequested.

• EffectiveyouthempowermentandinvolvementwithintheProvince:WiththeexcellenthardworkandsupportbothofourPYPRandtheCountyTeams,therehasbeenaparticularfocusonprovidingactiveandeffectiveyouthinvolvementatGroup,County,ProvincialandNationalLevel.WewouldhopetofurtherdevelopyouthinvolvementatlocallevelfollowingonfromtherecentchangestotheYouthRepresentativeStructureatNationalLevel.

In those quick three years much has being achieved with more to do. Following a Provincial QSE, the Province has a strong PMST, working with a development plan for everyone in the Province under Programme, Youth Involvement, Adult Support, Training, Finance and Staff support. This plan will over time benefit all in the South East Province. I would like to lead the team in these projects as they come to fruition and provide a stable team as we continue other projects like Governance, etc. With this in mind I am again seeking your nomination to continue this work both nationally but more importantly working with PMST to deliver the best Scouting experience to Groups and Counties within the South East Province.

Scouting Biography – David O’Neill

I joined scouting in 1999 as a Beaver Scout in the 43rd/70th Cork Bishopstown. With the guidance of very dedicated Scouters I rose up through the Cub Scouts/Macaoimh, Scouts and Ventures. When I turned 18 I became the assistant Venture Leader where I served 2 years before becoming Scout Section Leader in September 2014. I completed the former Wood Beads Training Scheme and I was awarded my Wood Beads in September 2015 at the age of 21. During my time as Assistant Venture Leader/Scout Section Leader I have been part of many successful home and foreign Camps with my highlights being WINGS 2014, a Jamboree held on the grounds of Windsor Castle and our Groups 50th Anniversary Summer Camp to Switzerland last year.

I joined Lee Valley Scout County Team in 2013 as County Secretary, where I served 2 years under Commissioner Colin Heas. During this time I also worked closely as Assistant ACPC for Venture Scouts before moving onto Scout ACPC under the leadership of the new Commissioner Eoin Callanan. This was an incredible time to be involved in Scouting and as part of the County Team we enjoyed great success in building a County spirit where we strived to do our very best for our youth members.

In September 2013, following my Leaving Cert I became involved in Ventact South as the sub committees secretary. This was a very challenging and rewarding role, as I worked very close with members of the Irish Girl Guide and the Catholic Guides of Ireland to build on the success of pervious committees and drive the event forward. Last year I had the honour of chairing the event on behalf of Scouting Ireland and we welcomed 700 young people to Kilcully Campsite in Cork. I am truly delighted that Ventact South will be going into its 40th year in 2019, it demonstrates how three associations can come together and work as one. I firmly believe that we should engage more with the other WOSM & WAGGGS affiliated Scouting and Guiding Associations in Ireland.

Following the establishment of a new management structure in 2013 for Kilcully Scout Campsite I became part of the new volunteer “Cruí” to welcome guests to the campsite. In addition I took the running of the PR for the campsite via Facebook and Twitter. For the past 12 months I have been working with the PPYR for the Southern Province by coordinating and working with the Provincial Reps. This has been a really rewarding experience working with exceptional youth members who have delivered well above and beyond expectations. The future of our association is bright when you see the calibre of our youth reps.

The latest challenge on my Scouting Journey started in 2016 when I was elected onto the Joint Committee of Scouting & Guiding in Cork. This committee is unique and truly special as it brings together and builds on the special relationship between the three Scout and Guide Associations in Cork. Annually I am part of a small team that organises activities for each programme section, the Christmas Panto for the Beavers, HeyJinks for the Cubs, and Squelch for the Scouts.

This coming summer I will be part of the Programme Team for Scouting Ireland’s JamboRí which is being held in Stradbally Hall. I am currently the team lead for Venture Programe Zone “Richards Lens”. The base will be off-site which adds challenges and the trail blazer is based on the National Geographic Explorer who climbed Mount Everest.

I would be grateful if you would consider me for a preference vote at this year’s National Council. I look forward to meeting you along the Scouting Trail.

