- Senate Bill 1304

- House Bill 1033

• Preemption of local regulation:

- “A local governmental entity may not take any action or

adopt any local ordinance, policy, or regulation that is

designed to limit or prevent bicycle sharing…”

• Allowed dockless bike sharing statewide

2018 Legislative Session

• Allows bike rentals through a smart phone application

• Allows “point to point” trips

• Locking mechanism integrated on frame

• Additional features:

- Front and rear wheel fenders

- Lights

- Basket

- Adjustable seat

Challenges:

• Potential cluttering of ROW

• Requires more consistent rebalancing of bikes

• Potential for overcrowding of bicycles/providers

- Application Fee: $800 initial / $365 annual renewal

• Fee: $27 per bicycle

September 2018 Site Visit:

• Bikes parked near building entrances/exits

• Bikes parked at existing rack locations

• Very few overturned bicycles

• Bicycles in good working order

• Majority of riding observed on sidewalks

• Number of bike racks on campus insufficient

• No bike parking signage or maps on campus

- Monitor system and high use areas

- Bike parking education

• Exclude sensitive parking areas

- Geo fence areas to prohibit parking

- Examples: Lake Eola, Amway Center
