ARTICLE 1

1. The High Contracting Parties undertake tocompile and publish, in respect of every part ofthe territories under their administration to whichthe present Convention applies, the statistics men-tioned in Article 2 below and at the intervalsstated therein.

2. En ce qui concerne les statistiques prévuespar la présente Convention, tout territoire ayantune organisation statistique spéciale peut êtreconsidéré pour les statistiques ainsi établies,comme formant une unité distincte. Dans les sta-tistiques publiées conformément à la présente Con-vention, le territoire • auquel elles s'appliquentdevra être spécifié.

3. Los obligations définies dans la présenteConvention sont subordonnées aux clauses d'inter-prétation et aux réserves qui figurent dans leProtocole annexé à la présente Convention, ainsiqu'aux réserves qui pourraient être ultérieurementadmises en vertu des dispositions de l'article 17.

ARTICLE 2

Les catégories de statistiques visées à l'articleprécédent sont les suivantes :

I.—Commerce extérieur

a) Relevés annuels et mensuels de la quantitéet de la valeur des importations et des exporta-tions.

¿?) Relevés annuels et, si possible, trimestriels,ou de préférence mensuels, indiquant le tonnagenet des navires de chaque nationalité employésdans le commerce extérieur, entrés dans, les portsdu pays ou sortis de ces ports.

II.—Professions

Relevés de la population par professions, établiset publiés au moins une fois par période décen-nale et se référant à la dernière année de la pé-riode décennale (c'est-à-dire à 1930, 1940, 1950,etc.) ou à une année aussi proche que possiblede celle-ci.

III.—Agriculture, élevage, sylviculture et pèche

A) Recensement général de l'agriculture, effec-tué, si possible, une fois par période décennale,dans l'esprit des propositions de l'Organisationdes Nations Unies pour l'alimentation et l'agri-culture et, si possible, pour Tannée proposée parcelle-ci.

B) Relevés annuels indiquant:

Г La répartition des superficies cultivées entreles principales cultures, en spécifiant, si possible,et dans les cas où il y aurait intérêt à le faire, tantles superficies ensemencées ou plantées que lessuperficies où la récolte a été effectuée, et

2° Les quantités récoltées pour ces cultures.

C} Relevés périodiques, annuels si possible, dunombre de têtes pour les principales espèces ducheptel vif, en indiquant, si possible, le sexe etl'âge.

D) En ce qui concerne les pays pour lesquelsla production des bois présente une importanceéconomique, relevés périodiques des ressources

For the purposes of the statistics required bythe present Convention, every territory possessinga separate statistical system for any class of sta-tistics may be shown in such statistics as a sepa-rate unit. It shall be stated in all statisticspublished under the provisions of this Conventionto what territories such statistics apply.

3. The obligations contained in the presentConvention are subject to the interpretations andto the reservations which are set out in the Pro-tocol to the present Convention and to the reserv-ations which may be allowed hereafter under theprovisions of Article 17 below.

ARTICLE 2

The classes of statistics referred to in the pre-ceding article are the following:

I. External Trade

(.a) Annual and monthly returns of the quan-tity and value of imports and exports ;

(¿) Annual, and if possible quarterly or pref-erably monthly, returns showing the net tonnageof vessels engaged in external trade entered atand cleared from the ports of the country con-cerned, according to their nationalities.

II. Occupations

Returns of the population according to occupa-tions to be compiled and published at least oncein each decade, and to relate to the closing yearof the decade (that is to say, the years 1930,1940, 1950 and so on), or to a year as near aspossible to such closing year.

III. Agriculture, Live-Stock, Forestry andFisheries

(A) General censuses of agriculture, to betaken if possible once in each decade, on the linesproposed and, if possible, for the year proposedby the Food and Agriculture Organization of theUnited Nations.