Introduction  

In  the  last  numbers  of  years  it  has  become  apparent  that  there  is  a  need  for  the  Scouting  Ireland  to  put  a  policy  in  place  to  govern  admission  to  meetings  of  the  National  Council  and  elections  by  the  National  Council  in  order  to  assist  both  delegates  and  election  candidates.  

Admittance  to  National  Council  Meetings  

•  Following  the  1st  mailing  for  any  meeting  of  the  National  Council,  each  Scout  Group  will  be  required  to  return  a  list  of  the  names  of  the  four  Scouts/Scouters  the  Scout  Group  Council  has  chosen  to  attend  the  meeting  of  National  Council  as  delegates  on  its  behalf  as  per  the  rules.    Each  Scout  County  Youth  Forum  will  be  required  to  return  a  list  of  the  names  of  the  two  Scouts  the  Scout  County  Youth  Forum  has  chosen  to  attend  National  Council  as  delegates.  

• These  lists  of  names  must  be  with  National  Office  by  the  required  date,  which  will  be  set  out  in  the  1st  mailing.    

• The  2nd  National  Council  mailing  will  include  the  admittance  cards  and  will  be  sent  to  the  Group  Leader  or  County  Commissioner  as  appropriate  with  the  names  printed  on  the  cards  for  the  people  nominated  as  delegates  by  the  Scout  Group  or  Scout  County  Youth  Forum.

• Admittance  cards  for  all  other  Scout  County  and  National  delegates  are  non-­‐transferable  and  will  only  be  issued  for  the  person  appointed  to  these  positions.      The  appointees  to  these  positions  must  be  registered  with  the  National  Secretary  as  holding  such  position  to  be  eligible  for  membership  of  the  National  Council  

• When  checking  in  at  the  meeting  of  the  National  Council,  delegates  may  be  asked  for  identification  to  verify  that  they  are  the  persons  named  on  the  admittance  card.    This  may  take  the  form  of  any  of  the  following  Identification  documents  -­‐  Driving  Licence,  Student  Card,  Scouting  Ireland  Membership  Card  (If  and  when  it  comes  into  operation)  or  Passport.      

• A  Scout  Group  Council  may  nominate  4  delegates  to  be  members  of  the  national  council  on  its  behalf.    At  least  one  of  the  four  delegates  must  be  a  registered  scout.    It  is  not  necessary  for  any  of  the  delegates  to  be  members  of  that  Scout  Group.    The  National  Council  admittance  cards  are  only  transferrable  with  the  approval  of  the  Scout  Group  Council  or  Scout  County  Youth  Forum.    Admittance  cards  are  only  transferrable  to  a  person  who  is  selected  by  a  Scout  Group  Council  or  Scout  County  Youth  Forum  and  this  can  only  be  done  by  the  use  of  a  delegate  transfer  form  which  must  be  signed  by  the  Scout  Group  Secretary  or  the  Secretary  of  the  Scout  County  Youth  forum  and  the  person  who  is  transferring  the  admittance  card.    This  form  is  to  be  brought  to  the  meeting  of  the  National  Council  and  presented  at  the  Check-­‐in  desk  so  that  the  new  name  can  be  added  to  the  attendance  record.    

• At  check-­‐in,  each  member  of  the  National  Council  will  receive  an  ink  stamp  on  the  back  of  their  hand  after  they  register.    

• The  admittance  card  will  include  a  reminder  that  delegates  should  act  in  accordance  with  the  wishes/instructions  of  their  Scout  Group  Council,  Scout  County  Board  or  Scout  County  Youth  Forum  or  National  Youth  Forum  and  always  in  a  Scout-­‐like  manner.  

• The  check-­‐in  for  the  meeting  of  the  National  Council  will  be  coordinated  on  a  Provincial  Basis  for  Scout  Groups  and  Scout  County  delegates.    Delegates  should  present  their  admittance  card  at  the  appropriate  desk.    The  check-­‐in  for  national  personnel  will  be  coordinated  at  a  separate  desk,  which  will  be  clearly  marked.    There  will  also  be  an  additional  desk  for  any  delegates  who  have  a  query  that  needs  to  be  resolved.    Members  of  the  Professional  Staff  will  staff  all  the  check-­‐in  desks.    Scouters,  who  are  not  members  of  the  National  Council  and  have  been  appointed  by  the  National  Secretary,  may  assist  the  Professional  Staff  Team  with  this  process  as  required.

