Task Order Competition• Compete Individual Task Orders (TO)

‒ Competition of individual task orders will be in accordance with FAR

16.505(b)(1)

• Each offeror eligible to compete on the TO Requirements will be

given Fair Opportunity to be considered, unless an exception to

Fair Opportunity applies (IAW FAR 16.505(b)(2))

• Small Business and 8(a) IDIQ holders are not permitted to compete

for Task Orders that contain Task Areas that they did not propose at

the IDIQ Level

• Request for Quotes (RFQ) will be sent through email ([email protected])

for the individual requirements

‒ RFQ’s will only be sent to vendors eligible to compete

‒ Quote Submissions will require a breakdown of pricing for each TO

CLIN and TO Labor Category

‒ TO Personnel Summary and Task Allocation may also be required

• Offeror quote submissions will due to the [email protected] mailbox by

the time and date specified in the RFQ

Task Order Evaluation• DLA anticipates a 21-42 day turnaround for task order awards (from receipt of

requirement to award)

‒ Expect quick turnaround on quotations; late is late

• Basis for making a Task Order (TO) award determination will be specified in the RFQ

‒ Evaluation may be conducted in accordance with procedures in FAR 16.505(b)(1)

‒ Significant factors and subfactors that the Government expects to consider will be disclosed.

‒ May award based on low price, tradeoff, or as otherwise stated in the request for quotes for the task order

‒ Level of effort and mix of labor proposed to perform any specific task will be considered and all prices will be evaluated for reasonableness

• TO Key Personnel will require resume submission for evaluation of resumes

• Price evaluation will validate conformance with Hourly Labor Rate Table pricing and reasonableness

‒ When the Service Contract Act applies, any wage determination will supersede established ceiling rates.