( B ) Annual returns showing:

( 1 ) The distribution of the cultivated areaamongst the principal crops, stating if possible,in cases where such information is of importance,both the areas sown or planted and the areasharvested : and

(2) The quantities of such crops harvested.

(C) Periodical (if possible annual) returns ofthe numbers of the chief species of live-stock,showing sex and age where possible.

(Z)) In the case of countries to whose economytimber production is important, periodical returnsof forest resources, showing forest area and, when-

S'il est impossible de dresser des relevés com-plets, il y aura lieu d'indiquer approximativementdans quelle mesure ils sont incomplets.

IV.—Mines'et métallurgie'

Relevés (au moins annuels) des quantités pro-duites de ceux des minéraux et des métaux ci-après, dont la production dans le pays présenteune importance nationale :

1) Minéraux non métalliques :

Houille (charbon bitumineux ou anthra-cite), lignite et coke,

Pétrole et gaz naturel,Nitrates,Phosphates,Minéraux potassiques,Soufre.

2) Minéraux métalliques et métaux :

a) Minerais :

Fer, Plomb, Manganèse,Cuivre, Etain, Nickel.Aluminium, Zinc,

b) Production de fonderie (effective ou estimée) :

Fer et acier, Zinc, Molybdène,Cuivre, Manganèse, Bismuth,Aluminium, Nickel, Argent,Plomb, Antimoine, Or,Etain, Tungstène, Platine.

V.—Industrie

(E) In the case of countries in which fisheriesare an important and organised branch of economicactivity, annual returns showing: (1) the productsof the main sea fisheries landed and, if possible,of inland-water fisheries; (2) the nationalities ofthe boats by which such products are landed; (3)the numbers and classes of national boats engagedin fisheries; and (4) the number of persons em-ployed on such boats.

Whenever it is not possible to render completereturns, an approximate indication of the extentto which such returns are defective shall be given.

IV. Mining and Metallurgy

Returns (at least annual) of the quantities pro-duced of any of the minerals and metals mentionedbelow, the production of which in the country con-cerned is of national importance :

( 1 ) Non-Metallic Minerals :

Coal (bituminous or anthracite), ligniteand coke,

Petroleum and natural gas,Nitrates,Phosphates,Potash minerals,Sulphur.

(2) Metallic Minerals and Metals :

(a) Ores of the following:

Iron, Lead, Manganese,Copper, Tin, Nickel.Aluminium, Zinc,

( b ) Smelter production (actual or esti-mated) of the following:

Iron and Steel, Zinc, Molybdenum,Copper, Manganese, Bismuth,Aluminium, Nickel, Silver,Lead, Antimony, Gold,Tin, Tungsten, Platinum.

V. Industry

(A} Statistical surveys at regular intervals, andif possible at least once in every ten years, of :

(a) Industrial establishments, including at leastall such establishments of any considerable impor-tance ; and

(¿>) If possible, commercial establishments.

Such surveys may be carried out in connectionwith a census of population or with a census ofindustrial production or independently, and shallshow, i)iter alia :

B} Relevés de la production industrielle aussicomplets qu'il sera possible à chaque pays de lesfournir avec un degré suffisant d'exactitude.

C) Séries statistiques indiquant, pour des pé-riodes régulières, si possible trimestrielles ou, depréférence, mensuelles, les variations de l'activitéindustrielle dans les branches les plus représenta-tives de la production, soit en chiffres absolus, soiten chiffres relatifs se rapportant à une périodeprise pour base des comparaisons.

VI.—Nombres-indices des prix

Nombres-indices :

a) Exprimant le mouvement général des prixde gros, établis et publiés mensuellement ;

b) Exprimant le mouvement général du coûtde la vie, établis et publiés au moins trimestrielle-ment.

Les indices du coût de la vie pourront êtrecalculés pour une seule ville ou pour quelquesvilles choisies parmi les plus représentatives etconsidérées séparément ou ensemble.