Candidates  for  Elections  at  National  Council    

Scouting  Ireland  believes  in  democracy  and  its  importance  to  the  governance  of  the  Association  and  with  this  in  mind  the  Association  will  afford  the  following:  

• Three  months  preceding  the  Annual  National  Council  elections  (this  period  may  be  shorter  in  the  case  of  other  meetings  of  the  National  Council),  potential  candidates  will  be  invited  by  the  National  Secretary  to  submit  a  document  for  national  circulation  to  enable  them  to  seek  nominations  for  available  positions  from  Scout  Group  Councils  or  Scout  County  Boards.    National  Office  will  not  provide  a  contact  list  for  members  of  the  National  Council  for  this  purpose.  

• Once  nomination  papers  are  received  and  verified  by  the  National  Secretary,  all  candidates  will  be  provided  with  the  opportunity  to  avail  of  the  following:  

o In  the  2nd  National  Council  Mailing  candidates  will  be  provided  with  space  for  a  Scouting  &  personal  CV  and  a  personal  manifesto.    The  National  Secretary  will  have  the  right  to  edit,  amend  or  refuse  to  publish  any  documents  that  may  contravene  the  Constitution  &  Rules  of  Scouting  Ireland  or  that  may  contain  unacceptable  language  or  statements.    In  the  event  that  this  becomes  necessary  the  candidate  will  be  advised  of  the  action  taken  by  the  National  Secretary  and  the  reason  why  the  action  was  deemed  necessary.  

o The  Inside  Out  E-­‐zine  shall  publish  a  National  Council  special  prior  to  the  meeting  of  the  National  Council.    Candidates  will  receive  a  list  of  questions  from  the  Communications  Commissioner  or  a  member  of  his/her  team  for  this  edition.    The  answers  to  the  questions  must  be  submitted  by  the  required  deadline.      

o On  the  Friday  Night  of  the  National  Council  weekend  the  National  Secretary  shall  arrange  an  opportunity  for  members  to  meet  the  candidates  in  an  informal  setting.    Attendees  will  be  free  to  talk  to  any  of  the  candidates  and  ask  them  questions.  

o Candidates  are  asked  not  to  engage  in  poster  and  leaflet  campaigns  at  any  time  on  the  weekend  of  National  Council.    

• The  National  Management  Committee  is  conscious  of  the  demands  being  placed  on  members  of  Scouting  Ireland  seeking  election  at  meetings  of  the  National  Council.    In  the  interest  of  fairness  and  to  ensure  that  all  candidates  have  a  chance  to  meet  delegates  to  the  National  Council  and  considering  some  candidates  may  not  have  access  to  private  transport  and/or  the  ability  to  attend  every  Scout  County  meeting  they  are

invited  to  there  will  be  six  (6)  meetings  arranged  with  one  (1)  in  each  Scout  Province.    These  meetings  will  take  place  after  the  closing  date  for  the  receipt  of  nominations  has  passed.    All  properly  nominated  candidates  will  be  invited  to  attend  and  meet  the  prospective  delegates  at  these  meetings  and  reasonable  travel  expenses  at  the  rates  set  by  the  Association  for  volunteers  may  be  claimed  by  nominated  candidates  on  application  to  the  National  Secretary.    Candidates  must  refrain  from  attending  Scout  County  or  other  meetings  they  are  invited  to  regarding  the  election.  

• In  the  case  of  elections  for  Provincial  Commissioner,  nominated  candidates  may  attend  County  Board  meetings  from  within  that  province  if  they  are  so  invited.    

• All  candidates  may  attend  meetings  of  their  own  Scout  County  Board.    

