JTC1/SC6/WG1 Meeting Highlights
• At ITU headquarters in Geneva, Switzerland, April 8-12, 2008
• WG1 concluded its business in two days (!)
• Much discussion of the IEEE PSDO
• Disposition of Comments on PDTR 8802-1 proposed by London Ballot Resolution Meeting accepted
• WG1 adopts resolution recommending China and IEEE meet to discuss incorporating WAPI into ISO/IEC 8802-11

The IEEE PSDO: What is it?
• An ISO governing document adopted by the ISO Council
• A new joint collaboration agreement between IEEE and ISO– Not IEEE 802 and ISO/IEC JTC1/SC6/WG1
• Applies to– ISO TC 204 – Intelligent transport systems
– ISO TC 215 – Health informatics
– ISO/IEC JTC1 – Information Technology – SC6, SC7, SC22, SC25, SC36

The IEEE PSDO: What is its effect?
• Supersedes and voids prior collaboration agreements between IEEE entities and ISO entities– Including TR 8802-1 between IEEE 802 and ISO/IEC
JTC1/SC6/WG1
• Gives IEEE de facto status as an international standards making body– IEEE can request the ISO Secretary General to initiate FDIS
ballots directly for IEEE standards
• Strong protection of IEEE’s Copyright
• Describes how ISO and IEEE will collaborate to develop and maintain standards

• It is already in effect, and governs our interactions with ISO today

Geneva PSDO Discussion
• Attendees at the London Ballot Resolution meeting for PDTR 8802-1 asked for clarification of PSDO
• The ITTF’s Michael Smith issued a FAQ responding to these questions
• WG1 reviewed the FAQ and generated supplementary questions regarding– Alignment of IEEE copyright protection with ISO localization
– The IEEE’s responsibilities under the PSDO
– Whether the PSDO takes precedence over JTC1 directives

Disposition of comment on PDTR 8802-1
• JTC1/SC6 Secretariat to circulate the PSDO and the PDTR 8802-1 to SC6 NBs and Liaison Organizations
• SC6 NBs and Liaison organizations may propose new comments on PDTR 8802-1 in light of the PSDO until 31 May
• Project Editor will create a new PDTR 8802-1 based on comments received
• JTC1/SC6 to review new text at the Montreux SC6 plenary in November
• The London Ballot Resolution meeting recommended issuing new PDTR Text based to
– Retain the naming scheme of the 8802 document series
– Retain the catalog of standards jointly maintained under the PSDO
– Specify implementation details of the PSDO pertinent to JTC1/SC6 and IEEE 802 LMSC

WAPI Reappears
• China asked that consideration be given to finding a way to incorporate WAPI into 8802-11
• The liaison from IEEE 802– Reiterated IEEE 802’s long-standing position that it welcomes the
opportunity to work with China to address WLAN security issues– Proposed a meeting with China to search for common ground
• WG1 adopted a resolution “encouraging” China and IEEE to conduct a meeting to develop a plan to incorporate WAPI into 8802-11
• IEEE 802 Liaison and China’s NB agreed to a meeting the last week of June in either Macao or Shanghai

WAPI Discussion
• This is what opportunity looks like– Our goal is full participation by all parties in our processes
– China appears willing to consider more engagement with IEEE 802 at this time
• Recommendation:– IEEE 802.11 Working Group consider reconstituting the JTC1
Study Group to draft a PAR and 5 Criteria
– Appeal to the wider Wi-Fi community to support the proposed June meeting working toward an approach satisfactory to both IEEE 802 members and China
