TTHE STANDARD OF CHOICE FORSMART METER DATA EXCHANGE

Energy metering has been deeply transformedby new energy policies, market environmentsand technologies. The new, smart generationof meters handle not only energy but also dataflows supporting a wide range of business andoperational processes and functions. Smartmeters play a key role in operating energy markets and improving efficiency by providingsuppliers and users with energy information.Deployed in large numbers they change theway energy is generated, distributed and used.

Well specified, widely accepted standards areessential in building efficient, interoperablemetering systems.

DLMS/COSEM meets the need for such standards.

The DLMS/COSEM standardization frameworkis based on the principle of one common datamodel and application layer, used over arange of communication media. This principlereflects the fact that the data model standards are driven by the use cases whiledata communication standards are driven bytechnology evolution.

DLMS/COSEM specifies the COSEM datamodel, the DLMS application layer protocoland communication profiles. It continuouslyevolves to meet new requirements. It is theonly global standard for meter data exchangeadopted by global, regional and national standards organizations.

The Blue BookSpecifies the functional data model of themeter as seen through its interfaces. Using theobject oriented approach, it specifies COSEMobjects that interact with each other to realizethe functions required. The objects – and thedata they hold – are identified by the OBIScodes.

The Green BookSpecifies how to access data and how to transport the resulting messages over thecommunication media.

DLMS application layer serv ices allow establishingsecure associations betweenapplications running in metersand central systems, andaccessing COSEM objects toread / write data and executeactions re-motely. Pull andpush operation is supported.

The Green Book also specifieshow application data and messages are protected using cryptographic algorithms.

Communication profiles specify howDLMS/COSEM is used over various communi-cation channels and media. Lower protocollayers use widely accepted international standards.

The Yellow BookSpecifies abstract conformance test plans andthe testing and certification process.

The White BookContains a glossary of terms that help under-standing the specification.

EvolutiveStandard extension mechanisms are availablethat facilitate adding new features while main-taining backward compatibility. The COSEMmodel, the DLMS services and the communica-tion profiles can be extended independently.

FlexibleThe standard elements can be freely combinedto tailor the system to the target application.

InteroperableThe self-descriptive COSEM object model,negotiation of the features implemented,standard identifiers and data types ensureinteroperability between products of differentvendors. Companion specifications specifychoices where these are provided to close anyinteroperability gaps.

Secure end-to-endAdvanced data access and data transport securityfeatures based on proven cryptographic standards ensure end-to-end security betweensystems of market participants and the meterthrough the metering head end system.

EfficientData organization tools, efficient encoding as well as adaptation to communication channel characteristics ensure low overheadand efficient data exchange.

DLMS/COSEM has beenconceived to modeladvanced meteringand control functionsfor all energy types inall market segmentsand to exchangemetering data over all

communication media.

Specific COSEM objects– currently some 50different interface classes– are available to hold individual measurement

and configuration data orgroups of such data, to control

functions based on time or events, to controlaccess to data, to manage the meter, its security functions and its communicationinterfaces.

The various kinds of COSEM objects can beused the same way for metering and controlling electrical, gas, water, heat energyand more. The OBIS codes are energy typespecific to reflect the differences in physicalquantities and the way they are processed.

With the COSEM model a large range ofmetering and control functions, like billing, loadprofiling, power quality measurement, revenueprotection, customer information, load andsupply control can be modelled. Managementfunctions include configuration, parametrization,firmware update, security, meter and communication channel supervision.

International standardization and certificationof compliance to the standard are key elementsof the activities of the DLMS UA.

The development and maintenance of theDLMS/COSEM specification takes place inworking groups bringing together the bestexperts in the industry. Market requirementsand use cases are analysed and mapped toCOSEM interface classes, OBIS codes, protocolsand test procedures. The contents of theColoured Books are offered to internationaland regional stand ards organizations.

The DLMS UA has developed and operates acompliance certification process in coopera-tion with the company EuroDCS GmbH. Theabstract test plans are specified by the DLMSUA. The Conformance Test Tool is availablefor members through EuroDCS GmbH. Testreports are verified and Certificates areissued by the DLMS UA.

IECDLMS/COSEM was adopted in 2002 by the IECas the IEC 62056 suite for electricity metering.The second edition was published in 2006 andthe third edition in 2013. The DLMS UA isliaised with IEC TC 13 WG 14 and acts as theregistration authority.

CENDLMS/COSEM was adopted in 2002 by CEN aspart of the EN 13757 suite for metering energytypes other than electricity. A second editionwas published in 2013. The DLMS UA is liaisedwith CEN TC 294 and acts as the registrationauthority.

CENELECDLMS/COSEM is the basis of developing newcommunication profiles using power line carrierby CENELEC TC 13 WG 02 under the smartmetering standardization mandate M/441.The DLMS UA is a Technical Liaison Partner ofCENELEC.

The DLMS UA is a non-profit organizationfounded in 1997 by leading utilities and metermanufacturers. Today it is a global organizationwith 250+ members from all continents and 50+ countries involving utilities, metermanufacturers, system developers, systemintegrators and chip manufacturers.

MissionTo establish and keep DLMS/COSEM as theleading standard for smart meter data exchange, to foster the operation of energymarkets, facilitate energy efficiency andimprove business efficiency for energy marketplayers.

StrategyInvolve users of the standard in the develop -ment of the specification. Drive internationalstandardization. Promote the benefits ofDLMS/COSEM to potential users and helpthem in developing companion specifications.

MembershipMembership is open to entities engaged in designing, manufacturing, supplying andoperating metering systems. AssociatedMembership is open to organizations havingcommon interest with the DLMS UA.