Behaviour  and  procedures  for  elections  

• No  Scout  or  Scouter  is  to  engage  in  any  sort  of  canvassing/  lobbying  or  advocating  other  members  to  vote  for  or  against  any  particular  candidate  inside  or  in  the  precincts  of  the  venue  of  National  Council.    

• Voting  in  elections  to  be  held  at  National  Council  shall  not  open  until  at  least  30  minutes  after  the  start  of  the  meeting.    The  Chairperson  of  the  meeting  will  make  the  announcement  of  the  opening  of  the  ballot  boxes.  

• Whenever  a  change  occurs  in  relation  to  the  situation  of  candidates  for  election,  a  statement  clarifying  the  situation  will  be  made  to  National  Council  after  the  meeting  has  opened  and  before  voting  commences.  

• A  candidates  name  can  be  removed  from  the  ballot  paper  up  to  72  hours  before  the  start  of  a  National  Council  Meeting.    A  withdrawal  notified  after  that  time  will  result  in  the  name  of  the  candidate  remaining  on  the  ballot  paper,  however,  an  announcement  or  a  statement  from  a  candidate  may  be  read  out  at  the  start  of  the  National  Council  Meeting  stating  that  they  don’t  want  their  name  considered  in  the  voting.    This  statement  must  be  with  lodged  the  National  Secretary  at  least  18  hours  prior  to  the  start  of  National  Council  and  must  be  signed  by  the  candidate  themselves.  

Voting  Procedures  

• In  the  case  where  the  National  Secretary  is  a  candidate  in  the  upcoming  election.    The  NMC  shall  appoint  one  of  the  Honorary  Vice  Presidents  as  “Elections  Officer”  to  oversee  the  election  process  before  and  during  the  meeting  of  the  National  Council.    If  none  of  the  Honorary  Vice  Presidents  are  available  for  this  role  then  the

Chairperson  of  the  NMC  will  propose,  for  approval  by  the  NMC,  a  person  to  fulfil  this  role.    The  ‘Elections  Officer’  must  be  appointed  before  the  first  mailing  is  published.  

• The  Elections  Officer  will  liaise  with  the  Chief  Teller  and  the  National  Secretary  as  required.  

• All  votes  for  the  election  of  positions  are  held  by  secret  ballot  

• The  system  used  by  Scouting  Ireland  is  set  out  in  SID  137.16  the  Scouting  Ireland  System  of  Proportional  Representation  Voting  for  National  Council  elections  

• The  Chief  Teller  is  appointed  by  the  National  Council  having  been  nominated  by  the  National  Secretary.    He  or  she  shall  be  assisted  by  persons  nominated  by  the  National  Secretary  and  approved  by  the  National  Council  to  stand  appointed  as  Assistant  Tellers  

• When  the  count  is  complete  the  Chief  Teller  puts  the  result  of  each  election  into  a  separate  sealed  envelope  and  hands  this  directly  to  the  National  Secretary  or  Elections  Officer  to  be  conveyed  to  the  National  Secretary  or  Chairperson  as  appropriate  for  the  announcement  of  the  election  results.    

• All  Candidates  for  election  are  entitled  to  appoint  an  observer  to  be  present  in  the  Count  Room  to  observe  the  count.  They  have  no  right  to  comment  or  address  the  Chief  Teller  they  are  there  solely  as  observers.  The  name  of  the  Scout  or  Scouter  the  Candidate  wishes  to  act  as  their  observer  must  be  given  in  writing  to  the  National  Secretary  at  least  7  days  prior  to  the  National  Council  Meeting.    No  observer  will  be  allowed  to  enter  the  count  unless  his  or  her  name  is  on  the  list  provided  to  the  Chief  Teller.    Observers  may  not  be  members  of  the  National  Council.  

• All  candidates  are  entitled  to  see  the  results  of  the  election.  

• The  Election  results  shall  be  published  on  Scouting  Ireland’s  Website  within  30  days  of  the  election.  