Chaque publication de nombres-indices devracontenir une référence à un bref exposé officiel "indiquant les articles dont les prix ont servi aucalcul de ces nombres-indices, ainsi que les mé-thodes employées.

Outre les indices, les prix de gros des princi-pales niarchandises devront, autant que possible,être publiés aux mêmes époques, en valeur absolueou relative.

ARTICLE 3

Les Hautes Parties contractantes s'engagent,afin de faciliter la comparaison des statistiques ducommerce extérieur des différents pays, à adop-ter, pour l'établissement de cette catégorie de sta-tistiques, les principes énoncés à la partie I del'annexe I.

(1) With regard to such establishments, thenumber of persons of each sex employed therein ;and, so far as possible, such persons according tocategories of their employment and distinguishingadults from young persons, the age at which thisdistinction is made being stated.

An estimate shall also be made, if possible, ofthe numbers of persons employed in establishmentswhich are not included in the surveys.

(2) In the case of industrial establishments, thenominal capacity of the prime movers (if any) in-stalled, distinguishing, if possible, between (i)steam engines, ( i i ) internal-combustion engines,and (iii) hydraulic engines; and the nominal ca-pacity of the electric motors installed (if any), indi-cating whether the electric energy is generated inthe establishment or elsewhere. In each of theabove-mentioned classes, prime movers and elec-tric motors normally in use should, if possible, beshown separately from those idle or in reserve. "

(£?) Returns of industrial production, as com-prehensive as it may be possible in the case ofeach country to furnish with a sufficient degreeof accuracy.

(C) Statistical series in the form either of abso-lute figures or relative figures referring to a periodtaken as a basis of comparison, at regular inter-vals, if possible quarterly or preferably monthly,showing the variations of the industrial activity ofthe most representative branches of production.

VI. Index Numbers of Prices

Index numbers :

(a) Showing the general movement of whole-sale prices, to be compiled and published monthly,and

(¿>) Showing the general movement of the costof living, to be compiled and published at leastquarterly.

The cost-of-living indices may be based on datarelating to a single town or to several towns se-lected as being representative and taken eitherseparately or collectively.

Each statement of index numbers mentionedabove shall contain a reference to a short officialpublication showing the items the prices of whichhave been used, and the methods employed in thecalculation of the indices.

In addition to the indices mentioned above, thewholesale prices, in absolute or relative form, ofthe principal individual commodities shall, so faras practicable, be published for the same periods.

ARTICLE 3

The High Contracting Parties, in order to facili-tate comparison of the statistics of external tradeof different countries, undertake to adopt for thepurpose of the compilation of this class of statisticsthe principles set out in Annex I, Part I.

Les Hautes Parties contractantes déclarent ac-cepter, d'une manière générale, les principes donts'inspire l'annexe IV, jointe à la Convention àtitre de programme-type d'un recensement de laproduction industrielle, et conviennent d'examinerla possibilité d'adopter ceux de ces principes quiseraient applicables lorsqu'elles envisageront unrecensement complet ou partiel du type indiquédans ladite annexe.

ARTICLE 7

Les Hautes Parties contractantes déclarent ac-cepter, d'une manière générale, les principes donts'inspire l'annexe V, jointe à la Convention à titred'exemple, en vue de l'établissement d'indices del'activité industrielle, et conviennent d'examinerla possibilité d'adopter ceux de ces principes quiseraient applicables lorsqu'elles envisageront l'éta-blissement, sur une large base, d'indices de l'acti-vité industrielle.

ARTICLE 8

En dehors des fonctions spéciales qui lui sontconfiées en vertu des dispositions de la présenteConvention et des instruments annexés, le Con-seil économique et social pourra formuler tousavis qui lui paraîtront utiles en vue d'améliorerou de développer les principes et arrangementsstipulés dans la Convention au sujet des caté-gories de statistiques qui y sont envisagées. ARTICLE 4

The High Contracting Parties express their gen-eral acceptance of the principles set out in An-nex II for the compilation of fishery statistics, andagree to apply them as far as possible in their re-spective fishery statistics.

