SC Operating Rules

• Anybody can vote, present, and make motions

• Participation in SC during 802.11 and 802.15 WG Plenary or Interim counts towards voting rights in the respective working group

• All motions must pass by a 75% majority

Other Guidelines for IEEE WG Meetings All IEEE-SA standards meetings shall be conducted in compliance with all

applicable laws, including antitrust and competition laws. Don’t discuss the interpretation, validity, or essentiality of patents/patent claims.

Don’t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical

approaches may be discussed in standards development meetings.

Technical considerations remain primary focus

Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets.

Don’t discuss the status or substance of ongoing or threatened litigation.

Don’t be silent if inappropriate topics are discussed… do formally object.

DSRC Coexistence TT Post Mortem

• The 802.11 WG approved sending the report to 802.18– Vote was 53/48/34

• The RR-TAG voted to send it to the EC if section 11 was deleted– Vote was 8/1/1

• The RR-TAG Chair attempted to get EC approval with no explanation– EC was unable to understand any part of the process

– The 802.19 Chair asked to make a “friendly” amendment, removing the USDOT opinion annex

– The EC Chair halted the process after 40 minutes, and moved the item off the agenda and proposed an eVote

BRAN meeting

– Wi-Fi Alliance Coexistence TG preparing for simulations• Hampered by lack of LAA-LTE detail

• Expect to bring results to the October meeting

• FCC to issue a Notice Of Inquiry (NOI) on the subject– Announced at April Open Meeting

– Chairman said it would be published with 30 days

– Addresses both the 3.5 GHz and 5 GHz bands

Globalstar TLPS Update

• Terrestrial Low Power Service in 2483.5-2496 MHz

• Two-years in the works

• FCC set up informal testing (the Demo) at FCC headquarters

• Globalstar reported there was no interference into Wi-Fi or Bluetooth

– All Globalstar equipment is enterprise grade

– Testing had to include consumer grade equipment as well

• CableLabs test report shows 65% degradation on channel 11

• Bluetooth SIG reported severe interference

• Globalstar disputes all test results that do not agree with theirs

• FCC still undecided; is very concerned about interference into Wi-Fi