• In  the  interest  of  fairness  to  each  candidate  seeking  election,  they  will  be  invited  to  join  the  Chief  Teller  and/or  the  Elections  Officer  in  a  private  area  15  minutes  before  the  election  results  are  announced  to  the  National  Council.    They  will  be  given  the  results  of  the  election  in  which  they  were  candidates  to  allow  them  to  compose  themselves  before  the  result  is  announced  to  the  National  Council.  The  elections  officer  will  invite  the  candidates  to  re-­‐join  the  meeting  at  which  time  the  results  of  their  particular  election  in  which  they  were  a  candidate  will  be  announced.

PRINCIPAL ACTIVITY

The principal activity of each company is to act as a vehicle to hold property in trust for Scouting. BOARD MEETINGS The Board of the Company met on 5 occasions: 28th September 2016, 30th November 2016, 24th January 2017, 5th April 2017 and 12th July 2017. The directors agreed to the vesting of properties and other transactions, as trustee, on behalf of the beneficiaries as was requested and required to facilitate the acquisition, holding and management of properties held in trust by the companies. A number of Scout Groups availed of the services of the companies throughout the year. ACCOUNTS Accounts for the Company are prepared annually and audited. The Company does not trade on its own account and receives no income or incurs no expenditure. It relies on Scouting Ireland in that regard. The audited accounts for each company are available and attached hereto. SPECIAL MATTER As a result of a decision by Scouting Ireland that each Scout Group would register separately as a Charitable Organisation or Charity with the CRA or the CCNI as appropriate the Board of the Company is preparing a brief for a legal opinion on any possible consequences, adverse or otherwise for the Company. 4. TheincomeandpropertyoftheCompanyshallbeappliedsolelytowardsthepromotionif

itsmainobjectsassetforthinthisMemorandumofAssociation.NoportionoftheCompany’sincomeandpropertyshallbepaidortransferreddirectlyorindirectlybywayofdividend,bonusorotherwisehowsoeverbywayofprofittomembersoftheCompany.NoDirectorshallbeappointedtoanyofficeoftheCompanypaidbysalaryorfees,orreceiveanyremunerationorotherbenefitinmoneyormoney’sworthfromtheCompany.However,nothingshallpreventanypaymentingoodfaithbythecompanyof:

National Council Ticket Instructions Delegate - Group

1. Step 1: The Group leader/County Commissioner will receive an email invitation from ([email protected]) inviting you to register for National Council Tickets. The email will be sent to your email address that is listed on the Database. If you do not receive this email please check your spam or junk folder.

2. Step 2: The email will have a link that brings you to the Eventbrite Ticket Page for National Council. If you cannot click on the link in the email please make sure you click the button to display images and links and then try click again.

3. Step 3: When you click the link, the National Council page will open up

on the Eventbrite website, you will need to click the green “Tickets” button to the right hand side of the page. You will then be asked for an access code. The access code is the email address that received the initial invite from Eventbrite.

4. Step 4: You will have the option to choose up to 4 tickets. Choose how

many tickets you need for your Group’s Delegates. Please note at least one delegate must be a registered youth member.

5. Step 5: Fill in the details for the delegates who will be getting the

tickets to National Council. Please wait until you have the correct names against all tickets before finalising your order.

6. Step 6: Each Delegate will receive a confirmation email with their ticket

attached as a PDF. Please ensure the email address you enter for each delegate is correct. Delegates will also have the option to store their ticket on a “smart-phone”; if you decide to go with this option then you do not need to print your ticket. Just make sure you have your smart-phone charged for the day of National Council. Please note the Group Leader will also receive a copy of the group delegate’s tickets by email.

7. Step 7: The ticket must be presented at check in on the morning of

National Council. Your ticket will be scanned at check in and depending on what ticket you have; you will then receive the relevant National Council paperwork i.e. voting card and ballot paper(s).

Frequently Asked Questions

1. What do I do if I have not received the email inviting me to register for National Council Tickets? Please check your spam or junk folder if you cannot locate the email invitation from Eventbrite. If you have not received the email then please send an email [email protected]

2. Do I need to bring my ticket on the morning of National Council? Yes you will need either; your printed ticket or your e-ticket on your smart-phone. You will not be allowed to enter National Council without your ticket.