ARTICLE 5

The High Contracting Parties express their gen-eral acceptance of the principles underlying An-nex III for use, so far as practicable, as a basis fortheir statistics of the production of the mineralsand metals referred to in Article 2—IV, wheneverthe production of such minerals and metals in thecountry concerned is considered to be of nationalimportance, and agree, in the event of their com-piling statistics of the production of other mineralsand metals, to do so on similar lines.

ARTICLE 6

The High Contracting Parties express their gen-eral acceptance of the principles underlying An-nex IV, which is attached as a model scheme ofcensus of industrial production, and agree to con-sider the question of giving effect to such of themas may be applicable when it becomes possible tocontemplate a complete or partial census of thetype indicated in that Annex.

ARTICLE 7

The High Contracting Parties express their gen-eral acceptance of the principles underlying An-nex V, which is attached as an illustration of ascheme for the compilation of indices of industrialactivity, and agree to consider the question ofgiving effect to such of them as may be applicablewhen it becomes possible to contemplate the prep-aration of indices of industrial activity on a com-prehensive scale.

ARTICLE 8

In addition to the particular functions whichare entrusted to the Economic and Social Coun-cil under the provisions of the present Conventionand the instruments annexed thereto, the Councilmay make any suggestions which appear to beuseful, for the purpose of improving or amplify-ing the principles and arrangements laid down»'" the Convention concerning the classes of statis-tics dealt with therein. It may also make sugges-tions in regard to other classes of statistics ofa similar character in respect of which it appearsdesirable and practicable to secure international

ARTICLE 9

ARTICLE 10

Si un différend surgit entre deux ou plusieursHautes Parties contractantes au sujet de l'in-terprétation ou de l'application des dispositionsde la présente Convention et si ce différend nepeut être réglé, soit directement entre les Parties,soit par la voie d'un autre moyen de règlementamiable, les Parties pourront, d'un commun ac-cord, soumettre le différend, aux fins d'amiablecomposition au Conseil économique et social.

Dans ce cas, le Conseil pourra inviter lesParties à lui soumettre, oralement ou par écrit,leurs observations et formulera un avis consulta-tif au sujet du point en litige.

ARTICLE 11

Chacune des Hautes Parties contractantes peutdéclarer, au moment de la signature, de la rati-fication ou de l'adhésion que, par son acceptationde la présente Convention, elle n'entend assumeraucune obligation en ce qui concerne l'ensembleou toute partie dé ses colonies, protectorats, terri-toires d'outre-mer ou tous territoires sous tutellequ'elle est chargée d'administrer ; dans ce cas, laprésente Convention ne sera pas applicable auxterritoires faisant l'objet d'une telle déclaration.

The Economic and Social Council is requested,if at any time a desire to that effect is expressedby not less than half of the Parties to the presentConvention, to convoke a conference for therevision and, if it seems desirable, the amplifica-tion of the present Convention.

ARTICLE 9

The High Contracting Parties undertake thattheir respective statistical services shall exchangewith each other the statistical returns compiledand published by them in accordance with theprovisions of the present Convention.

ARTICLE 10

Should a dispute arise between two or moreHigh Contracting Parties as to the interpretationor application of the provisions of the presentConvention, and should such dispute not be settledeither directly between the parties or by theemployment of other means of reaching agree-ment, the parties may, by mutual consent, submitthe dispute, with a view to an amicable settle-ment, to the Economic and Social Council.

In such circumstances, the Council may requestthe parties to submit their observations eitherorally or in writing and shall give an'advisoryopinion on the question at issue.

ARTICLE 11

Any High Contracting Party may, at the timeof signature, ratification or accession, declare that,in accepting the present Convention, he does notassume any obligations in respect of all or anyof his colonies, protectorates, overseas territoriesor all Trust Territories for which he acts as Ad-ministering Authority, and the present Conven-tion shall not apply to any territories named insuch declaration.