3. Am I able to change the name on the ticket to another member of my group? Yes up until 24 hours before the event start time; you will be able to change the name on the ticket. To do this, please send an email to [email protected]. However, we strongly advise you to wait until you have the correct names against all tickets before you order them. Please note Appointed County/National tickets are non-transferrable.

4. Where do I check in? You need to check in at the relevant desk as indicated by your ticket. There will be signs at the check in area to guide you to the correct desk.

5. What do I do if I have not received my tickets? If you have not received your tickets, please send an email to [email protected]

6. What is the cut-off date for registering for my ticket to National Council? You must register before Sunday the 08/04/2018 at 20:00. At 20:00 on the 08/04/2018 Registration for National Council Tickets will be closed.

Introduction

At our National Council in 2016 the following motion was

passed:

Motion GP-21

“That this National Council instructs the National Management

Committee to implement the promised uniform review and to

present a report on its findings to next year’s National Council.”

In January 2017 the National Management Committee set up a

Uniform Review Committee headed by the Communications

Commissioner. The terms of reference were agreed and the

committee set about their work having launched the review at

National Council 2017.

Over the following months the team - through numerous

meetings, roadshows, questionnaires, national events and

conferences - interacted with over 8,000 members, parents and

interested parties. We challenged viewpoints, answered

questions, proposed solutions, and most importantly, listened.

Scouting Ireland has a proud tradition of wearing uniform. The

vast majority of respondents want us to have a uniform that

shows that we are scouts and that they would be proud to

wear.

From all our interaction the big issues with the current uniform

related primarily to fit and comfort.

Having listened to and compiled the results of all our

interactions the team are proposing changes that we believe

achieve the main objectives of being fit for purpose:

Improved fit

Value for money

Low maintenance

Practical (for activities and for ceremonies)

Non-wrinkle & colour fast fabrics

Increase wearing of uniform

Appealing external image of Scouting

Most importantly we want to portray Scouting as an active youth

movement. We asked ourselves what a measure of success in

this project might be. If more of our members wear the uniform,

and wear it more often with pride, then that is surely the

measure.

New Uniform Proposals

The following pages describe the proposed new uniform for all sections and for Scouters.

We referenced scout uniforms from other National Scout Organisations and also a wide range of garment and fabric

samples. A set of bronze samples were made up in December & January, working with three different garment

manufacturers, which have informed this presentation.

A set of silver samples are currently being prepared and will be displayed at National Council. These will simulate

final details and fabrics in so far as possible but will not perfectly match production.

May to October 2017 – Surveys, research & consultations and a detailed review of apparel & scout uniform

September to December 2017 – Develop proposals, compile feedback, draw up specifications for Bronze samples.

January to February 2018 – Review full suite of Bronze samples and update all specifications for Silver samples.

March to April 2018 – Present proposals to the membership.

Trousers

A clear majority of the participants in all surveys

and consultations chose to allow the wearing of an

appropriate navy lower garment by its members as

agreed and defined by the relevant scout group.

An official pattern of dark navy Pull-Up trousers and

Female & Male trousers to be available from The

Scout Shop for individuals and Scout Groups to

wear if that is their preference.

The Scouting Ireland emblem and name in English

and ‘As Gaeilge’ will be featured on all uniform

shirts and tops.

On the Zip Tops it is proposed to embroider the

above graphic - as shown in the illustrations on the

previous pages.

On shirts it will be a woven badge without an

overlock, sewn on in the factory, and in a colour to

match the shirt – similar to the photo on page 9.

Time Line

If the uniform motion is passed by National Council, the National Management Committee will amend the Uniform Policy to reflect

the proposals. The current policy will remain in effect ‘in parallel’ for a period of three years to allow members to change over as

they change sections, to avoid unnecessary cost.

If passed the new zip tops, including the Beaver Scout and Cub Scout tops, will be available from Autumn 2018, with the new shirt

& trousers available early in 2019.

There will be a further review of the proposals in September 2020 to assess members’ views on the new garments.

If the uniform motion is rejected the current Uniform Policy remains in place.