An)- High Contracting Party may give noticeto the Secretary-General of the United Nationsat any time subsequently that he desires that theConvention shall apply to all or any of his terri-tories which have been made the subject of adeclaration under the preceding paragraph, andthe Convention shall apply to all the territoriesnamed in such notice one year after its receipt bythe Secretary-General of the United Nations.

Any High Contracting Party may, at anytime after the expiration of the five years' periodmentioned in Article 16, declare that he. desiresthat the present Convention shall cease to apply

ARTICLE 13

ARTICLE 12

The present Convention, of which French andEnglish texts shall both be authentic, shall bearthis day's date; it may, until the thirtieth day ofSeptember, nineteen hundred arid twenty-nine,be signed on behalf of any Member of the Leagueof Nations, or of any non-member State whichwas represented at the Conference of Geneva orto which the Council of the League of Nationsshall have communicated a copy of the Conventionfor this purpose.

The present Convention shall be ratified. Asfrom the date of entry into force of the Protocolsigned at Paris to amend this Convention, theinstruments of ratification shall be transmitted tothe Secretary-General of the United Nations,who shall notify their receipt to all Members ofthe United Nations and to non-member Statesto which he has communicated a copy of thisConvention.

ARTICLE 13

From the date of entry into force of the Proto-col signed at Paris to amend this Convention, thepresent Convention may be acceded to on behalfof any Member of the United Nations or anynon-member State to which the Economic andSocial Council may decide to communicate offi-cially the present Convention.

The instruments of accession shall be trans-mitted to the Secretary-General of the UnitedNations, who shall notify their receipt to all Mem-bers of the United Nations and to non-memberStates to which he has communicated a copy ofthis Convention.

ARTICLE 14

The present Convention shall come into forceon the ninetieth day following the receipt by theSecretary-General of the League of Nations ofratifications or accessions on behalf of not less

ARTICLE 17

Les Hautes Parties contractantes déclarent ac-cepter les réserves apportées à l'application dela présente Convention, telles qu'elles sont formu-lées dans le Protocole annexé à la Conventionet à l'égard des pays qui y sont nommémentdésignés.

Les Gouvernements des pays qui sont disposésà adhérer à la Convention en vertu de l'article13, mais qui désirent être autorisés à apporterdes réserves à l'application de la Convention,pourront informer de leur intention, le Secrétairegénéral des Nations Unies. ARTICLE 16

After the expiration of five. years from thecoming into force of the present Convention inaccordance with Article 14, it may be denouncedby an instrument in writing, deposited with theSecretary-General of the United Nations. Thedenunciation shall take effect six months afterits receipt by the Secretary-General and shalloperate only as regards the Member of the UnitedNations or non-member State on whose behalf ithas been deposited.

The Secretary-General shall notify all Mem-bers of the United Nations and non-memberStates to which he has communicated a copy ofthis Convention of any denunciations received.

If, as the result of simultaneous or successivedenunciations, the number of Members of theUnited Nations and non-member States boundby the present Convention is reduced to less thanten, the Convention shall cease to be in force.

ARTICLE 17

The High Contracting Parties agree to acceptthe reservations to the application of the presentConvention which are set forth in the Protocolto this Convention and in respect of the countriestherein named.

The Governments of countries which are readyto accede to the Convention under Article 13,but desire to be allowed to make any reservationswith regard to the application of the Convention,may inform the Secretary-General of the UnitedNations to this effect, who shall forthwith com-municate such reservations to all Parties to thepresent Convention and inquire whether theyhave any objection thereto. If within six monthsof the date of the communication of the Secretary-General no objections have been received thereservations shall be deemed to have been accepted.

ARTICLE 18

The present Convention shall be registered bythe Secretary-General of the League of Nationson the day of its entry into force.
